Re: Donation Commitment for Ginn Field Sod and Irrigation Project
Dear Town of Winchester Officials,
On behalf of Winchester Youth Baseball/Softball, we are pleased to confirm our
commitment to donate $50,000 to the Town of Winchester in support of the construction
work presented to the Winchester Committee on Community Preservation for the sod and
irrigation project at Ginn Field on Bacon Street in Winchester, Massachusetts.
Winchester Youth Baseball/Softball recognizes the importance of Ginn Field as a
community resource for youth athletics, recreation, and town-wide use. The proposed sod
and irrigation improvements will help enhance the quality, safety, durability, and long-term
playability of the field for Winchester’s young athletes and the broader community.
This donation reflects WYBS’s continued commitment to partnering with the Town of
Winchester to maintain and improve local athletic facilities. We respectfully request that
this commitment be considered as part of the overall funding plan for the Ginn Field sod
and irrigation project.
We appreciate the Town’s leadership and the work of the Winchester Committee on
Community Preservation in advancing projects that strengthen public recreational spaces.
WYBS looks forward to continuing our collaboration with the Town to help ensure the
successful completion of this important field improvement project.

Re: Contingent Additional Donation Support for Ginn Field Sod and Irrigation Project
Dear Town of Winchester Officials,
On behalf of Winchester Youth Baseball/Softball, we are writing to confirm that, if needed,
WYBS would be prepared to consider an additional donation of up to $50,000 in support of
the Ginn Field sod and irrigation project on Bacon Street in Winchester, Massachusetts,
after all other available funding resources have been exhausted.
This contingent commitment is intended to help ensure that the project can move forward
if final project costs or funding needs exceed currently available resources. WYBS
understands the importance of responsible public funding and would expect any request
for additional support to follow the Town’s normal review process and be based on
documented remaining need.
Our organization remains committed to supporting improvements that benefit youth
baseball, youth softball, and the greater Winchester community. Ginn Field is an important
recreational asset, and the proposed sod and irrigation work will contribute meaningfully to
the field’s safety, usability, and long-term sustainability.
We appreciate the continued partnership between the Town of Winchester, the Winchester
Committee on Community Preservation, and Winchester Youth Baseball/Softball. Should
additional funding be required after all other resources have been exhausted, WYBS would
welcome the opportunity to review the remaining need and provide additional financial
support up to the amount stated above.
Sincerely,
Jason Capodanno

Grant Update
Winchester has been awarded a $765,000 grant from the Massachusetts Dam
and Seawall Repair Program for the South Reservoir Dam Improvement
Project. This award, from a highly competitive grant program, will defray a
significant part of the cost for the final phase of this project. Congratulations
and thanks to Bob LaBossiere and his DPW team for the successful
application.
Eversource Billing Update
Stacie and I met with Bob and LeeAnn from DPW to go over the Eversource
Billing matter after the last Board meeting. DPW has been meeting weekly
since earlier in the summer with Eversource to work through Eversource’s
billing problems (which involve the incorrect application of net metering solar
power credits on the Town’s electricity bills).
Winchester has been part of a group of communities including Boston,
Cambridge, Arlington, Maynard and Acton that have been working together
with Eversource to fix the billing issues.
Both the MAPC and the
Massachusetts Attorney Generals’ Office have also been involved in these
efforts. The problems arose when Eversource implemented a new billing
system which failed to properly apply each community’s net metering solar
credits.
DPW reports that a resolution for outstanding FY26 bills is just about finalized,
with a final dollar amount within the figure already encumbered. They also
expect Eversource will apply the fix to FY27 and future bills.
Constituent Service Update
o My office worked with residents of Brantwood Road to successfully address a
variety of issues, including dead trees and debris removal.
o My office worked with a resident on Nathaniel Road about a parking issue
o My office met with representatives of The Ledges to hear their proposed

Monday, September 28, 2026 - Regularly Scheduled Meeting
Public Shade Tree Removal – Final Determination pursuant to M.G.L. c. 87, § 4 and
Winchester Code of Bylaws § 18-7(g) – A public hearing was held July 21, 2026 to remove the
tree located at 612 Main Street, and written objections to the removal of the tree were submitted
Due to the opposition, Robert LaBossiere, DPW Director and Town Tree Warden, had to refer the
matter the Select Board. Mr. LaBossiere informed the Board that the tree roots have done
significant damage to the sidewalk, making it extremely dangerous for those with/without
disabilities to walk. He feels that the utility pipe in the street next to the curbing, plus the alley way
and curbing are causing the issue. David Errico, owner of the property, had submitted the request
to remove the tree as it has created a walking hazard for walkers including one of his tenants. He
informed the Board that the ADA law/requirements regarding sidewalk radiation and width apply
to this situation. Several residents spoke in objection to the removal of the tree; has the town
explored all of the options, and the tree is a vital part of the shade canopy. After presentations and
review the Board approved the removal of the tree.
*Motion
That the Select Board pursuant to M.G.L. c. 87, § 4 and Section 18-7(g) of the
Winchester Code of Bylaws, the Select Board approves the proposed removal
of the public shade tree located at 612 Main Street.

PUBLIC COMMENT
Prassede Calbri, resident and Climate Action Advisory Committee member, spoke in support of the
Forest Ridge agenda item and to the weather changes due to the reduction of forests to build

quality. This is a once off opportunity for the Town and is more than a little bit of green space.
