About 75% of this department's budget is Salaries and Benefits, and
this matches the general trend throughout most departmental budgets.
The department does have a sizeable amount of Purchased Services
(22% of budget).
Purchased Services - Guardian at Litem (GAL), Attorney Fees, Chapter
51, and various other judicial proceedings are a large part of the
expenses in this department. These expenses are often tied to
mandated services. Some of these expenses were increasing due to
new mandated requirements, and after a few years we are beginning
to understand the impacts.

2026

Purchased Services - Overall Purchased Services increases by
$4,000.
Total Purchased Services in 2026 were budgeted around $606,000.
The 2024 actual total expense was about $620,000 and the actual in
2025 was about $569,000. We expect this amount to be steady going
forward. For several years we were unsure about the financial impact
due to new State laws regarding various purchased services.

Patrol (21% of budget) - The county is responsible for patrolling across
several areas of the county's geographical land area. This includes
various county and state highways and unincorporated areas. The
department also provides patrol services for two of the county's
municipalities. Patrol will also provide backup to other agencies in the
county.

Support Services (20% of budget) - This area includes various functions
that the department needs in order to effectively carry out their
services. The primary function is to provide adequate equipment and
supplies. One of the most important pieces of equipment is the regular
replacement of vehicles. Also included in this area is funding to
operate a dispatch center.

Jail (40% of budget) - The county is responsible for providing a facility
that meets basic needs for inmates that are placed there by the judicial
system. These services include things like healthcare; food; and basic
supplies. A commissary is set up for inmates as well. Some programs,
like the Jail Literacy Program, is available for inmates as well.

Investigations (9% of budget) - This division is responsible for the
special investigating units that solve crimes and stop drugs.

Strategic Objectives
The vision of the Ozaukee County Sheriff Office is to continue in our quest to provide law enforcement services utilizing cutting edge technology
for deterrence, detection, and apprehension of law violators, thus improving community safety and security. The Sheriff's Office major objectives in
the County's Strategic Plan are highlighted below:

STRATEGIC GOAL AREA: ENHANCE SAFETY FOR AT-RISK POPULATIONS

2

Section I. C - Highlights:
1. A new position of Court Services Community Liason has been filled as of April 2020, who will be instrumental in process moving forward to
determine feasibility of Specialized Courts.
Sep - 21 Update - New position - still training. No cases have been assigned yet.
April - 2022 - Next Step Required - Working w/DA on program policies and referrals for potential treatment court. Reach out to Undersheriff.
June - 2023 Update - The number of referrals for the Court Services Community Liaison increased in the second quarter of 2023. The Sheriff
Office and Human Services would like to review the possible need for a treatment court the first quarter of 2024.
June - 2024 Update - No new clients in 2024 were referred for community liaison. Program has been temporarily suspended due to new
judge and DA being appointed. Looking to restart program in 2025 based on need. 2024 stats show that 126 narcotics arrests have
been made to date. This time in 2023 we had a total of 74 narcotics arrests. If a drug court is to be considered then conversations with
judges would need to take place as their support is required to create a successful program.

Section I. D - Highlights:
1. A Community Liaison position is permanently funded. Currently, zero inmates participating in the community re-entry program. County &
Community indicators TBD.
Sep - 21 Update - No inmates have been formally entered into the re-entry program. Communication with support system of inmates does
happen to ensure basic needs are met.
April - 2022 - Next Step Required - Reach out to Sheriffs Office for info/data on early release re-entry.
June - 2023 Update - Increased efforts to support the needs of inmates upon release have been made in 2023. Inmates will be provided a list of
resources and a Re-Entry Start-Up Pocket Guide the second quarter of 2023.
June - 2024 Update - Inmates are provided resources and a Re-Entry Start-Up Pocket Guide upon discharge. They are offered a meeting
prior to discharge to ensure their basic needs are met and they are able to access services if needed.

Budget Highlights
Sheriff's Office
The Sheriff's Office 2027 Current Service Level (CSL) budget increases tax levy by an additional $666,136 or 4% over the 2026 Adopted tax levy.
Total Expenses increase by $781,493 or 5%, and revenues are increasing slightly by $115,357 or 9% from the 2026 Adopted Budget. A lot of the
increase is found in Salaries and Benefits, Supplies and Purchased Services. Two Jail Deputy positions were added to the 2026 budget, but the
expenses were offset by Overtime decreases and revenue increase. Overtime is flat in the 2027 budget. Eight positions are unfunded directly in
this budget rather than our Non-Department VAT number. Revenue in the 2027 budget is increased by $100,000 for jail boarding revenues from
the State and Federal government for housing their inmates.
Emergency Management
Emergency Management (EM) tax levy is flat compared to the prior year. The EM budget continues to finish a fiscal year with actual results very
favorable compared to the adopted budget.
Expansion Requests
The department has submitted six new expansion requests (all were also requested last year). The expansion requests are briefly discussed below
and at the end of this section all of the individual expansion requests are included.
1. Convert full-time, non-union, Drug Unit Investigator (temp) position to a full-time, union represented, Investigator. The cost impact is about
$33,000. Health Insurance is already budgeted for the position.
2. Upgrade paygrade of the Lead Health Services Nurse to Lead Nurse Coordinator. The upgrade results in an increase of about $4,000.
3. NEW Patrol Deputy for Lumen Christi Catholic School and Court Services Security. The school would provide about $44,000 in funding for
the position with the County picking up the remainder. The estimated tax levy impact is $71,000.
4. Adjust Jail Deputy paygrades higher to remain competitive. The estimated tax levy impact is $141,000.
5. Increase the Dispatcher paygrades to remain competitive with surrounding counties. The estimated impact is $85,000.
6. Increase the Court Security staff to remain competitive. The estimated tax levy impact is $25,000.

This budget is over 80% Salaries and Benefits which means it is a
significant driver on the tax levy. Salaries & Benefits increase by
$478,612 or 5.2% over last year's budget. Regular Salaries increase
by $225,595 or 2% over the 2026 Adopted Budget. The department
has also experienced a number of retirements and turnover that is
leading to new employees at lower pay rates. Health
Insurance increases by $266,739 or 12.8%.

Supplies increase by $134,541 or 13%. Info Tech fees increase by
$142,667 or 30%. Other accounts have slight increases or show a
decrease.

This budget includes eight unfunded (but still authorized) Dispatcher
positions. The number of vacant Dispatchers will vary depending on
the moment in time, but the department has consistently seen more
than six vacancies on average. Several other funded vacant
Dispatchers do not have any health insurance funding added to the
budget, and the assumption is that not all employees will utilize the
County's health insurance. We strive to keep the Vacancy and
Turnover estimate in non-department at a more conservative estimate
due to directly underfunding positions in this budget.

Purchased Services increase by $72,965 or 3.8% from last year's
budget. This increase is primarily due to contractual cost increases
related to providing food and health services in the jail.

Interdepartmental Charges increase by $85,001 or 21% over last
year's budget, and this is mostly due to the IT internal charges
increasing for the Microsoft services and other software platforms.

Equipment increases by about $10,000 for vehicle replacements.
All other expenses are relatively flat compared to last year's budget.

Revenues in the 2027 budget increase by about $115,000 over the
2026 Adopted Budget. Fund Balance increases by about $15,000 to
cover the expense of vehicle replacement. $100,000 is budgeted
for Jail Boarding Fees to house inmates from the State.

This department is very tax levy dependent. The Sales Tax is used
throughout other General Fund departments to decrease the need for
property tax levy. A Sheriff's Office typically does not generate much
outside revenues to offset expenses based on the type of services that
it provides. Only about 7% of the expenses are offset by revenues.
The amount of tax levy needed has steadied over the last three years
after some years with increases that were eating up excess Sales Tax
Revenue.

$346,506 in Fund Balance is budgeted for the replacement of the
vehicles. This is a change from prior years where tax levy was used to
fund the replacement of vehicles.

Fund (Sheriff's Department)
Budget Report

Mission
The Ozaukee County Sheriff's Office manages these two separate funds. The Jail Assessment fund provides a guaranteed revenue stream to
provide funds for repair, maintenance, and renovations at the jail. The Jail Commissary Fund is a fiduciary fund to allow inmates to have a personal
account to purchase food and goods from the jail commissary.

These two funds are administered by the Business Office in the
Sheriff's Office. The Jail Assessment Fund provides a revenue source
for critical repairs and renovations in the Jail. Funding can be held for
several years to cover the expenses of larger projects or individual
projects can be completed each year. The Commissary provides a way
for inmates to make purchases in the jail.

No tax levy is used by either of these Special Revenue Funds. The
largest category, Operating Transfers Out, is all found in the Jail
Assessment Fund. Expenses are transferred out to pay for capital
expenses in the jail. The other two categories are Purchased Services
and Supplies, and these are all part of the goods and services that
inmates can purchase while in the jail.

Budget Highlights
No tax levy is used by either fund. The funds are offset by special revenue sources. The budgets of the funds vary little from year-to-year. The Jail
Commissary Fund has 0.37 FTE of a position assigned to provide administrative support for the services. The rest of the position is budgeted in the
General Fund.

Performance Metrics

Budget Highlights
The District Attorney's Current Service Level Budget increases tax levy by $94,166 or 13% over the 2026 Adopted tax levy. The majority of the
expenditure increases are found within Salaries and Benefits. Revenues are flat in 2027.
Salaries and Benefits increase by $108,970 or 14% over the 2026 budget. This is mostly due to turning a part-time Victim Witness position into a
full-time position. The cost also assumes a new health insurance plan. The total impact of this change is an increase of $49,617 ($24,321 for
salaries and $25,296 for health insurance) compared to the 2026 budgeted cost of this position. Regular Salaries increase by $42,875 or 8%.
Health Insurance increases by $57,552 or 42%. In addition to a plan being added for the full-time position a new employee has taken a family plan
as opposed to the former employee selecting a single plan.
Expansion Request
The department has not requested any expansion requests in 2027.

Agenda Item Information Sheet
To: Public Safety Committee
From: Christy Knowles, Sheriff
Meeting Date: September 15, 2026
Department/Office: Sheriff's Office
Item Name: Approval to Accept FEMA BRIC Grant for Hazard Mitigation Plan Update
Summary:
BACKGROUND INFORMATION: Ozaukee County’s current Hazard Mitigation Plan has expired and must be
updated to meet FEMA requirements and maintain eligibility for certain federal disaster and hazard mitigation
assistance.
Analysis: The Hazard Mitigation Plan (HMP) describes potential natural and manmade disasters that can occur and
have historically damaged people and property in Ozaukee County. While communities cannot prevent disasters,
they can be better positioned to reduce their effects. This HMP increases awareness of hazards, risks, and
vulnerabilities; identifies actions to reduce risk; focuses local resources on the greatest risks; and communicates
priorities to state and federal officials. Ozaukee County and participating municipalities have prepared this plan to
meet these requirements and, in doing so, help their citizens mitigate the effects of natural disasters.
The total project cost is $60,000. The FEMA (Federal Emergency Management Agency) BRIC (Building Resilient
Infrastucture & Communities) grant will provide $45,000, and the required $15,000 local match will come entirely
from services provided by the Southeastern Wisconsin Regional Planning Commission (SEWRPC). No County levy
dollars will fund the project or the required match.
FISCAL IMPACT:
Balance Current Year: NONE
Next Year’s Estimated Cost: NONE
FUNDING SOURCE:
County Levy: Non-County Levy: X
Indicate source: FEMA BRIC Grant & SEWPRC Matching Funds
Recommended Action:
Approve acceptance of a $45,000 FEMA Building Resilient Infrastructure and Communities (BRIC) grant and
authorize the County to proceed with the required update to the Ozaukee County Hazard Mitigation Plan.
