Pursuant to the Code of Virginia, Section 58.1-3007, a public hearing on the proposed tax rates for
calendar year 2024 will be held by the Greene County Board of Supervisors on Tuesday, April 23,
2024, at 6:30 p.m. in the County Meeting Room. Public participation will be available remotely
via telephone and/or electronic means. Detailed instructions for the remote participation will be

RESOLUTION TO ESTABLISH CALENDAR YEAR 2024 TAX RATES
WHEREAS, on March 12, 2024 the Board of Supervisors of G reene County, Virginia
authorized advertising the Calendar Year 2024 tax rates; and
WHEREAS, on April 4, 2024 and April 11, 2024 a notice of public hearing was published
in the Greene County Record; and
WHEREAS, notice was advertised of proposed tax levies pursuant to the Code of Virginia,
Section 58.1-3007, and a public hearing was held on April 23, 2024 in the County Administration
building; and
WHEREAS, at the public hearing, all those who wished to speak for or against the tax rates
were heard.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Board of Supervisors of the
County of Greene, establishes the tax levies as follows for the tax year beginning January 1, 2024:

Amendment to Transient Occupancy Tax Ordinance

Recommended Action:
Motion to amend Greene County Ordinance §66-271 to approve an increase to the transient
occupancy tax from 5% to 8%. Amendment to take effect on July 1, 2024.
Background:
Transient Occupancy Tax – Currently the transient occupancy tax rate is 5%. The board
requested that staff bring an ordinance amendment that would raise the transient occupancy tax
to 8%. The FY 2025 budget is balanced and includes this 3% increase to short term lodging
rentals.

AN ORDINANCE AMENDING THE GREENE COUNTY CODE OF ORDINANCES TO
AMEND SECTIONS OF CHAPTER 66, ARTICLE VI – TRANSIENT OCCUPANCY
TAX, SECTION 271 LEVY OF TAX RATE

WHEREAS, Sections 15.2-1427 and 15.2-1433 of the Code of Virginia, 1950, as may be
amended from time to time, enable a local governing body to adopt, amend, and codify
ordinances or portions thereof; and
WHEREAS, Section 58.1-3819 of the Code of Virginia, as may be amended from time
to time, enables a local government to levy a transient occupancy tax on hotels, motels, boarding
houses, travel campgrounds, and other facilities offering guest rooms for lodging for fewer than
30 days; and
WHEREAS, the Greene County Board of Supervisors wishes to increase the transient
occupancy tax rate from 5% to 8% on short term lodging; and
WHEREAS, the proper advertisement and public hearing was conducted as required by
law; and
WHEREAS, the full text of this amendment was available for public inspection in the
County Administrator’s Office, Greene County Administration Building, 40 Celt Road,
Stanardsville, Virginia 22973; and
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF SUPERVISORS
OF THE COUNTY OF GREENE that the Code of the County of Greene is amended as
follows:
CODE OF THE COUNTY OF GREENE, VIRGINIA
Sec. 66-271. Levy of tax; rate.
In addition to all other taxes and fees of any kind now or hereafter imposed by law, a tax is
hereby levied and imposed on hotels, motels, boardinghouses, travel campgrounds and other
facilities offering guestrooms rented out for continuous occupancy for fewer than 30 consecutive
days. The rate of this tax shall be eight percent (8%) of the amount of charge for the occupancy
of any room or space occupied.
In all other respects the Code of the County of Greene shall remain unchanged and be
in full force and effect.
This amendment shall take effect immediately upon passage.

Recommended Action:

Motion to approve/deny presented amendment to Chapter 66 – Taxation of the Greene
County Code of Ordinances to create a separate classification for motor vehicles owned
or leased by Greene County volunteer fire fighters.
Background:
This ordinance amendment will allow for a rebate or reduction in personal property taxes
to Greene County volunteer firefighters. This ordinance was suggested as a way to encourage
and retain volunteers within the county. This will allow members of the volunteer fire
departments (who reside in Greene County) to receive a tax reduction on one motor vehicle that
they own or lease.
Each of the three volunteer fire captains would be responsible for providing the
Commissioner of Revenue with a list of volunteers, not to exceed 35 volunteers per fire
department.

AN ORDINANCE AMENDING THE GREENE COUNTY CODE OF ORDINANCES TO
AMEND SECTIONS OF CHAPTER 66, ARTICLE II, TO ADD SECTION XX –
CLASSIFICATION OF MOTOR VEHICLES OWNED OR LEASED BY MEMBERS OF
THE GREENE COUNTY VOLUNTEER FIRE DEPARTMENTS.

WHEREAS, Sections 15.2-1427 and 15.2-1433 of the Code of Virginia, 1950, as may be

WHEREAS, the Greene County Board of Supervisors wishes to attract and retain
volunteers in the County volunteer fire departments; and
WHEREAS, the Greene County Board of Supervisors would also like to express its
gratitude for the volunteer fire departments by giving a tax rebate; and
WHEREAS, the proper advertisement and public hearing was conducted as required by
law; and
WHEREAS, the full text of this amendment was available for public inspection in the
County Administrator’s Office, Greene County Administration Building, 40 Celt Road,
Stanardsville, Virginia 22973; and

NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF SUPERVISORS
OF THE COUNTY OF GREENE that the Code of the County of Greene is amended as
follows:
CODE OF THE COUNTY OF GREENE, VIRGINIA
Sec. . Classification of motor vehicles owned or leased by members of the Greene County
Volunteer Fire Departments.
Pursuant to Section 58.1-3506(A)(15) of the Code of Virginia, a separate classification is
hereby created for the purposes of levying personal property taxes on motor vehicles owned or
leased by members of the Greene County Volunteer Fire Departments. Such classification of
leased motor vehicles shall apply only if the member is obligated by the terms of the lease to pay
tangible personal property tax on the motor vehicle. This separate classification shall result in a
rebate on one motor vehicle and shall not exceed $500.
One (1) motor vehicle which is owned by each such member, or leased by each such
member, if the member is obligated by the terms of the lease to pay tangible personal property
tax on the motor vehicle, may be specially classified under this section, provided the member

regularly responds to emergency calls. The chief or head of each volunteer fire department shall
furnish a list to the commissioner of revenue, or other assessing officer, certifying that the
volunteers on the list are members of the volunteer fire department who regularly respond to
calls or regularly perform other duties for the fire department. This list will also identify each
volunteer member’s motor vehicle (owned or leased). The list from the chief or head of the
volunteer department shall be submitted by January 31 of each year to the commissioner of
revenue or other assessing officer; however, the commissioner of the revenue or other assessing
officer shall be authorized, in his or her discretion, and for good cause shown and without fault
on the part of the member, to accept a certification after the January 31 deadline. This
exemption shall be limited to a maximum of thirty-five (35) active members per volunteer fire
company.
In all other respects the Code of the County of Greene shall remain unchanged and be
in full force and effect.
This amendment shall take effect for the calendar 2024 tax year.

Ms. Jeanette Covington was present to ask why the Blue Ridge Meadows site plan still
shows an entrance off of the Route 33 Bypass as the Board has previously denied it. She also
asked what development was happening with the old wash house now owned by Lydia Mountain
Lodge as they have just put in a second entrance off of 33 and cleared a road to the top of the
mountain. She also stated that the rezone at the corner 29 and 33 makes sense, but she does not
agree with a storage facility being there.

B-3 ON THE PARCEL LOCATED AT 14865 SPOTSWOOD TRAIL
Ms. Golon provided context about the rezoning request process and how zoning ordinances
are meant to implement the goals of the Comprehensive Plan. She said that this particular property
has been zoned A1 since 1974 and the applicant is seeking to rezone it to B3 to allow for more
intensive development, specifically a conditioned self-storage facility. She explained that B3
zoning allows for 57 different uses by right that could potentially go on this property. She said
that the proposed use of storage units has advantages such as reduced traffic when compared to
retail, and no school children. The owner has offered voluntary proffers to ensure the structure
meets the existing character of the area.
Ms. Golon said that the Planning Commission
recommended approval 5-0.
The applicant and the engineer were both present for questions.
The public hearing was opened.
Ms. Andrea Leffew expressed disbelief that out of 57 potential uses for the property, all
Greene County could get is a storage facility, especially in such a high traffic location. She felt
the land on the other side of Route 29 would be a better location for a storage facility since it would
not be as visible. Ms. Leffew said the board and committees should be more selective about what
businesses come to Ruckersville to prevent it from becoming "another trashy spot along 29." She
noted when she first visited Ruckersville years ago, they avoided stopping here because of how it
looked, and does not think a large storage facility fits the vision of the community.
Ms. Jennifer Lewis-Fowler asked the board to deny the rezoning request due to the already
congested intersection and large trucks turning in/out being a safety hazard. She said that only
traffic from the north would have direct access to the parking lot, requiring vehicles from other
directions to make U-turns. The proposed storage facility footprint of over 37,000 square feet is
much larger than the nearby Jack's Shop Kitchen. The storage facility could potentially be 3-4
stories tall, surpassing the height of nearby buildings and becoming a main attraction at the
intersection.
Mr. Ken Copeland requested the board to deny the rezoning request for the storage facility.
He questioned the justification letter's estimate of $11 million in proposed parcel value and
associated tax revenue, saying it was unlikely to be assessed that high. Nearby self-storage

facilities have much lower assessed values, like $2 million and $567,000. Other developments like
Lowe's and a Holiday Inn Express have lower assessed values than what is being claimed for the
storage facility. Existing storage facilities in Greene County show this development would not
benefit the county. He said the developer is not offering meaningful proffers to offset impacts if
the facility is approved.
Ms. Anthea Haseldon noted the parcel is designated as mixed-use village center but is
currently zoned A1, which seems out of place compared to neighboring B3 properties. She said
justifying the rezoning based on demand for storage units from new apartments could also justify
demand for other B1 and B2 businesses. The proposed development will be a storage facility, and
there are only so many ways to dress up the design of a storage unit. She recommended the board
deny the application but also consider working with the applicant on a business that better fits the
mixed-use village designation using B1 or B2 zoning if needed. She wants to see Greene County
develop its own unique identity rather than comparing it to other locations.
The public hearing was closed.
The Board discussed the proposed use and the traffic concerns, as well as the character of
the building as related to the area. They discussed that the area would be better served by a less
intensive use such as B1 or B2.
Upon motion by Steve Catalano, second by Tim Goolsby and unanimous roll call vote, the
Board denied the rezone request. (See Attachment “A”)

RE: PUBLIC HEARING TO CONSIDER AN AMENDMENT TO GREENE COUNTY
ORDINANCE § 34.2 TO INCREASE THE FEE ASSESSED ON CIVIL ACTIONS FOR THE
MAINTENANCE OF THE LAW LIBRARY FROM $2.00 TO $4.00
Ms. Kemp explained that this would be an amendment to our current ordinance in which
the fee is increased from $2.00 to $4.00 as requested by the Judge’s assistant. The fee funds the
maintenance of the Law Library.
The public hearing was opened and closed with no comments.

RE: RESOLUTION OF INTENT TO AMEND THE ZONING ORDINANCE TO ADD
TECHNOLOGY/FLEX RESEARCH AND DEVELOPMENT DISTRICT
Ms. Golon said that, in May 2023, the Board of Supervisors adopted the 2023 edition of
the Greene County Comprehensive Plan. During the work sessions and hearings for the plan it
was determined that a place type for the technology and research industry should be added. This
place type would promote economic development and job growth in an emerging market sector.
This district would promote industry similar to the lower traffic and lower impact facilities located
in the UVA Research Park. She explained that the resolution of intent to amend the zoning
ordinance directs staff and the Planning Commission to work with the public to create standards
and regulations to govern the proposed zoning district. Staff and the Planning Commission will
begin the process with public work sessions, followed by a public hearing and recommendation to
the board.
It was the consensus of the Board that a work session be scheduled with the Planning
Commission to discuss the topic before the Board asks staff to work on this addition to the
Comprehensive Plan.

WATER AND SEWER TOWN HALL
Ms. Durrer said that Ms. Schafrik had tentatively set a date in June for a Water and Sewer
Town Hall meeting. Mr. Catalano said that he would prefer an agenda item to be set after the
budget is adopted, to discuss the idea of having a Town Hall meeting.

Mr. Goolsby attended the Thomas Jefferson Planning District Commission meeting. He
said that all other surrounding localities are raising taxes, and that Greene was the only one
lowering them.

Ms. Schafrik updated the Board on the status of the phone system upgrade. She also told
everyone about the powerlifting competition being hosted by Parks and Recreation that is being

where Planning and Zoning fundamentals will be discussed.

Recommended action:
Approve the attached resolution to appropriate $59,990.00 from ARPA funds
and $5,608.00 in LATCF funds for COVID-19 mitigation and prevention.
Background:
Congress passed and the President signed the American Rescue Plan Act
(ARPA) of 2021 on March 11, 2021. This Act provides funding for a number of
different programs related to the COVID-19 pandemic.
The County of Greene has received a total of $3,849,608.00 from the Federal
Government. The funds may be used for responding to the public health emergency
including COVID-19 mitigation and prevention. The funds will be used to purchase
call-handling software for the Emergency Communications Center (E-911). The
software will assist dispatchers on any call that comes in by integrating protocols for
police, fire, and EMS into a single unified application. This is allowed under COVID19 prevention and treatment equipment category.

Greene County must have all ARPA funds spent or encumbered by December
24, 2024. There are currently $55,990.00 unencumbered ARPA funds. We
recommend using the Local Assistance and Tribal Consistency Funds to cover the
remaining $5,608.00 to implement the software, requiring no additional local funding.
The funds need to be accepted and appropriated to the correct line items in the
FY2024 budget.

RESOLUTION TO APPROPRIATE ARPA FUNDS FOR RESPONDING TO
THE PUBLIC HEALTH EMERGENCY FOR COVID-19 PREVENTION
AND TREATMENT EQUIPMENT

WHEREAS, Congress passed and the President signed the American Rescue
Plan Act (ARPA) of 2021; and
WHEREAS, the County of Greene received ARPA funding and the funds will
be used for qualifying expenditures incurred during the period that begins March 1,
2021, and ends on December 24, 2024; and
WHEREAS, the County of Greene intends to purchase Total Response call
handling software for the E-911 center which is an allowable purchase under
responding to the public health emergency and the COVID-19 mitigation and
prevention category; and
WHEREAS, the County of Greene has fifty-nine thousand dollars nine
hundred ninety dollars ($59,990.00) of unallocated ARPA funds; and
WHEREAS, the software will cost sixty-five thousand five hundred and
ninety-eight dollars ($65,598.00); and
WHEREAS, the remaining five thousand six hundred and eight dollars
($5,608.00) can come out of the Local Assistance and Tribal Consistency Fund
(LATCF) line item; and
WHEREAS, the funds in the amount of fifty-nine thousand nine hundred
ninety dollars ($59.990.00) may, in accordance with ARPA guidelines, be
appropriated from ARPA funds to purchase the software in the 2023-2024 budget of
the County of Greene, Virginia; and
WHEREAS, the funds in the amount of five thousand six hundred and eight
dollars ($5,608.00) may, in accordance LATCF guidelines, be appropriated from the
LATCF funds to purchase the software in the 2023-2024 budget of the County of
Greene, Virginia.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Board of
Supervisors of the County of Greene, Virginia that fifty-nine thousand nine hundred
ninety dollars ($59.990.00) in ARPA funds and that five thousand six hundred and

eight dollars ($5,608.00) in LATCF funds be appropriated to the 2023-2024 budget
of the County of Greene, Virginia.
BE IT FURTHER RESOLVED that the County Administrator of the County

Background:
Greene County has been awarded $75,820.00 in total funding from the
Commonwealth of Virginia’s Emergency Shelter Upgrade Assistance Fund for fiscal
year 2023. The state share amount is $50,799.40 and the local share amount is
$25,020.60. The purpose of the Shelter Upgrade Fund is to provide matching funds to
localities to install, maintain, or repair infrastructure related to backup energy
generation for emergency shelters, including solar energy generators, and to improve
the hazard-specific structural integrity of shelter facilities owned by the locality.
As this project was listed under the Capital Improvement Plan, we recommend
utilizing the Capital Line Item for the local share of the funds. The total funds need to
be accepted and appropriated to the correct line items in the budget for fiscal year
2024.

The Virginia Department of Emergency Management (VDEM) is pleased to announce your locality has
been awarded $75,820.00 in total funding from the Commonwealth of Virginia’s Emergency Shelter
Upgrade Assistance Fund for the fiscal year 2023. The state share amount is $50,799.40 and the local
share amount is $25,020.60. Appropriation authority for this program is the Code of Virginia Title §44146.29:3 also known as the “Shelter Upgrade Fund”.
The program allows local governments to secure generators and retrofit shelters for citizens across the

support to Holistic Apothecary Virginia, LLC, (hereinafter “Applicant") to operate a
Pharmaceutical Processor facility in Ruckersville, Virginia. The proposed location for the facility
is at 623 Welsh Run Road, Ruckersville, VA 22968. Further, we approve that this property is
zoned properly for the proposed use.
Our County staff has had discussions with some of the principals of the Applicant
regarding their proposed operations in not only Greene County, but also the HSA-1 region. We
were incredibly impressed with the work C3 Industries—the leading organization of the
Applicant—has accomplished across seven (7) states, from both an operational and community
development perspective. The Applicant has chosen local strategic partners that we have had a
very positive experience working with in the past. We are confident that the group will have a
positive impact on the local and state medical cannabis market for patients, the economy and the
local community.
C3 Industries, a minority-owned vertically integrated cannabis company, informed us that
they have scaled 255,000 sf. of cultivation and manufacturing space that produces $80M in sales
per year, as well as opened twenty-one (21) state-of-the-art dispensaries, with an additional fifteen
(15) dispensaries underway. We are confident that the build out and operation of their Facility in
Ruckersville will have a positive impact on our County, the HSA-1 region, and the state of
Virginia. Further, the Applicant is made up of several locals within the HSA-1 region and the state
of Virginia, and has partnered with numerous local companies to assist them with their operations.

On March 31, 2024, Greene County had 15,321 registered voters. That is an average of one additional
voter per day for the first quarter of 2024.
Statistics by precinct are as follows:
Dyke: 1,337 registered voters
Swift Run: 2,312 registered voters
Ruckersville: 3,717 registered voters
Stanardsville: 3,653 registered voters
Stanardsville Town: 229 registered voters
Midway: 4,073 registered voters

Early voting for the U.S. Senate and U.S. Congressional Primary for Greene County registered
voters will begin on May 3, 2024 at the Registrar’s Annex at 32 Stanard Street in Stanardsville.
The hours for both Early Voting and the Registrar’s office are 9:00 am – 5:00 pm, Monday thru
Friday. Both will be closed on May 27, 2024 for Memorial Day. Both will be open on Saturday,
June 8 and Saturday, June 15 from 9:00 am – 5:00 pm. June 15 is the LAST day a voter can vote
at the Annex during Early Voting. For those who plan on voting on Election Day, be sure to
report to your correct Precinct:

Smart Scale Funding, Round 6:
a. Staff are preparing the pre-application with supplement information to submit to VDOT for
proposed alternative intersections at Greenecroft Boulevard and Carpenter’s Mill Road. This will
duplicate the request from Round 5, which was submitted two years ago.

Erosion/Sediment and Stormwater Management
a. Staff continue to review site plans and inspect the numerous commercial and residential sites
currently under construction. The two Creekside Subdivisions require multiple inspections a
week.
b. A land disturbance permit was issued for Phase 2, The Grange Subdivision Road plan.

DEPARTMENT REPORTS AND ACTION ITEMS
1. Park maintenance and improvements continue in anticipation of the spring. Tree removal
and grass re-seeding was completed at two large areas of the park. Six Park benches,
three picnic tables, and a large 30 seat bleacher area was assembled and installed around
the park.
2. GCPR completed the winter youth basketball season on Saturday, March 4 at William
Monroe High School. Competing teams played to determine league champions in the
Rookie, Junior, and Senior division. League totals in basketball and hoops cheer finished
with a total amount of 351 participants registered. Including more than 40 teams of
participants, 55 volunteer coaches, the program ran out of three Greene County Public
Schools facilities. In total, more than 500 hours of community volunteer service was
received for 2024 youth basketball.
3. The annual GCPR Eggstravaganza was held at the Greene County Community Park.
More than 300 children and parents attended and participated in activities. Free to the
community, the event featured activities, craft areas, and the annual Easter Egg Hunt.
2. GCPR Staff are completing the spring/summer activity guide to include programs and
events for the upcoming season. This new guide will be released in late April.

The Office of Economic Development and Tourism continues to support the following
initiatives/organizations: Economic Development Authority, Greene Chamber of Commerce, Tourism
Council, Greene Commons, Greene Farmers Market, Defense Affairs Committee (DAC), Stanardsville
Area Revitalization, Small Business Development Center, and Charlottesville Region’s Charter of
Virginia Restaurant Lodge Travel Association.

ECONOMIC DEVELOPMENT
Commercial Agents: EDT Director continues be directly engaged with commercial real estate agents
about available properties.
Prospects: Two significant prospects began conversations with Greene. These include use of a current
60,000 square foot manufacturing space, and the second, a 300,000 sq ft new building in the existing
Business Park. Fortunately, both prospects need minimal public water. Greene will have to secure
additional water capacity soon to attract most prospects that have typical water needs.
Villages at Terrace Greene: Fried Companies formally hired CBRE to market the commercial
components of the development. The EDT Director has had several strategic planning conversations
with the lead broker.
Regional Innovation Corridor: Meetings continue with Albemarle, Greene, UVA Foundation, and other
key regional partners to identify the 29 North corridor as an innovation corridor. Director has met with
the VEDP’s Vice President of Knowledge Work Industry Sector to discuss the corridor and more
specifically the new Greene County zoning type Flex/Research Development. He shared the great
potential of such a zoning type and looks forward to Greene finalizing the new ordinance type.
Central Virginia Small Business Development Center: Continued collaboration occurs with the CV
SBDC. The Director initiated a conversation to create a formal Greene initiative that has a priority on 1)
spotlight business counseling services, 2) entrepreneurial eco-system building, and 3) a priority on
buying local.
Quad Tank: Planning continues for this year’s Quad Tank.

VEDA Spring Conference: This year’s state conference was held in Charlottesville with Greene’s
Director serving as co-host. Over 300 economic development key players participated with several
taking advantage of a tour of IIHS in Ruckersville.
Stanardsville Business Launch (SBL): The SBL continues to be a success. Course work for participants
wrapped up in March with 15 people completing all requirements to participate in the Pitch
Competition, to be held on May 8, in the PVCC Stanardsville Community Room at 6:00pm. This event is
open to the public. Deadline to submit Business Plans is Friday, April 19, after this, participants will be
chosen to pitch on May 8.
Regional Entrepreneurship Initiative: Work continues with the REI with Venture Central and the
Charlottesville Community Investment Collaborative (CIC). The grant directive is to update and
advance the regional entrepreneurship strategy based on current conditions, with the goal being to
produce an inclusive, comprehensive, and sustainable approach to leverage entrepreneurship as a
mode of economic development.

TOURISM
Tourism 2025 Strategic Plan: The Office of Economic Development and Tourism and the Tourism
Council continue to use the BOS approved Strategic Plan for tourism initiatives and expenditures.
Blue Green Resort: EDT staff hosted 12 Blue Green concierges to tour Greene Count tourism
destinations. These individuals will assist their guests in finding day trips off the resort. In the past
these tours have resulted in an uptick in their guests visiting Greene for the day.
Festivals: Meetings began to plan the Virginia Clay Festival (September 21&22) and planning continues
for the first Virginia Black Bear Festival (June 1). See attached poster and press release for the Black Bear
Festival.

extremely low unemployment numbers.
