MINUTES OF A REGULAR MEETING OF THE SINCLAIR TOWN COUNCIL OF THE TOWN
OF SINCLAIR, WYOMING, HELD AT 5:30 P.M. ON THURSDAY, SEPTEMBER 17, 2026, IN
THE COUNCIL CHAMBERS OF THE SINCLAIR TOWN OFFICE BUILDING.
COUNCIL MEMBERS’ PRESENT: Mayor Cullen Meeks, Councilmember Michelle Serres,
Councilmember Brennan Dunlap, Councilmember Nancy Sanders, and Councilmember David
Robinson.
TOWN EMPLOYEES PRESENT: Clerk/Treasurer Becky Slater, Assistant Treasurer Gina
Helmetag, Maintenance Worker Corey Davis, Museum Worker Rachael Barnhart, Police Chief Jeff
Sanders, Community Events Director Monte Thayer, and Town Attorney Mike Roberts.
PLEDGE OF ALLEGIANCE: Mayor Meeks led everyone in the pledge of allegiance.
APPROVAL OF MINUTES: Councilmember Robinson made a motion to approve September 3,
2026, Council Minutes. Seconded by Councilmember Sanders, the motion passed unanimously.
APPROVAL OF THE AGENDA: Councilmember Serres made a motion to approve September 17,
2026, agenda. Seconded by Councilmember Dunlap, the motion passed unanimously.
GUESTS: Leea Smith reporter for Saratoga Sun
PROJECT UPDATES: North Fork Engineering Mayor Meeks spoke on behalf of North Fork
Engineering that American West Construction came to town this week to fix the settlement on
Cleveland and the paving will start next week. Mayor Meeks asked Davis if Sage Plumbing had been
contacted for patch that needs to be done on North 9th Street. Davis told the council that he was not
aware if Sage Plumbing had been contacted or not.
RECREATION ADVISORY BOARD: Community Events Director Monte Thayer told the council
the board discussed upcoming events and discussed bringing in different entertainment for next year’s
Sinclair Day.
RECREATION/EVENTS DEPARTMENT: Community Events Director Monte Thayer told the
council that movie night did not have a good turnout; only two people. Thayer told the council he
would not be doing another movie for September in the future. Thayer stated to the council that this
Saturday, September 19, 2026, is the Comedy Show with Jimmy Glasscock & Company, there will
be a seventy-thirty split not over $500.00 between Glasscock and the town., Thayer told the council
that a University of Wyoming Football field trip will be on September 26, 2026. Thayer shared with
the council that a concert with Sarah McQuaid will be on September 29, 2026, which will be taken
care of by Still House Productions, this is a free concert.
Thayer stated to the council that after speaking with Interim Fire Chief Levi Bezold, Fire Prevention
Night and Town Barbeque will be on October 7, 2026. Thayer told the council there will be an adult
field trip on October 20, 2026, to Three Forks Ranch. Thayer told the council that a Latino Music &
Dance Night is October 24, 2026,and that a Halloween movie night “Prison” October 26, 2026, and
the Annual Halloween Carnival for HF Sinclair employees October 30, 2026, and the town Halloween
event will be on October 31, 2026.
Thayer told the council that he received a call from another church group that would like to use the
Rec Hall on Thursdays from 7:30 pm to 8:30 pm for their youth group. Thayer asked the council if
they could use it and pay $100.00 a month for rent. Thayer did tell the council this church is aware
that anyone who may reserve the Rec Hall on Thursdays would get priority over the church. Council
all agreed on the $100.00 a month rent for the church.
Thayer told the council the park visitor signs have been installed at both parks. Thayer told the council
he has not heard anything on the grant request for $40,000.00 from Carbon County School District
#1 Recreation Board for tennis court & horseshoe pit improvements at Washington Park. Thayer
shared with the council that he will be gone on September 18, 2026, for the Preserve Wyoming
Conference and September 21, 2026, through September 23, 2026, for the annual Wyoming
Recreation and Parks Association Conference.

FIRE DEPARTMENT: Maintenance Worker Corey Davis spoke to the council on behalf of the Fire
Department. Davis told the council about the Firehouse shop breaker box wiring issue that caused
damage and the emergency call to Zumbrennen Electric to troubleshoot in amount of $380.00 which
is in bills to be paid tonight. Davis shared with the council a quote from in the amount of $8,500.00
to move the breaker outside of the bathroom and install a new 200amp service. Councilmember
Robinson made a motion to pay Zumbrennen Electric in the amount of $8,500.00 to move the breaker
box from the bathroom and install a new 200amp service from Fire Department Equipment 10-57250. Seconded by Councilmember Serres, the motion passed unanimously with Councilmember
Dunlap abstaining and Mayor Meeks voting.
MUSEUM: Museum Worker Rachael Barnhart presented to the council two photos of the shuttle bus
and welcome sign she took for 5th Penny Tax information, photo one is front view photo two is side
view, the council agreed photo one front view should be used if needed for the 5 th Penny Tax.
Barnhart told the council the museum has slowed down, but hoping it will pick up in October.
STREETS & PARKS DEPARTMENT: Maintenance Worker Corey Davis told the council the
Christmas tree lights have been repaired, there was more damage this year due to squirrels. Davis
told the council with American West Construction being out doing street repairs, 10th and Cleveland
and 10th and Monroe that the streets in those areas has been coned off.
POLICE DEPARTMENT: Police Chief Jeff Sanders shared with the council the Ford has been taken
to Mountain West for starter relay issue, and we would be receiving a $300.00 tow bill from Jack’s
Towing. Sanders told the council that Digi ticket changes would be coming up they are changing not
having to issue a citation for each violation, to just issuing one citation and list all violation on one
citation, there would be a one-time fee of $500.00, and we would see the bill at the end of the year.
Chief Sanders told the council he would not be attending the one-day conference on September 22,
2026.
FINANCIAL DEPARTMENT: Clerk/Treasurer Becky Slater shared with the council she has been
attending the WAMCAT conference and will return to Casper in the morning for the last day and it
has been a good conference and nice to be a part of being a mentor and not a mentee.
TOWN ATTORNEY: Town Attorney Mike Roberts stated to council criminal court is good.
UNFINISHED BUSINESS: Mayor Meeks asked council for a motion on the McCulloch Park
project to make a budget amendment in the amount of $11,319.00 from Enterprise Fund 10-50-790
to Parks Capital Outlay 10-70-740. Councilmember Serres made the motion to make a budget
amendment in the amount of $11,319.00 from Enterprise Fund 10-50-790 to Parks Capital Outlay
10-70-740. Seconded by Councilmember Sanders, the motion passed unanimously.
Councilmember Serres made a motion to approve two doors from R.P. Lumber for $1,424.64 and
two toilets from Home Depot for $398.00 from Parks Capital Outlay 10-70-740. Seconded by
Councilmember Robinson, the motion passed unanimously.
NEW BUSINESS: Mayor Meeks spoke to the council about Tate Walker with Audubon Companies
who sent pictures of the pipeline install and location map. Councilmember Serres explained to the
council this project would be getting product to California, basically doing a reverse from Denver to
Sinclair and onto the bigger pipelines heading toward California. Councilmember Serres stated that
there is a tie in on Town of Sinclair property, and Tate Walker is looking to see what type of
permitting he would need from the Town of Sinclair for them to tie in on town property. Mayor
Meeks asked the town attorney Mike Roberts to work on a plan for the next council meeting on
October 1, 2026. Mayor Meeks asked Slater to invite Tate Walker to come to our next council
meeting to answer any questions the council may have about this tie in on Town of Sinclair
property.
Councilmember Dunlap told the council that the CCCOG meeting went over the 5th Penny Tax, and
it was voted that CCCOG would pay for newspaper, radio, and social media advertising and each
town would post for their own towns reminder of the 5 th Penny Tax on November ballot.
Councilmember Dunlap told the council the Seminoe project was discussed since county
commissioners and BLM permitting is involved, stating Natrona county is not thrilled with the
project and discussion of potential data centers in Carbon County.

BILLS: Councilmember Dunlap made a motion to pay the bills. Seconded by Councilmember
Robinson, the motion passed unanimously.
Councilmember Robinson made a motion to adjourn the meeting at 6:35 p.m. Seconded by
Councilmember Sanders, the motion passed unanimously. Mayor Meeks adjourned the meeting at
6:35 p.m.
The next regularly scheduled council meeting will be on October 1, 2026, at 5:30 p.m. in the Council
Chambers of the Town Hall building.
