DISCUSSION:

Data Center Update:
The Commission continued their discussion of data centers and what locations in the Township

would be least impactful to residents. Mike Hlad is in favor of creating a new district entirely
further limit where a potential data center could go. Todd Peetz’s recommendations are to allo
them in the H-I District as a conditionally permitted use, a maximum of 50 decibels but reduce
that number on properties near residential areas, a maximum of 50 megawatts used, limiting the
building size to 100,000 square feet or less, and requiring they be setback at least 400’ from
residential properties.

| Bill Anderson brought up harmonic noise and felt less that forty decibels should be required |}
near residential areas as well as a closed-loop cooling system. He believes crypto mining shou ld
be prohibited entirely. Bill Anderson added that a large data center takes about two years to
construct, but smaller centers can take as little as six months.

Megan's Way Out/Section 600.10 J.:

Mike Hlad explained that Trustee Coia was presented with this information and requested the
Zoning Commission to review it. It is a new bill that would require secondary exits in drive-thtu
lanes following the murder of Megan Keleman who was boxed in between cars and curbs with
no way to exit her vehicle when a gunman approached her. The bill does not provide specific
language to communities but would require design standards that allow unimpeded access for
first responders and clear exits.

The Commission discussed how they could implement Senate Bill 264 and what such languag'
would look like. If implemented, the restrictions would only apply to new construction, and
existing properties would be grandfathered in. The Commission requested direction from Tod
Peetz on the matter, and he agreed to provide language at the next meeting.

MOTION #2026-70

Tom Johnson made a motion to send the topic to Regional Planning Commission, requesting
they provide language to meet the requirements of Senate Bill 264/Megan’s Way Out and Bill
Anderson seconded her motion. All members were in favor.

MOTION #2026-71
Tom Sargent made a motion to schedule a public hearing for September 10" at 6:45pm and Bill
Anderson seconded his motion. All members were in favor.

Comprehensive Land Use Plan:

Mike Hlad told the Commission that hours have been donated by Portage County Commissioner
Sabrina Christian-Bennett. He thanked her for her assistance and said the hours will be utilize

to cover Regional Planning’s fees for regular business and work session items rather than the
Comprehensive Land Use Plan at this time. Due to the recent budget cuts, he explained that he
wants to be sure these new hours cover any applications received through the end of the year
and said the remainder of the Comprehensive Land Use Plan can be completed in the new yeaj.
He felt the bulk of the work on the Commission’s side has been completed since they worked
through most of the plan already, and it is now in Regional Planning’s hands to make the
updates they have discussed.

The Commission touched briefly on the Comprehensive Land Use Plan as it relates to their
recent discussion on data centers. Kolette Woloszynek suggested creating a separate zoning
district for recreational properties like the campgrounds, German Family Society, and golf
course, further protecting those properties from data center development.
