BOARD OF TRUSTEES MEETING
Tuesday, August 25, 2026 at 7:00 PM
Village Hall Board Room 118W. Cook Avenue Libertyville, I L60048

MINUTES
1. Roll Call
Mayor Johnson called to order a meeting of the Board of Trustees at 7:00 p.m. Those present
were Mayor Donna Johnson, Village Trustees Scott Adams, Pete Garrity, Matt Krummick, Casey
Rooney, Kara Macdonald, and Andrew Herrmann. Also in attendance were Deputy Village Clerk

Kelly Amidei and Village Attorney Hart Passmann. Village Clerk Margaret dark was absent.

2. Public Comment | Limited to three (3) minutes per person
Mayor Johnson asked for public comment:
Dr. Jennifer Kahn, a Libertyville Highschool teacher, and Mr. Alien Dusalt, a resident and
representative of Friends of Butler Lake, came to talk about their collaborative efforts to work on

Butler Lake. A new tool was developed by a student to calculate phosphorus levels and that will be
helpful in improving the aquatic environment in Butler Lake. They thanked the Village for support.
Amy Frik, of Grayslake, is an activist fighting the data center in Grayslake. She thanked the Mayor
and Trustees who attended the recent Lake County hearing about moratorium on data

centers. Thousands of Lake County residents are fighting this and do not feel like they are being
heard. This project's impacts will spread far. She asked Libertyville's leaders to use their
voices. Make a clear statement that Libertyville does not have the land, the energy, or the desire

for hyperscale data centers. Every municipality that speaks up makes it a little harder to pretend
that they cannot hear what the Lake County residents saying.

Mayor Johnson added that Libertyville's zoning districts do not specifically specify data centers as
a permitted use. She thanked Ms. Frik for her comments.

Alyssa Vincy came to speak about the data center campus that is coming to Lake County. She is
a member of We the People - which is a group that came together over questions about data
centers in Lake County. She provided a list of researched data and referenced a letter she sent to
the Village about ways address data center development.
David Lavert, Johnson Ave, came to remind everyone of an interest he has. His background lends
itself well to bringing value-based concepts into reality. He wants to be an outside implementation
partner to put a path from Innovation Campus to LHS. From Cook Park to Fouids to the river. He
referenced Independence Grove brick path as an inspiration.
3. Omnibus Vote Agenda
A. Summary of Omnibus Vote Agenda Items

4. RESOLUTION NO. 26-R-171 : A Resolution Waiving the Formal Bidding Requirements of the
Village's Purchasing Manual and Accepting the Proposal from Graybar to Purchase Town &

Country Compatible LED Streetllght Fixtures
The Fiscal Year 2026/27 Annual Budget provides $225,000 in the Project Fund for the replacement
of the Village's streetlights and related materials. This includes poles, fixtures and installations. It
was previously determined the Village can reduce its energy costs and maintenance by converting

from the existing sodium vapor bulbs to light emitting diode (LED) bulbs that can be installed in the
standard Town & Country streetlight lanterns. Because there are only a limited number of local

and reliable vendors who can supply LED bulbs that are compatible with the existing Town &
Country lanterns (only those manufactured by General Electric), staff requested quotes in lieu of
advertising for proposals.

The lowest priced proposal for the desired 260 LED compatible General Electric bulbs was from
Graybar, in which the Village has purchased numerous streetlight products from in the past and

has a great working relationship. Staff recommends that the proposal from Graybar be
accepted. The waiving of the formal bidding requirements contained in the Village's Purchasing
Manual is necessary because requests for formal quotes were not posted.
Staff recommend the adoption of the resolution to waive formal purchasing requirements and
accept the Proposal from Graybar in the not-to-exceed amount of $113,700.60 for the Town &

Country LED compatible streetlight fixtures and authorize execution of the purchase order by the
Village Administrator.
Mayor Johnson said there is a limited number of local and reliable vendors.
Mayor Johnson asked for public comment on Agenda Item 4. There was none.

Macdonald.

5. RESOLUTION NO. 26-R-172: A Resolution Approving a Professional Services Agreement
with Trotter Associates, Inc. for Engineering Design Services for the Screw Pump No. 2
Replacement Project at the Wastewater Treatment Plant

The Fiscal Year 2026/27 Annual Budget provides $125,000 in the Utility Capital Improvement Fund
for engineering design services for the Screw Pump No. 2 Replacement project at the treatment
plant. The three screw pumps, each with a pumping capacity of 10 million gallons/day, serve as
the "front-line" pumps for the treatment plant where all incoming sewage needs to be "lifted up" into
the plant.

Board of Trustees IVleeting Minutes August 25, 2026
The Public Works Department staff issued a Request for Qualifications (RFQ) to select a civil
engineering firm who specialized in screw pump replacement and other capital improvement
projects for wastewater treatment plants. Six firms responded to the RFQ, and three were selected
for follow-up interviews. Ultimately the firm of Trotter Associates, Inc. was selected based on
having the most experienced firm and project team in relation to screw pump replacement
projects.
Staff has requested and received a proposal for engineering design services from Trotter
Associates, Inc. in the amount of $123,100 for the project. The proposal will be included as an
attachment to the Village's standard professional services agreement.
