AI vs. Local Power: The Battle in Hopkinton

CCN Rhode Island · 3 months ago

The short version: Hopkinton, RI is drafting zoning to shut the door on data centers before one ever breaks ground — a preemptive move worth watching nationally.

Our Take

Credit to CCN Rhode Island for catching this one early. Most towns don't get a say until a developer's already got a site under option and a utility interconnection study underway. Hopkinton is trying to write the rules before the bulldozers show up, which flips the usual script where communities are left negotiating from behind after the deal's basically done.

The instinct here isn't anti-growth, it's anti-blank-check. Data centers pull huge, steady loads off the grid and often lean on local water for cooling, costs that get socialized across ratepayers while the tax breaks and jobs numbers get sold as a clean win. A small New England town asking hard questions about grid strain and water draw before rezoning for it is exactly the kind of scrutiny this buildout has mostly avoided elsewhere.

Whether this ends in an outright ban or a negotiated framework, it's a preview of the fight coming to a lot more zoning boards. Check our facility map to see what's already been sited near you, and if your town hasn't had this conversation yet, our take-action page has a starting point.
