I move to approve.
Tischbein
Second.
Barksdale
All in favor?
All
Aye.
Barksdale
Opposed?
[No response]
Okay, those minutes are approved and now we move on to Public Presentations and
Comments. Anyone? No? Okay, nobody is here to speak so we’ll move on to Staff
Reports. Jarod –
Staff Reports
Logsdon
Thank you, Kris. Good evening Park Board. Just a couple of items I want to highlight
from the Superintendent Report. In the month of November we, members from the
team attended the IPRA conference. That’s the annual Indiana Parks and Recreation
Association conference held in Muncie this year. I want to give a special shout out to
two of our Naturalists – Naturalist Felling and Naturalist Stuart, who presented on
nature programming which is pretty unique for the state so it was well-attended
seminars.
Moving over to Maintenance, we had 416 work orders created in the month of
November, 394 completed. Of those, 371 were preventable and 45 were reactive. The
team also prepared the garden plots for next spring by conducting the fall till and
cleaning out abandoned plots.
I want to jump over to events where our Smashin’ Pumpkins event held at the
beginning of November at Mulberry Fields had 437 attendees of all ages with rubber
mallets, wooden mallets – sorry, helping with composting their pumpkins from the
Halloween season. So I want to give a special shout out to our Recreation
Coordinator, Ray, as well as the Zionsville Fire Department who actually lifted the
pumpkins up and dropped them from the ladder truck. So it’s a growing event every
year, it’s a lot of fun out at Mulberry Fields after the Halloween season.
Today there was a walkthrough of the Mulberry Fields concession stand. A couple of
punch list items were noted. The contractor will continue to work through those.
Some of them will have to be resolved in the spring so we’ll, we’ll hold onto some
funds and carry that contract over but we’re in really great shape and we should be
able to open the restroom portion of those pretty soon for one of these snowy days.
Moving on to Carpenter Nature Preserve – the rustic and paved trails throughout the
site are down. We hit, we were able to get those in before the weather hit. There’s
also been additional site work at the amphitheater and concrete poured and the
contractor will continue to work on the building now that the colder weather has set
in. So we are still looking at substantial completion for the restroom facility in
Page 2 of 16
January and still looking at a May final completion for the whole project. So still on
track, everything’s moving great and that project is, is going well.
And, finally, just to highlight activity on our Big 4 Rail Trail – in the month of
November, we had 9,240 encounters on our trail counter, 2,265 of those were still
cyclists and 6,975 were pedestrians. And that is all from the Superintendent Report.
Barksdale
Okay, great. Any questions anyone?
Tischbein
Just one question on the, on the counts on like the 9,240, so if they go down and back
that’s counting the same person twice?
Logsdon
Yes. So it, it’s, it’s data of activity but it’s not user specific always. Thank you.
Barksdale
Okay, and then next we have Director of Rec Services, Mindy.
Murdock
Good evening everyone. All right, so for the month of November we finished out
with 852 walk-ins to the Zionsville Nature Center. Had some pretty, for as crazy as
November is, some pretty big school programming going on. So we ended up going
out to both Union, Trailside and Boone Meadow Elementary for their first grade to
do some animal adaptations outreach programs and we also finished off the
Creekstomper season with a rental with the Zionsville Swim Club so that was a nice
one.
Just to highlight a few other programs that went on that are kind of fun and unique –
we had a Coffee and Canvas at the Nature Center that did sell out with 15
participants on that one and then we finished off our season in the hoop house with
the Little Sprouts program learning about leaves. As Jarod said, we finished
November with one of our events, Smashin’ Pumpkins, and then, of course, IPRA
with Rachel and Siera and you can see their attendance there for their programs for
those.
We, unfortunately, did say goodbye to our Rec Coordinator, Sally Harrell. Her last
day with the department was November 8th so good luck for her. We will not be
filling that position anytime soon so just moving forward I will be taking over some
of those programming so.
And then we started off our Winterfest season. So we had our first event last
weekend. I know it’s December but I want to talk about it because it’s so well
received. So we kicked off Winterfest with our Maker’s Market last Saturday with 75
different vendors. We had almost 3,000 attendees. The best you can count when
people are coming from every which direction so roughly about 3,000, a lot of
shopping, very happy vendors. So we look forward to bringing it back next year and
continuing to see it grow so. That’s all I have unless you guys have any questions for
me.
Murdock
Yeah?
Tischbein
Last January we talked about the igloos in Lincoln Park.
Murdock
Yes.
Tischbein
And so because we’re under partial construction are those going to be relocated to
some other location?
Murdock
So we are, there’s several things that with Lincoln that we decided to put on hold for
this year’s Winterfest so the igloos are one of those so they will not be showing up
this year. They’re, they’re in storage. They’ll come by next Winterfest but we didn’t,
decided not to do, of course, Lincoln Lights, we’re not doing the Fireside Nights
program because that was tied to the igloos and we’re also not going to be doing Java
Trail because that was, again, a part of Lincoln Park. So there will be some things
that you won’t see in Winterfest this year but we’re hoping we’ll bring them back
once Lincoln reopens next year.
Tischbein
___ 7:15 kind of an extended and alternate use for those igloos as well we talked
about in January –
Murdock
Yeah –
Tischbein
Have you given that any thought of, now that we’ve got more time to think about that
but if they’re only up for one night or –
Murdock
Yeah. We, we’ve talked a lot about how we can use them so, but yeah –
Tischbein
Thank you.
Murdock
Yeah.
NEW BUSINESS
2026 ZPRD Budget Review
Barksdale
Thank you. And now we’re on to New Business. We’ve got the 2026 Budget Review
for the Parks and Rec.
Logsdon
Thank you. We’ll just pull that up on the screen so we can all follow along. So just,
not gonna go through every single line but just giving a side-by-side comparison of
the 2025 to the ’26 budget and just talking about some of the operational changes
we’ll have in 2026 as it is a more lean year. So starting at the top, the salary line has
been reduced. That is because one of our full-time maintenance positions won’t be
backfilled that we lost this year so, again, moving to a seasonal model where we’ll
have more boots on the ground in the summer but that line does encumber also a 2%
COLA for all of our remaining staff so that is why that line is less but staff still did
receive a pay increase for next year. Modest gains to overtime and then our part-time
pay line is actually flat across the two years but we are changing how we structure
employees within that so we’ll get to that as we get to the recreation budget towards
the end but that will primarily fund a few recreation positions still but primarily
maintenance moving forward.
You might’ve noticed an exaggerated line on the longevity pay. That was a typo, my
mistake. So there’s not $88,000 worth of longevity pay. It is actually just $8,000 and
Page 4 of 16
that is just as employees are with the town longer they are compensated for their
years so.
We’ll jump down to the next series and that supplies. Just a modest increase for
maintenance operations supplies. So that’s every bolt, every fencepost that we need
to purchase throughout the year, increase so we can anticipate Carpenter and, and our
growing park system and growing users. Modest increase to fuel as well as we move
mowing in-house we anticipate not only costs going up but just more consumption
next year. Relatively flat on the other items.
As we jump down to contractual services in the services line, this may look like an
increase and that is because there is earmarked funds for the, the next impact fee
plan. So every five years we have the opportunity to develop a new impact fee so
every single new roof in Zionsville will pay that fee moving forward. So it’s time to
get the ’27 fee in place so we’ll begin that study in 2026. So the 2026 Park Board will
have that proposal before them for consideration. So that’s a percentage of the
increase but moving mowing in-house we’ve actually been able to reduce some of
our overhead within the contractual services line so instead of being a contracted
service, that’s now gonna be part of our operations moving forward. So that does
present some challenges. Obviously, our staff will be much more widespread. With
800 acres of parkland you can imagine how large that contract was. That was
approximately $80,000 this year. So many of those staff hours that were freed up
with that being contracted out are now going to be dedicated to that so that means a
little bit less time for repair, less time for ADA improvements and other
improvements to our park system so it’s just we’re revolutionizing how we conduct
our rounds and patrol of our park system so that we can be the most efficient with our
time.
Moving on –
Perkins
Jarod, I, I have a question on that real quick –
Logsdon
Yes?
Perkins
Is that because of budgetary concerns bringing it in-house or?
Logsdon
Yeah, so that was a cost-saving measure that we proposed with the overall budget as
the Administration moved that forward. So we, we certainly have the expertise to
mow grass. That’s, that’s a base task we’ve always done but taking on the full
portfolio of our park system is a, is a bigger ask but.
Perkins
Are there any, do we have the equipment currently? Are there any concerns that we’ll
need more equipment to support that moving forward?
Logsdon
I do believe we’ll need more equipment. We built that into next year’s budget to
purchase some of that but also later in the agenda tonight we’ll discuss a piece of
equipment that could also help support that in addition to most other things we do but
thank you for that.
Moving down, just modest gains in many of the other lines within our services. A
new line for this year would, is the gas line there and that’s for natural gas since
Carpenter is our first park with natural gas instead of electric so.
Moving to capital improvements – there will be no improvements, no funding in the
improvements line for next year. So historically this line has both been the recipient
of capital funds, as you can see for our Lincoln Park project, as well as it has
provided funds for the simple solutions. So if there’s an ADA slide on a playground
that’s a couple thousand dollars we’re not completing draining our operating. That’s
what those improvement lines were for. It, it, it purchased benches, picnic tables,
some of those smaller things. It had, it was resilient enough to allow for some small
capital requests to come before the Board where they’re a couple tens of thousands of
dollars and when we underspend that line, that is what goes into our non-reverting
capital. So in our Financial Sustainability Plan that was one of the mechanisms for us
to build up our capital reserves. Unfortunately, we won’t be able to do that in ’26 but
my hope is that we will be able to bring it back in ’27 to begin that resilience.
As I mentioned, we will have, we do have $40,000 towards equipment next year so
we will utilize that to purchase an additional mower and other equipment necessary
for our expanding park system.
Moving over to the non-reverting operating – so this is primarily our programming
fund, you’ll notice the part-time line has jumped significantly. That is because we
began to move some of those part-time positions from the general fund into the Parks
non-reverting operating. So that was part of the methodology of the Financial
Sustainability Plan is beginning to develop an enterprise fund for supporting
operations. So we’re taking the first steps of that with ’26 and as we build healthier
cash reserves and we have the revenue to justify it, we’ll continue to move those
positions. Everything else is pretty well the same there.
Moving on to our donations lines – so moving forward donations are going to be a
little bit more streamlined. So when we receive a donation for a specific thing like
our Love for Lincoln campaign or like a donation from the Foundation specifically
for something at Carpenter, those are entered into their own individual lines and can
only be pulled from for those projects. So it’s just allowed us to streamline the exact
same thing is true for our memorial tree and bench program. Historically, we would
have to guess how many benches we might sell and then we would put the
expenditures equivalent to that but now money comes in, money can go out. So it’s
helped streamline that but we will have $65,000 of general donations to help support
operations next year as well.
Lane
Where are those coming from? The $65,000? Is that from the Foundation or?
Logsdon
Umm, it’s, we receive donations throughout the year that’s both historic cash
reserves and then just general donations we’ve received recently. So those are not
assigned to any specific project, they can be utilized as necessary.
Moving over to the golf course fund – so just holding $5,000 for contractual services
should there be anything that the town would be liable for versus the management
contractor. We haven’t had that issue with this budget nor, I don’t believe the last.
There might’ve been some with the last as we transitioned over but just holding that
Page 6 of 16
in there just in case and then there is the capital funds for next year of $100,000 that
can be requested which earlier this year the, Zionsville National came before you all
with their request of splitting that ask over the two years.
And finally, these are some of our non-DGLFs, so non-tax-based capital funds. The
only expenditure out of these would be $60,000 from our 2012 impact fees and that is
to purchase the equipment that’ll go inside the concession stand. So that just wasn’t
in the original ask and that is a short recap of where we are with our 2026 budget as
we close out ’25 and enter the next year. So happy to answer any questions related to
that.
Milburn
So we’re looking at ‘25’s budget and ‘26’s budget, right?
Logsdon
Yeah, this is a line-by-line comparison.
Milburn
Yeah, but it’s not what we spent, it’s budget, right?
Logsdon
Correct.
Milburn
So we’re reverting back to the, to the other, kind of the budget tracker to see like how
much of that budget did we spend. Do you have a good sense of – I, from what I’ve
noticed, there’s only one that I felt that I see that we went into the negative or
underspent. So are we, is there anywhere that there’s a more significant increase in
spending versus in terms of like hey, we budgeted X but we spent 15 grand less than
that and then in ’26 we’ve got a similar budget but it still kinda represents a bigger
increase in spending than what the budget might look like?
Logsdon
Umm, this year the primary cost savings we have is from personnel and that was just
unfilled positions and a soft hiring freeze. Other than that, we are utilizing the
majority of our budget. Typically about 2% does revert back every year so we
certainly try to be good stewards but we’re, we’re pretty barebones on what we do.
As far –
Milburn
Does it cost, is there any built-in incentive to make sure that there’s never money left
in, from the budget?
Logsdon
There’s no incentive to spend it all nor to save any.
Milburn
Okay.
Logsdon
It’s really just being good stewards of our budget but, yeah, there’s –
Milburn
It doesn’t revert back to the town or like if –
Logsdon
So unspent funds will revert back to the general fund but they do fall within the Parks
general fund. So there is, there is the ability for those funds to leave the Parks but
that’s not historically what’s happened. We do have a cash balance in our general
fund so every year that grows a little bit.
Barksdale
Okay, any, any other questions?
Tischbein
I got maybe two.
Barksdale
Okay.
Logsdon
Okay.
Tischbein
The $10,000 in engineering, what would that, is that not project related and go to a
job cost or is that, what is that for?
Logsdon
So some of the ways we’ve used that is for like bridge inspections and smaller
engineering projects like that.
Tischbein
Okay. And then on tree services – so you cut a lot of trees, right? I mean, you do a lot
of work.
Logsdon
Yeah –
Tischbein
Is there, have you ever thought about trying to put that out for, I don’t know how you
do it but put it out for bid or and I’m not sure what they would bid – I’m looking like
an all-inclusive contract that says okay, any tree that I need cut down you can cut it
because you won this award –
Logsdon
Uh huh –
Tischbein
Instead of going job by job, tree by tree but I’m not sure how you’d qualify what that
–
Logsdon
Yeah, I, I mean we could certainly write an RFP and we would piggyback with
DPW, much like we did with the mowing contract historically. That might be a great
question. There’s a lot of professionals that offer that service and we have no
shortage of dead ash that we could get our money out of that but the problem
potentially that I see is the majority of our tree services are reactive after storms or if
there’s a hazard tree that’s a little bit outside of our capabilities in-house, that’s
primarily where we utilize it but to proactively plan we want to clear this section of
woods, that would be a little more challenging but I’m not saying it’s impossible. I
could certainly look into that.
Perkins
Jarod, I don’t still quite understand the donation line item. Are those just historically
that’s what we anticipate or are those commitments for donations?
Logsdon
So, specifically for 2026 that it utilizing existing cash balances in donations. We just
allocated –
Perkins
It’s money we already have?
Logsdon
Yes, yep.
Perkins
Okay.
Barksdale
Other questions? And you’re just presenting this to us?
Logsdon
No action at this time.
Barksdale
Okay. Where does this stand? I’m sorry I haven’t watched a Council meeting in a
while. Where is it as far as the Council?
Logsdon
Yeah, so both the DGLF, the tax-based fund, as well as the non-DGLF funds have
been approved so those are going, heading to the state to get certified. They might’ve
already been certified but these are the, the marching orders we’ll use for next year’s
operations.
Barksdale
Thank you Jarod.
Logsdon
Of course.
2025 Equipment Purchase: Utility Tractor
Barksdale
And next up is the 2025 equipment purchase, a utility tractor.
Logsdon
Yes, thank you. So again mentioning that we did have some cost savings in our
personnel lines, we have the opportunity to attempt to fortify our operations for next
year. This became apparent that we are seriously in need of a secondary tractor as our
primary Kubota tractor went down mid-summer which, as you can imagine, is when
you’re using that the most. So we had several promises we had challenges keeping,
worse even trying to secure a rental took more, close to a month so, again, having to
delay projects, change our workflow to accommodate the tasks that we promised to
our gardeners, to our, our neighbors and our MOU commitments in our Fire
Department.
So we’ve been looking for equipment for a while. We have a, a, a list of equipment
we would dream to have but really another tractor to provide some resilience in
operations rose to the top. So instead of impacting next year’s budget where we
already have planned for mowers and potentially an ATV, we wanted to utilize the
cost savings from this year to, to fortify that. So we spec’d a Ventrac tractor and we
did so because not only can it provide really what we’re looking for primarily with
brush cutting and things like that, tilling, but it also has many attachments, one of
those being an aerator. So one of the primary things we want to do as we adjusted
fees in the fee schedule last month, we increased our Mulberry Fields sports field fees
to better fall in line with our maintenance operations, that anticipated a better turf
management practice out there. So historically we just wanted to invite back the
teams and as we did we filled those fields from about spring until fall and that’s a lot
of abuse on turf. So we’re looking to begin to overseed, fertilize, aerate and actually
take care of that asset that we have. So one of the attachments in the proposal is that
the brush cutter can impressively take out quite a bit. This will not only help our
natural resources but we have several prairies that historically we have contracted out
when we need them moved so this would give us some ability to mow those in-house
and, again, just better care of our natural spaces in our, our assets. Another item, so
again, this is not necessarily going to be the mowing tractor but there is the 95-inch
mowing deck so just utilizing their calculator online for Mulberry Fields, that could
cut down on up to four hours of mowing to our traditional 60-inch deck. So, again,
Page 9 of 16
looking for opportunities to improve our efficiencies and our time management while
taking care of our assets.
So this would be contingent on Council approving a reappropriation to move these
funds from the personnel line but pending that for your consideration this evening
would be to purchase the Ventrac tractor spec’d in the Park Board packet for a total
of $48,224.03. This is a Sourcewell contract so, again Sourcewell is a state, well a
nationwide program, where they bid equipment and they find the best deal and they
adopt them as a Sourcewell contract so we don’t have to collect multiple bids, we can
know that this is the best price we’re gonna get.
Tischbein
How many bids do you think they got?
Logsdon
I imagine it has to be competitive.
Oberlander
Yeah, they generally follow an RFP process and as long as they comply with our
state’s procurement requirements, which they do, you can go online and see exactly
when it was advertised, how many times, how many proposals they had and, and this
complied.
Tischbein
And have we purchased equipment of this size through this process before?
Oberlander
Other departments have. I’m not sure if the Parks Department –
Logsdon
Yeah, certainly DPW has jumped on it. I’m trying to think if, we have utilized Source
–
Oberlander
The Fire Department does.
Logsdon
Oh, our backhoe this year was Sourcewell, yep.
Tischbein
Service, maintenance and you’ve got people local that can work on it or are you guys
gonna work on it, warranties and all of that are –
Logsdon
Yeah. So we have a certified dealer and repair technicians right here on Michigan
Road. There’s a second location in Lebanon should they be too full to get us in.
Lane
It looks like it comes with a two-year warranty?
Logsdon
Yeah, two-year warranty. It’s a Kubota engine so it’s not just some Ventrac engine
we’ve never heard of. The guts of it are very familiar but it does, we have demo’d
these, these pieces of equipment and we were pretty impressed with them and we’ve
kinda been looking for a small utility tractor since about 2022 so this, again, just
needing to expedite that and finding the right fit.
Lane
Well and there’s a snow removal attachment too that might be –
Logsdon
Snow removal, overseeding –
Lane
In the future, yeah –
Logsdon
Absolutely.
Lane
So, no, I think given the, the lowering of our, the numbers of staffing and taking on
the mowing and more utilization of our parks and fields and needing to maintain
those, I think this is a good use of funds.
Perkins
Was the, was the bid process you’re talking about for this specific tractor or was it –
Logsdon
Yes.
Perkins
We need a tractor and then you got different options?
Logsdon
It would depend on the RFP but this specific model was spec’d in the awarded
contract.
Tischbein
This is a diesel engine so do you have other diesel equipment or?
Logsdon
Yes, yep.
Barksdale
Okay, any other questions?
Tischbein
I make a motion.
Milburn
I’ll second.
Barksdale
Okay, let’s take a –
Oberlander
Sorry, sorry to interrupt – just want to make sure that you make that contingent on
Council approving the reappropriation.
Barksdale
Ahh – thank you. Okay, so we have a motion by Doug to approve the purchase of this
utility tractor –
Tischbein
Contingent –
Barksdale
Contingent on the Council approving. Okay, so I’m going to take a roll call vote.
Doug Tischbein?
Tischbein
Yes.
Barksdale
Kimberly Lane?
Lane
Yes.
Barksdale
Matt Milburn?
Milburn
Yes.
Barksdale
Kent Perkins?
Perkins
Yep, yes.
Barksdale
And I say aye as well so that motion, so enjoy your new tractor.
Logsdon
Thank you.
Barksdale
Hopefully, hopefully.
OLD BUISNESS
Resolution 2025-04 Lincoln Park Improvements BOT Award
Okay, Old Business –
Logsdon
So I wanted to provide an update on the Lincoln Park BOT project. We are moving
forward. With the scoping phase we have, the developer has produced a price point
that we can fund with our available funding so this step before you all to consider this
evening would be to enter into that public-private agreement setting the price point
not to exceed $960,060.07. Of that, $828,991 are hard costs related to the project,
$107,339.34 are related to development costs and legal fees and up to $23,729.73
would be construction administration. So this number can go down as we continue to
negotiate the final project but wanting to set a maximum with you all this evening so
that we can enter into an agreement and continue to work on that and deliver the
project we promised. It was promising to meet with the team and many of the site
elements will remain within the project. We’re not having to sacrifice many things so
we’ll still have a whole project to present to the community next year. Really it’s just
some substantive value engineering that’s gonna help us get to the, the price point we
have to.
Barksdale
Okay. Doug you’ve been pretty involved. How are you feeling about it?
Tischbein
I feel good about it. I think there’s still opportunity to try to get some costs down
without jeopardizing the assets going into it, into, into the project itself. I think we’ve
got a good contractor. Special thanks to Jarod – he’s stuck with it and been there and
that’s been real good and I think also to the Board for approving the BOT was a
paradigm change for a lot of people but I think we’ve saved $200,000?
Logsdon
So far.
Tischbein
On paper so I think it was the right decision to make, yeah. I’m excited.
Barksdale
Great.
Milburn
Thanks for your help.
Barksdale
Yeah.
Logsdon
Thank you very much Doug.
Lane
It’s a good-sized project to try the, the BOT process with the first time out of the gate
so – for us at least.
Barksdale
Yeah.
Logsdon
Well for the town in recent history.
Lane
Not giant but –
Logsdon
Yeah.
Lane
Substantial.
Tischbein
This one will have a lot of eyes on it so I think they’ll be –
Logsdon
Absolutely. So the, the consideration this evening would be to allow the Park Board
President to sign on behalf of the agreement contingent on final legal review. So it’s
still in draft form at this moment, with a value not to exceed $960,060.07.
Barksdale
Do we have a motion?
Tischbein
I make a motion to approve.
Lane
Second.
Barksdale
Okay, I will take a roll call vote. Doug Tischbein?
Tischbein
Yes.
Barksdale
Kimberly Lane?
Lane
Yes.
Barksdale
Matt Milburn?
Milburn
Yes.
Barksdale
Kent Perkins?
Perkins
Yes.
Barksdale
And I, Kris Barksdale, say aye as well.
Logsdon
Thank you.
Barksdale
Thank you. Anything else from you Jarod?
Logsdon
That’s it for business.
Barksdale
Okay. Other Board Related Items – anyone? I’ve got a message from the Parks
Foundation that they wanted to share with everybody – the Foundation has been
awarded a $25,000 gift from The Meridian Foundation which is a pretty big deal.
They gave out several awards and this was the biggest of all the awards that they
gave out so kudos to the Foundation for getting more money. They got it, they’re
Page 13 of 16
being honored as an innovator for their part of the public-private collaboration to
develop the Carpenter Nature Preserve so that’s great and then one more reminder
from them is that they’re still having a $50,000 matching opportunity that’s available
through December 31st so each donation is doubled so if you can make that donation
to the Parks Foundation, it will double up.
Tischbein
Do you know how that’s tracking?
Barksdale
I don’t.
Tischbein
Oh.
Barksdale
I do not, sorry. Okay, and claims –
Lane
Oh, hold on – it’s Kris’ last meeting. I just want to say thank you for your leadership,
stepped in at the last, the last kind of couple months and I’ve enjoyed working with
you for the last couple years –
Barksdale
Thank you.
Lane
So thank you.
Barksdale
Thank you. It’s been a great opportunity. I want to thank the School Board, Becky
Coffman and for letting me have this opportunity and I was telling Jarod and Mindy
that I’m very impressed with everything that they can do. You’re always looking for
cost savings but doing so much with so little and we are just in such good hands. Just
everyone to keep in mind that they’re, they are doing everything they can to preserve
all the greenspace and all the parks and the, and the fun things that Zionsville can
bring to the people that live here so thank you so much for all of your hard work.
Milburn
Kimberly, is it your last meeting too?
Lane
No, I have one more year with you all.
Logsdon
Oh, okay.
Milburn
Okay. Thanks Kris.
Barksdale
Yeah, thank you.
Tischbein
Yeah, thank you.
Lane
I think Kris is the only one. Everybody else is –
Milburn
It’s the only one I see except you but –
Lane
Yeah –
Barksdale
Okay, thank you. All right, claims –
Tischbein
I’ve got some notes. BF&S – the $2,700, is that final payment?
Logsdon
That’s final payment for the engineering and construction administration for the
Turkeyfoot bridge.
Tischbein
And I’m just curious, we have a couple line items for animal care?
Logsdon
Yes. So we have several animal ambassadors in our Nature Center so they regularly,
obviously, need food and water but they also go to the vet and items like that.
Lane
If you haven’t gone into the Nature Center, Doug, you really need to come visit it. It
is so cool.
Logsdon
You should check out our library too while you’re there.
Lane
Yeah. Well, I always like when I take people on tours of the library I like oh, come
look at the snakes and the toads and stuff.
Tischbein
I’ve been to the library many times but I haven’t –
Lane
Yeah, it’s fun.
Tischbein
I’ll do it.
Barksdale
When I was in a first grade classroom this week or last week when Siera brought in
her little animal friends to the first grade class – it’s, it’s pretty cool. The snake and,
crawls all over her.
Tischbein
I see a lot of payments to Mattcon out of a number of different funds. Is that –
Logsdon
Every project, every capital project has several different lines we pull from.
Tischbein
Most of these are at Carpenter so you’re pulling out of –
Logsdon
Yes –
Tischbein
Several funds?
Logsdon
Yep.
Claims
Tischbein
That’s all I have so I’ll make a motion to approve claims.
Lane
Second.
Barksdale
Okay, roll call vote. Doug Tischbein?
Tischbein
Aye.
Barksdale
Kimberly Lane?
Lane
Aye.
Barksdale
Matt Milburn?
Milburn
Aye.
Barksdale
Kent Perkins?
Perkins
Aye.
Barksdale
I say aye as well. Claims are approved. Okay, if we don’t have – nothing else?
Adjournment
Logsdon
Motion to adjourn.
Barksdale
Motion to adjourn.
Lane
So moved.
Barksdale
All in favor?
All
Aye.
Barksdale
Thank you.
Lane
Thank you all.

Summary
Additional 4+ miles of
beginner rated mountainbike
trail. Bringing the park total to
around 5-5.5 miles.
Trail only crosses paved path
in areas of previous
intersections(concrete nodes)
Design allows entire trail
system to be ridden as a
flowing loop.
The addition of these trails will bring a much needed addition to the park,
true beginner rated mountain bike trails. HMBA will build and maintain the
trails per our MOU with Parks. Every attempt will be made to remove and
continue to mitigate invasive species along the route.
Proposed Timeline
Begin building - Late February/March 2026
Soft Opening - Each section will be open as it is completed
“Grand Opening” - Late Summer/Early Fall 2026
Section 1
This has been revamped by HMBA during the end of 2025.
We worked to improve flow, and bring the trail into
beginner spec in this area, as well as to mitigate some
drainage issues.
Note: Blue Section is currently a connection through a
ravine, this was made by Parks along with volunteer efforts,
this connector is Intermediate rated. Once the trail is built
and completed, we would like to explore possibilities
alongside parks for making this connector beginner rated.
Section 2
This is the proposed new-build trail. Much of this alignment existed in
the initial plan but was later abandoned for various reasons. The current
proposal utilizes portions of the existing corridor, along with newly
created sections (primarily through invasive vegetation). This approach
will help mitigate invasive species and will be carried out in
coordination with Parks to continually treat and eliminate invasives along
the proposed trail corridor. The trail will be rated beginner-level and will
be constructed and maintained in accordance with IMBA standards.
Section 3
Existing Trail.
Blue will be intermediate rated trail
Red will be Advanced rated Trail
The newly constructed beginner loop would tie into the current trail. Some
of the trail would be reversed in its current travel direction to help with
rideability and sustainability(blue section - not including the flow line from the
Big 4 down, that will remain its initial direction)
The trail denoted in red would be updated/modified to acomplish this tie in in
a few places, but will remain mostly in the way it was initially built providing a
short but challenging advanced section that is easily bypassed for other
riders.
Section 3 continue’d - Intersection
As shown here, the proposed addition would make the trail so
that it could be ridden as a beginner loop only(green),
beginner and intermediate(green/blue), and the expert loop
could be added on with an addition as well with minimally
repeating previously ridden trail, providing a fun flowing
experience for all users.
White is current trail that would be removed (it is
approximately 25 yards long)

Botanical Survey of Zionsville Parks and Recreation Properties
Boone County, Indiana
Prepared for Zionsville Parks and Recreation
Submitted by Roger L. Hedge
January 2026
INTRODUCTION
An inventory of the vascular plant species of the Zionsville Parks and Recreation properties began on
April 21, 2025 and continued sporadically through October 8, 2025. The purpose of the inventory was to
collect plant specimens that represented Boone County records, based on records reviewed in the
Consortium of Midwest Herbaria, an online resource for botanical specimen records (Consortium of
Midwest Herbaria. 2023). Filling in gaps for county plant records assists researchers with a greater
understanding of species distribution, and collected specimens deposited in Indiana herbaria are used by
students and scientists for research. Moreover, in this instance, Zionsville Parks gains a better
understanding of the natural resources their properties protect.
The following Zionsville Parks properties were surveyed for potential county records: Carter Station,
Overly-Worman Park, Starkey Park, and Turkey Foot Park. Boone County lies entirely within the Tipton
Till Plain Section of the Central Till Plain Natural Region (Homoya et al. 1985), characterized primarily
by mesic upland forest, floodplain forest, and flatwoods natural communities. Old field habitat, formerly
floodplain forest and mesic upland forest, were also prevalent at Overly-Worman and Starkey Park.
Additional areas included occasional manmade ponds and stream and gravel banks along Eagle Creek.
Every effort was made to collect judiciously and only those specimens that represented county records.
Minor exceptions were occasional specimens, for example more cryptic species such as graminoids
(grasses and sedges) that were difficult to determine in the field and required closer examination with a
microscope at home. Additional collections made elsewhere in the county were not duplicated on
Zionsville park properties, since the county record was already established. No species that is considered
state or federal listed were encountered (Indiana Department of Natural Resources Indiana Natural
Heritage Data Center 2025).
All specimens collected were identified to species to the extent possible. Some could not be determined
in the field due to key identification characteristics being unavailable at the time of the field observation.
Those observations are denoted by “sp.”. Those that were not identified to species will require further
examination and perhaps visits to local herbaria to compare specimens there at a future date.
In addition to this report listing county records by property with collection details, a complete list of all
species including associates (plants occurring in proximity) occurring with these records are noted in
Addendum 1. Common names are also provided in Addendum 1. Coordinates (lat/long) for county
record collections are also provided. This is particularly helpful in identifying locations of non-native
invasive species (denoted with an asterisk *) that may be targeted for management to remove them.
