MEP Academy put together a solid, plain-spoken engineering explainer on how data centers dump heat — air-cooled chillers and dry coolers on one end, water-cooled chillers and cooling towers on the other. It's worth a watch if you want the mechanical literacy to actually parse what's in the permits and site plans your county is approving. Credit where it's due: this is the kind of technical grounding that usually gets skipped in the press releases developers hand to city councils.
But here's the part that doesn't get said out loud in an HVAC tutorial: that engineering trade-off is a community trade-off. Water-cooled central plants are popular with hyperscalers precisely because they're more energy-efficient — which looks great on a corporate sustainability slide — but that efficiency is bought with millions of gallons of municipal or groundwater evaporated through cooling towers, often in regions already stretched thin on water rights. Air-cooled systems spare the water table but usually cost more in electricity, which lands on the grid and, eventually, on ratepayers' bills. Neither option is free; somebody local is always subsidizing the choice, whether it's their tap water or their utility bill.
The problem is that the public rarely gets to see which system a given facility actually runs, what water allocation it was granted, or what efficiency promises were used to justify tax abatements.
