First Reading of General Obligation (GO) Bonds, Election of 2013, Series 2017C
David Jaynes, Assistant Superintendent, Administrative Services, will introduce John Greenlee
of Caldwell Flores Winters, who will present details on a proposed general obligation bond
issuance, including, as required by Assembly Bill 182 (Chapter 477 of the 2013-2014 Session of
the California Legislature), (i) an analysis containing the total overall cost of the bonds
proposed to be issued that would allow for the compounding of interest, (ii) a comparison to the
overall cost of issuing current interest bonds, (iii) the reasons bonds that allow for the
compounding of interest are being recommended, and (iv) a form of the disclosure to be made
by the District’s underwriter of the bonds in compliance with Municipal Securities Rulemaking
Board Rule G-17. The Board will also be presented with draft legal documents necessary for
the issuance of the bonds, including bonds that allow for the compounding of interest. Such
documents include a bond purchase agreement, a continuing disclosure certificate, a
preliminary official statement and the resolution authorizing the execution of such documents
and the issuance of the bonds proposed to be adopted by the Board on February 16, 2017, as
presented.
