Key Issues Raised by Citizens
Lloyd Carter expressed concerns regarding unresolved wastewater treatment issues at the Ruthville facility and
questioned why previously identified repairs and grant opportunities were not pursued. He also raised concerns
about the lack of archaeological studies for approximately 4,437 acres approved for solar development near
historic sites and burial grounds.
Dorene Billingsly expressed concern about the lack of substantive items on the Board’s agenda despite citizens’
repeated requests for information. She called for improved financial reporting, limits on data center development,
corrective action regarding the forensic audit and capital project overspending, and updates on the Comprehensive
Plan. She urged the Board to increase transparency, engage in meaningful public dialogue, and address these
concerns at upcoming meetings.
Pat Davis Pat Davis expressed concern about the potential effects of data center development on Charles City
County, citing Loudoun County’s experience as a cautionary example. She questioned whether the by-right
designation limits County oversight and raised concerns about whether Point One had provided complete
information regarding its proposed equipment and infrastructure. She urged the County to strengthen its
regulations and remove data centers as a by-right use, noting that several Virginia localities have taken similar
action.
Brandi Marano, speaking on behalf of a group, emphasized the importance of accountability, transparency,
responsible spending, and public trust in County government. She urged County leaders to improve
communication, meaningfully engage residents, consistently apply policies, evaluate long-term financial and
infrastructure impacts, and ensure that decisions regarding growth and development align with the County’s
goals and serve the public interest.
Jared Kline expressed agreement with concerns regarding the limited agenda and information provided. He
Page 5 of 36

encouraged the Board and County administration to include more substantive topics, provide updates on ongoing
County initiatives, and use future meetings to demonstrate progress and promote productive public engagement.
Preston Adkins thanked the County for holding the recent workshop and requested that future discussions with
Waste Management focus on landfill operations in Charles City County rather than recycling operations located
elsewhere. He also renewed his request for an oversight committee for the paid fire department and raised
concerns about vehicle use, fuel costs, traffic control, safety, and potential liability during emergency responses.
Bill Hopke expressed concern about unresolved questions identified in the court-ordered forensic audit,
particularly missing documentation and the County’s inability to explain or reconcile certain expenditures
involving public funds. He commended Finance Director Christina Crawley-Jones for assisting the auditors and
providing testimony despite not being employed by the County during most of the period reviewed. He asked the
Board to publicly identify all material unanswered questions and explain the steps that will be taken to address
them.
Thelma Whitehead provided an update regarding assistance for Ms. Jones, thanking Kathy Brown and other
community members for helping secure a wheelchair ramp and arrange replacement windows. She also expressed
disappointment with the forensic audit’s outcome but encouraged citizens to remain engaged and vote. Additionally,
she questioned the level of support shown by County leadership for the Finance Director during the court
proceedings.
David Ware reflected on Virginia history and emphasized the principles of equality, representation, and
accountable government. He expressed concern that his district lacked representation on the Charles City
Planning Commission while other districts had multiple members. He questioned the fairness of the appointments
and called for Chairman Adkins to resign.
Martha Harris, speaking on behalf of a group, expressed dissatisfaction with the forensic audit’s findings and the
Board’s response. She questioned why the Board had not initiated the audit or ensured that auditors received
complete documentation, particularly credit card records. She urged the Board and citizens to continue seeking
verifiable information, accountability, and a full explanation of how County funds were spent.
Jackie Stewart emphasized citizens continued focus on County finances, debt, wastewater improvements,
groundwater protection, data center permitting, and environmental oversight. Drawing on nearly 30 years of local
and regional government experience, she encouraged open government, responsible spending, measurable
planning, and collaboration between citizens and County leaders. She offered to work with the County to develop
practical solutions and move these priorities forward.

AGREEMENT, is made on this
day of
, 2026 (the “Effective Date”)
by and between the CHARLES CITY COUNTY SCHOOL BOARD, a body politic of the
Commonwealth of Virginia (hereinafter referred to as “CCPS”) and CHARLES CITY
COUNTY, VIRGINIA, a political subdivision of the Commonwealth of Virginia (hereinafter
referred to as “County”) (each individually a “Party” and collectively, the “Parties”).
RECITALS
R:1. CCPS owns and operates a wastewater treatment plant situated at 10047 Courthouse
Road, Charles City, Virginia 23030, and known as the Charles City County Schools Wastewater
Treatment Plant, VPDES Permit No. VA0086673, as further described in Exhibit A (the
“System”). The System is located on real property owned by CCPS, which property is more fully
described in Exhibit B (the “Property”).
R:2. CCPS has determined that it would be in the best interests of CCPS and the citizens
of the County to transfer ownership and operational responsibility of the System to County, and
has therefore requested that County work with CCPS to have the System and Property Interests
transferred to and accepted by County. County has agreed to accept and operate the System and
Property Interests upon the terms and conditions stated in this Agreement.
AGREEMENT
NOW THEREFORE, for and in consideration of the mutual covenants contained herein
and the sum of Ten Dollars ($10.00) cash in hand, and other good and valuable consideration, the
receipt and sufficiency of which is hereby acknowledged, the Parties agree as follows:
1.
Transfer of the Facilities. CCPS agrees to convey, and the County agrees to
accept, upon the terms, provisions, and conditions hereinafter set forth, the System, together with
all easements, rights of way, and other real property interests that the Parties have determined are
needed for the operation of the System (collectively, the “Property Interests”). Said Property
Interests shall include the improvements thereon and fixtures thereto attached that are owned by
CCPS as of the date of this Agreement. CCPS will convey to County fee simple interests as part
of the Property Interests. Furthermore, should any easement, right of way, strip of land, or other

the Property Interests herein conveyed, CCPS shall take the necessary action, and execute and
deliver any other documents reasonably necessary or appropriate, to convey such interest to
County.
CCPS further agrees to transfer to County all easements, permits, (including VPDES
Permit No. VA0086673), and all rights, including rights for installation, operation, maintenance,
repair, relocation, renewal of, and access, to the System that lie either within or without public
streets or public places of rights of way, together with all documents and information in CCPS’s
possession relating to the System and Property interests. The System, Property Interests, and other

to execute such further documentation or instruments as are necessary to confirm, effect, and
memorialize the conveyance and transfer of the Facilities from CCPS to County, including but not
limited to a general or special warranty deed in recordable form and an assignment of all
easements, permits, and other contractual rights relating to the Facilities in substantially the same
form as those attached as Appendix 1. Within thirty (30) days of the Effective Date, CCPS will
deliver to County, at no cost to County, without representations or warranties, true and complete

to all of the real estate herein conveyed. CCPS shall convey marketable title to the Property
Interests and other property interests that are among the Facilities by general or special warranty
deed, free and clear of any liens or encumbrances which, in the reasonable judgment of County,
have a materially adverse effect upon the right of County to use such lands or property in the
performance of the functions of County or would preclude County from obtaining owners title
insurance on the Facilities at reasonable rates.
3.
County Operation of Facilities. When all of the Facilities are transferred to the County
and incorporated into its operations, the County agrees to operate and maintain the System in
accordance with all applicable laws and regulations, including the requirements of VPDES Permit

stations, shall be provided to County at no cost to County. Any relocation of County
Facilities at the request of CCPS shall be at CCPS's cost, including facilities on CCPS
owned land or within public rights-of way.

and similar assets, CCPS will assist County with negotiating acquisition of such
easements. Should easements need to be purchased from private property owners,
