Consider approval of the agenda for the regular meeting of the Planning and Zoning Commission
for April 27, 2026.
CITIZEN COMMENT

once, for up to three (3) minutes. The Presiding Officer may grant a one (1) minute extension if
requested at the end of the speaker’s allotted time. Any additional extensions require a majority vote

APPROVAL OF MINUTES
Consider the minutes of the Regular Planning and Zoning Commission Meeting for
April 13, 2026.
PUBLIC HEARINGS
PH-1

Hold a public hearing and consider a request submitted by Belton Engineering, Inc. on behalf
of 4 Lazy J Properties, LLC (Case# Z26-07) for a Conditional Use Permit (CUP) to allow a
data center on property zoned “UD” (University District), being approximately 2.615 acres
out of the M. T. Martin Survey, Abstract No. 963. The subject property is locally addressed
as 6509 South Fort Hood Street, Killeen, Texas.

Hold a public hearing and consider a request submitted by Shana Bailey on behalf of Y & J
Investments Management, Inc. (Case# Z26-09) to rezone approximately 0.04 acre out of Lot
1, Block 1, Y & J Addition from “B-3A” (Local Business and Retail Alcohol Sales District)
to “B-C-1” (General Business and Alcohol Sales District). The subject property is locally
addressed as 1103 West Veterans Memorial Boulevard, Suite 105, Killeen, Texas.

The next scheduled meeting of the Planning and Zoning Commission is May 11, 2026, immediately
following the scheduled workshop at 4:30 p.m. in the Utility Collections Large Conference Room,
210 W. Avenue C, Killeen, Texas.
The public is hereby informed that notices for City of Killeen meetings will no longer distinguish
between matters to be discussed in open or closed sessions of a meeting. This practice is in
accordance with rulings by the Texas Attorney General that, under the Texas Open Meetings Act,
the Planning and Zoning Commission may convene a closed session to discuss any matter listed on
the agenda, without prior or further notice, if the matter is one that the Open Meetings Act allows to
be discussed in a closed session.
