its adoption.
Ordinance for a Budget Amendment for Additional Cameras
WHEREAS, during the implementation of the Countywide Camera project, several
coverage shortcomings were discovered, as well as some existing legacy infrastructure that was
unknown during the project planning and bid process. Upon discovery of these, County staff
worked with Montel/Hartmann to assess the needs, engineer solutions and obtain a budget.
The pricing was reviewed by the County’s stakeholders and a mutual agreement was reached

WHEREAS, 55ILCS 5/6-1003(2014), states, “After the adoption of the county budget, no
further appropriations shall be made at any other time during such fiscal year, except as provided

Background Information:
Since 2019 Winnebago County (County) has partnered with Keep Northern Illinois
Beautiful (KNIB) in the participation of the Illinois Consumer Electronic Waste Recycling
(CERA) Program. KNIB are requesting $10,000 from the County Host Fees to hold a electronic
waste recycling collection event September 19th from 9 AM to 12 PM. These funds would cover
the operational expense of hosting an event like this making it free to the public and reducing
electronic waste to the landfill. KNIB estimates that an event like this would generate
approximately 400 vehicle participants, each having on average 4 televisions &/or monitors as
well as 2-3 other electronic devices.
Recommendation:
Administration and the County Board has supported the participation in the CERA Program since
2019. More recently the Board approved Resolution 2020-CR-026 (FY-2021), 2021-CR-027 (FY2022), 2022-CR-013 (FY-2023), 2023-CR-028 (FY-2024), 2024-CR-025 (FY-2025), 2025-CR038 (FY-2026), 2026-CR-019 (FY-2027).

Revolving Loan Fund
Summary for:
Brother Farve’s Seamless Gutters & More LLC (Farve)
Description of Business & Project:
Brother Farve’s Seamless Gutters & More LLC (“Farve”) is a construction contracting business
specializing in storm gutter repair and replacement and installation of siding on houses. The
business, which was started in November 2022, is owned exclusively by Jesse Farve. Mr. Farve
purchased the building occupied by his business in 2025 from Jason Bennett for $190,000. The
Seller financing was interest only payments at 11%. Providing permanent financing as proposed
herein will allow him to begin amortizing debt to build equity in his business while reducing his
interest expense. County has assisted borrower previously with a $25,000 loan for equipment.
That loan is current and has been paid as agreed.
RLDC Recommendation:
Staff recommends a $50,000 7-year loan to be fully amortized over 15 years at 7.0% for the following
reasons:
1) Participation in this project contributes to the projected creation of four (4) FTEs.
2) Farve has historical demonstrated operating cash flow more than adequate to support
project debt.
3) The loan appears adequately protected by project collateral. projected to contribute to the
creation of two (2) FTE’s.
Other Conditions:
•
Personal guarantee from Jesse Farve.
•
Subordination Agreement from Seller limiting repayment to ten-year term at an interest rate not to
exceed 8.0%.

Revolving Loan Fund
Summary for:
Brother Farve’s Seamless Gutters & More LLC (Farve)
Strengths:
Strengths & Weaknesses
1) Participation in this project contributes to the projected creation of four (4) FTEs.
2) Farve has historical demonstrated operating cash flow more than adequate to support project debt.
3) The loan is strongly protected by project collateral.
Weaknesses:
1) Farve’s is a relatively young business operating in a highly competitive industry with few barriers to
entry. Mitigating this risk is the growth and success it has experienced growing from a home-based
business with no outside financial support to fund its growth.
2) Mr. Farve reports a relatively low credit score due to a three-month delinquency on a $2,200 bill. He
has promised to resolve this matter expeditiously.
