Power, Water, and Permits: What Utah’s Data Center Surge Means

Wired West puts a number on what a lot of Utahns are already sensing: this buildout isn't creeping up, it's arriving. Going from ~920 MW operational to roughly 2,600 MW under construction isn't incremental growth — it's a step-change in how much of the state's grid, water, and air permitting capacity gets committed to a single industry, often locked in for decades before most residents get a real say.

The Joule campus in Delta is the kind of project that deserves a hard look, not just a ribbon-cutting. Non-interruptible, always-on loads change how utilities plan generation and transmission for everyone else on the system. Diesel backup generators raise emissions questions in communities that didn't ask for new pollution sources. And 2 million liters a day for a single 100 MW facility is a real number on the Wasatch Front, where water is already a contested resource, not an abundant one. These are the tradeoffs that get buried in economic development press releases.

None of this makes the investment or jobs fake — it makes the fine print matter more. Who approved the water allocation? What did the interconnection agreement actually promise ratepayers?
