Administrative Report for mid-February 2026 to mid-March 2026

General
Facilities
We are waiting to meet with the contractors to determine a more concrete timeline for the
lower-level HVAC project. This meeting will happen in late April/early May. The City is
moving their meetings this summer to the Community Center as a precaution that the
rooms will be unavailable in the summer.
Library staff is working with the Department of Public Works in identifying tiles with stains
from leaking. We have identified some new ceiling tile stains the past couple hard rainfalls.
If it’s a significant leak contractors will be notified to come out and try to locate the leak to
plug. The goal is that we can maintain the roof until the new roof project is projected in the
next couple of years.
Some of the floor tiles are peeling up in the back of the lower level. Kris, the City’s Facilities
staff member is replacing those floor tiles with new ones. It does highlight that we should
look at getting new lower-level flooring in the next couple of years.

Computer Guest Passes
The library currently asks for a photo ID when a patron asks to have a guest pass for the
computer and copies their first and last name and physical address on a record kept in the
library. If the patron does not have a photo ID, library staff asks the patron for that
information before providing a computer guest pass. The reason this policy has been in
place is for security reasons, having information of patrons using the computer on dates in
case the computer is used for illegal reasons. Recently, more libraries are changing this
policy as it is viewed as a barrier towards use. Director Claringbole is requesting the Library
Board consider changing this policy so library staff provides a computer guest pass to
patrons 16 and older for the adult computers. For patrons under 16, it is recommended
that the library check with their guardian if they are comfortable with the younger patron to
have access to the computers in the Teen area. As a reminder, the Monona Public Library
is CIPA compliant, meaning the public computers are filtered.

ILS Migration

The ILS migration is happening in spring 2026. All SCLS libraries are moving from
Bibliovation to SirsiDynix Symphony. This is a major migration, with all patron and item
records for all libraries moving from one platform to the other. There are two main
challenges with this migration:
1. During the actual migration all systems will be offline. This means that many
services will be unavailable such as putting items on hold, searching the catalog,
searching patron records, etc. Items will be able to be checked out but it will be in
offline circ, meaning there will need to be items uploaded once the new system is
up and running.
2. Staff are training on the new system but there will still be some growing pains going
from one system staff have used for a decade to a different system that requires
different labels, processes, etc. We will let the public know that this is happening
and ask for patience as the interactions at the library will most likely be a little
longer for an amount of time as staff continue to learn how best to provide service
to the public using the new system.

Policy on Laptops
(From last month): The library is looking at updating the laptop policy to update the process
of checking out a laptop to patrons. We used to require two forms of ID for checking out a
laptop. The requested change states patrons can check out a laptop either with a library
card or have a photo ID that is left at the library desk. The new policy also eliminates
language discussing late fees as the library no longer has them.

Future of Fundraising Groups
Both the Library Foundation and the Friends of the Library are going through a bit of
transition. Director Claringbole is looking to get new leadership for the groups to replace
vacant spots, and to look at options, including merging the two fundraising groups into one
fundraising arm.

Close Library April 14
The library was closed on March 13 for staff in-service dedicated to training on the
upcoming new Integrated Library Sytem (ILS). The original plan was to have the carpets
cleaned at the library during the training. Unfortunately, staff needed to utilize the public

computers for the training, and it would not have been safe and a conducive learning
environment to try and have the carpets cleaned during the training. The closure on April 14
is to have the upper-level carpets cleaned at the library, which is recommended as it has
been about two years since they have been cleaned.

Loud in the Library
The Friends of the Monona Library released their final numbers for the 2026 Loud in the
Library fundraising event. The event netted over $23,000 to be used towards the summer
reading program, new programs, and for a new fish aquarium in the children’s area. A huge
Thank You! to the Friends and especially the Loud in the Library committee of volunteers
who once again put on a fantastic event for the community and helped raise funds for the
library!

Website ADA
There are new ADA standards for websites that the federal government released recently.
The standards have increased, and Director Claringbole will work with SCLS staff to make
sure that the library website is ADA compliant to the best of our abilities.

Adult Services
In February, we hosted our usual interest programs and a presentation with the Dean
House. The presentation, a part of our Monona History Club series, was on the creation of
Madison, its street names, and any relation to the founding fathers.
We also hosted a Memory Screening opportunity for people worried about changes in their
memory. This was with the ADRC. And we had a local artist in to teach an ‘intro to crochet’
class for patrons. We remain incredibly grateful for our community partners.
Also, in February, Erin and Circ Supervisor Alice attended training on the new ILS. Together,
they are working on training materials for the rest of library staff.
Otherwise, the Adult Department has been planning upcoming programs. Eco-Action
Tuesdays begins in March with a presentation about AI Data Centers, and later in the
spring we will have a couple historical presentations.

Summer Reading Updates:

o Kids Concerts in the Park will have the Lion Dancers and fire circus
performers.
o Mexican Folk Dance group

o Olbrich, Lussier Heritage Center, and Aldo Leopold to do programs

Evaluating Early Reader collection, with the intention of neighborhooding the
collection, similar to the picture books. Also looking at having them face-out on the
shelves.
Debuting Read-and-Play kits after the ILS migration.

Guest Computer Passes
Patrons ages 16 and older can get a guest pass to access the public computers at the
library if they do not have a library card. Patrons cannot use a guest pass to add additional
time that comes with their library card access. Patrons using a guest pass must follow all
library policies. The library reserves the right to refuse a patron a guest pass.

Laptop Policy








Laptops are for in-library use only. Removal of laptops from the library will be
considered theft.
Laptops may be checked out using an SCLS library card. If a patron does not have a
library card, they may use a photo ID that is left at the desk as collateral.
Laptops will be checked out for a period of up to two (2) hours. They may be
renewed if there is no one waiting for one.
Laptops must be returned to the front desk thirty (30) minutes before closing time.
Patrons may not install software on laptops.
Patrons may not alter, delete, or copy any software loaded on the laptop.
If you would like to print from the laptop, please see library staff for options.
The person who checks out the laptop bears the responsibility for any damage to
the laptop due to neglect, abuse, or loss. Replacement cost for the laptop is
$1,000.00.
Failure to comply with these policies will result in the loss of laptop borrowing
privileges.
Use of library-owned lapotps is subject to all other library computer use and library
code of conduct policies.
