PART I
PROJECT DESCRIPTION/SCOPE OF SERVICES/TIMING
A. PROJECT DESCRIPTION
The Pontiac WWTF is a 3.5 mgd facility that receives a significant fraction of its load from leachate
from a local landfill. The treatment plant recently completed constructing new facilities and
structures and has a N03 /N0 2 limit of 10 mg/L. The City has entered into a compliance commitment
agreement (CCA) with IEPA to achieve N03/N02 removal according to the CCA schedule. The
previous construction project included the installation of piping for nitrate recycle from the aeration
tanks effluent box to the beginning of the anoxic zone of the activated sludge system. However, the
recycle pump was not designed or installed at that time. The City retained Donohue to perform the
design and bidding services for the required nitrate recycle pump.
The City is seeking assistance from Donohue to perform the construction related services for the
installation of the nitrate recycle pump, VFD, electrical service, process piping and civil improvements
for the proposed installation of the recycle pump. In addition, SCADA services for the provision of the
new PLC control panel and the associated programming for the new recycle pump control system will
be provided by Donohue.

Pontiac Wastewater Treatment Plant (WWTP)
Nitrate Recycle Gate Purchase Order Memorandum
Issue Date
June 15, 2026
To
Brad Duncan, City of Pontiac
From
Kristin Anderson, Donohue & Associates, Inc.
Subject
Nitrate Recycle Gate Purchase Order
Project
WWTF Nitrate Recycle Pump Design
DONOHUE
Introduction
The City of Pontiac has recently entered into a compliance commitment agreement (CCA) with the Illinois
Environmental Protection Agency (IEPA) to achieve NO3/NO2 (Nitrate/Nitrite) removal according to the
CCA schedule. As part of these compliance efforts, it was agreed that the nitrate recycle pump would be
installed in the aeration basin effluent box. The previous construction project included the installation of
piping for nitrate recycle but the recycle pump was not designed or installed at that time. Pontiac retained
Donohue & Associates, Inc. to complete design and bidding services regarding the pump installation.
The recycle pump has been procured by the city and is awaiting delivery. As a part of Donahue's design a
gate will be installed at the anoxic zone to provide isolation from the aeration basin effluent box when
the pump is down for maintenance.
This memorandum serves as a summary for the gate design and recommended equipment selection for
purchase by the City. The pump installation and associated VFD, electrical, and piping improvement work
will be put out to bid June 15, with the contract to be awarded in July. It is recommended that the gate is
purchased early to reduce delivery delays and stay on schedule with the CCA.
Gate Selection
The gate will be mounted to the existing 24" recycle pipe at the anoxic zone installed in the previous
project. The gate is a 316 stainless steel , flange mounted, self-contained sluice gate.
Two manufacturers were evaluated, Whipps and RW Gate. The pricing and delivery times for each
manufacturer are outlined in the table below.

$19,425.00

$29,700

Both manufacturers meet the specifications provided by Donohue. However, Whipps provides lower cost
and shorter delivery times. It is recommended that the Whipps Model 924 gate be procured for this
application. Attached are the procurement documents including the manufacturer's proposal, scope and
Donahue's specifications.

POWER P RICES RISE WHILE SAVINGS OPPORTUNITIES EXPAND
MARKET UPDATE
Power prices in 2026 have stayed
relatively steady since their drastic
increase in 202s. ComEd residents
will see their power prices increase
from 9.6¢ per kWh to 10.4¢ per kWh.
Most of these increases are from the
PJM Capacity auction. Capacity is the
insurance policy for the grid,
ensuring there is enough power
plant capacity up to three years in
advance to prevent blackouts. This
increase comes mostly from the
increase in data centers.

CARBON FREE RESOURCE
ADJUSTME NT C RED IT
Every year, ComEd releases their fixed rate for
residential and small commercial customers in
the month of May. Since ComEd's base
electricity rates are built on advance forecasts,
the PEA (Purchase Electricity Adjustment)
serves as a mandatory monthly financial
correction. The month of May had the highest
PEA adjustment in ComEd history of 8.166¢,
meaning the final supply cost was 17.826¢ per
kWh. Most of NIMEC's members have a fixed
rate, meaning they are immune from the PEA
spike that residents see.

However, when ComEd prices rise, their
delivery costs drop due to the Carbon Free
Resource Adjustment. The month of May had a
CFRA credit of 6.414¢, greatly lowering the
delivery costs. NIMEC members on fixed rates
received this credit automatically, offsetting
rising delivery charges. For many of our
members, this could be tens of thousands of
savings. NIMEC anticipates this great of a credit
for only one month, and it should return to a
much smaller amount starting in June billing. If

Community Solar
While supply costs cont.inue to increase
throughont the country, there Rre a few
incentive" in Illinois to help wit rising
costs.
Community Solar is a state sponsored
program that provides 10% savings,
without the need to install solar panels
on site. In essence, organizations "rent"
solar panels from solar farms in rural
Illinois and in turn receive credits on
their power bill. In the recent months,
ComEd has allowed credits to be billed
by the supplier, aUo,ving for no change in
billing for many NIMEC organizations.
NIMEC has successfully partnered with
15+ organizations to receive credits with
Community Solar. Many of those
organizai-ions receive over $20,000 in
annual savings.

Battery Storage
Tn addition to Community Solar, NTMEC
has been working with developers on
battery storage and demand response.
Battery storage allows your organi·lation
to capture electricity when rates are low
and save it for later use. When power
demand on the grid spikes and electricity
becomes expensive, demand response
programs pay you to temporarily reduce
your grid usage. Instead of disrupting
your operations during these peak
periods, you can seamlessly switch over
to your stored battery power. This
effectively

combination
flattens your energy spikes, dramatically
lowering your utility bills. Beyond the
financial
savings,
immediate
participating in these programs actively
stabilizes the local grid and reduces
refomce on fossil-fuel backup plants.
