PLANNING AND ZONING BOARD MEETING OF JULY 7, 2026 minutes

Chairman Keith Bradley called the meeting to order at approximately 5:30 pm and Sean
Hickman gave the invocation. The Chair led the Pledge of Allegiance and welcomed the
participants in today’s meeting. The Planning and Zoning Board members present included:
Chairman Keith Bradley, Ron Humphries, Vice Chair Adrienne Woods, Sean Hickman, Edy
Bergstrom, and James Holmes. Shaun Grier was absent.
The Chair entertained a motion to approve the minutes of the June 2, 2026 meeting. Ron
Humphries made a motion to approve the adoption of the minutes. James Holmes seconded the
motion, and it passed unanimously.
The Chair entertained a motion to approve the agenda for tonight’s meeting. Ron Humphries
made a motion to approve the adoption of the Agenda, Sean Hickman seconded the motion,
and it passed unanimously.
Z-26-10 Consider an Amendment to the City of Kings Mountain Zoning Map Changing
Parcel 11755 from Light Industrial (LI) to Auto-Urban Commercial (AU)
The Chair introduced the case and asked for a staff report. Nick Schrum, Planner I/GIS Tech,
presented this case advising the board that the Applicant is requesting parcel 11755 at 0
Margrace Road be rezoned from Light Industrial (LI) to Auto-Urban Commercial (AU). Staff
supports this rezoning of the parcel as it aligns with the current Future Land Use (FLU) map for
the city and reduces industrial zoning around existing and proposed residential uses. Next, the
Applicant, Michael Newman of 215 Johnston Street, Rock Hill, SC, addressed the board with a
few details. After discussion, the Chair asked for a motion to approve or deny this rezoning.
Ron Humphries made a motion to recommend approval of the rezoning request for 0 Margrace
Road, parcel 11755, from Light Industrial (LI) to Auto-Urban Commercial (AU) as the requested
zoning district is reasonable and is consistent with the Future Land Use (FLU) map. Vice Chair
Adrienne Woods seconded the motion and the vote was 5-1 in favor of the motion with James
Holmes being the nay vote.
Z-26-11 Consider an Amendment to the City of Kings Mountain Zoning Map Changing
Parcels 56672/57246 from Suburban Residential (SR) to Planned Development (PD)
The Chair introduced the case and asked for a staff report. Jaylon Smallwood, Planner II/Zoning
Administrator, presented this case advising the board that the Applicant is requesting parcels
56672 & 57246 at 117 and 122 Planters Lane be rezoned from Suburban Residential (SR) to
Planned Development (PD). The current zoning map shows Planned Development (PD) to the
north, south, east and west. The FLU map would have to be amended to reflect AU for the two
parcels. Staff supports this rezoning as it increases the ease of development of these parcels as
they align with the larger surrounding Planned Development (PD) parcel while also falling

completely within the vicinity map denoted for the Dixon Ridge Planned Development (Z-2312). After some comments and discussion, the Chair called for a motion.
The board chose not to make a recommendation to City Council to approve or deny the rezoning.
Z-26-5 Update on Data Center Standards
The Chair introduced the case and asked for a staff report. Brad Lagano, Planning Director,
updated the board on the Data Center moratorium, pending legislation, and the City Council’s
June 23, 2026 meeting discussion about holding off on taking any action to see what the State
passes. Staff continued saying the Planning and Zoning Board is not being asked to take any
action on this item tonight, the board can
wait to see what Council decides to do at its July 28 or August 25 meetings, or the board can
make a recommendation on a moratorium extension if it so chooses for Council to consider. The
Chair called for a motion.
Ron Humphries called for a motion to recommend City Council extend the moratorium for
twelve (12) months. Edy Bergstrom seconded the motion and the vote was unanimous.
Z-26-9 Discussion on Mineral Extraction Text Amendment
The Chair introduced the case and asked for a staff report. Brad Lagano reminded the board that
the goal of this text amendment would be to provide for a new zoning district with increased
development standards to ensure a controlled development that protects the health, safety, and
welfare of the City and surrounding properties. The proposed standards include mitigating noise,
environmental impacts, lighting controls, buffers on all corridors, design development to the
capacity of the City’s utilities, mitigating negative impacts to thoroughfares and freeways, and
balancing the needs of the mining company and the health, safety, and welfare of the public, and
bonding standards. At this time, Scott Hutchins, of 348 Holiday Inn Drive, Kings Mountain, an
Albemarle Corporation representative, addressed the board. He advised that Albemarle wanted to
support the Mineral Extraction District amendment and to be involved in the proposed text with
staff. He continued saying Albemarle is a twenty-four-hour (24-hour) operation, must have
Federal and State approvals, and Permitting could take between ten (10) and twenty (20) years.
Staff previously, on June 2, 2026, provided the board with handouts of the proposed zoning
district text and advised no action was needed at this time.
With no other matters to discuss, the Chair entertained a motion to adjourn.
James Holmes made a motion to adjourn, Vice Chair Adrienne Woods seconded, and the vote
was unanimous.

STAFF REPORT
For the City of Kings Mountain Planning and Zoning Board Meeting: 08/04/2026
DATE: 07/10/2026

CASE: Z-26-12

TO: Kings Mountain Planning and Zoning Board
FROM: Planning Department
PREPARED BY: Tristan B. Ewing, Planning Intern
TITLE
Consider a Map Amendment to the City of Kings Mountain Zoning Map Changing a Subdivided Portion
of Parcel 11212 from Suburban Residential (SR) to Rural (RU)

PURPOSE:
To consider the applicant’s request to change the zoning district on a recently subdivided portion of parcel
11212 at 110 Camelot Ct from Suburban Residential (SR) to Rural (RU). The subdivided portion is located
along Camelot Court, a private street, in Kings Mountain’s ETJ to the southwest of the city.
BACKGROUND AND FINDINGS:
The subdivided portion of parcel 11212 forms a +/- 1 acre lot located along Camelot Court. The parcel is
currently zoned Suburban Residential (SR). This zoning district permits single-family, detached residential
development on moderately sized lots within a platted subdivision where municipal water or wastewater
may or may not be available.
The applicant is requesting a rezoning to Rural (RU). The Rural (RU) district promotes the continuation of
agricultural uses and accommodation of very low-density residential development. This district is
commonly found in the extraterritorial jurisdiction and the outlying areas of the City limits where
infrastructure is not available and urban development is premature or inappropriate. This designation is
consistent with the location of the subject parcel.
The Future Land Use (FLU) map currently designates this area as Future Suburban (SR). If this rezoning
were approved, the FLU map would need to be amended to reflect Future Rural (RU) to align with the
requested zoning designation.
FINANCIAL IMPACTS:
This rezoning would have no financial impact on tax revenue as the property lies in the city’s ETJ.

RECOMMENDATION:
Planning staff supports this request as it aligns with the Rural (RU) zoned properties in the vicinity of the
subject parcel.
ALTERNATIVES:
The Planning and Zoning Board can recommend denial of the requested rezoning map amendment as
proposed by staff.
