that will contain the proposed development is approximately 38.95 acres and is located on
Highway 9 in Boiling Springs, SC. The developer is proposing 10 commercial lots. Setbacks
and Bufferyards to be determined at Site Plan Review for each individual lot in accordance with
the Spartanburg County ULMO regulations. The commercial subdivision will have a total of

3. Staff Recommendation
The Planning Staff recommends that the Planning Commission grant conditional Preliminary
Plat approval for the Shoppes at Turkey Creek Commercial Subdivision as a commercial center
contingent upon receiving approvals from Spartanburg County Public Works Development
Services (Engineering and Stormwater), Spartanburg County Planning and Development
(Approved Landscape Plan for the required Type S2 Appearance Corridor), establishment of a
Property Owners Association at final plat, and SCDOT (submittal of an encroachment permit).
Joshua Rowland presented the Board with aerial and street-view images of the subject property,
along with the proposed Site Plan. He clarified that the site is located off Highway 9, near the
interstation of Clark Rd and Bible Church Rd. Mr. Rowland also identified other commercial
properties to the north and southeast of the proposed project.
Donna Turner Williams questioned the front road bufferyard requirements. Mr. Rowland
explained that since the property is located along an Appearance Corridor, plantings would be
required along the Highway 9 frontage. He continued that adjoining property bufferyard
requirements would be determined during individual site plan reviews for the individual
commercial properties. Mr. Rowland stated that commercial projects adjoining residential
properties would be required to provide buffering, while adjoining commercial properties would
not require buffering.
Toby McCall asked whether all the buildings would be speculative buildings. John Parker, the
developer, explained that the front lots facing the road already have prospective tenants with
proposed uses, while the rear lots do not yet have identified tenants.
Donna Turner Williams requested clarification regarding the proposed turning lanes. Mr.
Rowland explained that one entrance would require a traffic signal, while the other entrance
would provide a two-way access lane for entering and exiting the property. Mr. Rowland also
noted that Highway 9 is a SCDOT maintained road.
Stewart Winslow made a motion to grant conditional Preliminary Plat approval for the Shoppes
at Turkey Creek Commercial Subdivision as a commercial center, contingent upon receiving
approvals from Spartanburg County Public Works Development Services (Engineering and
Stormwater), Spartanburg County Planning and Development (Approved Landscape Plan for
the required Type S2 Appearance Corridor), establishment of a Property Owners Association
at final plat, and SCDOT (submittal of an encroachment permit). Allen Newman seconded the
motion. The motion carried with a vote of 8 to 0.

Interstate 26 and near Reidville Road. Mr. Hair also identified an apartment complex directly
behind the property.
Toby McCall inquired whether the project would require approval from the South Carolina
Aeronautics Commission. Mr. Hair informed the Board that the plans had been submitted to the
Commission for review and approval. Staff clarified that no issues were anticipated, as the
proposed structures would be less than 25 feet in height.
Donna Turner Williams asked staff to clarify why a bufferyard was not required. Mr. Hair
explained that a bufferyard is not required between adjoining commercial properties. Mr. Ben
Thomas further clarified that any future development on adjacent properties would be evaluated
based on the proposed use to determine whether a bufferyard would be required against this
proposed use.

RE: Preliminary Plat Extension Request – Tyger Pines (SUBDVPLATS-0124-0518), TMS 5-3700-085.00
To the Spartanburg County Planning Commission:
On behalf of Ticktin GSP, LLC, we respectfully request a one-year extension of the
Preliminary Plat approval for Tyger Pines (SUBDVPLATS-0124-0518). The approval was
granted by staff on 10/25/2024 and currently expires on 10/25/2026.
Development is progressing under the approved Preliminary Plat. The Phase 1 Final Plat (95
units, 51.21 acres) was approved on 4/7/2026 and recorded in Plat Book 189, Pages 212–
214. The remaining future development area (160 units, 44.83 acres) has not yet received
Final Plat approval, and we are requesting this extension so those phases can continue
under the existing approval.
The project continues to meet the obligations of the original Preliminary Plat approval. We
request that the approval be extended to 10/25/2027.
Thank you for your consideration.
Sincerely,
Kim Gift

2. Background Information
Dhruvin, Inc, through its engineer, Seamon Whiteside & Associates, Inc, has submitted an
application for a townhome-style apartment development. The site that will contain the proposed
development is approximately 6.69 acres. The proposed development will receive access along
the proposed new private road. The developer is proposing 7 buildings that will contain a total of
38 units. Residential density for the project is approximately 5.7 units per acre. Common open
space required for the proposed development at 15% of the 6.69 acres is approximately 1.0 acres
and the developer is proposing 3.78 acres or approximately 57%. The proposed development will
have approximately 0.171 miles of new internal drives that will be privately maintained.
3. Staff Recommendation
The Planning Staff recommends that the Planning Commission grant conditional Site Plan
approval for the 2910 E Main Townhomes as a major land development, contingent upon
receiving approvals from Spartanburg County Public Works (Engineering and Stormwater),
Spartanburg County Planning & Development (lighting plan,) GIS and Addressing (road naming
and addressing), SWS (water), SSSD (sewer), and Duke Energy (letter of no objection for
transmission line).
