PUBLIC HEARING:
1. First Public Hearing to discuss the 2026 Property Tax Millage Rate.
The October 1, 2026 Special Called Millage Rate Hearing focused on the proposed 2026 property tax millage rates and the
significant impact of new personal property values associated with the QTS data center. Chief Financial Officer Sheryl Weinmann
presented the 2026 tax digest, noting substantial growth driven by data center-related personal property while recommending
that all County millage rates remain unchanged. Commissioners discussed the implications of maintaining the current millage rate
rather than adopting a rollback rate, with particular attention given to the uncertainty surrounding future state legislation that could
affect locally generated data center tax revenue. County Administrator Steve Rapson explained that anticipated data center
revenues would largely be reserved for capital projects and fund balance protection pending legislative decisions and highlighted
the upcoming floating homestead exemption referendum as a potential future tax-relief tool for homeowners. Commissioners also
discussed Payment In Lieu of Taxes (PILOT) programs, legislative advocacy, and public education regarding the floating
homestead exemption.
No one spoke in opposition or in favor of the millage rate.
