Calumet County Hospice Celebrates 50 Years
In 2026, Calumet County Home Health Care (HHC) and Hospice proudly marks 50 years of serving residents throughout
Calumet County and surrounding communities. Since opening its doors in 1976, the county-operated agency has been
dedicated to providing compassionate, high-quality, patient-centered care that helps individuals recover from illness,
manage chronic conditions, and receive end-of-life care in the comfort and familiarity of their own homes.

community.
Legal Update-Court of Appeals Upholds Act 10
The Wisconsin Court of Appeals has reversed a 2024 Dane County Circuit Court decision that found portions of Act 10
unconstitutional. The court ruled that the law's distinction between different groups of municipal employees has a
rational legal basis and does not violate the Wisconsin Constitution.
There is no immediate impact for counties or other local governments. Because the lower court's ruling was stayed
during the appeal, Act 10 has remained in effect throughout the case and will continue to do so.
The plaintiffs may petition the Wisconsin Supreme Court to review the decision. Until any further action is taken,
counties should continue operating under Act 10 as they have for the past 15 years.
Ozaukee County Distribution Interconnection Project Update
Attached are informational resources related to the Ozaukee County Distribution Interconnection Project. As additional
information and resources become available, we will continue to share them.

American Transmission Company (ATC) Project Information
Public Service Commission of Wisconsin (PSC) Case Information

Currently, the Public Service Commission unanimously revoked the previous completeness determination and deemed
the application incomplete due to changes made to the project. This decision does not constitute a denial of the project.
The American Transmission Company (ATC) may submit a new application seeking a Certificate of Public Convenience
and Necessity (CPCN), which would restart the review process.

Phase 2 – 2nd Floor Courthouse Remodel Project Update
• Design
Kueny Architects has completed the schematic design and design development phase of the project. They are now
working on construction documents and have provided 50% drawings for review. Construction documents take the
approved design from the previous stage and develop construction-ready documents that will be released for bid with
specifications and other relevant information. Design is on schedule, and the planned bid release date of October 6,
2026, is still on target.
• Planning
The Preconstruction Planning Team, including staff from Administration, Health and Human Services, Maintenance, and
Information Technology, continues to meet regularly. The team is reviewing a wide range of factors that will affect
courthouse operations during construction, including parking and building access for staff and clients, staff workspace

needs, technology requirements, office furniture moves, and communication. Tasks are assigned to team members, and
progress is reviewed at subsequent meetings. The team will continue meeting biweekly to help ensure these issues are
addressed before and during construction.
New Payroll System Live
The County’s new payroll system went live on July 1, transitioning from our legacy system (Naviline) to our new
system (Tyler ERP). Although staff and board members noticed subtle changes, such as the delivery method and
the look and feel of their pay stubs, a much more complicated process was underway behind the scenes. The
new system required the configuration of multiple aspects of payroll, including:
o 587 pay types, 486 positions, 189 jobs
o 46 grades, 11 steps, premium pays, and allowances
o At least five separate payrolls per month (bi-weekly, semi-monthly, monthly)
o Varying levels of employment (Full-time, .5 FTE, .8 FTE)
Now that the new system is installed, Calumet County will realize the following benefits:
o Integration with Tyler ERP Financials
o Elimination of legacy program and system architecture
o Reduction in manual processes - Elimination of paper
o Increased efficiency for staff and payroll
o Employee Access - Empower employees with their data
Special thanks to Human Resources, Finance, and Information Technology staff’s hard work and determination on this
project.
