Township Engineer Jennifer Graham reported that she attended a meeting
with the city regarding water usage at the Commons area. They are trying
to find the source of the leakage. Permits have been submitted for the
Oleson development, and the McCrea tank is moving along. She attended

GT Metro (6:17)
Metro Chief Paul Mackin stated that in September there were 419
incidents in Garfield Township making up 68% of all calls. He added that
there is a new phase being implemented for reporting software and more
specific data can now be reported by staff. He added that there will be an
approximate 12% increase in healthcare costs for next year. The
department continues to search for new accounting software with an
emphasis on longevity and functionality.

e.

Planning Department Monthly Report for September (6:25)
Planner Director John Sych noted that the Planning Department monthly
report was submitted in writing. He also stated that a site condo project
White Pine Ridge may be coming to the board for approval in the next
couple months. He added that the Planning Commission heard a
proposal for commercial district housing in the Cherryland Center.
Commissioners will focus on the data center issue at their study sessions
and will gather information regarding utilities. He addressed that the
Planning Department is seeing a scam wherein emails with invoices are
being sent to planning and zoning applicants. He reiterated that the
Planning Department does not send such emails.

f.

Parks and Recreation Report (6:28)
Parks Steward Sean Kehoe submitted his report in writing and added that
the Silver Lake Pickleball Courts have been full. Parks staff took care of
some erosion near Silver Lake with the tractor. The River East bathrooms
are coming along, and parks staff is having difficulty contacting the
security camera vendor. He also stated that the beach volleyball courts
may be brought back to the Boardman Valley Nature Preserve and that
staff is working on beaver issues at Miller Creek. Board members
discussed the camera vendor issue, and all agreed that staff should seek
out a new vendor.

g.

Clerk’s Report (6:34)
Clerk McManus indicated that her report was submitted in writing and
added that her department is focusing on elections at this time.

h.

Township Manager’s Report (6:35)
Manager Barsheff asked board members to review the committee
appointment sheets and determine if they want to serve again on each
committee. He said that AJ’s did excavation work near Red Drive and
found a broken culvert that was remedied, but now water is flowing over
the top of the culvert. Staff is trying to locate a specialized contractor to
clear the culvert. Barsheff indicated that he met with the Great Lakes and
St Lawrence Cities Initiative which is a group that promotes fresh water
and integrates environmental, economic and social agendas. He will
report further on any potential township membership in the organization.
Barsheff said that UFS and Dawn Lund are working on the water/sewer
rates and will also review the benefit rates. Garfield Township is working

on a joint RFP for surveillance equipment and vendors with East Bay
Township since they are having the same issue with the vendor.

6.

Supervisor’s Report (6:42)
Supervisor McManus indicated that there may be some funding for the
South Airport Advisory Committee. He also stated that he, Barsheff and
Macomber met with financial advisor, Andy Campbell regarding the bigticket projects for next year. McManus also met with County Administrator
Nate Alger and also met with representatives from the Goodwill Inn. He
also met with TC Connect for a third quarter review and met with the city
regarding the water discrepancy at the Commons. McManus added that
the board will begin budget meetings after the November elections.

a.
Consideration of Adopting the 2027 Capital Improvements Program
(CIP) (6:48)
In 2025, the Township Board established a Capital Planning Committee
(CPC) to review and recommend a Capital Improvements Plan (CIP) to
the Board. The CIP helps the Township manage capital assets and
achieve its vision as described in the Master Plan. Board members asked
questions about trails and sewer and water monitoring to determine any
fixes that need to take place before they cause a bigger and more
expensive issue. Engineer Graham indicated that some camera work in
the pipes would begin in a couple months.
Schmuckal moved and Lapp seconded TO approve the Capital
Improvement Plan, as attached to Planning Department Report 2026-150,
in accordance with the Michigan Planning Enabling Act.

b.

Consideration of Boardman Valley Nature Preserve Trail
Reconstruction (6:54)
The township applied for a FEMA grant to repair the Boardman Valley
Nature Preserve trail which was damaged along with the pickleball courts
during the spring flooding event. The grant has a $4,100.00 minimum
project cost threshold to be eligible for grant funding consideration. Staff
labor and material costs incurred by the Township for the GT Commons
trail and Pickleball courts recovery efforts totaled $2,010.34, which was
below this minimum threshold. Therefore, to receive funding for those
impacted areas, the BVNP Trail reconstruction project estimated by the
Township Engineer at $16,500.00 needed to be included in the grant
request. FEMA has approved funding the total project cost of $18,583.65
with a 75% Federal Cost Share and 25% Non-Federal Cost Share. The
total amount obligated is $13,937.74. Taking into consideration the above
information, for the Township to recover part of the $2,010.34 costs an
investment into the BVNP Trail would need to be made.

Public Hearing – Consideration of Kiley Mixed Use Suburban (MU-S)
rezoning, Resolution 2026-31-T (6:58)
The applicant is requesting the rezoning of nine (9) parcels totaling 8.65
acres at the southwest corner of W. South Airport Road and Townline
Road from R-1 One-Family Residential and R-3 Multi-Family Residential
to MU-S Mixed Use Suburban. As part of the application, signatures have
been obtained from all parcel owners. The proposed zoning district of
MU-S Mixed Use Suburban is compatible with the Mixed-Use
Neighborhood – Airport Gateway designation on the Future Land Use map
as the intent, allowable uses, development standards, and dimensional
standards of the MU-S district align closely with the Airport Gateway
guiding principles.
Supervisor McManus opened the public hearing at 7:00pm.
Applicants Wayne Kiley and Rob Mead commented on the project and
stated that this completes the project that has been going on for a couple
years now. They thanked the board for the smooth road to get to this
point. The public hearing was closed at 7:03pm.
Agostinelli moved and Schmuckal seconded THAT the Planning
Commission’s recommended Findings of Fact for application Z-2026-04

Consideration of adjusting the rental rates for Silver Lake and River
East Recreation Areas (7:07)
With a growing number of rentals at the parks for pavilions, and the cost to
maintain the turf (mowing & fertilizing) increasing, along with trash pick-up,
township staff is requesting the rental rates increase to help cover these
costs. Even with these potential increases in rates, Garfield Township
rental rates in our parks are still less than other surrounding municipalities’
rates for similar amenities. The Parks Commission also approved the
request. Board members discussed the proposed rates and asked that
the pavilion column be clarified so that each pavilion was named and it
was understood that only the pavilion was available for rent.
Lapp moved and Schmuckal seconded to approve the adjusted rental
rates for Silver Lake Recreation Area and River East Recreation Area with
clarification of the pavilion column.

Consideration of bid for the Cass/South Airport Road Rehabilitation
(7:15)
Gourdie-Fraser Engineer Jennifer Graham indicated that bids were
obtained for the sanitary sewer project at the corner of Cass and South
Airport roads. This bid includes slip lining of the pipe and waterproofing
the manholes as well as rehabilitating about 1,000 feet of sanitary sewer.
The bid is from Insituform and is for $234,100.50 with a completion date of
December 15, 2026. The price would be $217,813.41 if a completion date
of May 2027 was desired. Board members discussed and wanted an
earlier completion date lest something else fail in the interim.
Schmuckal moved and Korn seconded to approve the bid from Insituform
in the amount of $234,100.50 with a December 15, 2026 completion date
for the Cass/South Airport sanitary sewer project.

an energy grant from EGLE. Bids were sought for township hall parking lot

Area. The bids for both parks were over the allotted budget. Barsheff
recommends accepting the bid for the Township Hall lighting and seeking

the bid from Top Line Electric, Inc. for $14,800.00 to upgrade lighting at

Results & Quarterly Update

Q3 2026 Investor Growth Barometer Survey Results
The Traverse Connect Quarterly Growth Barometer provides a concise update on strategic initiatives, our
economic development on behalf of public-sector partners, key political advocacy updates, and metrics
detailing the regional business sentiment, outlook, and current challenges.
IS OUR REGION A GOOD PLACE TO GROW YOUR BUSINESS? (Net response)

IS OUR REGION IMPROVING AS A PLACE TO GROW YOUR BUSINESS? (Net response)

WHAT IS THE SINGLE-BIGGEST BARRIER TO GROWING YOUR BUSINESS? (Percentage)

Q3 2026 Traverse Connect Update
DEVELOPMENT INITIATIVES
•

Grand Traverse Plastics recognized by GM: Longtime GTAMC member Grand Traverse Plastics earned its
sixth General Motors Supplier of the Year award. UpNorthLive featured the company's growth and
innovation in injection molding, highlighting and reinforcing the impact of our strong regional manufacturing
sector, skilled workforce, and the diversification benefits this brings to our economy.

•

WarBird Protection Group earns Make It in Michigan Impact Award: Traverse Connect joined the MEDC and
Michigan Works! to present WarBird Protection Group with the inaugural 2026 Make It in Michigan Impact
Award. The award recognizes organizations driving state economic development through People, Places
and Projects. WarBird makes body armor at its state-of-the-art facility in Kalkaska. The company also joined
the Grand Traverse Area Manufacturing Council.

•

Drone and defense leadership: Traverse Connect hosted the Michigan Low Altitude Airspace Consortium,
which brought together state, military, and industry partners working on Michigan's drone airspace
framework. We also represented the NorthSky Consortium at a Camp Grayling roundtable led by U.S.
Senator Elissa Slotkin and Under Secretary of the Army Mark Obadal. The discussion covered how
Michigan's drone companies and manufacturing base can expand to support U.S. national security.

•

AI and manufacturing convenings: Traverse Connect hosted a Community AI Roundtable with leaders from
manufacturing, education, professional services, and the arts to shape industry AI working groups and
digital literacy efforts. We are also supporting a manufacturing AI workgroup designed to support the
research, development, and deployment of artificial intelligence in the manufacturing process.

POLITICAL ADVOCACY ISSUES
•

USCG national test site designation: Working with Senator Slotkin's office, we are pursuing a national test
site designation for Coast Guard Air Station Traverse City, which would make it the national test center for
USCG uncrewed and autonomous systems. Members of Michigan's congressional delegation signed a
letter supporting the designation, and it has been sent to the Commandant of the Coast Guard.

•

Rethinking Michigan economic development: Traverse Connect is working with partners from around the
state to coordinate efforts and develop solutions for modernizing the Michigan Economic Development
Corporation and revamping the state’s approach to economic development strategy.

•

State budget outcomes: The FY2027 state budget kept two of our key priorities, the Going Pro workforce
program and the Office of Rural Prosperity, while significantly reducing funding for many other state
programs. We continue to watch property tax reform proposals and a possible “tourist services” excise tax
that could affect northern Michigan's tourism economy.

BY THE NUMBERS
Traverse Connect’s business engagement for the third quarter included 269 direct business referrals, and we
welcomed 35 new member companies. We conducted over 436 business outreach and retention visits and
hosted 25 events with over 750 total attendees.

Township Manager Report
To:
Garfield Township Board
From: Chris Barsheff, Township Manager
Date: October 22, 2026
The purpose of this report is to provide updates and information on various township
operational topics. I encourage Board Members to inquire if additional details are needed.
Thank you!
Information Technology:
Issues have been brought to the attention of the township related to phishing scams. A review
of the circumstances showed that someone is likely accessing Planning and Zoning Department
documents online and using the information to generate phishing emails which are sent to
individuals who have conducted business with the township. The individual(s) have attempted
to defraud the public by requesting payment for township services. Fortunately, those impacted
were suspicious of the communications and did not follow through with sending money. The
township has taken steps to mitigate the activity.
Liquor License:
The township recently received correspondence from the Michigan Liquor Control Commission
(MLCC) indicating that they are investigating a liquor license ownership transfer in connection
with Sparky’s Diner. Under administrative rule R 436.1105, the Commission shall consider the
opinions of the local residents, local legislative body, or local law enforcement agency with
regard to the proposed business when determining whether an applicant may be issued a
license or permit. Internal township departments review of the property showed no areas of
concern to make MLCC aware of as they consider the liquor license application.
Infrastructure Update:
GFL has been contracted to perform culvert maintenance work on Red Drive. Cost for services
is estimated between $3,400.00 and $3,900.00. The work is expected to begin the week of
November 2nd. Two additional contractors were contacted for proposals; however, they did not
provide one for the project.
The township hall AC unit recently had issues which were troubleshot by an HVAC contractor. It
was determined that the unit has leaks and compressor issues. The contractor is preparing a
proposal for repairs and replacement.

The Grand Traverse Commons Trail project is progressing according to plan and schedule:

Proposals have been solicited for the River East Recreation Area pole building upgrade project.
Community Development Committee Update:
The committee recently met with developers of a 73-unit apartment complex proposed for the
Oleson’s development and a 20-unit apartment complex currently under construction on
Garfield Road. The developers have inquired about tax exemption opportunities. Staff have
additionally spoken about exemption opportunities with the developer of Garfield Road 84-unit
apartment complex that was previous approved by the township.

Letter of Recommendation for the South Airport Force main Replacement

The proposed project will provide for the replacement of an existing sanitary force main that transfers
sewage from Pump Station #2. This station and corresponding force main provide service to approximately
2,500 customers with a current peak hourly flow of 700 gallons per minute and future capacity of up to
1400 gallons per minute. The existing force main is 10” that was installed in the 1970s that discharges into
gravity sewer at the NE corner of South Airport and Park Drive. A section of the main experienced a failure
August 25, 2026 requiring emergency repair attributed to pipe material and site conditions. This failure
resulted in onsite sewage spill that was reported to EGLE, bypass pumping measures, traffic detour /
rerouting, on call staff resources, and impact to a portion of South Airport asphalt. The repair, albeit
successful, was temporary and to ensure no future risk / failure, the Township requested that GFA provide
engineering services for a permanent solution. The proposed work includes installation of a new sanitary
force main installed parallel to the existing. The proposed pipe will exceed standards for material and
installation methods to ensure longevity and reliability.
GFA completed the design and permitting, publicly advertised the project, and conducted a formal bid
opening to solicit proposals from qualified contractors. The bid document was set up with two (2) Divisions:
force main and asphalt replacement to allow ability to evaluate pricing and courtesy to Road Commission
in event they elect to pursue independently. The proposal also included a base bid and an alternate to
compare the costs of gravity sewer and force main options, respectively, at the Park Drive crossing.
After reviewing the bidder’s submission, performance history, qualifications, and references, GFA
determined that the bid was complete. Elmers has successfully completed similar work in the area, and our
prior experience with the company has been satisfactory and compliant with project requirements.
Accordingly, we recommend that the Board award the project to Elmers for the base bid total of
$1,776,074.50.

7a.

GFA will provide construction administration and oversight to verify compliance with Township standards
and identify potential cost-saving opportunities as the project progresses.
Please contact me if you have any questions.
Very truly yours,
GFA

Project Requirements
The Township is interested in a connection fee study for the water and sewer department. The following
services will be provided as part of the study by Utility Financial Solutions, LLC:
Summary of Services
The specific purpose of this study is to ensure new connections are put on the same equity basis as existing
customers.
The analysis includes the current determination of the charges per meter equivalent based on the “Equity
Method”. This method identifies the equity each existing customer has in the water or sewer system and charges
new customers based on that existing equity.
The per meter equivalent using the Equity Method is calculated as follows:
a.
b.
c.
d.

Determine historical investment and accumulated depreciation
Determine the cash balance
Determine total system meter equivalents
Calculate the connection charge per meter equivalent

Data used will include net book value, contributed capital, cash balances, principal on debt, customers by meter
size and will be provided by the Township. The AWWA standard for calculating the meter equivalent conversion
will be used in the study. The connection fees will be calculated using a 5/8” or 1” meter equivalent.

Detailed Project Scope
Our approach to this project was developed to meet the objectives of the Township and is based on our
experience in completing studies around the country. Listed below are more detailed descriptions of the
services provided and our process.
Preparation of Data Request
UFS will prepare an information request that will include the necessary information to complete the study.
Listed below are specific reports that will be requested:
 Financial Statements
 Fixed Asset listing
 Contributed Capital
 Trial Balance
 Debt service schedules
 Number of meters by size

Executive Report
Format of Reports
UFS reports include the results of the study and a rate design:

Executive Summary Report – An overview that identifies the objectives, process and results of the
study in a clear and concise format.
Rates by meter size

Presentation of Financial Projection and Rate Design Study
A critical aspect of the study is the clear and concise presentation to the governing body of the utility. UFS
professionals are skilled at explaining and working with advisory and governing bodies to ensure decisions are
based on information they can understand and apply to their community. A Webex presentation is included in
this proposal; on-site optional.
Project Schedule
Our experience with municipal financial and rate design analysis allows us to conduct a cost effective and
efficient study. The study will be completed approximately 4 to 6 weeks after receipt requested information.
