8. Public Hearing
Any person may speak at a public hearing for up to five minutes. An applicant in a land
use Case may give an opening presentation of the case for up to 15 minutes, regardless
of the number of speakers the applicant chooses to give the presentation, and may give a
response after all citizens have spoken, for up to five minutes, regardless of the number of
speakers the applicant chooses to give the response. The Chairman may suspend these
tules in order to adapt them to any special situation.

Any written comments submitted on a hearing item must include the name, address, and
zip code, of the commenter, and shall be submitted by (1) email to

[EMAIL PROTECTED] , (2) U.S. Mail addressed to: 601 Caroline Street, Suite 400,
Fredericksburg, VA 22401, or (3) delivered to the Community Planning and Building office
located at 601 Caroline Street - 4th Floor by 2:30 PM the day of the meeting. Any written
comments received will be forwarded to the Planning Commission and will be available for

8.A. Unified Development Ordinance Text Amendment — UDOTA FY27-01.

The City proposes to amend the Unified Development Ordinance Chapter 72 at § 72-
34.9 (Technology Overlay District); § 72-43.3 (Temporary Use Standards); § 72-41
(Principal Use Standards); § 72-42 (Accessory Use Standards); § 72-53.3 (Parking);
and § 72-84 (Definitions) to be consistent with Amendments of the Code of Virginia
regarding manufactured homes, temporary support structures, solar energy generation
facilities, battery storage projects, data center site assessments, and off-street
parking requirements.

10. General Public Comment

A general public comment period is provided at each regular meeting for comments by
citizens regarding any matter related to Commission business that is not listed on the
agenda for Public Hearing. The Chair will request that speakers state their name,
address and zip code; observe the five-minute time limit; and yield the floor when the
Clerk indicates that their time has expired. No dialogue between speakers will be
permitted.

Citizens who wish to make general public comments without attending the meeting will
be able to send their comments in writing by (1) delivering to the Community Planning
and Building office located at 601 Caroline Street - 4th Floor, (2) U.S. Mail at 601 Caroline
Street, Suite 400, Fredericksburg, VA 22401, or (3) email to [EMAIL PROTECTED].
Comments must be received by 2:30 p.m. the day of the meeting. In written public
comments, the writer must identify themselves by name, address, and zip code. Such
