The Washington Township Board of Trustees regularly scheduled meeting held at Washington Township
Administration Building, 6200 Eiterman Road, Dublin, Ohio, on July 14, 2026, at 6:00 p.m., with Mr.
Charles Kranstuber, Chairman, calling the meeting to order, and it opened with the Pledge of Allegiance.
Roll call – Mr. Charles Kranstuber, Chair – Present
Mr. Stu Harris, Vice Chair – Present
Mr. Jan Rozanski, Trustee – Present
Franklin County Deputy Sheriff’s Report:
A report was not provided for the current period.
Opportunity for Residents to Speak:
Mr. Gene Bostic provided an update on the progress of the proposed Memorial Preserve at St. John
Lutheran Church. The final development plan was approved by the Dublin Planning and Zoning
Commission the previous Thursday and will likely be presented to City Council in September. He noted
there has been opposition from residents and that the church has responded by providing several
opportunities for public discussion. Additionally, Mr. Bostic shared the development plan for the
Monterey Square project, which was approved with conditions during the same Dublin Planning and
Zoning Commission meeting. He noted the plan proposes a two-story parking garage adjacent to the
area reserved for the Dublin Cemetery expansion.
Mr. Richter requested that Mr. Bostic discuss the actions he has taken regarding the Rings Cemetery
within Washington Township. Discussions at previous meetings focused on restoration of the existing
headstones and a potential Eagle Scout project. Mr. Bostic explained that what was initially anticipated
to be a Scout project will require professional restoration for the most deteriorated headstones, and he
has obtained a quote from the company that completed the restoration at Dublin Cemetery. He added
that a Scout project could still be completed for the less deteriorated headstones and to identify existing
burial plots. Mr. Richter confirmed he will research additional restoration providers to obtain
preliminary quotes for comparison and will provide an update at a future meeting.

Round Table Discussions:
Township Administrator Eric Richter:
• Mr. Richter provided an update to the discussion from the previous meeting regarding the
debris and vegetation at 6044 and 6052 Dublin Road, noting the owner has since completed the
cleanup.
• Mr. Richter noted the Shier Rings Shared Use Path project continues to move forward, with
construction anticipated to begin in August and completion by the end of October.
• Mr. Richter distributed copies of the Summer 2026 edition of the Franklin County Township
Association’s newly developed newsletter.
• Mr. Richter summarized a conversation with a representative of the Coalition Against Bigger
Trucks, who requested that the Township adopt a resolution opposing legislation to permit
increases in truck size and weight and forward the resolution to Ohio’s congressional delegation.
He explained that the Township does not have a policy governing whether it takes positions on
legislative issues such as this and noted that similar advocacy is generally addressed through the
Township’s membership in the Mid-Ohio Regional Planning Committee (MORPC).
• Mr. Richter stated that the letter to Dublin City Council regarding the West Innovation District
rezoning was sent following the previous meeting. No response was received, and the rezoning
was approved by City Council at its July 1 meeting. Councilmember Wendy Johnson voted
against the measure, citing her support for additional buffering for residents on Houchard Road.
Mr. Kranstuber mentioned the possibility of a referendum on the issue.
• Mr. Richter informed the Trustees that he will be out of state August 1 through 9.
Chief John Donahue:
• Chief Donahue provided an update on the Strategic Planning process. He expressed his
appreciation to those who attended the external stakeholder meeting the previous day and
noted that internal stakeholders met today and are scheduled to meet over the next two days
with the goal of updating the department’s mission statement, vision, values, and goals.
• Chief Donahue explained that the Fire Prevention Bureau has proposed modifying the annual
Open House in response to declining attendance at several stations. This year’s Open House will
be consolidated at Station 91 and feature a festival-type atmosphere. Personnel will continue to
staff Stations 92, 93, and 95 for anyone wishing to visit those locations. The revised format will
be evaluated following the event.
• Chief Donahue explained that the fire engine in the fenced training area was sold through
GovDeals. He further noted that the ladder truck has structural issues that would cost more to
repair than the vehicle is worth and will also be listed on GovDeals. Responding to Mr. Harris,
Chief Donahue noted that the sale prices of comparable vehicles will be researched to establish
an appropriate minimum bid.
• Chief Donahue announced that the Township successfully secured a State of Ohio EMS training
grant.
• Responding to questions from Mr. Harris regarding the external stakeholder meeting, Chief
Donahue explained that survey responses will be integrated into the strategic plan and included
in the final document. The consultant recommended twenty to forty participants, noting that a
larger group would likely produce repetitive feedback without providing additional value.
Assistant Chief Adam Smith:
• Chief Smith provided the monthly report for June.
• Chief Smith explained that several months ago he attended a meeting in State Representative
Stewart’s office with Tolles representatives regarding the funding for a training tower in the
State’s capital budget. Governor DeWine signed the budget in early June, which included
$400,000 for the new four-story facility. The tower will be utilized by Tolles students as well as
central Ohio fire departments.
• Chief Smith provided an update on the Citizens Academy, which is in its first year as a
collaborative program with the Dublin Police Department and the Northwest Regional
Emergency Communications Center (NRECC). He commended Washington Township
Community Safety Liaison Megan Schiff for her leadership on the project.
Human Resources Manager Catherine Grossman:
• Ms. Grossman provided an update on the part-time firefighter hiring process, noting that
fourteen candidates have begun background investigations. She anticipates presenting
successful candidates to the Trustees for approval in August.
• Ms. Grossman has been working with Chief Smith on the updated performance management
program.
• Ms. Grossman is participating in the internal stakeholder meetings this week.
• Ms. Grossman provided an update on the review of sick leave and wellness bonus options
discussed during previous meetings. CBIZ has developed several alternatives and continues
analyzing the policy.
Fiscal Officer Scott Melody:
• Mr. Melody reported that the month of June has been closed.
• Mr. Melody provided an update regarding a fraudulent check incident in which a check issued to
Taylor Tire was redeemed by an unauthorized individual. Fifth Third Bank successfully recovered
the funds, and a replacement check was issued to Taylor Tire.
• Mr. Melody provided the Trustees with a financial snapshot of Township funds and the budget.
Trustee Chuck Kranstuber:
• Mr. Kranstuber expressed his appreciation for the flowers sent by the Township following the
passing of his mother, just two weeks before her 100th birthday.
• Mr. Kranstuber commended New York Governor Kathy Hochul for implementing a statewide
moratorium on data centers.
