Background/History:
The Park at Fort Gillem consists of 125 former military housing units located
within the Fort Gillem redevelopment area. The URA is the legal owner of the
property and has historically leased the property to an operating entity
responsible for property management and day-to-day operations. Monthly
property management reports are provided to the URA to document property
operations, financial activity, occupancy, maintenance, and other matters
requiring Board awareness or action.

260 Forest Parkway Acquisition - Economic Development
Background/History:
The URA approved the acquisition of 260 Forest Parkway for $3.3 million on
August 13, 2026. The property was acquired to support the URA’s
redevelopment and economic development objectives along the Forest
Parkway corridor.

Annual Institutional Control Report 2026, Former Fort Gillem, Forest
Park, GA - Economic Development
Background/History:
The Annual Institutional Control Report documents the City’s ongoing
compliance with land-use and environmental restrictions associated with
the former Fort Gillem property. The 2026 report provides the required annual
verification of institutional controls, site conditions, and continued
adherence to applicable environmental requirements.

August 2026 URA Finance Update:
Senior Accountant Tony Lamar presented the August 2026 financial update, covering
activity for July and August 2026, the first two months of Fiscal Year 2026–2027. Financial
packets were provided to the Board for review.
The financial report included an executive summary, financial performance dashboard,
revenue and expense activity, operating cash and liquidity, Board summary, and year-todate expense detail.

The URA has recorded approximately $45,000 in expenditures during the first two
months of the new fiscal year.
Revenue activity has not yet been posted to the current fiscal year reports due to
the transition and year-end closeout of the prior fiscal year. Revenue activity is
expected to be reflected in the next financial report, which will also include priormonth information and trend analysis.
The Board reviewed year-to-date expenses, including approximately $425,000 in
expenses, with environmental insurance representing the largest expense during
the reporting period.
The Board also reviewed operating cash and liquidity, including current checking
account balances.
The Board was advised that, based on the first two months of the fiscal year, the
URA's financial position is tracking appropriately, with no significant issues identified
at this time.
Park at Fort Gillem Financial Update
The Board also received a financial update regarding the Park at Fort Gillem. No significant
changes were reported from the previous month. The property continues to experience low
occupancy and low rental revenue, which remain the primary financial concerns. The

report was provided for informational and documentation purposes.

Oasis 2026 Contract Update
Staff provided an update regarding the Oasis Consulting Services on-call environmental
and engineering services contract. Oasis was approved by the URA on April 10, 2025, to
provide on-call environmental and engineering services, including geotechnical services
related to Stephens Lake. The update was provided in response to the Board’s request for
greater clarity regarding the scope of services performed and expenditures under the
contract.
Mike Montelleone of Oasis Consulting Services presented an overview of work completed,
expenditures to date, recommendations, and proposed next steps. Staff provided the
Board with a copy of the professional services agreement, as well as a detailed
spreadsheet of contract expenditures and corresponding invoices, included in the meeting
packet.
Mr. Montelleone reported the following:

Oasis met with representatives of the U.S. Army on June 15, 2026, regarding
groundwater monitoring activities at Fort Gillem. The meeting included a review of
technical matters, existing groundwater monitoring wells, potential locations for
additional wells, and a site visit.
The Army is continuing to evaluate and establish its groundwater monitoring well
network. The cost and responsibility for this work rests with the Army as part of its
environmental obligations and is not the responsibility of the URA.
Oasis and Walden Ashworth evaluated Stephens Lake Dam and emergency
spillway. The emergency spillway is currently functioning effectively as the primary
spillway, and the evaluation did not identify a need for major structural modifications
or removal of the dam at this time.
Oasis conducted sediment-depth checks throughout Stephens Lake. The
assessment found limited sediment accumulation, estimated at only a few inches in
most areas. Environmental testing of the sediment also did not identify significant
environmental concerns.
Mr. Montelleone noted that the limited sediment accumulation was a positive finding,
particularly given the amount of construction activity that has occurred in the
surrounding area. He indicated that the results suggest erosion and sedimentation
controls associated with ongoing construction have been effective.
Oasis successfully assisted with enrollment of the new fire station parcel into the
Brownfield Program. The remaining item needed to complete the enrollment is an
updated survey of the fire station parcel. Staff will work to obtain the survey.
Mr. Montelleone reported that the URA's environmental documentation has been
provided to the insurance broker as part of the environmental insurance renewal
process. The renewal has since been completed.
The Oasis on-call contract was established at $103,000. Approximately $39,000 has
been utilized to date for work including sediment sampling, dam-related drilling and
testing, environmental sampling, technical evaluations, and reporting, leaving

approximately $64,461 available under the current contract.
Mr. Montelleone confirmed that Oasis invoices issued for 2026 have been paid and
that the URA is current on all outstanding invoices. He also clarified that Oasis
performs work under the on-call agreement only when requested by the URA or
City.
Board Discussion
The Board discussed the need for additional details regarding charges associated with the
Oasis contract, including concerns regarding the scope and potential duplication of certain
services. Mr. Montelleone agreed to provide additional breakdowns of the charges and
related testing activities.
Staff directed the Board to pages 43–50 of the meeting packet, which contain a detailed
spreadsheet of invoices, invoice dates, descriptions of services, and corresponding
expenses, followed by copies of the supporting invoices. Mr. Montelleone explained that
each invoice also contains a detailed description of the work performed during the
applicable billing period.
The Board discussed a representative invoice dated August 12, 2026, totaling $850, which
included services related to Stephens Lake Dam, coordination with the Army, consultation
with Walden Ashworth regarding dam options, field sampling, laboratory testing, and
preparation of related documentation.
The Board agreed to table further consideration of the contract expenditures to allow
members additional time to review the detailed invoices and supporting documentation.
During discussion, a Board member asked whether the limited sediment found in Stephens
Lake indicated that construction contractors have been effectively managing erosion and
sediment runoff. Mr. Montelleone stated that the findings were consistent with effective
erosion and sediment controls and that the amount of sediment observed was significantly
less than anticipated given the extent of construction activity in the area.
4.
Park at Fort Gillem September 2026 Monthly Report
Background/History:
The URA owns the Park at Fort Gillem, a 125-unit former military housing property located
within Fort Gillem. The previous property management agreement expired October 28,
2025, and TI Asset Management began managing the property on November 1, 2025. The
URA continues to monitor property operations, maintenance, financial performance,
resident needs, and long-term redevelopment opportunities. The September 2026 monthly
report provides an update on current property management activities and outstanding
matters.

330 Forest Parkway Landscape Services Update
Staff presented three quotes received for landscaping and cleanup services for 330 Forest
Parkway and 371 Central Avenue. The quotes were received from BrightView, Anderson

Lawn Care/Chris Anderson, and Worldscapes and were included in the meeting packet for
Board review.
The Board reviewed the following proposals:

BrightView: Annual cost of $7,716.
Anderson Lawn Care/Chris Anderson:
o 330 Forest Parkway: Initial cleanup of $1,026.99, with monthly service of
$279.99.
o 371 Central Avenue: Initial cleanup of $2,599.99.
o The Board noted that Anderson Lawn Care currently provides landscaping
services for other City properties and has previously performed work for the
City.
Worldscapes:
o 330 Forest Parkway: Initial cleanup of $2,500, with bi-weekly service of $400
during both the growing and dormant seasons, for an annual cost of $9,600.
o 371 Central Avenue: Initial cleanup of $5,000, with bi-weekly service of $450
during both the growing and dormant seasons, for an annual cost of $10,800.
Staff explained that BrightView is the URA's current landscaping contractor for properties
at Gillem, while Anderson Lawn Care has provided landscaping services for City
properties, including Downtown/Main Street properties. Worldscapes also currently
provides landscaping-related services within the City.
The Board discussed the condition and intended use of the properties. Staff noted that the
properties are currently significantly overgrown and that the primary objective of the work is
cleanup and maintenance rather than beautification, including improving visibility, reducing
potential issues associated with overgrowth and maintaining clear sight lines for public
safety.
Based on the cost of the proposals and the nature of the required work, the Board
discussed selecting Anderson Lawn Care for both properties.
Taylor King made a motion to approve Anderson Lawn Care / Chris Anderson for are/Chris
Anderson for landscaping and cleanup services at 330 Forest Parkway and 371 Central
Avenue. Melanie Carter seconded the motion. The motion passed unanimously.
6.
Gun Range Update
Staff provided a brief update regarding the Gun Range reorientation. Staff advised that the
work has been completed.
7.
Grapevine Update
Main Street Manager Charise Clay provided an update on the Grapevine project, noting
that the presentation was intended primarily as a visual review of the project's interior
finishes rather than a formal project update.
Ms. Clay presented the Board with the finished materials boards for the Grapevine, which

included samples of the proposed paint colors, carpeting, wall finishes, lighting fixtures, tile,
brick, restroom finishes, and acoustic treatments. The materials were organized by area of
the facility, including:

Ms. Clay explained that the acoustic materials are designed to manage sound throughout
the facility. Acoustic panels will be incorporated into the common seating areas, offices,
presentation area, and other spaces to help control noise and maintain appropriate sound
levels between areas. Acoustic lighting and other treatments will also be incorporated into
the design.
The Board reviewed the materials and discussed various finishes, including the bar
finishes, backsplash tile, carpeting, wall panels, restroom materials, door finishes, and
lighting. Staff clarified that the finishes presented are within the existing project budget and
plan and do not represent additional costs. Furniture was noted as a separate item.
The Board expressed positive feedback regarding the proposed finishes and design.
Grapevine Management Discussion
The Board also discussed the anticipated completion of the Grapevine and the need to
establish a management structure as the project nears completion.
Economic Development Director, Rochelle B. Dennis, advised that the project is
approaching the point where management and operational decisions need to be finalized.
The Board discussed whether the URA should retain ownership and contract with a
professional management company or pursue another management arrangement.
Discussion centered on potentially engaging a professional management company with
experience in operating similar facilities. Board members noted that the management
company could potentially oversee day-to-day operations, tenant recruitment, invoicing,
and other operational responsibilities.
The Board expressed interest in exploring a management company arrangement and
requested that staff further evaluate available options and qualifications for a firm capable
of managing the facility.

NEW BUSINESS
8.
Georgia Initiative for Community Housing (GICH) Fall Retreat Support Request
Staff requested URA support for the Georgia Initiative for Community Housing (GICH) Fall

Retreat. Forest Park is participating as a first-year GICH community, and the upcoming Fall
Retreat requires participation from members of the Forest Park Housing Committee and
City staff.
The request was for funding to support six participants, consisting of four members of the
eight-member Housing Committee and two staff members. The requested funding would
cover conference registration and hotel accommodation. Conference registration is $150
per person, with remaining travel and meal expenses to be covered by the individual
participants.
Staff requested an amount not to exceed $2,500. The request was included on pages 59–
61 of the meeting packet. Staff noted that the URA's support would assist with the City's
ongoing efforts to address blight and advance the goals of the GICH program. Funding for
the Spring Retreat had previously been provided through the Planning and Community
Development budget.
Eliot Lawrence made a motion to approved funding in an amount not to exceed $2,500 for
the Forest Park GICH Housing Committee and staff to attend the 2026 GICH Fall Retreat.
Debra Patrick seconded the motion. The motion unanimously passed.

ECONOMIC DEVELOPMENT UPDATE
9.
Economic Development Update:
Economic Development Director, Rochelle B. Dennis, presented the monthly Economic
Development Report, which was provided to the Board in a revised spreadsheet format
organized by categories and sections. The following updates were highlighted:

Joint Board Retreat: The joint URA/DDA/DA retreat is scheduled for November 6,
2026, from 9:00 a.m. to 4:00 p.m. The retreat is anticipated to be held at a
conference facility in Lake City. Additional details will be provided as arrangements
are finalized.
Grapevine/NASA Lifelines Mural: The Director reported that the Grapevine mural
unveiling was held earlier that day. The mural, officially titled the NASA Lifelines
mural, was completed by artist Rich Martin on the URA-owned Grapevine building.
The Director thanked the URA for permitting the mural to be installed on the building
and noted that it represents a significant addition to public art in the community. The
property remains an active construction site, so the public is not yet permitted to
enter the site; however, the mural is visible from Forest Parkway.
767–770 Main Street / Florence on Main: The Director reported that the Florence
on Main project has received its Georgia Department of Community Affairs (DCA)
tax credits after previously missing the award by two points. The project consists of
approximately 60 mixed-use residential units and will include zero-lot-line
development along Main Street. The project encompasses three parcels, including
two Development Authority-owned lots and the former Kiwanis building parcel. The
project is expected to move forward, with site and building plans anticipated within
approximately 120 days. A more definitive construction timeline will be provided
once the plans are received and reviewed.
Digital Realty/Data Center Town Hall: The City is moving forward with a Digital

Realty/Data Center Town Hall scheduled for November 17, 2026, at the City Gym.
The Director reported that representatives from Georgia Power, the Clayton County
Water Authority, the U.S. Environmental Protection Agency, and other relevant
agencies and stakeholders are expected to participate. The purpose of the town hall
is to provide coordinated information and address community questions regarding
data center development and related infrastructure and environmental matters. In
response to a Board member's concerns regarding preparedness at a prior forum,
the Director stated that the upcoming town hall will involve a more coordinated and
comprehensive presentation and response process.
South Metro Community Improvement District: The Director reported that Forest
Park is now officially part of the South Metro Community Improvement District (CID).
The City's regional representative is Estes, located on Lake Mirror Road. The
Director noted that the CID operates an HVAC Tech Builder Program, an
apprenticeship initiative that has been funded and operated by the company for
more than 20 years. The program provides participants with training, equipment,
work clothing, and other necessary resources, with participants receiving a pathway
to employment upon completion. The Director highlighted the program as a potential
workforce development pipeline for Forest Park residents.
Workforce Excellence Award: The Director reported that she nominated SDES for
the 2026 Workforce Excellence Award through CareerRise in recognition of its
HVAC Tech Builder Program. The organization was selected to participate in the
award program. The Director noted the potential to connect Forest Park students
and residents, including students who may be seeking alternatives to a traditional
four-year college pathway, with the program and other workforce opportunities.
J&J Bottle Shop: The Director reminded the Board of the upcoming ribbon cutting
for J&J Bottle Shop, located at 347 Forest Parkway, scheduled for 1:00 p.m. the
following day. Board members and community partners were invited to attend and
welcome the new business to Forest Park.
Director Dennis concluded the Economic Development update and invited questions from
the Board.

EXECUTIVE SUMMARY
The Park at Fort Gillem continues to focus on maintaining property conditions, supporting
resident satisfaction, and ensuring stable day-to-day operations. Management remains attentive
to the ongoing needs of the community while prioritizing property upkeep, resident concerns,
and the overall preservation of the asset.
The two newly renovated units were successfully leased, with lease commencements on August
5, 2026, and August 7, 2026. Additional leasing activity remains on hold pending further
direction from the ownership group. Until additional leasing is authorized, occupancy levels may
remain stagnant or experience a gradual decline as normal resident turnover occurs and vacant
units remain offline from active leasing. Management will continue to monitor occupancy and
remain prepared to resume leasing activity upon authorization.
Several capital improvement and property preservation projects have progressed throughout the
community, including asphalt repairs; tree removal and trimming; gutter, fascia, and soffit
repairs; sidewalk and trip-hazard repairs; community signage improvements; critical roof
maintenance; lift station repairs; and corrective work addressing significant plumbing

infrastructure concerns. These efforts address priority conditions throughout the property while
improving safety, functionality, and the overall appearance of the community.
Management remains committed to proactive property oversight, consistent resident
communication, and timely coordination of maintenance and vendor activity. Overall, The Park
at Fort Gillem continues to operate efficiently while addressing critical maintenance needs,
maintaining open communication with residents, and preserving the City’s asset as future
direction for the property is determined.

(Multiple Dwelling Unit) Cleanup – ComcastAn MDU (Multiple Dwelling Unit) cleanup is needed throughout the property. Comcast has been
notified and requested to schedule a service visit to inspect all telecommunications panels
located on the exterior of the buildings. The scope of work includes securing exposed wiring,
repairing or replacing damaged and missing panel doors, and ensuring all communication panels
are properly enclosed and compliant with safety standards.
At this time, Management is awaiting a scheduled service date. Despite multiple follow-up
attempts, Comcast representatives have advised that they have been unable to establish
communication with the Comcast account representative assigned to The Park at Fort Gillem to
coordinate the work.
Management respectfully requests Ownership's assistance in following up with Comcast to help
expedite scheduling and completion of the MDU cleanup, as exposed wiring and unsecured
panels continue to present safety, security, and aesthetic concerns throughout the community.

Advancing Economic Growth, Redevelopment & Investment
The City of Forest Park continues to advance a diverse economic development portfolio focused on
business attraction and retention, strategic redevelopment, property revitalization, workforce
development, housing, and investment throughout the community. The October 2026 report reflects
continued progress on priority redevelopment projects, an active business prospect pipeline, strategic
use of City and Authority-owned properties, and increased coordination with regional and state
partners.
DEVELOPMENT & REDEVELOPMENT
Several significant redevelopment initiatives are moving forward. Florence on Main, a 60-unit mixeduse development at 760–770 Main Street, received DCA tax credit approval and is advancing toward
site and building plan submission. Georgia Utility Contractors Association completed its
acquisition of 794 Main Street for a headquarters and training facility expansion, with plans now
moving toward site and building plans.
The City continues to advance the acquisition and redevelopment strategy for 260 Forest Parkway,
while work at The Park at Fort Gillem remains a major priority. Critical property repairs, property
management, surveys, and long-term redevelopment planning are being coordinated to stabilize the
site and position it for future investment.
At The Grapevine at 833 Forest Parkway, construction of the culinary incubator and food hall
continues, with completion anticipated by year-end 2026 and a potential grand opening in spring
2027. Staff is also advancing redevelopment concepts for additional strategic properties, including
868 Forest Parkway, 850 Main Street, 842 Main Street, 946–964 Main Street, and other Authorityowned assets.
BUSINESS ATTRACTION, RETENTION & EXPANSION
The Office of Economic Development continues to manage an active pipeline of prospects across
logistics, manufacturing, food production, commercial services, retail, housing, and other sectors.
Gebrüder Weiss, an international logistics company, is relocating its approximately 127,000-squarefoot operation to Forest Park and anticipates adding approximately 4–10 positions to its existing
workforce. The Office continues to work with prospects including Spartan Waste Systems,
Swanson Family Farm, and other businesses seeking locations or expansion opportunities.
Business retention and expansion efforts also remain active. The City recently supported the
retention of 329 jobs and approximately $17 million in payroll associated with Filet of Chicken,
along with local community contributions and second-chance employment opportunities.

MAJOR ECONOMIC DEVELOPMENT PROJECTS & INCENTIVES
Several major projects remain under active review through the City's economic development and
Authority processes.
Digital Realty's Fort Gillem data center project remains a significant economic development
initiative, with the proposed tax abatement and Community Benefits Agreement advancing for
consideration. Digital Realty has verbally accepted all the Community Benefits Agreement proposed
by the DDA. Planning is also underway for the November 17, 2026, Community Town Hall,
including coordination with state agencies, EPA, Clayton County Water Authority, and the City's
Public Information Office.
Project Scannell, a nearly completed speculative industrial warehouse at Gillem, is also advancing
through the incentive review process as staff works toward positioning the facility for an end-user
tenant.
Project Gateway, a proposed auto parts distribution facility representing approximately $20 million
in capital investment and 150 potential jobs, was considered for a significant tax abatement
request. The DDA declined the requested 90% with an annual 10% decline incentive package at its
September meeting. Our standard abatement is 50% with a 5% annual decline.
The Office continues to evaluate economic development tools including tax allocation district
resources, Opportunity Zones, brownfield funding, CDBG resources, infrastructure grants, and other
financing mechanisms to support redevelopment.
PROPERTY & ASSET MANAGEMENT
The Office continues to strengthen management and redevelopment strategies for City and Authorityowned properties. Current efforts include property management and brokerage services
procurements, building repairs, landscaping, HVAC needs, roof repairs, tenant matters, and
preparation of properties for redevelopment or leasing.
Staff is also working to clarify property ownership, Authority responsibilities, and appropriate
redevelopment roles for several properties. These matters will be important as the City and its
Authorities continue to align their property portfolios with broader economic development priorities.
WORKFORCE, HOUSING & BUSINESS SUPPORT
Workforce development remains an important component of the City's economic development
strategy. The Office continues implementation of Elevate 2.0 and coordination with Aerotropolis
Atlanta Alliance, the ATL Airport Community Improvement District, Georgia Tech's Georgia
Manufacturing Extension Partnership, the Small Business Development Center, Clayton County, and
other workforce partners.
The City is also continuing implementation of its Georgia Initiative for Community Housing (GICH)
strategy and evaluating opportunities to expand housing options and support redevelopment through
available public and private resources.

The expansion of the ATL Airport Community Improvement District into Forest Park provides an
additional opportunity for coordinated investment in infrastructure, beautification, public safety, and
commercial corridor improvements. Staff has identified 48 parcels representing approximately $40
million in assessed value, with opportunities for continued collaboration with property owners and
business stakeholders.
MAIN STREET, BUSINESS DEVELOPMENT & COMMUNITY ACTIVITY
Main Street remains an important component of Forest Park's economic development strategy. Staff
continues to support business recruitment, property redevelopment, small business engagement,
events, and activation of the downtown district.
Upcoming activities include Blues on Main on October 9 and the Economic Development Mixer
on November 5, along with continued planning for the annual Best of Forest Park Awards and future
small business pop-up opportunities.
The Office is also advancing a potential Forest Park Marketplace Analysis to evaluate opportunities
for grocery and additional retail investment and continues to work with property owners and
prospective businesses to identify viable locations within the City's commercial corridors.
MARKETING & INVESTMENT READINESS
The Office continues to strengthen Forest Park's development marketing materials and online
property listings. Current efforts include updated LoopNet listings, redevelopment marketing
materials, Multiview implementation, and preparation for the City's 2027 SiteSelector submission.
These efforts are intended to improve the City's ability to respond to site selectors, market available
properties, communicate development opportunities, and compete for future investment.
KEY LEADERSHIP PRIORITIES
As the City moves through the final quarter of 2026, the Office of Economic Development will remain
focused on:
Advancing strategic redevelopment and disposition of City and Authority-owned properties.
Completing due diligence and preparing for the anticipated closing of 260 Forest Parkway.
Continuing stabilization and redevelopment planning for The Park at Fort Gillem.
Advancing major economic development projects and incentive agreements.
Supporting business retention, expansion, recruitment, and new business openings.
Strengthening workforce development partnerships and advancing Elevate 2.0.
Continuing implementation of the City's GICH housing strategy.
Identifying new funding and financing tools for infrastructure and redevelopment.
Strengthening property marketing and site-selection materials for the 2027 SiteSelector
submission.
Improving coordination among the City, Development Authorities, Planning & Community
Development, Public Works, Finance, and regional partners.

impact. The Office of Economic Development will continue collaborating closely with the Mayor and
Council, City Manager, City departments, Development Authorities, property owners, developers,
businesses, and regional partners to move priority projects forward and strengthen Forest Park's
position as a competitive location for business and investment.
