NC bill would require data centers to pay for grid upgrades

ABC11 · 5 months ago

The short version: North Carolina lawmakers are pushing a bill to make data centers—not ratepayers—cover grid upgrade costs and to cap how much water facilities can draw.

Our Take

Credit to ABC11 for spotlighting a fight that's playing out quietly in statehouses everywhere: who actually pays when a hyperscale data center shows up and demands enough electricity to power a small city. For years the answer has too often been "everyone else," through rate hikes buried in utility filings long after the ribbon-cutting photo-op. A bill forcing operators to fund their own grid upgrades is a basic cost-causer-pays principle that should've been standard practice from the start.

The water provision matters just as much as the power one, even if it gets less airtime. Cooling millions of square feet of servers can mean millions of gallons a day pulled from local systems, often in regions already stretched thin. Capping usage and requiring transparency isn't anti-growth — it's the minimum due diligence taxpayers deserve before their local utility board hands out a sweetheart deal.

North Carolina is becoming one of the hottest data center corridors in the country, which means this legislative fight is a preview of battles coming to plenty of other states. Check our facility map to see what's already built or proposed near you, and if your state hasn't caught up to what North Carolina is attempting, take action before the deal is already signed.
