D. Business Items
Referendum Follow Up Discussion.
- Chief Finke said I don’t have a lot, if either the Board, Commission or anybody else wanted to discuss that.
- Cronin said I think we should have a conversation on what took place last night at the Village of Weston
Board, we drafted and approved a resolution to close TID 1.
- Maloney said the state had a deadline of April 15, 2026 that we had to close TID 1.
- Gebert said when we started the referendum process we asked SAFER what are you looking for. That’s where
we came up with the six, we did the math on that. Then we went to Rib Mountain and said are we on the
same page, the Board of Rib Mountain agreed and we brough it back to SAFER and we went forward to the
Village (of Weston) Board and approved it. I would think our follow up now would be similar, is the request
still six half way through 2027, is the request three (in 2027) and three (in 2028), and I would think the SAFER
Board would have that conversation, forward a recommendation to Rib Mountain and Weston, that would
come back to SAFER and that would be allocated in the budget just so we were all on the same page, that

whatever that budget request would be, both municipalities are in an agreement of fulfilling that through the
budget season this fall.
Jackan said I think the referendum was a victim of angry taxpayers in Weston with the municipal center
building, and the police station.
Maloney said we probably pushed the police station too soon, but we’re trying to get this building cycle for
this year to start, that definitely messed it up. The municipal center building, I’ll defend that all day long, we
cut $5 - $6 million dollars initially, it was definitely needed.
Campbell questioned the Fire Fee.
Maloney said it did make more sense, but we went down the referendum side. I said if the referendum fails, I
will not support a (Fire) fee. We’re going to find out a different way to staff more firefighters.
Chief Finke said we did a lot with the Village with some listening sessions and question and answer. The
common theme that myself and Deputy Chief Lang heard several times is in the Village of Weston we run the
Heavy Rescue truck that’s over there, and that truck responds often to assist the ambulance, first responds to
medical calls, and it goes to fires, and crashes. The residents seem to be very angry about that truck being out
and about in town, we heard many times they don’t want that truck running around town, because they
think it’s a waste of money. We’re looking at ways to modify that, and I have not come up with anything yet
that’s going to be appeasing to the public and still deliver a level of service. We do that because the
ambulance only has two people on it now, so we send that truck with for multiple reasons, to help provide
medical care on more serious calls, a patient that weighs 250 – 300 lbs. in the basement and they have to be
carried out, it’s not easy to do for two people. We hear back why can’t you throw one person in the pickup
truck? The reason we don’t do that is because if there’s a fire at the same time or a motor vehicle crash or a
carbon monoxide alarm, that truck can leave and respond to it. The feedback we got is they’re willing to wait.
Maloney said people don’t understand the function, the protocol on how things are, it’s amazing after you try
to teach them and inform them how it works, that they still think it’s a waste of time. If they were making the
911 call, they wouldn’t care what comes.
Cronin said I would caution you on changing response protocols because a couple of people are calling and
complaining. They don’t understand why you’re doing what you’re doing. They can sit there and say they do
until they’re blue in the face, but the fact is they haven’t been here, they haven’t done this job, and they
don’t know.
Kolden said I did the Citizens Academy three weeks ago and I found it very worth wild and impressed with
what we got to do. If it was 8 – 12 weeks, I would not have signed up for that, this was very well done. One
day was enough just to give you an idea.
Action: No action needed for the discussion.

Discussion and possible action on Contracted Fire Areas.
- Chief Finke said we talked about this in the past, we cover the Village of Weston and the Village of Rib
Mountain for our full services. Then we contract with multiple municipalities for EMS coverage, and we have
contracts with the Town of Marathon, Town of Stettin, and the Town of Weston for fire coverage. The Town
of Stettin is a little bit different because we split that with the Village of Maine. My concern is the same
concern I’ve brought up a couple of other times is we many times if the ambulance is out (on another call)
from this station, we only have one or two people left here and we’re going to respond to a large structure
fire in the Town of Marathon with one person, I don’t think it’s safe for us, I don’t think it’s the right position
to put our people in, and I don’t think it’s the best service to the Town of Marathon either. We have
automatic aid coming from Mosinee FD with a Tender, and obviously we will have people coming from the
other station, but that’s a hike for them to get over here. After the referendum failure, I wanted to bring
forward to the Board if that’s what we wanted to do. The other consideration is then for the duration of that
incident whether it’s in Marathon, Stettin or the Town of Weston we have to remember that our entire area
is uncovered. At that point we are relying 100% on either Riverside or Wausau FD to cover our area. There’s
budgetary impacts, I just wanted to make at a minimum the Board aware of the issues that are there.
- Langenhahn said I’m probably the closest resident, and when I had a combine fire 5 or 6 years ago, you both
(SAFER and Village of Marathon City FD) followed each other in the yard, so as far as service I don’t see where
we’re getting hurt either way.
4

Action: No action taken on the discussion.
End of Month Budget review.
- Chief Finke said the budget was updated today, the change is there was one more payroll that was added
into the budget. We are running close to on target, and I did the math today and we are over budget in
payroll, the issue we have is I had someone on light duty since last year and they finally cleared last week to
come back to full duty. We were short, a Battalion Chief, we’re short a Captain, and a Battalion Chief who
broke his leg, we’ve had a fair amount of overtime this entire year.
- We’re running behind on (ambulance) revenue, the good news is that we’re billing out more than what we
billed out last year.
Attorney Referral.
- None
E. Staff Reports
Report from EMS Division Chief
- EMS Division Chief Gordon-Haessly we’re supporting a cohort of ten SAFER employees who are currently
enrolled in NTC’s Paramedic Program. A few years ago, NTC made the decision to move to a somewhat
hybrid, mostly online method of instruction that we heard was not the desired method that any member
here would want to participate in. For a while we were having students go to Mid-State Technical College in
WI Rapids. This past November we were having discussions with NTC regarding what it would look like, we
enrolled students in their program but hosted in person lecture learning days here. They were open to us
having the content and materials available, and as such we had ten members decide they wanted to do this.
It’s a huge undertaking to essentially be a student full-time and also be working full-time. Two are full-time
members where it’s contingent, they need to become paramedics, but we have three members who have
been well established in the fire and EMS community for fifteen years working as AEMT. Every Tuesday and
Thursday in this room we lecture 9 am – 4 pm, it’s very rewarding from our aspect, and come
October/November we’re going to have ten paramedics who are employed here in addition to what we
already have.
o Opall asked if our relationship with NTC really good now?
o Gordon-Haessly said the two individuals who are the leads at NTC, one of which is a part-time
member here, we function well together.
Report from Fire Chief
- Fire Chief Finke said we had a structure fire on Carter St. in the Village of Weston a couple of weeks ago. It
came in at 4 o’clock in the morning, the garage was fully involved when the crew got there and did a good job
knocking it down, keeping it out of the house for the most part. I don’t know what the status of that house is.
- Large fire at Crystal Finishing in Mosinee on Saturday and we had a crew down there for about four hours.
- We replaced the open Battalion Chief position we had; Mark Meyers resigned and took a job with Stevens
Point Fire, we promoted Glynn Novak and swore him in tonight, he was a Captain and was promoted to
Battalion Chief. Next week we’re running a process to fill that open Captain’s position, there’s a possibility
that it may be one of our current Engineers, then we’ll have to fill the Engineer position.
F. Remarks from the Fire Commission to set the next meeting date, as well as discuss items for the next meeting
agenda.
- Next meeting scheduled for Tuesday, June 9, 2026, at SAFER Station 1.
- Campbell has nothing.
- Jackan has nothing.
- Phelps has nothing.
- Tatro has nothing.
- Hebbe has nothing.

G. Remarks from the Board of Directors to set the next meeting date, as well as discuss items for the next
meeting agenda.
- Next meeting scheduled for Tuesday, May 12, 2026, at SAFER Station 1.
- Cronin has nothing.
- Kolden said the Citizens Academy was very impressive with a fire scenario, a car accident using the jaws. It
was good to see two different aspects of what I think the firefighters do most of the time. I think Firefighter
Hanson and the whole crew did a great job, and thank you for putting that on Chief Finke.
- Langenhahn has nothing.
- Opall said since the referendum failed, we’re going to be talking about staffing in the future, and it’s my
personal opinion, I don’t speak for anybody else, if we look at it at a little more leisurely rate of hire, we’ll get
a lot of cooperation from my Board.
- Maloney introduced Trustee Beck with the Village of Weston and a SAFER Board of Director. Thank you
Cronin for your service.
H. Adjourn
Motion by Tatro to adjourn. Second by Jackan. Motion carried 5:0.
