AGENDA MEETING
Date: Thursday, September 3, 2026 I Time: 5:00-5:50 p.m.
PRESENT: County Executive David Morgan. Commissioners: Delano Benefield, Scott
Franks, Tim Clifton, Will Burnett, Rick Skillington, Angie Jacobs, Chris Sutherland,
Blake Grooms, Ray Brazier, J.D. Bosheers, Bubba Benefield, and Travis Cauwels.
County Attorney Ryan Durham, John Uzbasic, and Elle McCann.
Executive Morgan started the meeting.

Durham reviewed the draft agenda for the September 22, 2026, Regular
Session.
Executive Morgan provided information about the PILOT Program and
explained its purpose.
Franks stated that the only concern was giving the County Commission more
input regarding the performance review process.
Durham added that moving forward, the Industrial Development Board (IDB)
would not make decisions independently and would work collaboratively
with the County Commission.
The committee discussed the vacancy for the Middle District Constable
position.
Commissioner Skillington recommended changing the order of public
comments and honorariums.

Elle McCan spoke about a moratorium for Data Center projects and her
concerns with the current Data Center project.
