Item 7.A. Presentation and Discussion of the Township Supervisor's Report.
Township Supervisor Deborah Skillrud reported that there was a Special Town Meeting
on June 1, 2026, at the Bloomington Center for Performing Arts ("BCPA"), where 127 electors
were present. She reported that all three advisory questions were approved, and their
resolutions will appear before the Board at the July Board meeting. She thanked Trustee Ward
for attending and advocating for local government involvement. She also thanked Trustee Lee
for his recent visit and tour of the POTS warehouse. She noted more information on the audit
would be provided in August.
Item 7.B. Presentation and Discussion of the Township Assessor's Report.
Supervisor Skillrud stated that Township Assessor Steve Scudder asked that any
questions regarding his monthly report be directed to him.

A RESOLUTION OF THE TOWN OF THE CITY OF BLOOMINGTON BOARD OF TRUSTEES
AUTHORIZING ALL ELECTORAL AUTHORITIES IN THE TOWNSHIP TO SUBMIT THE
FOLLOWING PUBLIC QUESTION TO THE VOTERS OF THE CITY OF BLOOMINGTON
TOWNSHIP
WHEREAS, Town of the City of Bloomington, McLean County, Illinois, is a duly organized township
operating under the Illinois Township Code (60 ILCS 1/1-1 et seq.); and
WHEREAS, Article 28 of the Election Code (10 ILCS 5/28-1) prescribes the method and form of various
advisory questions of public policy which are to be presented to the public; and,
WHEREAS, 60 ILCS 1/30-205 authorizes the Township Clerk, after timely agenda inclusion and majority
voter approval at the Special Town Meeting, to place an advisory question on the ballot at the next regularly
scheduled election; and
NOW THEREFORE, BE IT RESOLVED by the Town of the City of Bloomington Board of Trustees,
now meeting in regular session, as follows:
(1) That the Township Clerk and the Executive Director of the Bloomington Election Commission
are hereby authorized and directed to place on the November 3, 2026, General election Ballot in
McLean County, Illinois, the following public question:
“Should the United States federal government ban the transfer of weapons to any county
that is a dictatorship, apartheid state, or major violator of human rights?”

A RESOLUTION OF THE TOWN OF THE CITY OF BLOOMINGTON BOARD OF TRUSTEES
AUTHORIZING ALL ELECTORAL AUTHORITIES IN THE TOWNSHIP TO SUBMIT THE
FOLLOWING PUBLIC QUESTION TO THE VOTERS OF THE CITY OF BLOOMINGTON
TOWNSHIP
WHEREAS, Town of the City of Bloomington, McLean County, Illinois, is a duly organized township
operating under the Illinois Township Code (60 ILCS 1/1-1 et seq.); and
WHEREAS, Article 28 of the Election Code (10 ILCS 5/28-1) prescribes the method and form of various
advisory questions of public policy which are to be presented to the public; and,
WHEREAS, 60 ILCS 1/30-205 authorizes the Township Clerk, after timely agenda inclusion and majority
voter approval at the Special Town Meeting, to place an advisory question on the ballot at the next regularly
scheduled election; and
NOW THEREFORE, BE IT RESOLVED by the Town of the City of Bloomington Board of Trustees,
now meeting in regular session, as follows:
(1) That the Township Clerk and the Executive Director of the Bloomington Election Commission
are hereby authorized and directed to place on the November 3, 2026, General election Ballot in
McLean County, Illinois, the following public question:
“Should the City of Bloomington repeal the added 1% grocery tax implemented by the
Bloomington City Council to provide relief for families?”

Township Supervisor’s Report
General Assistance: One hundred twenty-six (126) applicants sought Township services in the
month of June. Of those, seventy (70) were potentially eligible for General Assistance and fifty-six
(56) were potentially eligible for Emergency Assistance.
The attached Systems Activity report shows the actual number of clients who received General
Assistance and Emergency Assistance.
Applicants from Stanford, McLean, Lexington, Chenoa and Bloomington Townships have applied.
During the month of June, Township received $2,941.00 from the Social Security office for
Supplemental Security Income reimbursements.
Workfare: Fifteen (15) General Assistance clients were actively engaged in workfare at eight (8)
Bloomington sponsor sites. Sponsor sites include Bloomington Public Library, Center for Hope
Outreach, POTS Recycling, COBT, YMCA, YWCA, Habitat for Humanity Restore, and Second
Presbyterian Church. Of the 15 individuals participating in workfare, a total of 252.50 hours were
completed in June.
HERE Program: Township is continuing with the Housing Eviction Relief Efforts program as approved
by the board at the April 27th, 2026, Township Board meeting for FY2027. In the month of June, the
Township provided $5,766.00 in rental/mortgage assistance and $642.00 in utility assistance through
the program.

Subject: Assessor Report
We are currently working on the 2026 values to deliver to the County. We are on
schedule with finalizing the values. The County has a tentative publication date of September
21 for the City Township in the Pantagraph.
In 2025, we added 13,500,000 in new construction dollars 11 million was in new
residential and commercial property the rest came from added improvements to the existing
property. This added about 120 new properties to the tax base.
We are working with the City in discovery of new construction through the permitting
system that they use.
We are also still researching updates to our current cama system, (computer assisted
mass appraisal).
