Discussion on Project Schedule and Approach for Data Centers
Clary handed out a letter entitled 'Discussion on Project Schedule and Approach for Data Centers" dated
September 24, 2026. (This letter is on file at the Department of Planning & Zoning).

Chippewa County’s 12-month data center moratorium expires August 11, 2027. The
proposed schedule uses regular Planning & Zoning Committee meetings from September
2026 through April 2027, followed by County Board readings in May and June 2027. Key
activities include public education and input, evaluating land use and zoning, assessing utility
and environmental impacts, reviewing economic and fiscal effects, and drafting and
reviewing zoning ordinance amendments. July and August 2027 are reserved as a buffer if
additional time is needed.
The Planing & Zoning Committee decided they would take the lead vs. appointing a
steering/focus committee. The committee also discussed having extra meetings scheduled in
November, December and January in order to allow for adequate education and public
discussion, while helping ensure that information from online sources is reliable and properly
cited.
4.

Discussion on POWTS Maintenance Program: Current Status and Enforcement Process
Clary discussed the current status of the 2026 POWTS Maintenance Program. As of September 20, 2026,
the records reported in Catalis represent 39% (2,539 of 6,527) of the POWTS. Approximately 960 were
installed prior to 12/31/2020 and, according to our records, have never been maintained. The 960 should
be reduced in the upcoming months, but the number will still be significantly high. Clary indicated that
the department would like to focus this year's enforcement on the 960. The process would include a

postcard, another deadline and then the issuance of citations for non-compliance.
The PZC was in favor of the process.
