SEPTEMBER 15, 2026

A meeting of the Limerick Township Board of Supervisors was held on Tuesday, September 15,
2026, in the Public Meeting Room of the Limerick Township Municipal Building, located at 646
W. Ridge Pike, with Connie Lawson, Chair, presiding. This meeting was advertised in The Mercury
on December 30, 2025.
Members Present: Supervisors Connie Lawson, Dr. Cheryl Walraven, Patrick M. Morroney, and
Kara Shuler

Call to Order: Ms. Lawson called the meeting to order at 7:00 P.M. and led the Pledge of
Allegiance.
Ms. Lawson announced that the meeting is being recorded and live-streamed. She stated the Board
made an investment to improve the quality for those watching Township meetings on YouTube and
this meeting was the first time the upgrade was in place. She continued by stating the Board met
prior to the meeting for matters regarding real estate and personnel.

Motion was made by Mr. Morroney, and seconded by Ms. Shuler to approve the Minutes of the
September 1, 2026 Board of Supervisors’ meeting. Motion passed 3-0-1; Dr. Walraven abstained.

September 8, 2026 Board of Supervisors’ meeting. Motion passed unanimously.

Ms. Lawson requested an update on the firehouse refinancing. Mr. Dickerson explained the
firehouse’s mortgage was refinanced in 2025 with Key Bank at 4.875% for 5 years. The final
payment will be made July 2030.
Motion was made by Mr. Morroney, and seconded by Dr. Walraven to approve Bills List #18 in
the amount of $405,002.47. Motion passed unanimously.

SUBDIVISION AND LAND DEVELOPMENT
Confirmed Appointments:
Bob Betz (Auto Repair/Service): 708-712 W. Ridge Pike
Engineer Adam Brower summarized the plans to add an auto repair business to the rear property of
the current hardware store. Mr. Betz stated he is the equitable owner of the property, and his trucks
are serviced by an auto repair business that currently operates at 3323 W. Ridge Pike. His desire is
for the auto business to relocate into a new building proposed to the rear of the existing hardware
store. Dr. Walraven asked if they considered other uses for the property. Mr. Betz stated that would
depend on the desires of the current tenants. Ms. Shuler stated that the proposal does not meet the
requirements of the MS District and would not support the plan. Ms. Lawson commended Mr. Betz
on his successful Zara Drive business but agreed with Ms. Shuler. No other Board comments or
approval to meet with staff were offered by the Supervisors.
NEW BUSINESS
Approval – Ordinance No. 440 (Verizon Franchise Agreement)
Ms. Geiser summarized the agreement which was partnered with other municipalities in the
Montgomery County Consortium and overseen by Cohen Law Group.
Motion was made by Dr. Walraven and seconded by Mr. Morroney, to approve Ordinance No.
440, authorizing execution of a cable franchise agreement between Limerick Township and Verizon
Pennsylvania, LLC. Motion passed unanimously.
Approval – 2025 Audit
Mr. Dickerson stated that Maillie reviewed the final 2025 audit at a previous Board meeting and stated
that there are no findings to report. The final audit report is now in a position for approval.
Motion was made by Dr. Walraven and seconded by Mr. Morroney, to approve the 2025 Audit.
Motion passed unanimously.
Resolutions – 2027 Pension MMOs
Mr. Dickerson stated Act 205, which is enforced by the Auditor General, sets requirements for
municipalities to put aside a minimum municipal obligation to contribute to pensions. Mr.
Morroney asked for clarification on the police contribution figures. Mr. Dickerson stated the police
contribution went down because the contribution to the police pensions went up.
Martha Bell - Ms. Bell questioned how much the police contribute to their pensions. Mr. Kerr stated
the police contribute 5%, which is up from 3%. She asked if anyone matched their contributions.
Mr. Dickerson explained the state provides aid based on information provided to the Auditor
General. Mr. Kerr stated this exact figure could be provided at the next meeting.

Mr. Dickerson explained there are (3) different township pension plans: Police, Defined Benefit for
non-uniform hires prior to 2019, and Defined Contribution for non-uniform of hires after 2019. The
latter no longer receive the defined benefit plan.
Motion was made by Dr. Walraven and seconded by Mr. Morroney, to approve Resolution 202614, accepting the 2027 Minimum Municipal Obligation of $660,613 for the Limerick Township
Police Pension Plan. Motion passed unanimously.
Motion was made by Dr. Walraven and seconded by Mr. Morroney, to approve Resolution 202615, accepting the 2027 Minimum Municipal Obligation of $285,252 for the Non-Uniformed
Employees’ Defined Benefit Pension Plan. Motion passed unanimously.
Motion was made by Dr. Walraven and seconded by Mr. Morroney, to approve Resolution 202616, accepting the 2027 Minimum Municipal Obligation of $235,686 for the Limerick Township
Defined Contribution Retirement Savings Plan. Motion passed unanimously.
Update – Comprehensive Plan Update
Ms. Martin Washington summarized the minutes taken from the meeting with Remington &
Vernick, who are the planners for the comprehensive plan. The Township is currently accepting
volunteer applications to serve on the Steering Committee. Four key positions needed are in:
environmental, housing, transportation, and land use. Those positions would be an expert and
preferably a resident or business owner in the Township.
Martha Bell - Ms. Bell questioned the number of meetings required of the committee. Ms. Martin
Washington clarified that the first Wednesday of each month in 2027 is being reserved for Comp
Plan meetings. Even though there are 12 Wednesdays in a year, only 5 meetings would be required
of the committee.
TRICENTENNIAL UPDATE
Mr. Kerr stated the last meeting will take place at 9 AM next Monday at Waltz’s. He applauded the
efforts of the Tricentennial Committee and the Waltz organization. Dr. Walraven asked if
merchandise was still being sold. Mr. Kerr confirmed sales are ongoing and currently offered at
50% off.
MANAGER’S REPORT
Mr. Kerr spoke on (2) topics:
1. There have been a lot of inquiries about what is happening at the Publicker site. Mr. Kerr
stated the massive buildings were demolished a while back and the owner is continuing the
removal of debris. It is in no way associated with the construction of a data center.

2. The new playground had ladders installed in the upper areas of the towers for an additional
way to access the slides.

SUPERVISOR COMMENTS
Mr. Morroney thanked the residents who stated their concerns regarding slide access, and it has
been addressed.
Ms. Lawson requested (2) social media posts for the Comp Plan volunteers be created; one targeting
the four positions needed and a second as a general reminder.

9:23 P.M.

In our role as Township Traffic Engineer, Traffic Planning and Design, Inc. (TPD) is pleased to submit this
Professional Services Agreement regarding the above-referenced project (“Project”). This Agreement will be
between TPD and Limerick Township (“Client”).
SCOPE OF SERVICES
Upon Client’s authorization, TPD will perform the following tasks which represent services for this Project:

TASK A- SCHOOL ZONE EVALUATION - GRATERFORD ROAD
o
Complete PennDOT Form TE-112 School Zone Speed Limit Engineering and Traffic Study.
o
Coordinate with WMCTC to obtain school specific information to complete the TE-112 Form and
signature.
o
Submit the study to PennDOT for review and approval upon authorization from the Client.
TASK B- DESIGN/PERMITTING - GRATERFORD ROAD
o
Prepare a new PennDOT traffic signal permit plan for the school zone and associated flashing
school speed limit signs upon preliminary approval by PennDOT of the school zone application.
Digitize aerial maps obtained via NearMap for preparation of base plans. Digitize available
utility information, within the areas of proposed flashing school speed limit structures, obtained
through the Pennsylvania One Call System.
o
Prepare a Traffic Signal Application package for submission to PennDOT with a copy to the
Client. A PennDOT TE-160 form (application for traffic signal approval) will be required by
PennDOT from the Client (owner of the flashing school speed limit installations) before final
approval of the permit plans will be issued. TPD will coordinate the required PennDOT form
with the Client.

Prepare a written construction scope of work after preliminary plan approval by the Client and
PennDOT.
o
Prepare a final opinion of probable construction cost based on the final design.
o
Upon review and approval from PennDOT and the Client, coordinate the submission of a final
traffic signal permit plan for digital signature by the Client and PennDOT.
FEE FOR INITIAL SERVICES
The services described above will be provided based on TPD’s current fee schedule. TPD’s estimated fee for
these professional services is TASK A-$3,000.00 and TASK B-$13,000.00. TPD will not proceed with services
beyond this fee without additional coordination with Client.
Fee Adjustments
If, through no fault of TPD the orderly and continuous progress of TPD’s services is impaired, or TPD’s
services are delayed or suspended, then the time for completion of TPD’s services, and the rates and
amounts of TPD’s compensation, shall be adjusted equitably.
If Client authorizes changes in the Scope of Services, extent, or character of the Project or TPD’s services,
then the time for completion of TPD’s services, and the rates and amounts of TPD’s compensation, shall be
adjusted equitably.

Use of Agreement
Client agrees that the Scope of Services and related provisions in this Agreement represent a valuable and
unique work product developed by TPD specifically for this Project. As such, it may not be used or disclosed
by Client for any purpose without TPD’s express consent in writing unless required to be released as part of
a Freedom of Information Act request. This specifically precludes Client from utilizing the enclosed Scope
of Services for the purpose of soliciting competitive bids from other companies, unless TPD has been
compensated for our services in developing the Scope of Services and related provisions.
Client Acceptance
TPD’s offer of services under this Agreement shall remain valid for thirty (30) calendar days from the date of
this letter. Acceptance of the Agreement after the end of the thirty (30) day period shall be valid only if TPD
elects, in writing, to reaffirm the letter, and waives its right to re-evaluate and resubmit the letter. In order for
TPD to begin our services, we request that Client review this Agreement and return the signed authorization
and retainer fee to our office.

Contract: Limerick Township / Code Inspections, Inc.
CONTRACT
THIS CONTRACT, made and entered into on this ________ day of
_________________, 2026 by and between Limerick Township, located at 646 W.
Ridge Pike, Limerick PA, 19468 (hereinafter called the “Township”), and Code
Inspections, Inc., 603 Horsham Road, Horsham, PA 19044 (hereinafter called the
“Contractor”).
WITNESSETH, that the Contractor and the Township for consideration
stated herein agree as follows.
1. All provisions of the Contract Documents shall be strictly complied with and
conformed to by the Contractor. This Contract is intended to conform in all
respects to applicable statutes of the Commonwealth of Pennsylvania, and
if any part or provision or this Contract conflicts therewith, the said statute
shall govern.
2. This Contract shall take effect on the 21st day of September, 2026. This
Contract shall automatically renew for additional periods of twelve (12)
months unless terminated by either party upon thirty (30) days written
notice, prior to expiration of the twelve (12) month period, to the other
party. Notwithstanding the above, the Township may terminate this
Contract at any time upon providing thirty (30) days written notice to the
contractor.

3. The Contactor is granted the right, to the extent provided for in the Contract
Documents, to provide code services for residential and non-residential
structures covered by the International Codes, excluding electrical services,
within the geographic area of the Municipality. The Contractor shall provide
all personnel, equipment, supplies and materials necessary to provide for
the services as set forth in the Contract Documents, and shall undertake all
work, duties and initiatives necessary to comply with the Uniform
Construction Code, Act 45, Municipal amendments thereunto and the
Contract Documents.
4. The Contract between the Township and the Contractor shall include the
following documents, all of which are as fully a part of this Contract as if
herein set out verbatim.
a. Contractor Fees (Exhibit “A”)
b. Contractor’s Certifications of Insurance
5. The parties hereby agree that the Contractor shall be authorized with respect
to the maintenance and erection of buildings within the jurisdiction of the
Township in conformity with local ordinances and administrative regulations
to act as Inspector and Plan Reviewer. The person who will serve as the
Contractor’s responsible official and representative will be Mr. Robert J. Heil,
Director of Operations for Code Inspections, Inc.

6. The Contractor shall provide Plan Review and Inspection Services within the
jurisdiction of the Township for the fees
specified In Part IV of the
Contractor’s Proposal (exhibit “A”). Additional fees, e.g. administrative fees,
construction licenses and/or re-inspection fees established by the
Township, shall continue to apply.
7. Code Inspections, Inc. shall not collect nor charge re-inspection, revision
plan review or court appearance fees, however, the Township may wish to
establish and retain such fees.
8. The above stated fee method will be the only compensation for each project
and Contractor shall not charge the Township or applicant in any other
method. The contracted fees shall include all work, duties and initiatives
necessary to comply with the Uniform Construction Code, Act 45, and
Municipal amendments thereunto.
9. Should the Township wish to change proposed service options indicated
within the Contractor’s Proposal, after this Contract has been finalized, an
amendment will be made, and the newly chosen option shall be honored
beginning with the next issued permit. Code Inspections, Inc. shall follow to
completion any permit issued under the option followed at the time of
issuance.
10. Billing by the Contractor for such services shall be made to the Township on
a monthly basis after the first of each month.

11. Payment for services, by the Township, shall be made within 45 days of
receiving the Contractors invoice and monthly activity report. Should a
billing error or dispute exist, the Contractor shall be notified upon discovery
and payment held for said invoice until such time of correction or justifiable
explanation has been provided to resolve the matter. The Contractor shall
perform services in cooperation with the Township and coordinate all
efforts with the full knowledge of the Township.
12. The Contractor shall perform all required plan reviews and permit
processing within three (3) days for residential submittals and five (5) days
for commercial submittals, and never to exceed the statutorily required
time frames, and in accordance with the needs of the Township, as
established by the Township.
13. The Contractor shall perform all required inspections within 24 hours or less
from time of notification, or as expeditiously as possible, and in accordance
with the needs of the Township, as established by the Township.
14. The Contractor shall conduct a final inspection of the completed
construction work and file a final inspection report and Certificate of
Occupancy that indicates that each of the permitted areas meet compliance
with the Uniform Construction Code requirements and Municipal
amendments thereunto.
15. A monthly activity report shall further be provided to the Township, by the
Contractor, indicating where each project is located, total cost breakdown,
permit issue dates and Certificate of Occupancy issue dates.

16. Contractor shall provide vehicles and equipment used by the Contractor’s
employees.
17. The Township and the Contractor shall together create temporary
identification cards as may be necessary for use by the Contractor and its
personnel for the sole purpose of performing Inspection and Plan Review
duties in the jurisdiction of the Township, during the term of this Contract.
All identification cards shall be returned at the termination of this Contract.
Any expense incurred by the creation of said identification cards shall be the
responsibility of the Contactor.
18. In performing services under this Contract, the Contractor shall use only
qualified certified personnel who shall perform in a good and workmanlike
manner.
19. The Contractor shall supply appropriate technical staff, during the
Township’s hours of operation, for the purpose of discharging the duties of
plan review and inspections and to be available to the public at the time and
in a reasonable manner as designated by the Township. The Contractor shall
designate employees to be available for emergencies on a 24-hour basis, 7
days a week and respond to emergency inspection services immediately
upon notification.

20. The Township acknowledges that in performing its duties hereunder,
Contractor is engaged as the Township’s building inspector and is acting on
behalf of the Township to enforce the Uniform Construction Code, Act 45,
and Municipal amendments thereunto.
21. Throughout the term of this Contract, Contractor shall maintain general
liability insurance in the minimum amount of $1,000,000 per occurrence,
$2,000,000 in the aggregate; automobile insurance in the minimum amount
of $1,000,000; statutory workers’ compensation insurance; and errors and
omissions insurance in the minimum amount of $1,000,000. A certificate of
insurance shall be provided to the Township prior to commencement of this
Contract and each year on the anniversary date hereof. The Township shall
be listed on all insurance as an additional insured or loss payee, as
applicable. All insurance policies shall provide that they will give thirty (30)
days advance written notice to the Township prior to cancellation or
modification.
22. INDEMNIFICATION.
a. Contractor hereby indemnifies Township, and its officers and
employees (collectively referred to as the “Township Indemnitees”),
and each of them, harmless against and from any and all claims,
liabilities, damages, fines, penalties or costs of whatsoever nature,
including reasonable attorneys’ fees, and whether by reason of
death of or injury to any person or loss of or damage to any property
or otherwise, arising out of or in any way connected with this
Contract, the services provided by Contractor, or any subcontractors,
servants, employees, licensees or invites and whether or not

occurring during the term hereof, excepting any liability based on the
sole negligence of Township Indemnitees (except as and to the
extent otherwise prohibited by applicable law). In the event that any
claim is made or any action or proceeding is brought against the
Township Indemnitees, or any of them, arising out of or connected
with this Contract, any such Township Indemnitee may, by notice to
Contractor, require Contractor, at Contractor’s expense, to resist
such claim or take over the defense of any such action or proceeding
and employ counsel for such purpose, such counsel to be subject to
the prior approval of such Township Indemnitee, which approval
shall be deemed to have been given hereby in the case of counsel
acting for the insurance underwriters of Contractor engaged in such
resistance or defense.
b. Township hereby indemnifies Contractor, and its officers and
employees (collectively referred to as the “Contract Indemnitees”),
and each of them, harmless against and from any and all claims,
liabilities, damages, fines, penalties or costs of whatsoever nature,
including reasonable attorneys’ fees, and whether by reason of
death of or injury to any person or loss of or damage to any property
or otherwise, arising out Township’s gross negligence or willful
conduct connected with this Contract whether or not occurring
during the term hereof. In the event that any claim is made or any
action or proceeding is brought against the Contractor Indemnitees,
or any of them, arising out of or connected with the Township’s gross
negligence or willful conduct connected with this Contract, any such
Contractor Indemnitee may, by notice to Township, require
Township, at Township’s expense, to resist such claim or take over

the defense of any such action or proceeding and employ counsel for
such purpose.
23. Contractor may not assign, encumber or subcontract this Contract or any
rights or obligations of Contractor hereunder without the prior written
consent of Township. Subject to the foregoing, this Contract shall inure to
the benefit of and be binding upon the parties hereto and their respective
successors and assigns.
24. This Contract, along with its exhibits and incorporated documents, contains
the full and complete understanding of the parties hereto as to the subjects
contained herein and supersedes any and all prior written or oral
agreements or understanding between the parties hereto. This Contract
may not be modified except by a subsequent writing executed by both
parties hereto.
25. Non-Solicitation
a. The Township recognizes the importance and value of Contractor’s
employees to Contractor’s business and therefore, acknowledges
that the provisions contained in this section are reasonably
necessary to protect the legitimate business interests of Contractor.
b. During the period commencing on the effective date of this Contract
and ending two years following the termination of this Contract or
any extension, the Township agrees, to the extent permitted by
contract law, that it will not directly or indirectly: (i) solicit or
encourage any person to leave the employment or other services of
Contractor or its affiliates; or (ii) hire in order to be the Building Code

Official or to provide Plan Review and Inspection Services within the
jurisdiction of the Township as either an employee or an
independent contractor any person who has left the employment
within the two year period following the termination of that person’s
employment with Contractor
(hereafter called “Contractor’s
Employee(s)”). During the period commencing on the effective date
of this Contract and ending two years following the termination of
this Contract or any extension term, the Township will not, whether
for its own account or for the account of any other person, or entity,
intentionally interfere with the relationship of Contractor with, or
endeavor to entice away from Contractor, Contractor’s Employee(s).
c. For purposes of this paragraph “solicit” shall mean, by the Township,
any direct or indirect communication of any kind whatsoever, by an
authorized agent of the Township, regardless of whether the
communication is initiated by the Township or Contractor’s
Employee(s), inviting, advising, encouraging, or requesting any
person or entity in any manner, to take or refrain from taking any
action.
d. Township acknowledges that a breach of any of the provisions in this
paragraph 1) is a material breach of this Agreement; and 2)
Contractor may thereafter, immediately terminate this Agreement
with no further obligations to Township. The rights and remedies of
Contractor under this paragraph are not exclusive and are in addition
to any other rights and remedies provided under this Contract or at
law.

e. In the event that any provision of this section relating to the time
period restriction contained herein shall be declared by a court of
competent jurisdiction to exceed the maximum period found
permissible by such courts or otherwise to be declared to be over
extensive, over burdensome or not likely to protect the legitimate
business interests of Contractor, Township agrees to be bound by
such restrictions as is deemed reasonable and enforceable by said
court.
26. In the event an action is commenced to enforce the terms of this Contract,
the prevailing party in such action shall be entitled to payment of its
reasonable attorneys’ fees by the losing party. Any such action must be
brought in Montgomery County, PA, and the parties waive a jury trial in any
such action.
27. This Contract shall be governed by the laws of the Commonwealth of
Pennsylvania.

signed by its authorized representative, attested by its Secretary and its common
seal to be hereunto affixed pursuant to affirmative vote of the Township’s Board

delivered this Contract to be signed by its proper corporate officers and its
corporate seal to be hereunto affixed pursuant to authority conferred by its Board

PART I
Scope of Services
A.
BASE SERVICE
Code Inspections, Inc. shall perform all functions necessary to properly
receive and review plans, conduct necessary inspections, and issue
building and occupancy permits according to the service option awarded.
B.
TERM
Typically, the term of an agreement with Code Inspections, Inc. extends
for a 12-month period and continues to automatically renew for additional
periods of twelve (12) months unless terminated by either party upon thirty
(30) days’ written notice to the other party.
C.
STRUCTURES
Any Code Inspections, Inc. contract shall apply to all construction,
alteration, repair and occupancy of structures within Limerick Township.
The code standard for these inspection services shall be the Municipal
Zoning Ordinance and Pennsylvania Uniform Construction Code and any
revisions thereof that may occur during the term of this contract as
adopted by Commonwealth of Pennsylvania
D.
COMPLIANCE WITH LOCAL/COUNTY/STATE/FEDERAL LAWS
All municipal Zoning ordinances, county ordinances, laws of the
Commonwealth of Pennsylvania and of the federal government, and the
rules and regulations promulgated there under will be observed by Code
Inspections, Inc., including but not limited to State Act 45 (1999) and all
its administrative procedures.
E.
LABOR AND INDUSTRY APPROVALS
Code Inspections, Inc. is responsible for ensuring that an applicant has
complied with all Pennsylvania Department of Labor and Industry
regulations before a building permit is issued.
F.
MAINTENANCE AND RETURN OF PLANS
All plans, building permit applications and reports generated by Code
Inspections, Inc. as a result of a contract shall be the property of Limerick
Township. At the end of the contract term, or should the contract be
terminated for any reason, all aforementioned information shall be provided
to Limerick Township within thirty (30) days from the end of the service
agreement. Code Inspections, Inc. will provide this information at no cost to
Limerick Township.
G. PUBLIC INFORMATION PROGRAM
If requested, Code Inspections, Inc. may conduct two public information
programs regarding the plan review and inspection process. These
programs would be held in Limerick Township.
H.
INDEMNITY
Code Inspections, Inc. shall be responsible for any loss, personal injury,
death and/or other damage that may be done to or suffered by any
employee of Code Inspections, Inc. or any other person in connection with
the operations to be carried out pursuant to this contract and shall indemnify
and save Limerick Township and/or any of their officers, agent, or servants
harmless against any claim for such loss, injury, death and/or other
damages including cases of loss, injury and/or damages for which either or
both parties hereto may or shall be liable.
Any person or persons under the direction or control of Code Inspections,
Inc. or his/her agents or servants, or any person or persons performing the
duties of Code Inspections, Inc. that arise pursuant to these specifications
or the contract shall be deemed to be employees of Code Inspections, Inc.
I.
REQUIRED INSURANCE
Code Inspections, Inc. shall provide certificates of insurance in the following
minimum amounts. This insurance shall remain in affect during the term of
the contract.

Attachment # 1 for your review.

J.
SUBLETTING OR ASSIGNING THE CONTRACT
Code Inspections, Inc. shall not sublet, sell, transfer, assign or in any other
way dispose of the contract, or any portion thereof, or of their right, title, or
interest therein without the prior written consent of Limerick Township.
K.
ATTENDANCE AT MEETINGS
When appeals are filed in response to a decision made by Code
Inspections, Inc., our representatives shall be made available to Limerick
Township to attend and provide testimony at meetings of the Board of
Appeals. If requested, a representative of Code Inspections, Inc. shall also
attend all monthly meetings of Limerick Township.

A.
A history of Code Inspections Inc. organization structure, services
provided and equipment owned
Code Inspections, Inc. was established in 1986 and is a licensed and
authorized third party inspection and plan review agency with our main
office located in Horsham Township, Montgomery County. The firm is fully
qualified to review, inspect and enforce in the categories of Zoning, Building,
Plumbing, Mechanical, Electrical, Fire Safety, Habitability, Accessibility and
Property Maintenance using our team of approximately forty certified
inspectors and plan reviewers.
A copy of this Agency’s State Certificate has been included as Attachment
# 2 for your review.
Code Inspections, Inc. provides prompt and courteous service. We are
aware that the success of Limerick Township’s Code Enforcement
Department is the key to our success. At Code Inspections, Inc. we make
every effort to provide efficient and professional service with consistency in
our enforcement. Our goal is to present a positive public persona while
achieving compliance to the established requirements that safeguard the
health, safety and general welfare of the public.
You will find that our fees are highly competitive. Code Inspections, Inc.

Pennsylvania.
Code Inspections, Inc. provides all inspectors and plan reviewers with all
tools and equipment necessary to complete and conform to the regulations
and industry standards. The agency is a complete and all-inclusive service
that maintains expenses, reimbursements, vehicles, testing equipment,
software, accessories, etc. for its staff, alleviating the need for governmental
overhead.
B.
A discussion of the proposed overall approach to the inspection
process
Code Inspections, Inc. will develop an inter-office format and can
recommend and enact procedures to expedite applications, the issuance of
permits and routing of paperwork.
We will endeavor at all times to educate contractors and the general public
in their understanding of the necessity for the procedures and the various
applicable codes prior to the start of construction.
All permit, plan review, inspection and enforcement activities shall be
recorded by using Code Inspections, Inc. software provided by Code
Inspections, Inc. or by using an alterative method as may be mandated by
Limerick Township.
In addition, appropriate code staff will be available for any necessary
Municipality meetings, Court hearings, etc.
Code Inspections, Inc. shall perform services in cooperation with Limerick
Township and coordinate all efforts with the full knowledge of Limerick
Township. Changes within the Code Enforcement department that may
affect its activities shall only be implemented with the approval of the
Municipality.
•
How will plans be received and recorded?
Plans shall be received in the approved and established manner and
processed in compliance with the Municipality’s requirements.
Code Inspections, Inc. shall supply appropriate technical staff during
Limerick Township hours of operation and will be available to the public at
reasonable times. With this availability, the technical staff can review the
project with the applicant to quickly determine any potential problems with
the plans and/or application.
Appropriate Code Inspections, Inc. staff may conduct pre-construction
meetings with design professionals, owners and/or contractors to discuss
proposed projects, conditions, and procedures or requirements. This
agency has found such meetings an effective tool for eliminating plan
discrepancies and assists in expediting the process.
•
How will plans be reviewed?
Code Inspections, Inc. shall conduct a thorough plan review of designs
and specifications for code compliance. This examination will determine
conformity to code regulations and identify code, plan and/or specification
discrepancies.
Our plan reviewers take the time to clearly communicate what is needed
for approvals and are consistent throughout the enforcement process on
how procedures are to be followed.
Certified plan reviewers will then review all pertinent plan and application
data. The plan reviewer shall then complete the application and review
process within the time limitations specified within the requirements of the
Pennsylvania Uniform Construction Code.
Any and all notations, comments, conditions, review dates, issue dates,
etc. relating to the plans and application will be documented and
submitted in a plan review letter.
Upon completion of our plan reviews we will notify the applicants of any
discrepancies by conducting a courtesy call and providing written notice.
•
How will building permits be issued?
Immediately upon plan review and application approval, all notations,
comments, conditions, review dates, issue dates, etc. relating to the plans
and application entered into the software tracking system will be printed
on a report to be provided to the applicant as an addendum to the plans
and permit. The report shall further contain a list of the inspections that
will be required for that individual project.
The applicant is to then be notified of all fees and permit approvals via the
process established by the Municipality. Code Inspections, Inc. will make
available the full report of comments, conditions, required inspections, and
a field set of reviewed plans, which are all to be kept on the site of the
project and made available and/or displayed in accordance to the
regulations.
•
How will inspections be scheduled?
Inspections will be scheduled through Limerick Township, as per
Municipal requirements, where inspectors shall receive and coordinate
inspections on a daily basis. All inspections shall be performed and
documented as stated within the time limitations specified herein.
•
How will re-inspections be handled?
Re-inspections shall be performed upon notification of corrections or as
expeditiously as possible.
Code Inspections, Inc. shall provide reports as required to aid in the
corrective action for code violations and assemble and maintain
documentation of code violations and expedite implementation of
resolution procedures.
•
How will occupancy permits be issued?
Code Inspections, Inc. shall conduct a final inspection of the completed
construction work and file a final inspection report that indicates that each
area has met compliance with the Municipal Zoning Ordinance and
Uniform Construction Code will be submitted to the Municipality.

Requirements and any other Municipal ordinances.

Inspections — not to exceed two (2) working days
Code Inspections, Inc. shall respond within 24 hours of a
request for inspection.
•
Building Permit — not to exceed two (2) working days
Issuance of all building permits shall be immediate upon
completion and approval of the respective application and/or
plan review process.
•
Occupancy Permit
Occupancy permits shall be issued immediately following the
approval of the required final inspection and shall not exceed
five (5) days.
Highlights and unique service features
When outsourcing Code Enforcement services with Code Inspections, Inc.
a Municipality retains control over their fee schedule and the assignment of
responsibilities to the third party agency. At Code Inspections, Inc. we
recognize that it is in our best interest to provide professional and
dependable service, service that projects a polished and positive image of
a dynamic forward-looking government such as yours. Should problems
arise, Code Inspections, Inc. will take immediate action to correct the
situation.
It is our goal to conduct ourselves in such a manner that we achieve
compliance without causing unnecessary conflicts or hardships. Code
Inspections, Inc., acting on behalf of the Municipality must enforce the
adopted codes but will never take it upon themselves to enforce personal,
excessive or arbitrary standards. We must be firm with what is clearly
indicated by code but use common sense where gray areas exist and an
interpretation must be provided. Our staff is consistent so the decisions
made on one project apply to all projects, what is enforced for one person
applies impartially to all persons, without favoritism.
Code Inspections, Inc. offers private sector flexibility while assisting
homeowners in planning their projects and help better prepare them for
what to expect from inspections.
Code Inspections’ Staff
Code Inspections, Inc. currently employs a qualified team of inspectors and
administrative staff. All inspectors have achieved certification in their
respective disciplines and are fully qualified to perform required inspections
and plan review in the Commonwealth of Pennsylvania.
All inspectors and reviewers are certified in the most current technical
advances and code changes. All Code Inspections, Inc. inspectors and
reviewers are required to attend code and industry update seminars at least
bi-annually and participate in supplemental training programs on a regular
basis.
Enforcement and Duties
Code Inspections, Inc. has initiated an innovative approach in the creation
and enforcement of this type of program. Our system produces high quality
and detailed inspections that have proven to eliminate or mitigate
dangerous conditions, in compliance with Municipal Zoning Ordinance and
UCC requirements. It is a system that arms the Municipality with facts and
evidence, not guesswork and arbitrary standards.
Municipalities and Councils of Governments have eagerly embraced our
method of inspections, documentation and record keeping that we have
introduced. Code Inspections, Inc. has the manpower and resources to
research information and provide pertinent data to Municipalities assisting
them in implementing the UCC and other relevant regulations.
In accordance with, and in addition to, Limerick Township Specifications
and Scope of Services;
1. Code Inspections, Inc. shall use only qualified, certified
personnel who shall perform in a good and workmanlike
manner.
2. Code Inspections, Inc. shall supply appropriate technical
staff during Limerick Township hours of operation for the
purpose of discharging the duties of plan review and
inspections in a reasonable manner as designated by
Limerick Township.
3. Code Inspections, Inc. shall perform all required inspections
and file inspection reports relating to Municipal Zoning
Ordinance and Uniform Construction Code compliance for
each required inspection.
4. Code Inspections, Inc. shall notify a permit holder whether
construction complies with Municipal Zoning Ordinance and
the Uniform Construction Code.
5. Code Inspections, Inc. shall perform and/or coordinate all
other requests, activities and/or required, as directed by the
Pennsylvania UCC or Limerick Township Ordinances.
At a minimum, a Municipality will benefit from Code Inspections, Inc.
services in the following ways:

Designated local inspectors and administrators provided by Code
Inspections, Inc. shall be available for emergencies on a 24-hour basis, 7
days a week and respond to emergencies immediately upon notification.

All Limerick Township officials shall be supplied with phone numbers for the

in effect on a 24 hour 7 day a week basis.

Explanation of how Code Inspections, Inc. will ensure that codes are
administered in a consistent manner
No matter the size or population of a Municipality, Code Inspections, Inc.
must provide the same professional service with no exception.
Code Inspections, Inc. firmly believes that without consistency in our
enforcement, conduct and procedures, this agency would fail in its
obligations to itself and the Municipality. If this agency fails to provide
adequate service to even one project, we fail the Municipality with this belief.
We will make every effort to strive for consistency in our inspectors’ conduct,
procedures and enforcement.
Code Inspections, Inc. has found that through consistency, patience and
understanding on the Code Officials part, the code enforcement role can be
one that works well with the public and assists in clarifying what needs to
be done without the confusion of why it needs to be done.

Assignment of Personnel
Code Inspections, Inc. has the personnel on staff to assure that there is a
cohesive working relationship with the Municipality.
PART III
Proposed Fees
CII shall provide all services listed within the Part IV – Understanding the
Scope of Services for the Municipality, within the jurisdiction of the
Municipality for the fee of Ninety-Six Dollars ($96.00) per hour, per
inspector provided.

Code Inspections, Inc. understands that the scope of work is to administer and enforce
the Municipal Ordinance and Uniform Construction Code and shall include Uniform
Construction Code Plans Examiner and Inspection duties (excluding electrical) on an as
needed basis. Code Inspections, Inc. has extensive experience servicing over 230
Municipalities all varied in size and population. Our experience comes with a strong
knowledge on how to tailor our service to fit the need of each individual Municipality
relating to establishing and maintaining relationships with property owners and the
business community.
As previously stated in this proposal, Code Inspections, Inc., does not subcontract
services and all personnel are direct employees. Any time additional staff is required due
to coverage for non-certified disciplines, no additional charges shall be billed to the
Municipality.
This Agency maintains all the necessary requirements and qualified individuals to perform
all plan review and inspection aspects of and in compliance with the PA UCC and the
requirements of Limerick Township. This Agency is also responsible for ensuring that all
personnel stay current with UCC requirements and any other necessary qualifications.
Although the minimum requirement is that all UCC permits are issued within the
mandated UCC timelines, Code Inspections, Inc understands that our agency personnel
are expected to provide timely service to applicants and avoid unnecessary delays. We
also understand that Inspections are expected to be scheduled within one business day
of each request.
Agency services shall be provided during the normal business days and hours of the
Township as needed and that an acceptable schedule can be arranged between the
Agency and Township based on the volume of permits and required inspections and can
be adjusted from time to time as necessary. Code Inspections, Inc can provide after-hours
and emergency inspections if needed.
All Code Inspections staff are provided with tablets and will have the ability to use the
current Municipal tracking system, including in the field for inspections, and store required
documentation for each permit or property in the Municipal tracking system using their
own laptop, tablet or similar device.

2026 BUDGET AMENDMENT
WHEREAS, the Board of Supervisors of Limerick Township has adopted the 2025
Township Budget based on estimated revenues and expenditures, as required by the Second Class
Township Code, on December 17, 2025, and
WHEREAS, Sections 3202 (e) and 3202 (f) of the Second Class Township Code allow for
supplemental appropriations and inter-fund transfers of unencumbered money made by
Resolution throughout the year, and
WHEREAS, sound fiscal management requires close monitoring of the adopted Budget, and
WHEREAS, when necessary and appropriate adjustments to the original Budget estimates are
necessary or supplemental appropriations required, they should be estimated and brought to the
attention of the Governing body for review and approval, and
WHEREAS, the Board of Supervisors has made it a practice of formally reviewing Budget
to actual performance and addressing any necessary Budget Amendments after the close of each
quarter, and
WHEREAS, the Board of Supervisors has directed management to closely monitor
financial performance and make recommendations for any necessary Budget Amendments when
needed to accomplish the goals, policies, and directives of the Board of Supervisors, and
WHEREAS, management has performed such a review and is now recommending a
Budget Amendment for the Budget line items listed on the attached page(s).
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors hereby approves
the Budget Amendment to the specific line items noted on the attached page(s).

General Fund
The FY2026 Adopted Budget initially projected a deficit of $1,174,482, after a transfer of
$1,200,000 from other funds.
Under this second budget amendment, General Fund expenditures are increasing by approximately
$77,000 compared to the budget adopted in December 2025. However, these additional expenses
are more than offset by an increase in revenues totaling approximately $384,000.
Key revenue changes include:
Real Estate Transfer Tax revenues have increased by $225,000 due to the sale of several large
commercial properties during 2026.
Permit revenues, primarily from commercial permits, have increased by approximately $159,000.
As a result, the General Fund's overall budget obligation is reduced by approximately $307,000.
Park & Recreation Fund
Key changes to the Park & Recreation Fund include:
Revenue has increased by approximately $138,000, driven by higher-than-anticipated income from
field rentals, fee-based programs, and Summer Shamrock Camps.
A portion of this additional revenue is offset by increased wage expenses needed to support higher
summer camp enrollment levels in 2026, resulting in approximately $23,000 in additional
expenditures.
Overall, this amendment reduces the Township’s 2026 budget obligation by approximately
$423,000.
