RECOMMENDATION:
Consider approval of a conditional use permit for a home occupation bakery business operating under the
Home Consumption and Homemade Food Act.

BACKGROUND:
The applicant, Mrs. Sara Bamford, has submitted a request for a Conditional Use Permit (CUP) for a home
occupation to conduct a “home consumption and homemade food” bakery in the Residential Low zone of
Centerville. This business will focus on preparing and selling directly to consumers shelf-stable baked goods
and chocolate confections. There is also an aspect of providing catering options off site and selling goods
directly to the consumer. The business will permit customers to come to the property only for scheduled pickup in a way that is “reasonable and consistent with residential norms” from 8 AM and 8 PM, as the applicant
states in their document submittals. The applicant has provided information that goes into more detail about
their proposed business operations, as included in the meeting packet.
Per CZC 12.62.040, any use not listed (family childcare facility; medical service; personal care service;
personal instruction service; and office, general) may be established as a home occupation in an agricultural or
residential zone subject to the issuance of a conditional use permit pursuant to the requirements of CZC
12.21.100 and the development standards of CZC 12.62.070. Accordingly, this request has been reviewed
under the criteria applicable to Residential Low zoning districts. Mrs. Bamford has communicated with staff via
email to verify questions pertaining to permits needing to be obtained and application clarification.
A public hearing was advertised for this proposed conditional use permit for a home occupation bakery
business request. A public hearing notice was posted in accordance with State and City Code requirements.

CODE REQUIREMENTS REVIEW & ANALYSIS
For Home Occupation Application to be approved, there are a list of requirements that need to be met
per CZC 12.62.070:
The development standards of CZC 12.62.050 shall apply to any home occupation established as a
conditional use unless expressly modified by a conditional use permit, except as provided in the
following Subsections:
a) Employees. A home occupation shall have no employees other than persons who reside on
the premises where the home occupation is conducted.
Response: The applicant, Mrs. Bamford, lives at the location of the proposed home occupation, 487
Gallop Circle. Sara has confirmed that she and her Husband, Mr. Chris Bamford, will be the only
employees.
b) Neighborhood Disturbance. A home occupation shall not alter the residential character of
the premises or unreasonably disturb the peace and quiet of the neighborhood, including
radio and television reception, by reason of color, construction, design, lighting, materials,
noises, sounds, or vibrations, or excessive traffic.
Response: The applicant has relayed to staff how each aspect outlined in this section of the Code will
not be impacted by her business operation. All matters will be done internally with no structural
changes being proposed. If the Home Occupation gets approved and at any point structural changes
will need to be made, the City staff will have documentation of this applicant’s approval. This will
remind staff that before any building permit application is approved for the additions, the Planning
Commission would need to re-evaluate the Conditional Use Permit to verify that this structural
alteration will not impact the neighborhood.
While it is expected that some customer traffic will be generated, the imagery of the property
demonstrates a two-car garage driveway for a quick pick-up location. Staff believe this is sufficient
enough to keep parking limited to their property and off Gallup Circle (1420 N) or Pony Expressway

(550 W) and should not impact the traffic flow within the cul-de-sac. Mrs. Bamford also intends to
operate on a scheduled pick-up basis, ensuring that visits are spread out and not concentrated in a
way that would create traffic congestion. Staff finds this approach to be reasonable and does not
anticipate adverse impacts from the proposed new traffic. Due to the applicant’s proactive approach,
staff is comfortable allowing the applicant to determine a suitable number of pickups based on their
property’s layout and capacity.
The applicant is permitted to install one sign in the front yard, provided it is located outside of the
public right-of-way, does not exceed 5 feet in height, and is no larger than 16 square feet in area. The
applicant has not submitted a sign design at this time, and they have noted that no sign is intended.
c) Promotional Meetings. Promotional meetings for the purpose of selling merchandise, taking
orders, or training shall not be held more than one time per month.
Response: The applicant has not indicated that there is a plan to have monthly meetings with external
companies, therefore this should not be a concern. Being said, the Planning Commission may inquire
more about this detail if desired.
d) Utility Demand. A home occupation shall not cause a demand for public utilities in excess of
that necessarily and customarily provided for residential uses.
Response: The applicant did not propose any additional build-out plans or concepts. The applicant
asked, in the future, if they chose to expand their business, operate under Cottage Food Laws vs the
Home Consumption and Homemade Food Act, and needed a second kitchen, would the city allow for
this to occur.
Staff informed the applicant that if they choose to operate under the Cottage Food Law, they will
need a CUP Amendment. The CUP permit will be tied to the original approval of the home
occupation operating under the Home Consumption and Homemade Food Act. They will not need to
update the business permit, just the CUP.
The CUP Amendment will trigger a review of zoning code and additional staff to review for
additional service capacity needs, if there is no anticipated future impact on city infrastructure, and if
they still meet the Home Occupation Criteria. Having this trigger an additional CUP Amenement will
ensure that the home occupation still meets the intent of allowing for home occupations in
Centerville.
For a Conditional Use Application to be approved there are a list of requirements that need to be met
per CZC 12.21.100 (e)(3):
1. Will the proposed use be detrimental to the health, safety, or general welfare of persons residing
or working in the vicinity, or injurious to property or improvements in the vicinity;
Response: No. Staff’s primary concern related to the proposed use is the potential increase in traffic,
and whether the Homeowner’s Association would have any conditions preventing the home
occupation business to occur. Staff has verified that there is no Homeowners Association still in
operation for the Willow Farms Estates Subdivision. When staff went to post the notice on site, there
were a few cars parked along Pony Expressway (550 W), and none parked in Gallup Circle (1420 N).

If, during busy seasons, such as the holidays, there is an increase in vehicular traffic, the Home
Occupation should not allow for pick-ups to park along Pony Expressway and should indicate such to
their customers when communicating about pick-up details. Other potential impacts were evaluated
and determined to be negligible, including odors, noise, lighting, waste generation, screening
requirements, public infrastructure capacity, existing code compliance, consistency with the General
Plan for the area, and neighborhood sentiment.
2. Is the proposed use of the particular location necessary or desirable to provide a service or
facility which will contribute to the general well-being of the neighborhood and the community;
Response: Yes. While a bakery may not typically be located within a residential area, as evidenced
multiple times, the proposed use is not anticipated to negatively impact the health, safety, or welfare
of surrounding residents. The applicant has indicated that this is a small-scale business endeavor, and
that securing a commercial space would not be financially feasible. Although the use may not be
strictly necessary at this location, it is considered a reasonable and desirable way to support local
entrepreneurship and align with Centerville’s community-oriented character.
3. Does the proposed use comply with regulations and conditions specified in this Title for such use?
Response: Yes. The Code requires the Planning Commission to review specific factors when
evaluating Conditional Use Permit (CUP) applications:
CZC 12.21.100(e)(5): The following factors must be considered when determining whether to
approve, approve with conditions, or deny a CUP application:
1. The suitability of the specific property for the proposed use;
2. The development or lack of development adjacent to the proposed site and the harmony of the
proposed use with existing uses in the vicinity;
3. Whether the proposed use may be injurious to potential or existing development in the
vicinity;
4. The economic impact of the proposed use on the surrounding area;
5. The aesthetic impact of the proposed use on the surrounding area;
6. The present and future requirements for transportation, traffic, water, sewer, and other
utilities for the site and surrounding area;
7. The safeguards proposed or provided to ensure adequate utilities, transportation access,
drainage, parking, loading space, lighting, screening, landscaping, open space, fire
protection, and pedestrian and vehicular circulation;
8. The safeguards provided or proposed to prevent noxious or offensive emissions such as
noise, glare, dust, pollutants, and odors;
9. The safeguards proposed or provided to minimize other adverse effects on persons or
property in the area; and
10. The impact of the proposed use on the health, safety, and welfare of the City, the area, and
persons owning or leasing property in the vicinity.
Response: Staff has reviewed all relevant factors and addressed them throughout this report. The
proposed business is expected to have a low impact on the surrounding community. It is the
applicant’s responsibility to meet the Utah State Code requirements found within the Home
Consumption and Homemade Food Act, as found on the Utah Department of Agriculture and Food’s
website (see exhibits I, J, and K). Staff contacted the Environmental Health Division and clarified

affirmatively that the Home Consumption and Homemade Food Act standards are reviewed and
verified by the Utah Department of Agriculture and Food (UDAF). The Davis County Health
Department has no specific requirements for home-based food production, but permits are needed for
sales at farmers’ markets or other events.
4. The proposed use will comply with applicable provisions of the General Plan.
Response: It will. The business’ property is located in the Residential Low (R-L) zoned area and is in
Neighborhood 4 in the General Plan (see exhibit G). The General Plan does not specifically mention
home occupation uses in this area, nor does it in any specific area of the General Plan. With this
being a grey area that the General Plan does not identify, the overarching goals of the General Plan
can be applied.
The home occupation aligns with the goals and objectives of this area, including providing support
for small locally owned businesses, preserving residential character, and encouraging low-impact
economic activity within residential areas. As noted before, this bakery business will not generate too
much traffic, alter the appearance of the property, disrupt the integrity of the neighborhood, or
increase stress on the public infrastructure. This service, in turn, could further provide economic
support for local residents to have an additional option to shop locally and create a healthy
relationship between the small business owner’s and members of the City.
SUMMARY
Based on these findings, staff recommends approval of this application. Should any business operations
and/or activities deviate from the conditions listed in this report, then the Conditional Use Permit should be
revoked per CZC 12.21.100(i).

POTENTIAL MOTIONS
Based on the information provided by the Planning Staff and following discussion by the
Planning Commission, the Commission may make a motion to approve this request, approve
with modifications per the discussion, table the matter to a later date, or deny the proposed
request. The Commission should provide appropriate findings of facts for any presented
decision. Sample motions for the Planning Commission’s convenience are located below.
#1 – APPROVE
“I hereby make a motion for the Planning Commission to APPROVE the Conditional Use Permit request
from Sara Bamford for a home occupation business use to operate a home-based bakery in following the
Home Consumption and Homemade Food Act, as located on parcel 02-108-0025, known as 487 West
1420 North, for the business ‘Spark Sugar Co. LLC’. This home occupation use is subject to the
following conditions of approval:
1. This Conditional Use Permit approval shall not be transferred to another similar user
unless approved by the City.
2. The business operator shall obey all applicable local, state, and federal rules and

regulations concerning Conditional Use Permits.
3. Any changes to this business model will require a new review of the Conditional Use Permit by
the Planning Commission.
4. Should any business operations and/or activities deviate from the conditions of approval for this
home occupation, the Conditional Use Permit shall be revoked per CZC 12.21.100(i).
(Any additional conditions that may be provided by the Planning Commission)

A. The Planning Commission finds that the application complies with the approval
standards for a Conditional Use Permit as listed under CZC 12.21.100(e).
B. The Planning Commission finds that the application complies with the development
standards for a home occupation listed under CZC 12.62.050 and the development
standards for a conditional use home occupation listed under CZC 12.62.070.
C. The Planning Commission finds that the application complies with the standards and
regulations for Home Consumption and Homemade Food Act.
D. Therefore, the Planning Commission finds that with the implementation of the conditions listed
in the staff report, this application will have little to no impact on the health, safety, and general
welfare of the community and should be approved.”

Spark Sugar Co. LLC is a small home-based bakery proposed to operate within an existing singlefamily residence. Baked goods are prepared (indoors) with sales occurring primarily through off-site
events and prearranged orders. The residence will remain residential in character and appearance,
with no retail storefront, exterior product display, or outdoor business activity.
The home occupation will remain incidental and secondary to the residential use of the property.
Business activity will be conducted indoors and maintain normal residential traffic and parking
conditions, avoid excessive noise, odors, lighting, or other nuisances, and maintain utility demand
consistent with residential use.

structures are proposed. Any customer pickup or delivery activity will use the existing paved
driveway and will remain at a level consistent with normal residential use. The residence will
continue to comply with applicable building and fire-safety requirements.
What safeguards are provided or proposed to prevent noxious or offensive omissions such as noise, glare, dust,
pollutants and odor from the proposed facility or use?

All food preparation and business activity will occur indoors using residential-compatible equipment.
The operation does not involve industrial processes, hazardous materials, outdoor production,

12.32.020 Scope
The provisions of this Chapter shall apply to any real property located in a residential zone as shown on
the Zoning Map. No building, structure or real property shall be used and no building or structure shall
hereafter be erected, structurally or substantially altered, or enlarged except as set forth in this Chapter.
Such requirements shall not be construed to prohibit or limit other applicable provisions of this Title, the
Centerville Municipal Code, or other laws.

12.32.030 Definitions
Certain words and phrases in this Chapter, including uses, are defined in CZC 12.12 (Definitions).

12.32.040 Uses Allowed
(a) Permitted and Conditional Uses. Permitted and conditional uses allowed in residential zones
shall be as set forth in the Table of Uses in CZC 12.36 (Table of Uses). Permitted and
conditional uses are indicated by "P" or "C", respectively. Uses not permitted are indicated by
"N".
(b) Accessory Uses. Permitted and conditional uses set forth on the Table of Uses shall be
deemed to include accessory uses and activities that are necessarily and customarily
associated with and incidental and subordinate to such uses.
(1) Accessory uses shall be subject to the same regulations that apply to permitted and
conditional uses in the same zone except as otherwise expressly provided in this Title.
(2) No accessory use, building, or structure shall be allowed on a lot or parcel unless a
permitted or conditional use has been and is currently established.
(3) Accessory uses in residential zones shall include, but not be limited to, the following:

(A) Garage sales, subject to applicable standards of CZC 12.56 (Temporary Uses);
(B) Garages and off-street parking areas, subject to applicable standards of CZC
12.52 (Off-Street Parking and Loading);
(C) Hobby activities when conducted by an occupant of the premises solely for
personal enjoyment, amusement, or recreation and which do not conflict with any
applicable provision of the Centerville Municipal Code;
(D) Home occupations, subject to applicable standards of CZC 12.62 (Home
Occupations);
(E) Household pets (See animal control ordinances regarding legal limits);
(F) Nurseries and greenhouses, when used for non-commercial purposes;
(G) Playhouses, patios, porches, gazebos, and incidental storage buildings;
(H) Swimming pools and hot tubs for use by residents and their guests; and
(I) Animals and fowl for recreational and family food production (for chickens and
rabbits only) in accordance with and subject to the provisions of CZC 12.55.240
(c) Prohibited Uses. Any use not shown on the Table of Uses shall be prohibited unless the Zoning
Administrator determines the use is substantially the same as a permitted or conditional use in
accordance with CZC 12.21.190.

12.32.050 Development Standards
Development standards within residential zones are set forth in Section 12.32.300.

12.32.055 Additional Development Standards For R-M And R-H Zones
Notwithstanding the Regulations of General Applicability in CZC 12.32.060 and the Table of
Development Standards in CZC 12.32.300, all residential development within the R-M and R-H Zones
shall comply with the following development standards.
(a) Architectural Design Standards. All primary buildings within the R-M and R-H Zones shall be
designed by a licensed, professional architect and all drawings submitted for approval or permit
shall bear the architect’s stamp for the State of Utah.
(b) Exterior Design Standards. All sides of primary buildings within the R-M and R-H Zones shall receive
design consideration with particular attention given to areas exposed to public view.

(1) All primary buildings within a development project shall possess an overall building architectural
theme, including, but not limited to, exterior building materials, textures, colors and signage.

(2) The apparent mass of primary buildings or structures shall be minimized through design,
articulation, and use of materials. An open design is desired that visually and physically breaks
up the mass and footprint of buildings. Approaches such as the use of vertical and horizontal
planes, roof pitches, roof lines, windows, reveals, and alcoves shall be used to create façade
variation, shadows, corners, and architectural interest. Articulation approaches should not

appear to be applied randomly or merely a surface treatment. In addition, the use of any multiple
articulation approaches shall be coordinated to affect a complementary building design.

(3) Natural or natural-appearing materials, such as stone, cultured stone, brick, and wood,
shall be the design gestures used in the architectural design of all primary buildings.
Wood siding, cement fiber board siding, and other similar appearing materials shall be
the other main materials used in the design of all residential buildings. Substantial or
prominent use of synthetic stucco, and unnatural appearing materials, such as metal,
vinyl, and plastics are to be used sparingly. Use of such secondary and/or accent
materials shall not exceed 20% of the building or structure’s exterior.
(4) The Planning Commission shall review and approve architectural design of buildings
within the R-M and R-H Zones in accordance with the provisions set forth herein during
conditional use permit and/or site plan review.
(c) Landscaping and Open Space. All residential developments within the R-M and R-H Zones, except for
single-family developments, shall comply with the landscaping regulations of CZC 12.51 (Landscaping
and Screening), and more specifically, the regulations of CZC 12.51.070(g) regarding multi-family
developments. Additionally, landscaping and open spaces shall be designed in a manner to meet the
residential needs for active and passive spaces for residents and visitors, such as private spaces, entry
features, small centralized gathering areas, and buffering adjacent land uses. Furthermore, such areas
shall be designed with the amenities or features that complement the various expected residents, both
day and evening hours, and beyond the default design of a tot lot, playground, or clubhouse.

(d) Use of Public and Private Roadways. All dwellings within residential developments in R-M and R-H
Zones shall be accessed from a public roadway, unless otherwise approved as part of a planned
development or condominium (See, CZC 12.55.150). Approved access from a private right-of-way shall
meet the following standards:

(1) Access to and from a public street may be in the form of private right-of-way or a driveway, as
defined or required by this Title.

(2) Two points of ingress/egress from a public right-of-way shall be established for any
development greater than 20 dwellings, irrespective of the allowed gross density.
(3) When a private right-of-way is utilized, the private right-of-way pavement (i.e. travel lanes) shall
be at least 27-feet and the constructed cross-section with curb and gutter of the roadway shall be
built to City Specifications.

(4) Access using a private right-of-way shall be constructed with a sufficient width to provide onstreet parking for visitors at a ratio of at least 0.5 stalls per dwelling. An exception may be
provided to this ratio if visitor parking is provided by separate parking area or parking lot as part
of a site plan approved by the City.

(5) A sidewalk system shall be provided on both sides of any private right-of-way. An
exception may be provided to this requirement if an alternate integrated development
pathway system connecting to the public right-of-way and serving the dwellings is
provided to satisfy the requirement for sidewalks, as part of a site plan approved by the
City.
(6) A private right-of-way shall be perpetually maintained by the developer or an owner’s
association. Such perpetual care and maintenance obligations shall be addressed with
covenant, conditions, and restrictions, for the development approved by the City and
recorded against the property.
(7) A private right-of-way design shall also comply with all applicable Fire Code regulations.

(e) Residential Development Style Limitations for R-M Zone. The residential development style for
residential development within the R-M Zone shall be limited to single-family dwellings, twin homes,
duplexes, or townhomes in tri-plex, four-plex, and six-plex formats that mimic a typical neighborhood
style street on public or private roadways (as described in Subsection (d)). Higher density design
formats such as stacked flats or apartment style buildings or buildings constructed with associated
vehicular parking lot style facilities are prohibited in the R-M Zone.

12.32.060 Regulations Of General Applicability
The use and development of real property in residential zones shall conform to regulations of general
applicability as set forth in the following Chapters of this Title.

12.32.070 Regulations For Specific Uses
To the extent that use and development of real property includes any matter encompassed by a
regulation for a specific use as set forth in CZC 12.60 to CZC 12.69 of this Title, such regulation shall
apply in addition to the requirements of this Chapter and shall prevail over any conflicting provision of
this Chapter.

12.32.080 Special Regulations
(a) No Animals without Residential Use. When a zone permits the keeping of animals on a lot or
parcel, such lot or parcel shall simultaneously be occupied by a developed residential use.
(b) Increased Height. Notwithstanding the height limitations set forth in CZC 12.32.300, a greater
building height may be allowed in residential zones pursuant to a conditional use permit;
provided, however, that such greater height shall not exceed 10% of the otherwise applicable
height limit.

12.32.090 Waiver Of Strict Compliance

(a) Waivers Authorized. Notwithstanding the hard surfacing limitations set forth in Section
12.32.300, the Planning Commission may approve a greater amount of hard surfacing on a lot
or parcel that does not contain a dwelling use, in conjunction with a landscaping waiver as
outlined in CZC 12.51.050, if required.
(1) A waiver may be allowed, provided that a minimum 15-foot landscaped buffer, as
outlined in CZC 12.51.070(b), shall be maintained along all interior and rear lot lines.
(b) Application. A person desiring a waiver from requirements of this Chapter, with regards to hard
surfacing requirements, shall, in conjunction with an applicable development application, submit
a written request which describes the proposed waiver, provides grounds justifying the waiver,
and shows how the intent of this Chapter will be met by the proposed waiver.
(c) Findings Required. The Planning Commission may authorize a waiver from the requirements of
hard surfacing limitation set forth in Section 12.32.300, to the extent authorized herein, only if it
finds the waiver:
(1) Preserves the intent of this Chapter and the provisions for which a waiver is authorized.
(2) The granting of a waiver will not result in an adverse impact on the surrounding
properties; and
(3)

(A) The strict application of the provision in question is unreasonable or unnecessary
for the specific use, design or site proposal given the nature of the proposal or
alternate measures proposed by the applicant; or
(B) The property has extraordinary or exceptional physical conditions that do not
generally exist on nearby property in the same zone and such conditions will not
allow strict compliance with the provisions of this Chapter.

12.21.100 Conditional Use Permit
(a) Purpose. This Section sets forth procedures for considering and approving conditional use
permits.
(b) Authority. The Planning Commission is authorized to issue conditional use permits as provided
in this Section.
(c) Initiation. A property owner may request a conditional use permit as provided in this Section. An
agent of a property owner shall provide a notarized authorization.
(d) Procedure. An application for a conditional use permit shall be considered and processed as
provided in this Section.
(1) A complete application shall be submitted to the office of the Zoning Administrator in a
form established by the Zoning Administrator along with any fees and deposits set forth
in the City Fee Schedule. The application shall include at least the following information:
(A) The name, address, email and telephone number of the applicant and the
applicant's agent, if any;
(B) The address and parcel identification of the subject property;
(C) The zone, zone boundaries and present use of the subject property;
(D) A description of the proposed conditional use;
(E) A plot plan showing the following;
(i) Applicant's name;
(ii) Site address;
(iii) Property boundaries and dimensions;
(iv) Layout of existing and proposed buildings, parking, landscaping, and
utilities; and
(v) Adjoining property lines and uses within 100 feet of the subject property.
(F) Traffic impact analysis, if required by the City Engineer, Zoning Administrator, or
the Planning Commission;
(G) A statement by the applicant demonstrating how the conditional use permit
request meets the approval standards of Subsection (e);
(H) Such other and further information or documentation as the Zoning Administrator
or Planning Commission may reasonably deem necessary for proper
consideration and determination of whether the application meets the
requirements of this Section and applicable provisions of the Zoning Code.
(2) After the application is determined to be complete in accordance with CZC 12.21.040(e),
the Zoning Administrator shall prepare a staff report analyzing the application.
(3) The Planning Commission shall schedule and hold a public hearing on the proposed
conditional use permit application. Public notice of the public hearing and the public
meeting shall be provided in accordance with the provisions of CZC 12.21.050. After due
consideration the Planning Commission shall approve, approve with conditions, or deny
the application pursuant to the standards set forth in Subsection (e).

(4) A conditional use shall be approved if reasonable conditions are proposed, or can be
imposed, to mitigate the reasonably anticipated detrimental effects of the proposed use
in accordance with applicable standards. If the reasonably anticipated detrimental effects
of the proposed conditional use cannot be substantially mitigated by the proposal or the
imposition of reasonable conditions to achieve compliance with applicable standards, the
conditional use may be denied. Any conditions of approval shall be limited to conditions
needed to conform the conditional use permit to approval standards.
(5) After the Planning Commission makes a decision, the Zoning Administrator shall give the
applicant written notice of the decision.
(6) A record of all conditional use permits shall be maintained in the office of the Zoning
Administrator.
(e) Approval Standards. The following standards shall apply to the issuance of a conditional use
permit.
(1) A conditional use permit may be issued only when the proposed conditional use is
allowed by the zone where the conditional use will be located, or by another provision of
this Title.
(2) Conditions may be imposed as necessary to prevent or minimize adverse effects upon
other property or improvements in the vicinity of a conditional use, upon the City as a
whole, or upon public facilities and services. Such conditions may include, but are not
limited to, conditions concerning use, construction, character, location, landscaping,
screening, parking, hours of operation, and other matters relating to the purposes and
objectives of this Title. Such conditions shall be expressly set forth in the approval
authorizing a conditional use permit.
(3) No conditional use permit shall be authorized unless the evidence presented
establishes:
(A) The proposed use will not be detrimental to the health, safety, or general welfare
of persons residing or working in the vicinity, or injurious to property or
improvements in the vicinity;
(B) The proposed use of the particular location is necessary or desirable to provide a
service or facility which will contribute to the general well-being of the
neighborhood and the community;
(C) The proposed use will comply with regulations and conditions specified in this
Title for such use; and
(D) The proposed use will comply with applicable provisions of the General Plan.
(4) The Planning Commission may request additional information as may be reasonably
needed to determine whether the requirements of this Subsection can be met.
(5) The following factors should be reviewed and considered in determining whether a
conditional use permit application should be approved, approved with conditions, or
denied:
(A) The suitability of the specific property for the proposed use;
(B) The development or lack of development adjacent to the proposed site and the
harmony of the proposed use with existing uses in the vicinity;
(C) Whether or not the proposed use or facility may be injurious to potential or
existing development in the vicinity;

(D) The economic impact of the proposed facility or use on the surrounding area;
(E) The aesthetic impact of the proposed facility or use on the surrounding area;
(F) The present and future requirements for transportation, traffic, water, sewer, and
other utilities, for the proposed site and surrounding area;
(G) The safeguards proposed or provided to insure adequate utilities, transportation
access, drainage, parking, loading space, lighting, screening, landscaping, open
space, fire protection, and pedestrian and vehicular circulation;
(H) The safeguards provided or proposed to prevent noxious or offensive omissions
such as noise, glare, dust, pollutants and odor from the proposed facility or use;
(I) The safeguards provided or proposed to minimize other adverse effects from the
proposed facility or use on persons or property in the area; and
(J) The impact of the proposed facility or use on the health, safety, and welfare of the
City, the area, and persons owning or leasing property in the area.
(f) Appeal. Any person adversely affected by a final decision of the Planning Commission regarding
the transfer, issuance, revocation or denial of a conditional use permit may appeal that decision
to the Board of Adjustment as provided in CZC 12.21.200.
(g) Effect of Approval. A conditional use permit shall not relieve an applicant from obtaining any
other authorization or permit required under this Title or any other applicable provisions of the
Centerville Municipal Code.
(1) A conditional use permit may be transferred so long as the use conducted thereunder
conforms to the terms of the permit.
(2) Unless otherwise specified by the Planning Commission and subject to the provisions
relating to amendment, revocation or expiration of a conditional use permit, a conditional
use permit shall be of indefinite duration and shall run with the land.
(h) Amendment. The procedure for amending a conditional use permit shall be the same as the
original procedure set forth in this Section.
(i) Revocation. A conditional use permit may be revoked as provided in CZC 12.23.070.
(1) In addition to the grounds set forth in CZC 12.23.070, any of the following shall be
grounds for revocation of a conditional use permit:
(A) The use for which a permit was granted has ceased for one year or more;
(B) The holder or user of a permit has failed to comply with the conditions of approval
or any city, state, or federal law governing the conduct of the use;
(C) The holder or user of the permit has failed to construct or maintain the site as
shown on the approved site plan or map; or
(D) The operation of the use or the character of the site has been found to be a
nuisance or a public nuisance by a court of competent jurisdiction in any civil or
criminal proceeding.
(2) No conditional use permit shall be revoked against the wishes of the holder or user of
the permit without first giving such person an opportunity to appear before the Planning
Commission and show cause as to why the permit should not be amended or revoked.
Revocation of a permit shall not limit the City's ability to initiate or complete other legal
proceedings against the holder or user of the permit.

(j) Expiration. A conditional use permit shall expire and have no further force or effect if the
building, activity, construction or occupancy authorized by the permit is not commenced within
180 days after approval, is not substantially completed within two years, or is abandoned.

Commercial Policies
No commercial uses currently exist in northeast Centerville, and none are anticipated.
a.

No commercial development shall be located in any area of northeast Centerville.
In particular, no commercial development shall be permitted north of Parrish
Lane on Main Street so that residential character of this area may be maintained.

Community Facilities
a.

Parks
While the greatest concentration of school-aged children lives in northeast
Centerville, not one City park is located here. The current need for a park in this
neighborhood is great, and will increase as new development occurs. Centerville
City shall pursue the acquisition and development of property for a City park in
northeast Centerville as its top parks priority. The Rockwood gravel pit or the
Ford property on upper Ricks Creek would be good locations for such a park.

b.

Water
City water service to this neighborhood needs to be upgraded in the near future.
As new development occurs, this situation will be even more critical. Centerville
City should pursue the development of new water sources and storage in this
area to improve water availability and pressure. To preserve scarce culinary
water, all new developments should be required to supply secondary water for
maintenance of landscaping and outdoor use. This will necessitate the
acquisition and development of ground water sources. Until additional water
supplies are available, future residential development in this neighborhood must
be carefully considered for impact on the City water system.

NEIGHBORHOOD 4, NORTHWEST. 11

Overview
The Northwest Neighborhood is located between Lund Lane, Main Street, Parrish Lane, and I-15.
Most of the Northwest Neighborhood has already been developed, and consists of a variety of
uses, including: single-family residential, multi-family residential of various densities and types,
commercial, and professional office. The only substantial undeveloped areas are near Lund
Lane, on the northern boundary of the City, and the Pineae Nurseries, near Parrish Lane.
Issue: Future land-uses and transitions between different land uses.
Perhaps the two most significant issues in the Northwest Neighborhood are future land-use
patterns and transitions (buffers) between different land uses. The existing land-use patterns
indicate a mix of commercial, residential of varying types and densities, and professional office in
the area between Parrish Lane and Chase Lane. From Chase Lane to Jennings Lane, the uses
change to primarily residential of medium to low-density. North of Jennings Lane is almost
exclusively low-density residential, with the exception of Greenfields, an older, medium-density
residential development on Frontage Road.

Issue: Semi-rural Residential areas.
A couple of areas north of Jennings Lane have developed over time as semi-rural residential, with
characteristics such as ½ to 1 acre lots, and the keeping of some domestic farm animals. These
areas don’t qualify as true rural residential, which typically requires a minimum of 5 acres per
dwelling. Historical planning practices show that 1 acre zoning is not advisable because it is too
small for true agricultural, too big for purely residential purposes, and too small to subdivide when
the current owners no longer want to maintain the property and/or move.

Goal: Preserve existing areas of semi-rural residential for current property owners.

Policy: Amend zone text to create a zone or set of standards that regulates the
keeping of domesticated farm animals in residential areas.

Policy: Amend zone text to create overlay or other designation establishing a

Street is a minor arterial that provides a connection to both Bountiful and Farmington.

Policy: Actively work to reduce direct access onto Parrish Lane and require all
new development to occur in commercial centers with shared access and
signalized intersections.

Policy: Actively work to improve the appearance and function of existing strip
commercial development and discourage new strip commercial projects reduce
strip commercial development and disallow any new strip commercial projects.

Policy: Actively encourage a reduction in the number of freestanding signs
along Parrish Lane. Encourage businesses to co-locate and/or use monument

Residential Densities/Development 12
Residential densities shall be based primarily on their proximity to public services. Higher
residential densities should be located in areas adjacent to basic, high-intensity facilities/services.
Densities should naturally decrease as the distance increases away from these facilities/services.
Multi-family projects, PUDs, developments with private roads, and other similar types of projects
are permitted only on parcels 3 acres or larger. The maximum density allowed on a residential
property is as follows:

Since 2018, there have been two separate laws that govern the production of food in a
residential kitchen: the Cottage Food Statute, and the Home Consumption and Homemade
Food Act. There are several differences between them in terms of limitations on foods and
limitations on methods and locations of sale.
The Cottage Food Statute, which has been in effect since 2007, requires a business to register
with the Utah Department of Agriculture and Food, just like a commercial business would. It
allows the production of "non-potentially hazardous foods", also known as "shelf-stable"
foods, in a residential kitchen within the operator's home. Any food that requires refrigeration
or other temperature control for safety cannot be produced under the Cottage Food Statute.
Cottage Foods can be sold anywhere in the state of Utah, either retail or wholesale (through a
store), with the exception that restaurants cannot use Cottage Foods as ingredients in their
menu. Cottage Foods follow the Federal food labeling regulations, with the addition of the
words "Home Produced" on the front label.
The Home Consumption and Homemade Foods Act was signed into law in 2018. This law
allows food production in a residence without requiring the operator to be registered with the
Utah Department of Agriculture and Food. The range of foods that can be prepared is much
wider, only prohibiting products containing meat or raw, unpasteurized dairy products.
However, these foods can ONLY be sold directly to the end consumer, and the sale must be
conducted in person at a pre-arranged location. The food must be packaged and bear warning
statements that read, "This product was processed and prepared without state or local
inspection," and "Not for resale." In order for such products to be sold at a place like
a farmer's market, the market must designate a specific portion of the market for
these "unregistered" producers and mark that section off with signs stating, "The
homemade food and food products sold by producers in this section have not been
certified, licensed, regulated, or inspected by state or local authorities." Most farmer's
markets so far have declined to incorporate such a section in their markets, usually
due to liability concerns.

4-5a-102 Definitions.
For purposes of this chapter:
(1)
(a) "Commercial establishment" means a wholesale or retail business that displays, sells,
manufactures, processes, packs, holds, or stores food, drugs, devices, or cosmetics.
(b) "Commercial establishment" does not include a:
(i) direct-to-sale location; or
(ii) direct-to-sale farmers market.
(2) "Direct-to-sale farmers market" means a public or private facility or area where producers
gather on a regular basis to sell directly to an informed final consumer fresh food, locally grown
products, and other food items that have not been certified, licensed, regulated, or inspected by
state or local authorities.
(3) "Direct-to-sale location" means a farm, ranch, direct-to-sale farmers market, home, office,
or any location agreed upon by both a producer and the informed final consumer where a
producer sells a food or food product to an informed final consumer.
(4) "Home consumption" means the use or ingestion of homemade food or a homemade food
product within a private home by a family member, an employee, or a nonpaying guest.
(5) "Homemade food product" means a food product that is prepared in a private home kitchen
that can be used, or prepared for use, as food or nonalcoholic drink, subject to the limitation
described in Subsection 4-5a-105(1).
(6) "Informed final consumer" means an individual who:
(a) purchases the product directly from the producer;
(b) does not resell the product; and
(c) has been informed that the product is not certified, licensed, regulated, or inspected by the
state.
(7) "Minor-operated business" means a business that is operated by an individual who is:
(a) under 18 years old; and
(b) not regularly engaged in selling items.
(8) "Minor producer" means a producer that is:
(a) an individual; and
(b) under 18 years old.
(9) "Producer" means a person who harvests or produces homemade food or a homemade food
product.

4-5a-104 Home producer direct sales -- Exempt from regulation.
(1) A producer is exempt from state, county, or city licensing, permitting, certification, inspection,
packaging, and labeling requirements, except as described in this section, related to the
preparation, serving, use, consumption, or storage of food and food products if:
(a) the producer complies with the requirements of this chapter; and
(b) the homemade food or homemade food product is:
(i) produced and sold within the state;
(ii) sold directly to an informed final consumer;
(iii) for personal or home consumption; and
(iv) not exempted under Subsection 4-5a-105(1).
(2) Notwithstanding Subsection (1), a producer shall comply with business license requirements
pursuant to Section 10-1-203.
(3) Except as provided in Subsection (6), food or food products sold under this section shall be
labeled with:
(a) the producer's name and address;
(b) a disclosure statement indicating that the product is:
(i) not for resale; and
(ii) processed and prepared without state or local inspection; and
(c) a statement listing whether the food or food product contains, or was prepared in a location
that also handles, common allergens including milk, soy, wheat, eggs, peanuts or tree nuts,
fish, or shellfish.
(4)
(a) Except as provided in Subsection (4)(b), homemade food or a homemade food product that is
exempt from certain regulations as described in this chapter may not be sold to, or used by, a
restaurant or commercial establishment.
(b) A producer may sell a raw, unprocessed fruit or vegetable to a restaurant or commercial
establishment.
(5) A producer selling homemade food or homemade food products exempt under this section shall
inform the final consumer that the food or food product is not certified, licensed, regulated, or
inspected by the state or any county or city.
(6) The requirements described in Subsection (3) do not apply to a direct sale by a home producer
comprising only minor producers.

Recommend approval of proposed amendments to the Details and Drawings as set further in the Centerville
Standards and Specifications (Resolution 2026-29), subject to further Details and Drawings refinement by the
City Engineer.

BACKGROUND:
Kevin Campbell (ESI Engineering) has been working at length with his team, Public Works Department, and
Community Development Department staff to complete proposed updates to the Details and Drawings section
of the Centerville Standards and Specifications. Per Utah State Code 10-20-102, engineering standards and
specifications for public improvements are considered land use regulations by definition and, as such, must be
reviewed and receive a recommendation from the Planning Commission for future Council consideration. Also,
as a land use regulation update, the proposed Details and Drawings amendments are required to be reviewed
following a public hearing process, then recommendation consideration by the Planning Commission.
On September 23, 2026, the Planning Commission discussed the presented Details and Drawings
amendments, and offered suggestions for amendment consideration. The three identified concerns were: 1) a
potential need to include a standard roundabout drawing sheet; 2) potential inclusion of a detail drawing for a
concrete retaining wall (instead of a block retaining wall); and 3) correction of potential sizing discrepancies
between note (8) on Sheet 21 (page 24 on the pdf attachment) and the illustrations of representation A and
representation B on Sheet 21. Further, there was guidance by the Planning Commission to review the notes
on Sheet 21 to make certain there are no discrepancies in presented information. Staff indicated that this
information would be shared with the City Engineer during an upcoming Development Review Committee
meeting. Following this discussion, the Planning Commission agreed to set a public hearing for their
Commission meeting on August 14, 2026.
Since that Planning Commission meeting, the comments and concerns provided by the Commission have
been shared with the City Engineer. Following discussion with the City Engineer, the Engineer agreed to work

on these identified comments and concerns, with a plan to then provide staff with an updated version of the
Details and Drawings amendments documents. Further, the City Attorney clarified to the City Engineer that
there are four different types of potential subdivision plat formats for recording and requested that the Engineer
update the Details and Drawings to better reflect these different subdivision plat formats exemplars within the
Details and Drawings document. The City Engineer agreed to these changes and let staff know that these
amendments would take a bit more time. Therefore, an updated version of the Details and Drawings document
was not available for inclusion in the Planning Commission packet in time for the August 14th meeting.
A public hearing notice was provided for this item in conformance with City and State requirements. No
comments were provided prior to the completion of the packet. Any additional comments provided prior to the
meeting will be shared with the Planning Commission by City staff.

there are no discrepancies in presented information. Staff indicated that this information would
be shared with the City Engineer during an upcoming Development Review Committee
meeting. Following this discussion, the Planning Commission agreed to set a public hearing for
their Commission meeting on August 14, 2026.
Since that Planning Commission meeting, the comments and concerns provided by the
Commission have been shared with the City Engineer. Following discussion with the City
Engineer, the Engineer agreed to work on these identified comments and concerns, with a plan to
then provide staff with an updated version of the Details and Drawings amendments
documents. Further, the City Attorney clarified to the City Engineer that there are four different
types of potential subdivision plat formats for recording and requested that the Engineer update
the Details and Drawings to better reflect these different subdivision plat formats exemplars
within the Details and Drawings document. The City Engineer agreed to these changes and let
staff know that these amendments would take a bit more time. Therefore, an updated version of
the Details and Drawings document was not available for inclusion in the Planning Commission
packet in time for the August 14th meeting.
A public hearing notice was provided for this item in conformance with City and State
requirements. No comments were provided prior to the completion of the packet. Any
additional comments provided prior to the meeting will be shared with the Planning Commission
by City staff.
STAFF ANALYSIS AND COMMENTS
Per the adopted Standards and Specifications portion of the City Municipal Code, the Standards
and Specifications are for clearly delineation expectations for the construction and development
of public improvements within the City. Further, the currently adopted Details and Drawings are
tools that combined with the Standards and Specifications illustrate clear expectations of how
typical construction and development of public improvements within the City should be
constructed and installed. The last time the Details and Drawings were amended was in November
2023. Since that time, processes and design standards within the construction industry and per the
Public Works/City Engineer have changed, along with further refinement that is warranted per
challenges faced by the Community Development Department. Therefore, it is a good time to
consider approving updated proposed amendments to the City’s Details and Drawings to better
reflect current expectations and standards for development within Centerville.
STAFF CONCLUSION
City staff recommends that the Planning Commission support a recommendation for approval of
the proposed amended Centerville Details and Drawings, with the guidance that the updated City
Engineer version of the proposed Details and Drawings be included in the Council packet for
October 14, 2026

future consideration. Following a public hearing on this matter, the Planning Commission has
options related to action that may be taken for this agenda item. The Planning Commission
could recommend approval of the amended Details and Drawings with the understanding that the
future updated version of these drawings would be the version considered to be included in the
future City Council packet. The Planning Commission could table the matter for a later date,
allowing the City Engineer to refine the amended Details and Drawings addressing noted staff
and Commission concerns, then direct that this item be brought back for Commission
recommendation at that time. The Planning Commission could recommend denial of the
proposed amended Details and Drawings if there are reasons to do such.

POTENTIAL MOTIONS
Based on the information provided by the Planning Staff, and as heard during the public hearing,
the Planning Commission may make a motion to recommend Council approval of the proposed
Details and Drawings amendment request, recommend Council approval of this request with
suggested amendment and/or modification to be completed by the City Engineer, table the matter
to a later date, or recommend Council denial of the applicant’s request. With any of these decisions
appropriate findings of fact should be provided. Sample motions for the Planning Commission’s
convenience are located below with suggested findings of fact.

CITY DETAILS AND DRAWINGS AS PART OF THE CITY STANDARDS
AND SPECIFICATIONS REGARDING ENGINEERING STANDARDS
AND REQUIREMENTS FOR THE CONSTRUCTION AND
DEVELOPMENT OF PUBLIC IMPROVEMENTS WITHIN THE CITY
WHEREAS, Centerville City has previously established Standards and Specifications,
including Details and Drawings, regarding engineering standards and requirements for the
construction and development of public improvements within the City; and
WHEREAS, the City Council desires to update and amend such Details and Drawings as
recommended by the City Engineer in order to provide more current engineering standards and
requirements regarding the same; and
WHEREAS, the proposed amendments to the Details and Drawings are considered land
use regulations as defined in Utah Code § 10-20-102 and are required to be adopted in accordance
with applicable provisions of the Utah Land Use and Development Act, including notice and
public hearing requirements and review and recommendation by the Planning Commission; and
WHEREAS, the proposed amendments to the Details and Drawings as part of the
Centerville Standards and Specifications as set forth herein have been reviewed by the Planning
Commission and the City Council and all appropriate public notices have been provided and
appropriate public hearings have been held in accordance with Utah law to obtain public input
regarding the proposed revisions to land use regulations.
NOW THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF
CENTERVILLE, UTAH, AS FOLLOWS:
Section 1.
Amendment. The City Council hereby adopts the updated and amended
Details and Drawings as part of the City Standards and Specifications as more particularly set
forth in Exhibit A, attached hereto and incorporated herein by this reference.
Section 2.
Severability. If any section, clause, or portion of this Resolution is
declared invalid by a court of competent jurisdiction, the remainder shall not be affected thereby
and shall remain in full force and effect.
Section 3.

Effective Date. This Resolution shall become effective immediately.

CONSIDERATION OF THESE AMENDMENTS RESPECTIVELY
Community Development Director Mike Eggett introduced the proposed amendments to
the Details and Drawings contained within the Centerville Standards and Specifications,
explaining that the City Engineer had been working for approximately one year to update the
documents to more clearly and comprehensively reflect current City practices. He clarified that
the Standards and Specifications and the Details and Drawings were separate components, with
the latter being the subject of the current discussion. Several pages were proposed to address
different plat types. Staff also discussed revisions to plat signature blocks resulting from recent
changes in state law that eliminated the City Council approval requirement for certain residential
subdivision final plats and authorized the Community Development Director to approve certain
minor plats and subdivisions. Staff anticipated that approximately four different signature block
configurations may be needed depending on the type of plat and noted that the Design Review
Committee would review the matter at its upcoming meeting, so the signature blocks presented
at the next meeting could differ from those in the current packet.
Commissioners raised several technical questions, which staff noted for follow-up with the
City Engineer:

Whether a standard drawing for roundabouts should be included, given that the city has
one existing roundabout and another planned on 1250 West.
Whether retaining wall details - specifically for concrete or interlocking block walls - should
be included. Staff noted this remains under active internal deliberation, and a design detail
had been previously prepared but was not ready for inclusion in the current packet.
Questions were raised regarding the consistency of Note 8 with the accompanying
drawing on the rock retaining wall sheet, specifically whether the callout on the lower block

was consistent with the note referencing upper rock diameter requirements. Staff agreed
to submit this question to the engineer.
The meaning and clarity of Note 2 on the retaining wall drawing was briefly discussed.
Staff explained that it effectively requires engineered design beyond the standard drawing,
ensuring the structure meets industry standards.

Following the discussion, the Commission directed staff to schedule a public hearing for the
next meeting. Staff confirmed they would note any updated variations in the packet if changes
result from the Design Review Committee discussion.
DEBRIEF DISCUSSION ABOUT COUNCIL APPROVAL OF CITY ORDINANCE 202620 FOR DETACHED ACCESSORY DWELLING UNITS AND NEXT STEPS
Mr. Eggett provided a comprehensive debrief of the City Council's deliberations and
approval of Ordinance 2026-20 governing Detached Accessory Dwelling Units (DADUs). To help
facilitate the council's decision, staff presented menu options rather than a single
recommendation, which proved effective in guiding the discussion.
Lot Size Threshold: The Council reduced the minimum lot size to 8,500 square feet.
Both Detached and Internal ADUs Permitted: The Council approved allowing a single
lot to have both a detached and an internal ADU simultaneously, provided that parking
requirements and lot coverage standards are met for each use. Staff noted this may prompt a
future discussion regarding the city's lot coverage ordinance.
Utility Metering: The Council debated whether utility connections for DADUs should be
separate or shared with the primary dwelling. Given the cost implications, they ultimately decided
to allow property owners to make that determination themselves.
Corner Lot Configurations: Staff noted that the treatment of interior versus corner lots
had not been thoroughly addressed during the Planning Commission's earlier review but was
identified and resolved by the Council. New language was introduced referencing the "rear
building wall line", which is distinct from the existing definition of “building line”, to clearly delineate
which yard areas on a corner lot are eligible for a detached ADU. The Council agreed that DADUs
would not be permitted in the legitimate front yard of the primary structure but could be placed in
the secondary front yard (the side facing a corner street), the narrow interior side yard behind the
structure, or the rear yard.
Maximum Height: The Council established a maximum DADU height of 16 feet, using
the City’s existing height-calculation methodology based on the average height from the eave to
the peak. Staff had cautioned against creating a separate ground-to-peak measurement because
doing so would require a new height definition and could create additional administrative
difficulties, particularly on sloped lots.
Impact Fee Waiver: The fee waiver provision was removed from the ordinance at this
time, but it was noted that the Council was not opposed to reconsidering the concept in the future.
Mr. Eggett noted that waiving impact fees could provide the City with credit toward its moderateincome housing obligations under state law and that the impact fees associated with DADUs were
relatively modest compared with other housing strategies.
Historic District Overlay: Staff identified the interaction between the Deuel Creek
Historic District regulations and the newly adopted DADU ordinance as another issue requiring
additional review, as the current regulations could create administrative challenges when the two
sets of standards are applied together.

Regarding next steps, staff recommended allowing a brief trial period before initiating a
2.0 revision, suggesting that reviewing a few actual DADU applications would help identify any
practical issues or ambiguities in the current ordinance. Mr. Eggett indicated that at minimum, the
historic district issue and other substantive concerns would be brought forward regardless of
application volume. He estimated that a well-prepared version 2.0 revision would take a minimum
of three to four months.
DISCUSSION AND REPORTING OF CONCEPTS SHARED AND PRESENTED
DURING THE FALL 2026 AMERICAN PLANNING ASSOCIATION – UTAH CHAPTER
CONFERENCE
Mr. Eggett reported on his attendance at the Fall 2026 American Planning Association
(APA) – Utah Chapter Conference, held September 9–10, 2026, at the Davis Conference Center
in Layton. He explained that the conference focused on economic development, water, and
housing. He summarized sessions addressing the economic importance of the Great Salt Lake,
including brine shrimp production and winter tourism; the Utah Trail Network and its competitive
grant funding, noting that the South Davis Greenway was included on the Network’s long-range
planning map; and DADU development, where lot coverage standards were identified as a

others’ intentions and to seek greater understanding of differing perspectives. The AI session
emphasized that artificial intelligence could be useful as a research tool but should be treated as
an assistant rather than a source of professional recommendations, due to the potential for
fabricated information. The data center session emphasized the importance of adequate water
supplies, clear zoning regulations, and public education, prompting brief discussion regarding
whether Centerville should proactively address data center uses through its zoning regulations.

MINUTES REVIEW AND APPROVAL
Minutes of the August 12, 2026, Planning Commission meeting were reviewed.
Commissioner Mendenhall moved to approve the minutes. Commissioner Jorgensen seconded
the motion, which passed unanimously (7-0).
The Commission acknowledged the departure of Commissioner Woodward, and
expressed appreciation for his service.
ADJOURNMENT
At 8:06 p.m., Commissioner Patterson moved to adjourn the meeting which passed
unanimously (7-0).
