6. Welcome to New Committee Members, Introductions, and Expectations
This agenda item includes the reset of the Housing Committee with the new composition with
two new members. Welcome to Mona and Dawn! Nora Senecal, the Housing Committee’s
current Chair, has asked to include a short self-introduction of each Committee Member to the
group. For your info, this would include your name, area of South Burlington where you live,
either (1) how long have you been on the committee or (2) what is an interest area of yours
when it comes to housing, and what perspective do you feel you bring to the committee that is
important to the development and implementation of housing policy. This also includes review
of the norms for Committee meetings for everyone.
7. Committee Organization: Elections of Chair, Vice Chair, and Clerk
For the new fiscal year, the Committee needs to elect officers: Chair, Vice Chair, and Clerk. The
Chair runs the Committee meetings, sets the agenda for the meetings with the Staff Liaison, and
represents the Housing Committee at City Council, if needed. The Vice Chair supports the Chair
in their duties, and serves in the Chair’s place if they are unable to attend a meeting, sign for the
Committee, speak to City Council, or as otherwise needed. The Clerk takes the minutes at
meetings (not verbatim, but recording the topics discussed) and provides them to the Staff
Liaison.

8. Review the FY27 Work Plan
As of the time of this agenda, the City Council has not officially approved the City Council’s FY27
Policy Priorities and Strategies. As such, the Housing Committee’s FY27 work may still change
slightly, but Staff has no current indication of that being likely to happen. It is a good time to
begin the Committee’s work on the FY27 projects, starting with reviewing what is on the FY27
Work Plan. The work plan as presented to City Council is attached to this packet.
9. Housing Trust Fund: Begin Discussion of Standards
One of the items on the FY27 Work Plan is to develop standards (format and style to be
determined) for evaluation of requests for funds from the Housing Trust Fund. This agenda item
is the beginning of that project.

Housing Committee
June 10, 2026
The Housing Committee held a regular meeting on June 10, 2026 at 6 pm, in Library
Board Room, City Hall, South Burlington, and by Zoom.
Members present: Nora Senecal, Vince Bolduc, Sandy Dooley, Meghan Tedder, Chris
Trombly, and Tasos Zois
Also present: Kelsey Peterson (Senior City Planner), and Elizabeth Fitzgerald, designated
representative from the City Council

Kelsey reported on the work of the Planning Commission and their plans to recommend
modification of the Regs regarding bedrock removal, adaptive re-use standards, and the
suitability of large data centers.
Two members reported on the local news that the vacancy rate in Chittenden County had
increased from about 1% to 3.5%, an improvement, but still not adequate affordable
housing.
Elizabeth reported on City Manager Jessie Baker’s report to the City Council on anticipated
changes to the Grand List of a slight increase, including the lower than expected growth
rate from TIF district income. She also reported on 5 applications to the CC for
membership on our Committee. Two were appointed. (Subsequent to the meeting it was
announced that the two new members will be Dawn Philibert and Mona Tolba.)
Minutes from the last meeting were approved as amended.
Sandy led a discussion of the recent report of the Rental Registry staff to the CC. As the
program continues into its second full year, the number of registered rental units has
increased from 417 in April of 2025 to 565 in April 2026, and is expected to continue to
grow. Discussion followed.
Kelsey led a planning discussion on the “Learn from your neighbors” panel discussion on
ADUs to be held at the Library on June 22nd. The event sponsors included planners from
Burlington, Essex Junction, Winooski and South Burlington with support from CCRPC. The
information packet theme was “Want your property to work for you? Come to an infill
housing event.” The first session was held on May 16 in Burlington with good attendance

and the second session on the 22nd will be in our Library and will include HC member
Vince Bolduc speaking on his new ADU. Meghan Tedder will bring the pizza.
Kelsey explained the existence of a new Building and Thermal Implementation Plan to
make “action steps” recommendations to the City on standards. South Burlington is
working with a consultant from Massachusetts. She asked for a volunteer to work on an
advisory sub-committee and Vince volunteered.
Chris Trombly reported on his work as the HC representative to the electric vehicle
charging study group. How many charging stations do we need in the city? How to handle
multi-family units is of particular interest. He asked for our help with any
recommendations. It is being run by the Vermont Energy Investment Corporation.
The meeting was adjourned at 8 pm.
