Statement:

Narrative:
The proposed purchase of a new Caterpillar 430 backhoe represents an opportunity to
replace two older Caterpillar 420 backhoes with one new, more reliable machine while
taking advantage of significant trade-in allowances and warranty protection.

The equipment being traded consists of two used Caterpillar 420 backhoes:
2004 Caterpillar 420 backhoe — trade-in allowance of $5,100
2008 Caterpillar 420 backhoe, with approximately 4,300 hours — trade-in allowance of
$25,300
The combined trade-in allowance for the two existing machines is $30,400.

The replacement machine is a new Caterpillar 430 backhoe, providing the benefits of new
equipment rather than continuing to operate and maintain two older machines. The new
430 is covered by a 12-month, unlimited-hours Standard Warranty, as well as a 60-month or
3,000-hour Premium Warranty, providing substantial additional protection against
unexpected repair costs.
As an additional incentive, the purchase includes a $2,500 Parts and Service credit as a
bonus. This credit provides additional value to the purchase and can be used toward future
parts and service needs.
After applying the trade-in allowances and applicable credits, the total purchase price for
the new Caterpillar 430 is $143,411. The funds will come from T-SPLOST.
This purchase would provide the county with newer equipment, extended warranty
protection, reduced exposure to unexpected repair expenses, and the reliability of a new
Caterpillar 430. It also allows the county to retire two older 420 backhoes while receiving
$30,400 in combined trade-in value for those machines.
The $2,500 Parts and Service credit is an added bonus to the transaction and further
increases the overall value of the purchase.
Considering the age and hours of the existing equipment, the trade-in value being received,
the warranty protection included with the new 430, and the additional Parts and Service
bonus, the purchase represents a reasonable investment in dependable equipment for
continued county operations.

and the services included when the County utilizes GovAuction to sell surplus equipment,
vehicles, and other property.
GovAuction provides a comprehensive auction service designed to handle the process from
preparation and marketing through the final sale and removal of the equipment. The services
included are as follows:
• Transportation Coordination: GovAuction will arrange pickup logistics in advance, if this
optional service is elected by the County.
• Clean-Up: Exterior washing and removal of decals are included to help present the
equipment in a clean and marketable condition.
• Free Mechanical Inspections: For non-running items, GovAuction provides up to one
hour of diagnostic work by a trained mechanic to help identify issues and provide
potential buyers with additional information, which can help maximize the item's value.
• High-Quality Marketing: GovAuction provides clear photographs, videos, and accurate

and communication throughout the auction process.
• Title Processing: GovAuction handles the necessary title paperwork and processing for
titled items.
Auction Fees for the Seller
The seller fee for GovAuction's services is 7% of the sale price.
Optional transportation fees are as follows:
• Trucks, passenger vehicles, and utility vehicles (F-550 and smaller): $750 per load
• Semis, large equipment, tractors, and trucks (F-650 and larger): $1,000 per load
• Non-rolling items: $600 per load
There is also a $95 title fee per titled item.
GovAuction has stated that there are no other hidden fees associated with its auction services.
At this time, we are not asking the Commissioners to make any decision regarding whether the
County will use GovAuction for future surplus auctions. This presentation is being provided for
informational purposes only, so that the Commissioners can hear directly from GovAuction
about the services they provide, the auction process, and the associated fees. Should the
County consider using GovAuction in the future, the matter can be brought back before the
Commissioners for discussion and consideration at that time.
