RMS Upgrade
Justification:

Upgradingour current Tyler Records ManagementSystem (RMS) to Tyler Enterprise RMS is
a critical investment to ensure continued operational efficiency, system reliability, and
long-term vendor support. The Enterprise platform provides enhancedfunctionality,
improved security, and a modern architecture that supports current technology standards
and evolving public safety requirements. As legacysystems become more difficult and
costly to maintain, transitioningto the Enterprise solution will reduce the risk of system
downtime, improve data integrity, and provide regular system updates that position the
agency to take advantage of future software enhancements and integrations. In 2016 and
2017, Shenandoah County upgraded CAD and Mobile to the Tyler Enterprise platform. Law
Enforcement Records Management Systems has not been upgraded since 2009.

This upgrade will also improve workflow efficiency by providing sworn personnel with a
more intuitive interface, expanded reporting capabilities, and better interoperabilitywith
other TyLerpublic safety applications. Investing in the Enterprise RMSnow helps avoid
increasing maintenance costs associated with aging technology while ensuring
compliancewith current cybersecurity best practices and industry standards. The upgrade
supports the agency's mission by providing a stable, scalable records management
platform used for law enforcement purposes that enhance service delivery and prepares
the organization for future operational needs.

Unmanned Aircraft Systems
Justification:

The purchase of three unmanned aircraft systems (drones) will significantly enhance public
safety, emergency preparedness, and campus security capabilities for law enforcement purposes.
The drones will provide immediate aerial situational awareness during critical incidents, enabling
sworn personnel to rapidly assess conditions, identify potential threats, monitor large areas, and
coordinate effectively with responding law enforcement, fire, and emergency medical agencies.
They will also support searches for missing or endangered individuals, severe weather
assessments, campus evacuations, and post-incident documentation while reducing the need to
place personnel in potentially hazardous situations.

Maintaminga dedicateddronefileet ensuresimmediatedeploymentwithoutdelays associated
with b-ansportmg equipment between locations. Beyond emergency response, the drones will
supportproactive security operationsfor lawenforcementpurposes,includingperimeterchecks,
emergency planning exercises, athletic events, and other large school and community gatherings
where enhanced visibility and crowd momtoring improve safety and operational coordination.

COMPENSATION BOARD
FY27 BUDGET PRIORITIES
The Compensation Board develops priorities each year to be used in establishing the
budgets for all Constitutional Officers. To begin the budgeting process, the Compensation
Board applies its general priorities in establishing a base funding level for each office,
considering annual budget requests of constitutional officers and General Assembly actions,
prior to determining individual budget amounts. These general priorities include:
.

Level funding of existing base budgets for personnel, including salaries for
permanent positions, fringe benefits, hourly wage/temporar/ funding and office
expense funding.

.

Continued funding for existing participants in career development programs.

.

Allocation of any positions and funding established through legislative actions.

.

Salary adjustments for Constitutional Officers changing population groups.

.

Reclassifica+ionswhere there is no salary cost.

.

Allocation of positions based on the position reallocation policy.

.

No funding is available for equipment for any offices. For local and regional jails,
LIVESCANequipment funding previously considered during the budget allocation
process for will be considered on an individual request basis at regularly scheduled
Board Meetings (Clerks' Technology Trust Funds are not a part of base budget
funds and budgeted separately beginning in the la+e summer)

Restoration of Rights and
Communication of Release

From Custody:

SB162/HB964 has been passed by the General Assembly
and signed by the Governor relating to the restoration of
rights of inmates released from incarceration, and will

require the Compensation Board to send jail inmate

release data from the Local Inmate Data System (LIDS) to
the Department of Elections twice monthly, after release.
The legislation also will require jails to provide voter
registration applications and information upon release, and
has a delayed effective date of January 1, 2027,
contingent upon the approval of constitutional
amendments related to the restoration of rights at the
November 2026 general election.
Pregnant & Posfpartum
Inmate Reporting:

HB861 has also been passed by the legislature and signed
by the Governor, and relates to pregnant and postpartum
women incarcerated in jails and prisons. For jails, quarterly
reports will be required to the Compensation Board of
information regarding women that are incarcerated that
are pregnant or postpar+um, and the Compensation Board

will report summaries to the Maternal Mortality Review
Team.

The Compensation Board plans to make updates to the
Local Inmate Data System (LIDS) that will allow for the
recording of this information, so that the Board can provide
the quarterly summaries without needing to specifically
collect separate data from jails. As the updates will take
some time to have completed through the LIDS-CORIS
vendor, until they've been completed, the Compensation
Board will send a brief survey on a quarterly basis to all jails
to collect the data necessary to summarize to send to the
Review Team.

The bill also requires quarterly reports from jails to the Board
of Local and Regional Jails (BLRJ) regarding the use of
restraints on pregnant and postpar+um women.

Board entry level salaries for administrative support staff will
be over the $13. 75 threshold in FY27, but will fall below the

$15. 00 threshold in January, 2028. The Compensation

December 1, 2026. The Compensation Board does not
anticipate significant data collections to be necessary, as

revenues are reported through Cardinal and budgeting
and expense reimbursement processes are managed by
the Compensation Board through the COINsystem.

Salary Increases:

Funding is included to support a 3.5% across-the-board
salary increase effective August 1, 2026, for all
constitutional officers, regional jail superintendents and

their Compensation Board funded full-time permanent
employees, provided the governing body uses these funds
to support salary increases for these employees.
Based on 2025 population estimates provided by the
Weldon Cooper Center for Public Service, Federick County

has met a locality population-based threshold of 100,000
and ShenandoahCounty has met a locality populationbased threshold of 45, 000. As a result, the salaries of all

cons+i+u+ionat officers serving Frederick County and the
Commonwealth's Attorney seeing Shenandoah County

have been adjusted to reflect an increase effective July 1 ,
2026, based on authorizing language contained in the
2026 General Assembly Special Session I HB30 as enrolled.
Bonus Payments:

The 2026 General Assembly approved funding in HB29 to

support a 2% bonus for all constitutional officers, regional
jail superintendents and their Compensation Board funded
full-time permanent employees employed in a
Compensation Board funded position on June 1, 2026,
provided the governing body uses these funds to support
the bonus for these employees. The funding appropriated
for this purpose is based on existing salaries on June 1, 2026.
While this is a FY26 initiative, reimbursement of bonus

amounts will be processed upon certification of bonus

amounts paid received through September 30, 2026.
Career Development
Programs:

Except for the Circuit Court Clerks' and Deputy Circuit
Court Clerks' career development programs, the 2026
General Assembly did not approve new funding to support

additional participation in existing career development
programs in FY27. Salary increases for newly funded
participation in FY27 will be approved where existing funds
have accrued through attrition of former funded

participants. Some office/program groups will not have
sufficient funding available through attrition to bring all

new participants in+ofunding in the programs. Wait lists
and requests for new funding will be necessary for some
Assistant Commonwealth's Attorneys, Deputy
Commissioners of the Revenue, and Deputy Treasurers.

New Positions:

No additional funding or positions were approved by the
2026 General Assembly to address additional staff needs

based upon general staffing standards for the offices of
Constitutional officers. Regional Jails, or Finance Directors.
Premium Recoveries:

In FY27, The Compensation Board will recover:
. 100% of the cost of premiums paid on behalf of
constitutional officers, regional jails, and their
employees to the Division of Risk Management (DRM)
for the VARISK general liability insurance and surety
bond coverage;
. 100% of the unfunded portion of the premium paid to
the Virginia Retirement System (VRS) for the retiree
health care credit (the unfunded portion represents 69%
of the total projected premiums to be paid by the
Compensation Board).
The Division of Risk Management (DRM) is required to
identify premium amounts by office, incorporating factors
such as claims history, staffing, and average daily jail
populations into the methodology for the distribution of
premium recovery amounts by office, which can result in
significant shifts of cost among offices from year to year. In
FY27, the total VARISK general liability premium will remain

unchanged at the FY26 level; however, every office's
proportion of the total will change somewhat in FY27
based upon these factors; some offices will see an
increase, while other offices will see a decrease in their
premium amounts.
The 2026 General Assembly approved a reduced VRS
retiree health care credit contribution rate for constitutional

officers and their staff of 0. 27% for FY27 and an anticipated
funding reduction of $793, 924, which will reduce the
Compensation Board's funds available for these costs from

$1, 708, 430 to $914, 506. Overall, the projected amount
recovered from localities in FY27 is anticipated to remain
approximately the same as in FY26.

Supplanting Language:

Language preventing local governments from using
Compensation Board funding to supplant local funds
provided for salary increases of constitutional officers and

their employees on July 1, 2012, under the provisions of
Chapter 822, 2012 Acts of Assembly, remains unchanged.
In accordance with the provisions of SB497 from the 2012

Session of the General Assembly (aka Chapter 822, 2012
Acts of Assembly), localities provided a 5% salary increase
(unless phasing in) on July 1, 2012, to constitutional officers
and their employees to offset the transition of the payment
of the 5%-member contribution to VRS for retirement

premiums from the locality to the employee. Any
ComDensation Board salary increase funds cannot be used

to offset the 5% salary increase amount (or phase-in
amount) funded by the locality in association with this VRS
contribution change.
This language regarding non-supplanting of local funds
does not apply to any salary supplement amounts
provided by localities that exceed the 5% increase related

to the VRS member contribution amount, nor does it apply
to employees hired into a Compensation Board funded
position after July 1, 2012 (or after July 1, 201 0, if locality
implemented phase I and phase 2 programs at that time).

Compensation Board to withhold across-the-boardsalary
increases from circuit court clerks identified by the Auditor

of Public Accounts as having not taken corrective action
on internal control matters that could be reasonably

expected to lead to the loss of revenues or assets or
otherwise compromise fiscal accountability. Such audit

findings repeated over multiple audit cycles will result in
notification by the Auditor of Public Accounts and

subsequentwithholding of salary increases. Beginning in
FY25, the Compensation Board may take into
consideration the size of the clerk's office and its staffing

capacity to determine if there are extenuating
circumstances under which a salary increase should not be
withheld. When remediation of findings is verified by the
Auditor of Public Accounts, salary increase amounts
withheld will be restored prospec+ively.

Funding of $459,927 in the first year and $510,937 the
second year is included to provide the career

of their career development programs.

Circuit Court Clerks'

TechnologyTrust Funds:

Since FY11, the General Assembly approves a line of credit
in the amount of $8 million each year for budgeting
Technology Trust Fund cash in the year in which is it

based upon any unspent collections from prior years and a
projection of incoming cash for the current year, which
may be more or less than the maximum $8 million level.
Reimbursements for expenses incurred cannot exceed
actual cash collected during the budget year. Projections

of incoming cash will increase in FY27 based upon an

JAIL PER DIEM PAYMENTS
Per Diem Payments:

The funding rate established to compensate localities for
the costs of housing local responsible inmates remains
unchanged in FY27. The per diem rates for offenders that

are arrested on a state warrant are, as required by law: $5
for local responsible inmates housed in a local or regional
jail, and $19 for such inmates housed in a Jailfarm; $15 for
all state responsible inmates housed in all jail facilities.
Federal Overhead
Recovery:

Language is included in the Appropriation Act for the
recover/ of the federal and out-of-s+a+eshare of all sta+efunded costs including personnel, non-personnel
(excluding construction costs), vehicle expenses, and
grants, based upon the number of federal and out-of-sta+e

inmates housed in jail on a per day basis. The

Compensation Board determines the overhead recovery
amount based upon the per day state revenues provided
in the most recent available Jail Cost Report and will
deduct it from the quarterly per diem payment for state

and local inmates. Rates are updated prospectively in
November of each year based upon publication of the
newest annual report. Jails that are not owed sufficient
quarterly per diem amounts against which to recover the

overhead amount will be required to submit a payment to
the Compensation Board in the amount that the overhead
cost exceeds the per diem payment amount.
Emergency Medical

The Compensation Board may reimburse localities for costs

of emergency medical care incurred outside the jail for
state responsible inmates overdue for transfer to the
Department of Corrections, not to exceed $377,010 per
year statewide. The Compensation Board approves and
reimburses in November and May of each fiscal year
