This staff report provides a comprehensive review of the proposed industrial development for compliance with
applicable provisions of the City of Trenton Zoning Code, including site design, circulation, landscaping, lighting,
and signage.
The purpose of the Planning Commission’s review is to evaluate the overall site plan for compliance with zoning
requirements, including layout, access, buffering, parking, lighting, and signage. As established in Section
1266.02, this review is focused on ensuring the development meets the intent and standards of the Zoning Code
as they relate to site design and compatibility with surrounding properties. Detailed engineering components,
including stormwater management, grading, and utility systems, are subject to separate administrative review
due to their technical nature.
The proposed development demonstrates compliance with applicable zoning standards across all major site
components. Parking and circulation have been designed to accommodate both passenger vehicles and large
truck movements, including WB-67 design vehicles, while maintaining safe internal traffic flow. Landscaping is
integrated throughout the site, including parking areas, building foundations, and stormwater facilities,
contributing to both aesthetic quality and functional design.
The lighting plan incorporates full cut-off fixtures and shielding to minimize off-site glare and light trespass,
consistent with performance standards. Photometric data confirms that illumination levels remain within
acceptable limits at all property boundaries.
Signage has been incorporated into the overall site design in a manner that is consistent with Chapter 826 of the
Zoning Code. The proposed signs are appropriately scaled and located to provide clear on-site navigation and
identification while avoiding visual clutter or off-site impacts. Both regulated and exempt signage have been
reviewed, and the overall signage plan supports functional wayfinding without compromising compliance with
zoning standards.
Additionally, supporting technical reports, including the acoustic analysis, demonstrate that the development
meets applicable performance standards related to noise, emissions, and operational impacts.
Based on the materials submitted, the proposed development is consistent with the applicable requirements of

The subject parcel is zoned I-G, General Industrial District, where the proposed data center is a permitted
principal use and is consistent with the district’s intent to accommodate large-scale industrial and employmentgenerating operations.
The site plan includes accessory components typical of data center development, including generator yards,
electrical equipment pads, transformers, fuel offload areas, refuse enclosures, and related utility infrastructure,
all of which are customary and incidental to the principal use.
These elements are integrated into the overall site layout in a manner that does not interfere with internal
circulation, emergency access, required parking areas, or other site improvements, and function cohesively with
the primary development.

Additionally, the applicant submitted a Commercial/Industrial Fence Permit for perimeter screening and
security, which was approved by City Council on March 19, 2026.
Required Conditions
The applicant provided written responses demonstrating compliance with the required conditions of the I-G
General Industrial District as outlined in Section 1252.14(e).
The site is not adjacent to any residential zoning districts; therefore, the requirement for a visual mechanical
barrier is not applicable. An acoustic design evaluation utilizing ISO 9613-2 modeling confirms that operational
noise levels will remain below the limits established in Chapter 1264 at all property boundaries.
The proposed data center operations, consisting primarily of servers, cooling systems, and electrical
infrastructure, will not produce toxic or noxious emissions under normal conditions, and backup generators will
operate only during outages or limited testing in compliance with applicable City, County, and EPA standards.
During construction, dust will be controlled through water application, and upon completion, all disturbed areas
will be stabilized through paving, structures, or landscaping, eliminating ongoing dust emissions.
The facility does not generate odor-producing processes, and no vibration detectable at or beyond lot lines will
be produced. Lighting is designed to be fully shielded and directed downward in accordance with applicable
lighting standards, preventing glare or spillover beyond the site.
Fuel storage and generator systems will comply with the Ohio State Fire Marshal regulations for flammable and
combustible materials. No radioactive materials will be present on site.
Additionally, no outdoor storage is proposed that would exceed the maximum permitted height or violate
required separation distances. These findings are consistent with the submitted materials and the requirements
of Section 1252.14(e) of the Zoning Code.
Lot and Development Standards Compliance
The proposed development complies with all applicable bulk, yard, and development standards of the City of
Trenton Zoning Code.
The site significantly exceeds minimum lot area requirements, providing 145.562 acres where 5 acres are
required. Frontage along Arnold Brown Industrial Drive is 782.87 feet, substantially exceeding the minimum
requirement of 100 feet.
Yard setbacks also exceed code requirements, with a front yard of 248.40 feet provided where 100 feet is
required, a least side yard of 144.29 feet where 25 feet is required, and a total side yard width of 348.74 feet
where 50 feet is required.

Fire Department Confirmation
Planning staff consulted with the City’s Fire Chief to confirm that the WB-67 design standards incorporated into
the site plan will also accommodate fire apparatus. Based on that coordination, the Fire Chief indicated that the
proposed circulation system provides adequate access and maneuverability for emergency response vehicles, as
WB-67 vehicles meet or exceed the dimensional and turning requirements of typical fire engines.
Landscape Plan
The landscape plan establishes a comprehensive planting program throughout the site, incorporating
landscaped islands and peninsulas within parking areas, foundation plantings along building elevations,
perimeter landscaping, and integration with stormwater management facilities. These elements work together
to break up large (paved areas), define site boundaries, and reduce the visual scale of industrial development.
Supporting exhibits illustrate the distribution of landscaping across key areas of the site, including parking fields,
building perimeters, and stormwater features, demonstrating that landscaping is consistently and intentionally
integrated throughout the overall site design.

The submitted landscape plan is thoughtfully integrated into the overall site design and establishes a cohesive
system of interior parking lot landscaping, perimeter plantings, and building foundation treatments across the
development.
Landscaped islands and peninsulas are provided throughout the parking areas, with tree placement distributed
in a manner consistent with Section 1262.04. Perimeter landscaping defines the edges of the site, while
foundation plantings help soften building elevations and reduce the overall visual scale of the structures.
Landscaping is also incorporated into the stormwater management areas, allowing these features to function as
visual amenities rather than purely utilitarian elements. The plan includes a total of 155 trees, meeting
applicable size and installation standards and supporting long-term canopy development.
Overall, the landscape design aligns with the requirements and intent of Sections 1266.02, 1262.04, and
1252.14(d) of the City of Trenton Zoning Code, and contributes to the site’s compliance as part of the broader
site plan review. These observations are provided for Planning Commission consideration in evaluating the
proposed development.
Chapter 1265 Noise
This review evaluates the submitted acoustic report for compliance with Chapter 1264 of the City of Trenton
Zoning Code. The applicant provided a detailed analysis that includes sound modeling across multiple frequency
ranges and measurements at the nearest property boundaries identified as DB 1, DB 2, and DB 3.
As shown in Table 4.2 and the accompanying compliance matrix, all projected sound levels remain below the
allowable nighttime limits, which are the most restrictive standards in the code. The highest predicted level
occurs at 1000 Hz, where sound at DB 3 is modeled at 51 decibels, remaining 1 decibel below the maximum
permitted level of 52 decibels. This represents the highest level identified in the analysis.
Lower frequency sounds ranging from 31.5 to 125 Hz, which are typically the most noticeable beyond the site,
remain well within acceptable limits, with margins ranging from 9 to 13 decibels below the standard. Mid and
higher frequency ranges, including 250 Hz through 8000 Hz, also demonstrate consistent compliance, remaining
between 1 and 16 decibels below permitted limits across all boundary locations.
Figure 4.1 of the report further shows that projected sound levels remain within the site and do not extend
beyond the property boundaries. The exemptions outlined in Ordinance 43 2025 do not apply in this case, as
they do not cover continuous operational noise.
Overall, the analysis demonstrates that the proposed development meets all applicable sound standards across
all evaluated frequencies and boundary locations. Final consideration of the full site plan, including the noise

component, will be addressed by the Planning Commission at a later stage following completion of the full
review process.
The table below summarizes the modeled sound levels across a range of frequencies and compares them
directly to the limits established in the City’s code. Each row represents a specific frequency, measured in Hertz,
and the columns show the allowable daytime and nighttime limits alongside the predicted sound levels at the
nearest property boundaries, identified as DB 1, DB 2, and DB 3. The “Worst Case” column reflects the highest
modeled level at any boundary for each frequency, while the “Margin (Night)” column shows how far below the
most restrictive nighttime limit that level remains.
For interpretation, the “Worst Case” and “Margin (Night)” columns are the most important. Because nighttime
standards are the most restrictive, compliance with those limits confirms overall compliance. Across all
frequencies, the modeled sound levels remain below the allowable limits with positive margins. While certain
frequencies, such as 1000 Hz and 2000 Hz, are closer to the threshold, they still meet the standard. Lower
frequency ranges, which are typically more noticeable beyond the site, show greater separation from the limits.
Overall, the data demonstrates that sound levels from the proposed development are controlled and remain
within permitted thresholds across all measured frequencies and boundary locations.

operational conditions.

The submitted signage package includes both regulated signage and a substantial amount of exempt signage
associated with the operation of a large-scale industrial data center.
Regulated signage, including the monument and building identification signage, complies with applicable
standards related to height, area, number, location, and illumination. A significant portion of the signage
consists of operational, safety, and interior signage, including directional signage, building and room
identification, loading dock identifiers, generator yard labels, parking and accessibility signage, and internal
wayfinding elements.
These signs are not advertising in nature, are internal to the site or not visible from public rights-of-way and are
therefore exempt from area and quantity limitations under Chapter 826.
All signage is integrated into the overall site design and supports safe circulation and functional operations
consistent with Section 1266.02.

Staff Recommendation on Site Plan Compliance with Zoning Code
Based on a comprehensive review of the submitted plans and supporting materials, staff find that the proposed
development meets or exceeds the applicable requirements of the City of Trenton Zoning Code, including
Chapters 1256 through 1266, Chapter 826, and Chapter 1280.
The site design demonstrates compliance with zoning standards related to building placement, parking and
loading, internal circulation, landscaping, lighting, signage, and general performance requirements. The parking
supply exceeds minimum requirements, including ADA-accessible spaces, and loading areas are provided in
accordance with code.
The landscape plan incorporates a coordinated system of interior parking lot landscaping, perimeter buffering,
and foundation plantings consistent with Section 1262.04 and related provisions. The lighting plan utilizes full
cut-off fixtures and shielding, and photometric data confirms that illumination levels remain within allowable
limits at all property boundaries.
The proposed signage has been reviewed for compliance with Chapter 826 and is appropriately scaled and
located to provide site identification and internal wayfinding. Both regulated and exempt signage have been
evaluated as part of this review, and the overall signage plan supports functional clarity without creating
adverse visual impacts or signage clutter.
Photometric and acoustic evaluations confirm that off-site impacts, including lighting and noise, remain within
allowable limits. These findings establish that the proposed development is consistent with the intent of the
Zoning Code and supports the protection of public health, safety, and general welfare.
The Planning Commission’s review is limited to site plan compliance with zoning standards. Detailed
engineering, including utilities, stormwater management, grading, and related infrastructure, involves technical
analysis and will continue to be reviewed and approved administratively by the City Engineer and appropriate
staff.
Based on these findings, staff recommend approval of the overall site plan.
