Catastrophic Storm Grant Programs
Summary: The Parks and Recreation Department is seeking a $25,000 Wisconsin DNR Urban
Forestry Grant to help Two Rivers grow, plant and care for trees. The project would improve the
City’s gravel bed nursery, start an acorn-growing program with local schools, support a forestry
youth apprentice. It would also fund priority ash tree removals and hazardous-tree pruning. The
grant requires a $25,000 local match, which the City plans to provide through its annual tree
removal and pruning budget. Council approval of the resolution will authorize the City to apply
for the grant.
Recommended Action:
Motion to waive reading and adopt the resolution
Motion carried with a roll call vote.

Summary: Council will consider an amendment to the City’s sex offender residency ordinance
to strengthen its legal enforceability while maintaining significant protections for children and the
community. This will provide the City a more legally defensible way to maintain strong publicsafety protections.
Based on a recent legal review, the proposed amendment would replace the City’s existing
residency provisions with a geographically based restriction prohibiting covered sex offenders
from establishing a residence within 1,000 feet of designated protected locations, including
schools, day care facilities, public libraries, public parks and playgrounds, and places of worship.
The proposed amendment is intended to preserve strong local public-safety protections while
bringing the City’s ordinance into closer alignment with Wisconsin case law and reducing the
risk of a successful legal challenge.
Recommended Action:
Motion to waive reading and adopt the ordinance
Motion made by D. LeClair, seconded by B. LeClair to waive reading and adopt the ordinance.
During Council discussion, many questions and concerns were raised along with the
exemptions in the ordinance. When asking the Attorney, additional concerns were raised.
D. LeClair amended her motion to table the ordinance to October 19, 2026 Council Meeting,
the motion was seconded by B. LeClair.
Motion carried with a roll call vote.
