2026-044 David & Amy DeCristo / LeRoy Township: David & Amy DeCristo, his wife, are the owners of 2.22
acres situate 9070-9080 Route 414 in Leroy Township. Lot 2-A contains 1.46 acres and exists commercial in use.
This lot contains the store with fueling islands. This lot is served by on-lot water and has an existing sand mound
and an approved replacement holding tank. DEP Code No. 22-265. No new water or sewer is proposed for this lot.
There is a community on-lot system maintenance agreement in place for the shared sand mound. Access is made
from S.R. 0414. Lot 2-B contains 0.76 acres and is currently in commercial use. This lot contains an existing shop
area, which is served by the sand mound on Lot 2-A, and has previously been approved for a replacement holding
tank. DEP Code No. 22-265. No new water or sewer is proposed. There is a community on-lot system maintenance
agreement in place for the shared sand mound on Lot 2-A. Access is made from S.R. 0414. The purpose of this
subdivision is to split the property along the common wall between the gas station building and the shop. Adjoining
properties are either agricultural, commercial or residential in use. The residential and commercial lots are served
either on-lot, holding tanks or sand mounds.
Action Needed: Applicant is seeking a Modification Request from 404.6 (i) “Building Setback lines”.
Justification: The survey line runs along a shared wall between the convenience store and the storage
building.
2026-047 Ronald & Catherine Hanna Kittle / Columbia Township The subdivision of lands of Ronald &
Catherine Hanna Kittle is a two-lot subdivision of a 46-acre parcel described in Bradford County Deed Book 81 at
Page 6. Proposed Lot A (10.00 acres) is to be a Lot Addition to the adjoining lands of James J. Ziegler and Priscilla

A. Ziegler. Lots 1 (Deed Parcel No. 2) is the remaining land. It is vacant and is for agricultural use currently. Lot 1
(Deed Parcel No. 1) is the remaining land. It is occupied by a house and a barn, with on-site septic and water
supply systems. Lots 2-4 were previously conveyed. The surrounding parcels in this area are generally used for
agricultural and residential purposes. There is no sewage collection system in the vicinity of this subdivision.
Action Needed: Applicant is seeking a Modification Request from Section 504.2 “On Lot Septic” for Lot
A.
Justification: Lot A is proposed for agricultural use.
E.) Land Development Reviews
New
2026-042 Greyhan, LLC / Wyalusing Township: The project is a proposed major modification to Permit No.
PAG080031 for Greyhan, LLC. Changes include proposed direct driveway access from SR 2010, as well as modified
stormwater management facilities and other site features. The project site is located along the east side of SR 2010,
approximately 550 feet northeast of the intersection of SR 2010 and Gravel Pit Road in Wyalusing Township, Bradford
County. The project will be served by public sanitary sewer and public water. The disturbance limit in the original area is
38.9 acres, and the proposed area is 63 acres. The NPDES permit boundary originally was 66.1 acres, and the proposed
area is 66.1 acres.

Action Needed: Applicant is seeking Conditional Preliminary approval of this project based on compliance
with the engineer comments, proof of the Highway Occupancy Permit, and Municipal Review with possible
zoning conditional use.

2026-049 D&C Fuels: The proposed work consists of constructing a fuel station and convenience store. This construction
will include the convenience store building, a paved parking pad, and pump stations, fuel tanks, drive aisles, a retaining
wall, and necessary stormwater management facilities. The project will also involve the removal of an existing barn and
driveway to the south. The existing site was used for agricultural purposes in the past but has lately consisted of open space
and a meadow with a lay-down yard. The nature of the proposed site requires a substantial area of impervious surface for
drive lanes, parking, and fueling passenger vehicles and tractor-trailers. An approximately 2.1-acre pad is proposed with a
slope of approximately 3% (excluding ADA compliance areas). As a result, approximately 2 acres of the 3.78-acre site are
proposed to become impervious under post-construction conditions. With earth disturbance not permitted within the
existing 50-foot stream buffer, there is little space for installing stormwater facilities.

Action Needed: Applicant is seeking Conditional Preliminary approval of this project based on compliance
with the engineer’s comments, proof of the Highway Occupancy Permit, NPDES, and Municipal Review.

2026-050 Northeast Utility Contractors, LLC / Rome Township: The project proposes to develop vacant land at 28135
SR 187 in Rome Township. The existing use of the site is residential and agricultural. The proposed site improvements will
include an office, storage buildings, a storage yard, a driveway, a parking lot, and stormwater management facilities.
Building #1 will be an office building, and buildings #2, #3, & 4 will be used for storage and equipment maintenance.

2025-115 Soltier, LLC / Wysox Township: Soltier is proposing the construction of a Crypto Data Mine at 133 Sullivan
Street, Towanda, PA 18848 (Bradford County Parcel ID #62-087-06-005). The existing site is a 2.686-acre parcel. The
existing property includes gravel parking and driveways, a main building with an attached carport, electrical equipment,
and existing Ant boxes for crypto mining. This proposed project will remove the existing gravel and all structures on site to
regrade a stepped gravel yard for the installation of a larger electrical service, associated equipment, and (27) new Ant
boxes for Crypto Data Mining. The proposed conditions will include similarly sized structures on concrete pads. This
action was tabled at the December 2025 meeting.

2026-007 PAL115 Tarbox Solar Project (Canton) / Canton Township: PIVOT is proposing to construct a 3-megawatt
photovoltaic solar generating project and associated necessary infrastructure on land that is currently, and has historically
been, used for agricultural operations. The project will consist of PV Solar panels, racking systems, inverters that convert
direct current to alternating current, a network of racking-mounted and buried cables to collect electricity, a collection
substation, a switchyard, laydown yards, and perimeter fencing around the PV panel arrays and the substation. The project
will consist of approximately 6,625 solar panels, and the representative panel type will be SILFAB SIL-580 XM + 580W
manufactured panels. Each panel has a generating capacity of 580 watts with a total DC capacity for the site of 3.842 MW
DC. Panel dimensions are 89.7 inches by 44.6 inches by 1.4 inches. The maximum height of panels will be approximately
12 feet above grade. The project will connect to the grid at a point of interconnection along State Route 14.

2026-017 Keith T. & Catherine J. Bonin / Orwell Township: (Reapplication of 2025-111) Pivot Energy PAL 112, LLC is
proposing to develop a Solar Energy Facility on the existing property located at Cragle Road in Orwell Township. The
overall property is approximately 92 acres, and the intent is to construct the solar facility within approximately 25 acres of
existing agricultural fields. The solar facility development will include construction of a previously graveled access road,
equipment pad areas, two solar array areas, and stormwater management facilities. No public sewer or public water
facilities are planned for construction.

resubmit as a Major LD. Resubmission received 2/17/26

2026-025 Vato Solar / Springfield Township: Vato Solar, LLC (the “Applicant”) proposes to construct and operate the
Bradford Solar energy facility at 5162 Springfield Rd, Columbia Crossroads, PA 16914, identified as Bradford County Tax
Parcel 42-056.00-002-000-000. The Property is owned by Shannon and Leonard Cory, who have authorized the Applicant
to submit this application.
The Project will be a small solar energy facility with an approximate capacity of 3 megawatts (MW) alternating current.
Electric components will be located within a fenced area of about 16.8 acres on the 174.09-acre Property. The system will
include approximately 7,500 ground-mounted photovoltaic modules on single-axis trackers, arranged in north–south rows
to track the sun from east to west. Modules will measure about 3.7 by 7.9 feet and be rated around 550 watts. Trackers will
be mounted on steel posts driven 10–15 feet into the ground, with a maximum height under 12 feet.
