Discuss agenda items 9-15 for the September 15, 2026 Regular Session

Citizen Comments on Agenda Items
This section allows members of the public to address the Council regarding any item,
other than a public hearing item, on the agenda for Council’s consideration. Each
person shall complete a Citizen Speaker Registration form and present to the City
Secretary. Each speaker will be limited to speak only one (1) time, and such address
shall be limited to three (3) minutes. A timer will be placed so that the speaker and
citizens can see it. A majority vote of the City Council is required for any time
extensions. The Mayor and Councilmembers shall have one (1) minute to respond to
citizen comments with a statement or explanation without engaging in dialogue.

Hold a public hearing and consider a request submitted by Rachel
Shanks on behalf of Quantum 195, LLC (Case# Z26-13) to rezone
approximately 4.88 acres, being Lot 1, Block 1, Walnut Creek Estates,
Phase Six from “A” (Agricultural District) to “B-3” (Local Business
District). The subject property is generally located northwest of the
intersection of White Willow Court and South Fort Hood Street, Killeen,
Texas.

Hold a public hearing and consider a City-initiated request (Case#
Z26-14) to rezone approximately 25.101 acres out of the G. W. Allison
Survey, Abstract No. 52 and R. A. McGee Survey, Abstract No. 561
from “A” (Agricultural District) and “B-3” (Local Business District) to “B-4”
(Business District) with CUP (Conditional Use Permit) for an automotive
wrecking and salvage yard. The subject property is locally address at
12077 South Fort Hood Street, Killeen, Texas.

Citizen Comments on Non-Agenda Items
This section allows members of the public to address the Council regarding any item
concerning City business that is not on the agenda. Each person shall sign up, may
speak only one (1) time, and such address shall be limited to three (3) minutes.
Comments under this section are limited to the first ten (10) members of the public to
sign up to speak. Mayor and Council members will not discuss items that are not on
the agenda, nor respond other than possibly offer a brief statement of specific factual
information, or propose to place an item on the agenda for a future meeting.
