A. Approval of the Amended Project Use Agreement with Solid Waste Agency of Northern
Cook County for Continued Waste Transfer Services.
The Solid Waste Agency of Northern Cook County (SWANCC) was first developed in 1988
under an Agency Agreement between multiple northern Cook County municipalities. Aside
from coordinating the efficient transfer of waste to landfills, SWANCC provides several
additional resources to its member communities, including help with waste diversion through
recycling, hazardous waste management, composting, waste hauling support, and assisting
with the spring greening event. Stemming from this agreement, a Project Use Agreement
(PUA) was entered into to develop the facilities necessary to efficiently transfer regional
waste to a landfill with greater economies of scale. The agreement led to the construction of
the Glenview Transfer Station which the Village has been hauling its waste to ever since. The
original PUA had a forty-year timeframe which ends in December of 2031. SWANCC is now
requesting members review and renew the PUA for another 20 years with minimal changes.
The Village currently pays approximately $55.18 per ton of waste delivered to the transfer
station. This rate is roughly eighteen to twenty five percent lower than the estimated cost
the Village would incur if it were to haul waste to a private transfer station. I concur with
staff’s recommendation and respectfully request Board approval of the Resolution approving
the amendment to the Project Use Agreement with the Solid Waste Agency of Northern Cook
County.
Christina Seibert, Executive Director of Solid Waste Agency of Northern Cook County will
provide a presentation.
B. *Approval of IDOT Agreements to Address Increased Construction and Engineering Costs
for the Oakton Street Multi-Use Path Project.
The Village of Skokie has been working with Niles and Morton Grove to improve pedestrian
access along Oakton Street connecting the three communities. Specifically, a multi-use path
along the south side of Oakton Street from Gross Point Road in Skokie to west of Caldwell
Avenue in Niles. The Villages previously entered into an Intergovernmental Agreement (IGA)
which memorialized that all construction and construction engineering costs are to be split
equally amongst the three communities. Both the construction and construction engineering

costs have increased and require updated Illinois Department of Transportation (IDOT)
paperwork in order to request reimbursement from federal and Invest in Cook funding
obtained for the project. I concur with staff’s recommendation and respectfully request
Board approval of the two Resolutions authorizing the Village Manager to execute two
required IDOT forms to increase federal and local costs associated with the Oakton Multi-Use
Path, Gross Point Road to Caldwell Avenue project.
C. *Police Department Voice Projection Units for Respirators – Ray O’Herron, Inc., Danville,
Illinois - $35,250.
The Fiscal Year 2027 Equipment Replacement Budget contains funding for the purchase of 60
Voice Projection Units (VPU). The units will allow officers to communicate more effectively
while maintaining respiratory protection, particularly during tactical operations, chemical
agent deployments and other hazardous environments. Improved communication will reduce
the potential for misunderstandings, enhance coordination and support de-escalation
efforts. I concur with staff’s recommendation and respectfully request Board approval and
acceptance of the proposal submitted by Ray O’Herron Inc. for 60 Voice Projections Units in
the amount of $35,250 and for authorization for the Village Manager to enter into a contract
for said purchase.
D. *RingCentral Cloud Hosted Phone System/Three Year Agreement.
The Village’s current phone system, ShoreTel, was implemented in 2008 and later acquired
by Mitel in 2017. In 2022, Mitel announced the end-of-life for the ShoreTel/Mitel system,
initially indicating support through 2029. However, in 2025 Mitel accelerated this schedule
and moved the end-of-support date to December 31, 2025. As a result, the system is no
longer receiving operating system updates, patches, or security enhancements, creating
significant operational and cybersecurity risks. Following extensive research and vendor
demonstrations, staff recommends adopting the RingCentral platform. I concur with staff’s
recommendation and respectfully request Board approval and acceptance of the proposal
submitted by RingCentral, Belmont, California for access to their Cloud Hosted Phone System
and maintenance services in the amount of $5,184.99 per month and for authorization for
the Village Manager to enter into a contract for said services.

SUBJECT:
Agenda Item – Solid Waste Agency of Northern Cook County (SWANCC)
RECOMMENDATION
Staff hereby requests the Village Board adopt the amendment to the SWANCC Project Use
Agreement, extending the community’s waste commitment to SWANCC through December 31,
2051.
BACKGROUND
SWANCC was first developed in 1988 under an Agency Agreement between multiple northern
Cook County municipalities. Currently there are twenty-three member communities
participating. Stemming from this agreement a Project Use Agreement (PUA) was entered into
to develop the facilities necessary to efficiently transfer regional waste to a landfill with greater
economies of scale. The agreement led to the construction of the Glenview Transfer Station
which the Village has been hauling its waste to ever since. The original PUA had a forty-year
timeframe which ends in December of 2031. SWANCC is now requesting all the members to
review and renew the PUA for another 20 years with minimal language changes in the
agreement.
ANALYSIS
Aside from coordinating the efficient transfer of waste to landfills, SWANCC provides several
additional resources to its member communities. These include best practices for waste
diversion such as recycling guidance, a cost share household hazardous waste program,
compost program support, assistance with waste-hauling contract development, spring
greening support, and ongoing updates to help communities remain at the forefront of the
waste management industry.
The Village currently pays approximately $55.18 per ton of waste delivered to the transfer
station. This rate is roughly eighteen to twenty five percent lower than the estimated cost the
Village would incur if it were to haul waste to a private transfer station. SWANCC is able to offer
this reduced pricing due to economies of scale created through its regional partnerships, as well
as the additional revenue generated from private haulers and small waste/demolition hauling
contractors who pay higher tonnage rates to use the Glenview Transfer Station. The location of
the Glenview Transfer Station is also conveniently located for our Refuse trucks to deliver
waste.
Return to Memo
Furthermore, staff discussed the openness of this agreement to adapt to ever changing waste
trends and best practices with SWANCC. This agreement along with the Glenview Transfer
Station does have the possibility to accommodate a change in waste streams and practices.

RE:
SWANCC Project Use Agreement – Proposed 20-Year Extension
DATE:
September 22, 2026
Purpose
The Solid Waste Agency of Northern Cook County (SWANCC) is asking each of its 23 Member
communities to extend the Project Use Agreement (PUA) with SWANCC and associated commitment
of residential waste to the SWANCC system for an additional 20 years, through December 31, 2051.
The current PUAs expire December 31, 2031. The proposed extension is intended to preserve the
benefits Members receive from collectively managing waste transfer and disposal through SWANCC,
while providing certainty regarding waste commitments before procuring the next operating agreement
for the Glenview Transfer Station (GTS).
What is the PUA?
The original PUAs were adopted by each Member in 1992 to establish the commitment of Member waste
to the Agency's planned waste system and the method for funding its development and operation. The
principal facility ultimately developed by SWANCC was the Glenview Transfer Station, which opened
in 1994 and continues to provide transfer and disposal service for Members’ residential waste today.
The PUA allows SWANCC to aggregate Member community waste and use that collective volume to
obtain competitive transfer and disposal pricing. For Members, it separates transfer and disposal costs
from residential collection costs, allowing communities to see and evaluate these costs independently. It
also sustains market competition for waste collection contracts by providing equal access to waste
transfer and disposal capacity to all haulers, regardless of their individual ownership of such assets.
The proposed amendment makes only two changes to the existing PUA, based on review by SWANCC
staff, legal counsel, and Member representatives making up SWANCC’s Board of Directors:
1. Updates the definition of the “Project” to reflect the current scope of the SWANCC system; and
2. Extends the PUA term by 20 years, through December 31, 2051.
It is important to note that the PUA is not the agreement governing SWANCC membership. Allowing a
PUA to expire would not, by itself, withdraw a community from SWANCC or dissolve the Agency.
Membership is governed separately by the Agency Agreement.
Return to Memo
Why extend the PUA?
There are several reasons to support extension of the PUA:
Preserve collective purchasing power and cost control. SWANCC aggregates approximately
250,000 tons of Member waste annually. This volume gives SWANCC substantially greater
leverage in negotiating transfer and disposal services than an individual community could
achieve on its own. The 2021 SWANCC Strategic Plan identified continuing to aggregate
Member waste for the best disposal pricing and maintaining long-term stable disposal costs as
Members' highest strategic and financial priorities.
Maintain reliable access to transfer and disposal capacity. The GTS provides Members with
convenient access to transfer capacity and flexibility to access multiple regional landfills.
Regional landfill capacity remains limited, with approximately 12 years of aggregate remaining
capacity at landfills serving the region. The GTS provides disposal flexibility as individual
landfills reach capacity.
Protect competition for residential collection contracts. Because Member waste is committed to
SWANCC, a hauler does not need to own a transfer station or landfill to compete for a
community's collection contract. This "levels the playing field" among haulers and insulates the
Members from monopolies and corporate consolidation impacts.
Maintain transparency over waste management costs. Separating collection costs from transfer
and disposal costs makes it easier for the community to determine what is driving changes in its
waste management costs. Labor, fuel and fleet costs can be evaluated separately from disposal
costs, improving the community's ability to negotiate and manage collection contracts.
Continue leveraging revenue generated by non-Member waste. The GTS accepts waste from
commercial haulers, contractors, small haulers and other non-Member customers. This revenue
has helped offset SWANCC administrative, maintenance, and special program costs, reducing
the effective cost of Agency services to Members.
Provide certainty for the next GTS operating contract. The current GTS operating agreement also
expires December 31, 2031. The scope and competitiveness of the next contract will depend in
part on the amount and duration of Member waste commitments. Extending the PUAs now
provides operational certainty and allows SWANCC to pursue more favorable contract terms.
What happens if the community does not extend?
Not extending the PUA does not mean the community leaves SWANCC. A separate action would be
required to withdraw from Agency membership. However, if the community allows its PUA to expire,
it would no longer have a contractual commitment to deliver its residential waste through the SWANCC
system after 2031. The community would then need to address transfer and disposal through its
collection contractor.
Return to Memo
The principal impacts and risks include:
Loss of collective buying power and cost transparency, with potential for higher waste service
costs. The community would negotiate transfer and disposal as an individual community rather
than as part of SWANCC's aggregated tonnage, providing less leverage than SWANCC's
aggregated volume. Transfer and disposal costs would become part of the hauler's overall
collection pricing, making it more difficult to identify the source or driver of future price
increases and negotiate each independently.
Reduced collection contract competition. Haulers with their own transfer/disposal infrastructure
would have an advantage over competitors without local infrastructure. This will shrink the pool
of potential haulers who can competitively offer services.
Greater municipal risk. The community would lose the added regulatory, market, disposal
capacity, and contracting risk mitigation afforded by its waste commitment through SWANCC,
with risk shifting to the community.
Loss of access to GTS-related financial benefits. A non-PUA Member would not participate in
the financial benefits generated through the GTS's non-Member waste revenue.
Skokie-specific impact
The following information quantifies the financial value of the PUA to Skokie based on data from
SWANCC’s most recent completed fiscal year (FY2026). Without PUA renewal, waste transfer and
disposal would be added to your waste collection costs and would be expected to increase compared to
the costs incurred through SWANCC:
Metric
Residential waste delivered to SWANCC
SWANCC transfer/disposal cost/ton
SWANCC transfer/disposal expenditure
Estimated increase with loss of GTS revenues
Current Value / Estimated Impact
17,473.43 tons
$55.18/ton (budget) / $50.84/ton (actual)
$888,386.71
$6.24/ton / $109,034.20
Recommendation
SWANCC staff recommends that the Village Board adopt the amendment to the SWANCC Project Use
Agreement, extending the community's waste commitment through December 31, 2051.
The proposed extension is fundamentally a decision to preserve a proven regional purchasing and wastemanagement structure rather than assume greater individual community responsibility and risk after
2031. SWANCC staff's analysis recommends that all Members extend their waste commitments because
doing so preserves regional cooperation, market leverage, cost control, and the investment already made
in the SWANCC system.

Agenda Item – November 2, 2026
Oakton Street Multi-Use Path, Gross Point Road to Caldwell Avenue
i) Local Public Agency Amendment #1 Agreement for Federal Participation
ii) Supplemental Local Public Agency Engineering Services Agreement for
Phase III Engineering Services
Recommendation
Staff recommends the Village Board approve two Resolutions authorizing the Village
Manager to execute two required IDOT forms to increase federal and local costs associated
with the Oakton Multi-Use Path, Gross Point Road to Caldwell Avenue project.
Background
The Village has been working with the neighboring communities of Niles and Morton Grove
to improve pedestrian access along Oakton Street connecting the three communities. The
general scope of work for this project is a multi-use path along the south side of Oakton Street
from Gross Point Road in Skokie to Caldwell Avenue in Niles. The first stage of path
construction is substantially complete.
The Villages previously entered into an Intergovernmental Agreement which memorialized
that all construction and construction engineering costs are to be split equally amongst the
three communities. Both the construction and construction engineering costs have increased
and require updated IDOT paperwork in order to request reimbursement from the federal and
Invest in Cook funding obtained for the project. The construction cost increased $194,098.
$155,278 will be funded federally with $38,820 the remaining local cost to be split equally
amongst the Villages. The construction engineering cost increased approximately $35,000.
$28,000 will be federally funded with the remaining $7,000 to be split equally amongst the
Villages. The total cost increase per Village is $15,273.33.
Please present this recommendation for approval to the Mayor and Board of Trustees at the
November 2, 2026 regularly scheduled meeting.

Agenda Item – Police Department Voice Projection Units for Respirators
Background
The FY27 CIP Equipment Replacement Budget contains funding for the purchase of 60 Voice
Projection Units (VPU). The units are fitted on department-issued respirators allowing officers
to communicate more freely and clearly. Respirators can significantly muffle an officer’s voice,
making it difficult to communicate commands and coordinate with other responding personnel.

Recommendation:
Staff hereby requests the Village Board of Trustees’ approval and acceptance of the proposal
submitted by Ray O’Herron Inc. for 60 Voice Projection Units in the amount of $35,250 and
authorization for the Village Manager to enter into a contract for said purchase. Ray O’Herron
Inc. is the local supplier for the proprietary VPU’s that fit on the Police Department’s inventory
of respirators.
A VPU is an electronic speaker and digital audio device that attaches to a respirator to amplify
the wearer’s voice without breaking the seal or compromising the respirator. The units will allow
officers to communicate more effectively while maintaining respiratory protection, particularly
during tactical operations, chemical agent deployments and other hazardous environments.
Improved communication will reduce the potential for misunderstandings, enhance coordination
and support de-escalation efforts.

Agenda Item – RingCentral Cloud Hosted Phone System/Three Year Agreement
Background
The Village’s current phone system, ShoreTel, was implemented in 2008 and later acquired by
Mitel in 2017. In 2022, Mitel announced the end-of-life for the ShoreTel/Mitel system, initially
indicating support through 2029. However, in 2025 Mitel accelerated this schedule and moved
the end-of-support date to December 31, 2025. As a result, the system is no longer receiving
operating system updates, patches, or security enhancements, creating significant operational
and cybersecurity risks.
To sustain efficient operations and safeguard the Village’ technology environment, IT staff
initiated a review to identify a replacement phone system that meets current and future needs.
Staff consulted with peer agencies that recently transitioned away from ShoreTel to evaluate
performance of alternative solutions.
Following extensive research and vendor demonstrations, staff recommends adopting the
RingCentral platform. RingCentral offers enterprise-grade uptime supported by geographically
redundant data centers, reducing the likelihood of service interruptions due to hardware failure
or local outages. The pricing and contract are available through a competitively solicited
cooperative agreement for government agencies. The plan includes all required features, such
as voicemail, SMS messaging, fax, and video conferencing.
The new system will be billed monthly at a cost of $5,184.99 under a three-year agreement.
This modernization advances the Village’s fiscal and sustainability goals by improving system

reliability, reducing maintenance overhead, enhancing communication capabilities, and
generating substantial cost savings, estimated at more than $10,000 per month.
Budget

$5,184.99/mo.
Recommendation
Staff hereby requests the Village Board of Trustees’ approval and acceptance of the proposal
submitted by RingCentral, Belmont, CA. for access to their Cloud Hosted Phone System and
maintenance services in the amount of $5,184.99 per month and authorization for the Village
Manager to enter into a contract for said services.
Comments
This purchase is based on the Sourcewell Contract 120122-RNG that was awarded to
RingCentral. Sourcewell is the nation’s largest and most experienced cooperative purchasing
organization for the public sector. Contracts available through Sourcewell partners are
competitively solicited and publicly awarded through lead agencies. As a long-time member of
the U.S. Communities Cooperative, the Village now benefits from access to an even larger pool
of contracted products and services. The pricing for the purchase recommended herein was
researched by staff and is extremely competitive. The scale of discount would not be available
to the Village through the standard bidding process.
Existing telephone hardware will be refreshed and implemented with the phone system.

CONSENT
*A. Ordinance, Modified Review, 3626 Touhy Avenue
Item A is on the consent agenda for second reading and adoption. The first reading was on
September 22, 2026.
This Ordinance will amend the previously approved Village Ordinances 15-4-Z-4132 (site plan
approval), 12-5-Z-3904 (special use permit) and 13-3-Z-3968 (special use permit) pertaining to the
planned development, Touhy Marketplace, located at 3626 Touhy Avenue.
These amendments will allow for: (i) the adoption of a revised site plan allowing the Walmart building
to be improved with a 982 square foot addition, which will be used for mobile order fulfillment; (ii)
reconfiguration of portions of the outdoor sales area; and (iii) a removal of the cap on the number of
propane tanks that can be stored in outdoor cages on the premises.
The Corporation Counsel, Plan Commission Chairman and Community Development Director
reviewed the requested amendments and found they are in substantial compliance with and do not
change the intent of the above referenced Village Ordinances, and the modified review procedure
was appropriate.
*B. Ordinance, Site Plan Approval, Orchard Village, 2026-17P
*C. Ordinance, Zoning Map Amendment, Orchard Village, 2026-20P
*D. Ordinance, Subdivision, Orchard Village, 2026-21P
Items B, C and D are on the consent agenda for second reading and adoption. The first reading was
on October 5, 2026.
Items B, C and D are Ordinances that concern Orchard Village, a not-for-profit corporation which
provides services to persons with developmental disabilities, located at 7620 Gross Point Road. Item
B is an Ordinance that will grant approval to revise the previously approved site plan. This will allow
the addition of a new parking lot, which will include two more ADA accessible spaces and will
increase the total number of parking spaces from 80 to 96 spaces. With the construction of the new
parking lot, additional stormwater detention will be required as well. The revised site plan also
outlines modifications to the existing site landscaping. Item C is an Ordinance that will amend the
current Zoning Map to change a portion of the Orchard Village property from an M1 Office
Assembly Industry district to an M2 Light Industry district, in order to create uniform zoning across
its campus and facilitate the consolidation of its properties into one lot. Item D is an Ordinance
that will approve the consolidation of the two lots currently occupied by the Orchard Village
campus into one.

SUBJECT:
CASE 2026-22P – A REQUEST BY THE MILLO GROUP II, LLC., FOR SITE PLAN
APPROVAL TO MODIFY AND EXPAND THE EXISTING BUILDING AT 4820 SEARLE
PARKWAY FOR A 58-UNIT TOWNHOME PROJECT TO INCLUDE AN INTERIOR
PARKING LOT, MODIFIED SITE LANDSCAPING, AND ANY RELIEF THAT MAY BE
DISCOVERED DURING THE REVIEW OF THIS CASE.
CASE 2026-23P – A REQUEST BY THE MILLO GROUP II, LLC., FOR A SUBDIVISION
OF 7 LOTS INTO 1 LOT AT 4820 SEARLE PARKWAY AND 4901 MAIN STREET, IN
AN M2 LIGHT INDUSTRY ZONING DISTRICT.
CASE 2026-24P – A REQUEST BY THE MILLO GROUP II, LLC., FOR A ZONING MAP
AMENDMENT TO CHANGE THE ZONING DISTRICT FOR 4820 SEARLE PARKWAY
FROM M2 LIGHT INDUSTRY TO TX TRANSIT MIXED-USE.
PLAN COMMISSION RECOMMENDATION AND ANALYSIS
At the September 17, 2026, Plan Commission public hearing, the requests from The Millo
Group, LLC., for Site Plan Approval, for a zoning map amendment to change the zoning
designation from M2 light industry to TX transit mixed-use, and to subdivide seven lots into one
for the property at 4820 Searle Parkway in the M2 Light Industry District were recommended as
APPROVED by a vote of 7 ayes and 0 nays, with 2 members absent.
Commissioner discussion addressed the proposed development’s compatibility with the
surrounding area, its potential contribution to downtown revitalization, and the conversion of
industrial property to a residential use. Commissioners considered the site’s proximity to the
Oakton-Skokie Yellow Line Station and other transportation options, as well as the property’s
extended vacancy and the potential in redevelopment to reinvest in the site and support
continued economic stability and expansion in the downtown area. Discussion also included the
potential impacts of rezoning on the Village’s industrial and commercial tax base and the
broader implications of transitioning the property to residential use.
The Commission further reviewed the requested reduction in the east drive aisle width from
the required 24 feet to 23 feet. The applicant identified existing site constraints, including the
locations of fire hydrants and a utility pole, as factors necessitating the proposed modification.
The Commission also discussed the applicant’s request to provide a payment in lieu of

constructing the three required affordable housing units, noting that the determination
regarding this payment option falls under the authority of the Village Board of Trustees.
Following its discussion, the Plan Commission voted unanimously, 7–0, to recommend in favor
for granting Site Plan approval, subdivision, and zoning map amendment requests, and also the
requested driveway-width relief.

LEGAL NOTICE AND PUBLIC COMMENT
Two members of the public spoke in support of the proposed development. Another member
of the public expressed concerns regarding the applicant’s proposed $300,000 payment in lieu
of providing three affordable housing units on-site. No written public comment was received
for any of the cases.
APPEARANCE COMMISSION
The proposed exterior alterations were referred to the Appearance Commission for review.
Additional renderings and building elevations were presented to illustrate the proposed
improvements. At its October 14, 2026 meeting, the Appearance Commission granted a
Certificate of Appropriateness for Case 2026-047A at 4820 Searle Parkway, subject to
conditions intended to enhance the building’s visual appearance through the incorporation of
artwork, canopies, and ornamental lighting.

site access will enhance the functionality and
appearance of the property while maintaining
appropriate relationships with surrounding
properties.
The request can demonstrate that adequate public
facilities, including roads, drainage, utilities, and
police and fire protection exist or will exist to serve
the requested use at the time such facilities are
needed.
The property is served by existing roads, utilities,
drainage infrastructure, and police and fire
protection. The proposed development will be
responsible for public facility improvements
necessary to accommodate the proposed use.
The request demonstrates adequate provision for
maintenance of the associated structures.
The request will have adequate provisions for
maintenance of the associated structures.
The request has considered and, to the degree
possible, addressed the adverse effects on the

Proposed Positive Findings of Fact
2026-24P: Zoning Map Amendment
Consideration
The map amendment is consistent with the
Comprehensive Plan or development trends in the
area that have taken place since the affected
property was placed in the present zoning district.
After identifying the existing uses and zoning
districts in the area, the property in question is
more suitable for the uses allowed under the
proposed zoning district than the existing zoning
district.
Finding
The proposed map amendment from the M2
Light Industry District to the TX Transit Mixed-Use
District is consistent with the development trends
in the surrounding area, which have increasingly
supported a transition from traditional industrial
uses toward a broader mix of residential and
mixed-use development. The proposed TX
District is intended to accommodate a mix of uses
and is appropriate for the property's location and
surrounding development pattern. The proposed
amendment would facilitate the redevelopment
of the property with a 58-unit townhome
development, representing a transition toward a
more compatible and productive use of the site
while supporting the continued evolution of the
area
The property is more suitable for the uses
permitted within the proposed TX Transit MixedUse District than for the uses permitted under
the existing M2 Light Industrial District. The
proposed development would establish 58
townhome units on the property and would
provide a residential use that is compatible with
the property's location and the existing
development pattern in the surrounding area.
Rezoning the property to TX would allow the site
to be redeveloped in a manner that better
reflects its current context and provides an
appropriate transition away from its existing
industrial zoning. The proposed zoning would
therefore provide greater flexibility for a
compatible redevelopment of the property while
supporting the continued transition and
reinvestment occurring in the area. The proposed
rezoning is also generally consistent with the
long-range planning objectives identified in the
Village’s 2020 Plan for Sector A: Downtown,
which provides a framework for future
redevelopment and encourages appropriately
located residential and mixed-use development
that supports the continued revitalization of the
Downtown area.

ADDITIONAL PLAN COMMISSION ANALYSIS
Commissioner discussion centered around concerns that vehicles offered for rent by the
business would have the potential of being too large to fit within a standard parking space and
impact the adjacent parking spaces as well as the adjacent shared driveway. Commissioners
requested that the Recommended Conditions be amended to include a condition which
requires that all vehicles be of a size and dimension fit in a standard auto vehicle parking space.
LEGAL NOTICE AND PUBLIC COMMENT
Legal notice was properly posted, advertised, and delivered to all property owners in the area
of the subject site as prescribed by the Zoning Chapter. No one from the public spoke regarding
the case during the hearing.
APPEARANCE COMMISSION
No modifications are being made at the subject site that require Appearance Commission
review.
