City Manager’s Budget Advisory Committee Meeting
MINUTES
June 24, 2026 - 7:30 - 9:30 a.m.
Municipal Operations Center (4373 N. 3rd Street)
North Platte Conference Room
1. Welcome:
• Meeting called to order at 7:31 a.m.
• Committee Members in Attendance: G Anderson, T Stentz, R Hensley, J Gruber, R Downham, D
Peterson, J VanDyke’
• Committee Members Absent: J Parten
• Staff in Attendance: T Feezer, J Malmborg, J Wade, O Schildt, and B Moan
• City Manager Todd Feezer made opening comments on Farmer’s Market and Budget Approval.
2. Review of Survey/Materials for June 26th Farmer’s Market (30 minutes):
• Jenn Wade discussed benefits of all materials going to Farmer’s Market. CMBAC members received
comment and business cards. Discussed edits to future comment cards and survey. Attendees for
Farmer’s Market will include T Feezer, J Gruber, and G Anderson.
3. Identify second Farmer’s Market Date (10 minutes):
• Next CMBAC Farmer’s Market event on August 28th.
4. Evaluate Dates Provided for LYP Event and Select Option (30 minutes):
• Who: CMBAC + WBC + LYP
• What: Coffee & Connections (hyper focus all things Economic Development)
• Economic Development, Lifestyle & amenities, safety and wellness, City of Laramie Budget.
• When: August 19th (8:30am-9:30am)
• Where: 307Impact https://impact307.org/laramie/
• Special Guests: Todd, Jenn and Josh Dorrell (TBD)
• Committee Members Attending: R Downham, J VanDyke, R Hensley, and G Anderson
5. LCBA Leadership Meetings (10 minutes):
• Todd will reach out to LCBA for a time in October.
6. Transparency (30 minutes):
• Surface Water Drainage experience and learnings: Todd discussed his perspective on the
shortcoming and successes of the surface water drainage episode. Jenn added in her experience
from being on the State working group and shortfall of letting a consultant take the lead.
• Discussed communication and listening to community members to potentially bring about better
outcomes. Possibly incorporate internal or public deliverables to verify work being done is effective
– accountability metrics.

7. Hot Topics: Members report on things they’ve seen and heard in the community and discuss how to
best address the issue. (10 minutes)
• Next meeting - committee members would like to discuss data centers, sale of property along
greenbelt, Slade school purchase, and water/aquifer issues - does Colorado River impact
Laramie. Perhaps provide information on how the City is tied to these topics. Perhaps Fred
Schmechel can discuss with group.
