CITIZENS ADVISORY COMMITTEE
Minutes of September 3rd, 2026
Members Present: Rochelle Dornatt, Vito Gentile, Laura Bennett, Bill Wine, Mike Liskey,
James Fagan (PC rep), Jack Hurst, County Planner and Lemuel Hancock, Director of
Community Development
Members Absent: Sarah Mauck, Scott Terndrup, Chuck French.
Call to Order: The meeting was called to order at 10:05 by Chairman Gentile. It’s noted that
today’s meeting is actually our August meeting which was postponed. Vito welcomed PC
representative James Fagan to the committee.
Agenda: Vito asked if there were any changes to the agenda. Hearing none, the agenda was
approved as presented.
Approval of Minutes: The July 22nd minutes were approved as presented.
Update to Questions from July meeting: Lemuel addressed the questions recorded in the July
minutes:
1. The revised charter developed by CAC members is with the county’s attorney. However,
those changes may be a moot point as consideration is given to rewriting the committee’s current
charter and possibly expanding the committee’s role.
2. The CIPs submitted by Department heads will be reviewed the week of September 7th, well
before the budgeting process begins, so that the requests may be reviewed thoroughly and
revised accordingly.
3. As for additional citizen input on data centers, staff and the PC rep noted that opportunities
have existed for additional citizen input since the public hearings via work sessions, etc.
Amendments to the ordinance will need a public hearing, once again offering citizens an
opportunity to provide feedback.
4. Lemuel asked committee members what items in the 2045 plan are important to them.
Housing and healthcare seemed to be the top two, with water not far behind.
Are their other CACs in VA?: Sort of... Jack handed out findings showing at least nine other
localities used citizen committees. Some were temporary to work on comp plan
writings/revisions. Some committees were project specific. And one was dissolved once the
comp plan was adopted! But it appears that Shenandoah County may be the only locality that
has a chartered, permanent committee to write, review and revise it’s comprehensive plan.
Liskey stated that the roles of standing committees need to be expanded in order to take some
burden from staff. This was proposed in several sections of the current comp plan and it is
realized that committee actions would have to be coordinated with staff.
Next steps: Lemuel stated that a revised charter would be drafted and ready for review at the
September 23rd meeting. Staff would write the document and invite input from some committee
members prior to reviewing at the September meeting.
With no further business, the meeting adjourned at 11:30 a.m.
Next Meeting: September 23rd at 5:00 in the BOS meeting room.
