Concord Street, Between Sherman And Rogers Streets.
5.3. C. Scott - Req. City Mgr. Work With The Appropriate Departments To Communicate
With The MBTA And Advocate For The Installation Of Fencing, Barriers, Or Other
Appropriate Safety Measures Along The Railway Corridor Adjacent To The Butler
School In Order To Deter Unsafe Pedestrian Crossings And Improve Student Safety.
5.4. C. Scott - Req. City Mgr. Have The Appropriate Departments Report To The Finance
Subcommittee On Potential Strategies To Reduce Major Stressors On The City's
Budget, Including But Not Limited To Health Insurance Costs, Pension Obligations,
Charter School Assessments, Overtime Expenditures, And Energy Costs.
Further, That The Report Identify Areas Where The City Council Can Advocate
For Legislative Relief, Or Policy Changes To Help Mitigate These Financial
Pressures.
5.5. C. Rourke/C. Nuon - Req. City Council Endorse A Motion To Name The Student
Services Center At Lowell High School After Former Mayor, City Councilor, Head Of
School William J Samaras.
5.6. C. Juran - Req. City Mgr. Provide A Summary Of Any City Regulations Regarding
Short-Term Rentals (Including Airbnb Or Similar Programs) And Rooming Houses.
5.7. C. McDonough / C. Robinson - Req. City Mgr. Have The Appropriate Department
Provide An Update On The Current Policy Regarding SGAR Use And Integrated Pest
Management Requirements On Projects In The City Of Lowell; And Provide An Update
On Proposals To Reduce SGAR Use To The Greatest Extent Possible Within The
City.
5.8. C. Robinson - Req. City Mgr. Have The Proper Department Provide A Recommended
Path Forward To Beautify Areas Of The Reservoir Utilizing The Planting Of Pollinators.

Report On The Cause Of The HVAC Issues In Lowell Public School Buildings,
Including The Controller Connection Issue Involving The New Boiler System, And

City’s Enforcement Of Short Term Rental Regulations, Including Responsible
Departments, Estimated Number Of Active Short Term Rental Violations And
Enforcement Actions Over The Past 24 Months.
5.11. C. Chau - Req. City Mgr. Have The Traffic Engineer Conduct A Traffic And Safety
Study At The Intersection Of Baltimore Avenue And West Albert Street On The
Feasibility Of Installing A Stop Sign And Any Other Appropriate Traffic Calming
Measures.
