Regular Meeting – September 14, 2026
Pursuant to due call and notice, a regular meeting of the Planning Board of the City of Bemidji,
Beltrami County, Minnesota, was held at 5:30 p.m. in the Council Chambers of City Hall.
Upon roll call, the following board members were declared present: Prince, Fiskevold Gould,
Peterson, Dickinson, Rivera, Eaton, Thayer (via Webex).
Staff Present: Planning Director Jamin Carlson, Assistant Planning Director Melissa
Fahrenbruch, Compliance Inspector & Site Analyst David Wielenberg, Administrative
Assistant Ainslee Krause.
Others Present: Troy Gilchrist, Town Law Center PLLP (via Webex).
AMENDMENTS TO AGENDA
Chair Eaton called for any amendments to the agenda. Motion by Prince, second by Thayer, to
approve the agenda. Motion carried by roll call vote.

BUSINESS
CONSIDER INTERIM ORDINANCE AUTHORIZING A STUDY AND IMPOSING A MORATORIUM ON DATA
CENTERS
Fahrenbruch presented the Interim Ordinance Authorizing a Study and Imposing a Moratorium
on Data Centers.
The Planning Commission and staff recommend approval of the Interim Ordinance with the
findings of fact presented in the packet.
Board members made the following comments regarding the request:
• Dickinson stated he is not in support of a moratorium on development and inquired as to
the reasoning behind 10,000 square feet. Fahrenbruch addressed that it is based off what
size facility already exists in city limits. Dickinson expressed that he does not support a
moratorium that would be a barrier to development.
• Prince noted that no issues have arisen from the current facility in city limits. Prince
expressed support for development however noted concern for environmental effects and
power costs. Prince expressed support for additional research to be done. Prince
addressed that this moratorium is a proactive measure and no one has approached him
regarding opening a data center in the city of Bemidji.
• Prince and staff discussed the parameters for the study. Prince stressed the importance
of asking what type of data centers to study and where they would fit into the city.
• Prince requested that the board have input on what will be studied, noted public interest
in this topic and requested that there be a forum for public input to be provided. Prince
addressed support for the moratorium and stated that he will be voting yes on the interim
ordinance.

Rivera inquired about the timeline needed.
Gilchrist addressed that an interim ordinance cannot exceed twelve months. Gilchrist
noted section 4 of the interim ordinance specifies what the study is to look at in broad
terms.
Rivera discussed the purpose of the industrial zone. Rivera expressed support for studying
the effects of data centers, such as noise pollution, water usage and light pollution. Rivera
expressed support for the moratorium.
Peterson expressed support for the moratorium.
Fiskevold Gould expressed concern over and discussed the need to study the impacts of
noise pollution, light pollution, water consumption and impact on electricity cost. Fiskevold
Gould addressed support for the moratorium.
Thayer discussed and expressed concern over data centers. Thayer expressed support
for studying impacts on power quality, noise, air pollution, loss of scenic views and light.
Thayer expressed support for the moratorium.
Eaton expressed support for the moratorium.

Motion by Fiskevold Gould, second by Thayer, to approve Ordinance No. 239 as an Interim
Ordinance Authorizing a Study and Imposing a one-year Moratorium on Data Centers with the
findings of fact as presented. Motion carried by the following roll call vote: Ayes: Prince,
Fiskevold Gould, Peterson, Rivera, Eaton, Thayer. Nays: Dickinson.
DISCUSSION ON DEVELOPMENT CODE UPDATE:
Carlson presented list of development code update priorities from planning staff and the Planning
Commission.
Board members made the following comments regarding the request:
• Fiskevold Gould addressed support for reviewing “easy fixes” based on feedback from the
public, such as calendar parking for example. Carlson addressed that calendar parking
would not fall under zoning, however off-street parking would fall under zoning. Fiskevold
Gould expressed appreciation of the top 10 list.
• Peterson expressed support for list presented and expressed support for taking on the
“low-hanging fruit” or quick fixes.
• Rivera inquired about feedback received from the public versus recommendation from the
planning commission. Carlson addressed that Article 10, performance standards, is
included in the priority list. Rivera discussed and expressed support for removing barriers
for treatment providers. Carlson discussed and noted this topic is included in the priority
list.
• Rivera inquired about additional work sessions and how intensive the additional meetings
would be, cost, etc. Carlson discussed and addressed that this would likely fall under next
year’s budget (2027). Carlson noted past joint board and commission meetings for
brainstorming during the last update.
• Prince expressed support for prioritizing a review of the Performance Standards (Article
10).
• Dickinson expressed support for eliminating barriers for developers.
• Thayer discussed the covenants on the industrial park that are stricter than the city
ordinances. Thayer expressed support for streamlining things.
• Eaton assessed that consensus was made by the board to move forward with the
development code update. Eaton inquired as to how the board would like to proceed with
the update process and inquired about a steering committee.
• Carlson discussed the update process. Carlson addressed support from staff for moving
forward with the development code update and noted timelines will be a moving target.
Carlson addressed staff are in support of updating the entire development code and
approving it all at the same time.

Gilchrist discussed the potential code update process and addressed that the board could
take on the low-hanging fruit. Gilchrist discussed work sessions focused on different
chapters or sections. Gilchrist noted the difficulty with piecemealing as it makes crossreferencing challenging.

RESOLUTION ISSUING A CONDITIONAL USE PERMIT
APPROVING A PLANNING UNIT DEVELOPMENT
FOR THE MINWAADIZI CENTER; PARCEL 80.01191.00
WHEREAS, Erika Bailey-Johnson representing Sacred Bundle Inc (“Applicant”) submitted
an application to the City of Bemidji Planning Board on August 31, 2026, seeking approval of a
Conditional Use Permit (CUP) for a Planned Unit Development (“PUD”) on its property located
within the City of Bemidji; and
WHEREAS, the proposed requested PUD/CUP will be located on the parcel 80.01191.00
legally described as: Block Four (4), First Addition to Bemidji, Beltrami County, Minnesota; and
WHEREAS, the Applicant proposes to develop a multi-phase project which would include
in the first phase on the main level a public computer lab, meeting spaces, community space, a
winter farmer’s market, a mental health office, Wilderness Academy and childcare center. In the
second phase, the basement level may have a commercial kitchen, retail and/or restaurant and
workshops area, and on the second floor, old classrooms will be converted into apartments. The
third phase would expand the community’s offerings, and the Wilderness Academy could offer
environmental education (collectively, the “Development”); and
WHEREAS, the Applicant requested and received Concept Approval for the Development
and is now seeking Preliminary and Final Approval of the PUD through a CUP;
WHEREAS, Article XI, Section 28-475 of the City of Bemidji Zoning and Subdivision
Ordinance (“Ordinance”) provides that a PUD consists of three phases: Concept, Preliminary and
Final reviews, may also combine the Preliminary and Final reviews to provide greater flexibility
for the PUD;
WHEREAS, the Planning Board hereby finds and determines as follows:
a. The property contains approximately 2.07 acres;
b. The property was rezoned in August of 2026 to R-6 Multi-Family Zoning District;

c. Pursuant to Article XI, Section 28-471, e. of the Ordinance, a PUD must be approved
through the issuance of a conditional use permit, including the associated procedures and
requirements;
d. The Applicant intends to develop the Property in three (3) phases to allow for funding of
an elevator and redevelopment of the other floors;
e. The planning report prepared by City of Bemidji staff for the requested final approvals is
hereby incorporated herein by reference including, but not limited to, the background and
findings;
f.

The Planning Commission conducted a public hearing concerning the Applicant’s
requested approvals on September 24, 2026, and forwarded the application to the
Planning Board with a recommendation that they be approved with certain conditions; and

g. The Planning Board finds that the proposed PUD satisfies the requirements of the
Ordinance;
WHEREAS, the Planning Board has made the following findings regarding the CUP
application request:
1. Whether the proposed use adversely affects the public safety, health, morals,
convenience and general welfare of the occupants of surrounding land;
No. The area is zoned R-6 Multi-Family Residential Zoning District, and this development
meets the development requirements. The use of a community center and other
commercial uses are allowed through the approval of a planned unit development (PUD),
and no negative impacts are anticipated, as these uses will provide much needed services
for the residents that live within and around the City of Bemidji.
2. Whether the proposed use adversely affects traffic conditions and parking on
adjacent streets and land;
No. No adverse effects on traffic conditions or parking are anticipated. This existing site
with its former use as an elementary school, along with the proposed uses in this PUD,
should not affect the surrounding neighborhood. All movement within the Development
should have the capacity to handle the proposed uses.
3. Whether the proposed use adversely affects property in the surrounding area;
This type of development should not be detrimental to the surrounding area as the uses
are conducive for the area and zone. The development of the project will be beneficial to
the surrounding properties through added community services, meeting spaces, and
proposed daycare.
4. Whether the proposed use is in conformance with the community’s Comprehensive
Plan; and,
This project is in conformity with the goals and policies for a mixed-use development in
accordance with the Comprehensive Plan as well as the Ordinance. A Planned Unit
Development is encouraged in these areas to help provide flexibility.

NOW, THEREFORE, based on the record of this matter and the findings and determinations
contained herein, the Planning Board hereby resolves as follows:

requested PUD, as proposed in the final version of the documents presented to the
Planning Board, and hereby issues a conditional use permit for the PUD. The Planning
Board hereby grants a conditional use permit for the approval of the final PUD, the uses
of athletic complex / community center; multi-family/mixed use, multi-family or townhome
development (5 units or greater); park, athletic fields, and active outdoor recreation;
religious institution; indoor fitness, health club or spa; counseling service (behavioral,
mental health, drug & alcohol abuse); daycare facility (licensed commercial care); bed and
breakfast; grocery store, small (less than 15,000 SF); farmers market (flea/food/crafts) and
public library are permitted. Additional uses permitted in this PUD are Medical or dental
clinic; Garden Center; General Retail Store, Small; Personal Services and Repair, Small;
Printing or Publishing; Short-Term Rental Unit; Professional or Business Office;
Community Indoor Entertainment; and Food Processing or Production. The conditional
use permit issued herein for the PUD is subject to compliance with all the following
conditions:
a) A master sign plan shall be submitted, and a permit obtained from the City of Bemidji
prior to the second phase of the project.
b) All exterior lighting on-site shall comply with Section 28-408 of the Ordinance.
c) All dumpsters on-site shall be fully enclosed complying with Section 28-402 of the
Ordinance.
d) A landscaping plan meeting Section 28-406 of the Ordinance shall be submitted for
review and approval for the project by the second phase.
e) A parking plan meeting Section 28-409 of the Ordinance shall be submitted for review
and approval prior to the second phase start.
f) Architectural building plans shall be submitted for full review by the City of Bemidji staff
for the remodel of the building. All proper permitting including building permits shall be
obtained prior to construction.
g) The CUP shall expire and become void if the use it allows is not substantially started
within twelve (12) months from its date of issuance. A substantial start means more
than preliminary steps have been taken such that preparations to initiate the use are
mostly complete. The City of Bemidji may, upon written request of the owner, grant
an extension to this deadline not to exceed an additional twelve (12) months.

• Olderman requested clarification on the uses outlined in the request. Carlson clarified that
mixed-use covers multi-family residential and commercial and the request is for greater than
5 units.
Public Hearing opened at 5:44 p.m.
• Olderman inquired about where the applicant is at in the development process.
• Erika Bailey-Johnson, 8636 Cranberry Ct NE, addressed that the first grant covers the
purchase of the building and the public computer lab space and noted their organization is
seeking additional funding. Bailey-Johnson addressed that they are in communication with a
childcare provider interested in the space, multiple individuals who are wanting to lease
space, and they have recently obtained a quote from the contractor to update the building to
meet current code. Bailey-Johnson also noted that they will be sealing off the top and bottom
floors until they obtain funding to install an elevator.

be converted into apartments. The third phase would expand the community’s offerings, and the
Wilderness Academy could offer environmental education. The subject property is located at 815
Beltrami Ave NW (PIN 800119100) in the City of Bemidji.
BACKGROUND
This property is the retired Pre-K to 3rd grade, Central Elementary School. Independent School
District (ISD) 31 closed the school in 2021 as a cost-saving measure. The district put a restriction
on the sale that no formal school be allowed (this is Pre-K through 12th grades). Sacred Bundle
Inc., a tribal non-profit visited the school in 2024 and purchased the property in June of 2026.
They plan to call the property, the Minwaadizi Center, an Ojibwe-centered multi-purpose,
community facility. The applicant has met with staff several times to discuss options for the retired
school building and property. This project was brought before and approved by the Planning
Commission and Planning Board for a Rezone to R-6 Multi-Family Zoning District and the
Concept Planning Unit Development (PUD) during the July and August meetings. This request is
to finalize the Planning Unit Development (PUD) through the Conditional Use Permit (CUP) for
the project to start working on remodeling and lease spaces.
Existing Conditions
The subject property has been vacant since the summer of 2021 and will be redeveloped. This
parcel was rezoned to R-6 Multiple Family Residential zoning district as the abutting properties to
the north and west are R-4 single-family zone which included this parcel. It abuts R-5 High Density

southeast the UR Urban Renaissance (Downtown) zone.

Planning Considerations for PUD
A Planned Unit Development (PUD) is a type of development that allows for increased flexibility
from certain areas of land use ordinance. A PUD can be made up of different land use types
including residential, mixed-use, and/or commercial developments. In this case the applicant is
proposing mixed-use development. The definition of PUD in the City of Bemidji Planning & Zoning
Ordinance (hereafter referred as “Ordinance”) is as follows:
MIXED-USE PLANNED UNIT DEVELOPMENT (PUD): Planned unit development, mixed use
means a planned unit development which includes a mixture of residential and commercial uses.
In addition, it may be a single structure developed or converted under the statutory requirements
of a common interest community.
(R-6) Multiple Family Zoning District Mixed - Use is approved through the PUD process outlined
in the Ordinance, and no PUD can be approved without issuance of a Conditional Use Permit
(CUP) by the planning board.

The PUD review process consists of three (3) phases. The three-phase process was created as
applicants expressed interest in gaining a clear vision of the planning board expectations during
the concept phase to ensure expectations can be met.
Summary of Three (3) Phase Process
1. Concept Review (this has been completed)
a. Does this project’s density and sample layout work within the confines of its location?
b. What pieces of information would we require to make a final recommendation to the
applicant?
c. The approval of a concept in no way approves any elements of this project.
2. Preliminary Review
a. This should show the applicant has made an effort to address all of the concerns that were
brought to their attention at the concept meeting.
b. If commission/staff considers all concerns have been met and significant issues
have been addressed, preliminary and final review can be combined for approval.
c. Finalized plans need to be presented at this time for approval.
3. Final Approval
a. Finalized plans are required to be presented at this time if approval is to be
recommended. The planning board makes the final decision on approval or denial.
Phasing of the Project
The project is proposed to be completed in a total of three (3) phases. Refer to site plan and the
Concept narrative letter for the layout of each phase.
•

Phase one (first year) will be a remodel of the main level to create the public computer lab
space with private rooms by the end of 2026; reservable meeting rooms including the gym
for events, parties, and farmer/holiday markets; offices for mental health counseling,
environmental education programming; and a leased space for a childcare center.
Conversations are being conducted about a native plant nursery and landscaping
business in partnership with HRDC.

•

Phase two (2-5 years) will be remodeling the basement and upper floor, adding an
elevator. Basement level would create a commercial kitchen space for food/cooking
classes or to rent. Upper Level would provide five preliminary residential designs to
convert the second-floor classrooms. During this phase they will explore creating the
Mishko Wisitoon Wilderness Academy, a project to create an Indigenous environmental
education program.

•

Phase three (5-10 years) would continue to build out services and programs for the site.
Consider adding energy efficiency and renewable energy options to the building and site.

The timing and duration of each phase will be entirely dependent on market forces and funding.
The Applicant seeks approval for the three-phase project with flexibility prior to the start of each
phase of the project. If something within a subsequent phase would like to be moved to an earlier
or current phase, this can be approved via Staff administratively. No plat is being requested.
Anything from a current phase being delayed or pushed back to another phase will require
approval through a PUD amendment. Below is a layout of the three (3) proposed floors.

Amenities
A PUD is given greater flexibility from the Ordinance for providing a selection of amenities. These
amenities are listed in the Ordinance as Section 28-475. Flexibility can be granted when the
Applicant provides a selection of amenities from the list but is not limited to it.
Uses
The potential uses that would need Board approval that could be included for the PUD are the
following:
• Athletic Complex / Community Center – CUP
• Multi-Family/ Mixed-Use - CUP
• Multi-Family or Townhome Development (5 Units or Greater) – CUP
• Park, Athletic Fields and Active Outdoor Recreation – CUP
• Religious Institution - CUP
• Indoor Fitness, Health Club or Spa – IUP
• Bed and Breakfast – CUP
• Daycare Facility (Licensed Commercial Care) – IUP
• Public Library - CUP
• Grocery Store, Small (Less than 15,000 SF) – CUP
• Counseling Service (Behavioral, Mental Health, Drug & Alcohol Abuse) – CUP/IUP
• Farmers Market (Flea/Food/Crafts) – IUP
If these uses are included in the PUD, then they would be permitted and would not need additional
approval from the Planning Commission or Planning Board later. This would be the same concept
as the South Shore Planned Unit Development (SSPUD) and the Greater Bemidji Rail Corridor.
Uses that are permitted in a commercial zone that do not need Board approval to be included in
the PUD as potential uses are:
• Medical or dental clinic
• Garden Center
• General Retail Store, Small:
• Personal Services and Repair, Small
• Printing or Publishing
• Short-Term Rental Unit
• Professional or Business Office
• Community Indoor Entertainment
• Food Processing or Production
Flexibility
Greater flexibility is allowed with a PUD than otherwise allowed under the Ordinance, if it is a
coordinated development providing public benefits not otherwise required. Flexibility can only be
granted to the extent allowed by the Ordinance and flexibility will only be given to items approved
during the approval process. All other items not granted flexibility shall meet the Ordinance and
all regulations and requirements. Flexibility can be granted for setbacks, lot size, density, and offstreet parking and loading areas.
The Applicant is seeking flexibility for phasing timelines. A preliminary & final PUD is approved
through a CUP. A PUD, as stated in the Ordinance and the above section of this report, is a type

Parking
Per Section 28-409 of the Ordinance, A legal parking space shall be at least eight-and-a-half feet
by nineteen feet (8.5’ x 19’). Twenty-seven (27) existing off-street parking spaces are available
for the phase one uses and may need to be expanded in the future based on the second and third

phases. A parking and traffic plan will need to be incorporated into the phasing plan when
construction occurs.
Landscaping/ Tree Preservation
Per Section 28-406 of the Ordinance, if approved rezone to R-6 multi-family, minimum required
green space is 30% of the parcel, a total of 24 frontage trees with a minimum of 25 site trees.
Five (5) existing trees are on the parcel, a landscaping/tree plan will need to be submitted and
approved by the second phase.
(5) Non-residential uses in residential zoning districts. Developments shall preserve existing,
or plant at least one tree per 50 lineal feet of street frontage between the front property line
and the minimum front yard setback line. As part of the development site plan submitted for
approval, the landscape plan shall also include a minimum total tree count according to
required minimum green space as follows:
a. <1 acre = 1 tree per 800s.f. of minimum required pervious site surface.
b. 1—3 acres = 1 tree per 1,100s.f. of minimum required pervious site surface.
c. 3 acres = 1 tree per 1,400s.f. of minimum required pervious site surface.
Lighting
All exterior lighting shall be in conformity with Section 28-408 of the Ordinance and be downward
facing. All private exterior lighting on the building shall be hooded or otherwise shielded in order
to deflect from adjoining properties and the public right-of-way, as well as protect the night sky.
Signage
The Applicant has not indicated any signage yet for the development. Signage is something that
flexibility towards standards can be granted for with an approved PUD, no signage plan has been
given to city staff. A sign permit will need to be applied for and approved before installation.
Trash Handling
All dumpsters or recycling containers located on-site shall be fully enclosed complying with
Section 28-402 of the Ordinance. Such areas shall be completely screened and enclosed on all
sides, except the roof, with an enclosure or screening wall with durable and opaque material at a
minimum of six (6) feet in height.

Current land use under the Comprehensive Plan talks about Commercial/Residential Mixed-Use
as:
Commercial/Residential Mixed-Use only makes up a small amount of the City of Bemidji total
land area. The mixed‐use category represents a variety of lower intensity land uses.
Appropriate uses within the mixed-use category may include retail establishments, food
establishments, office space, and service uses with residential quarters. Mixed-use is
primarily located in downtown Bemidji.
Land Use Objectives and Strategies
Objective 4.1: Preserve the Quality Residential Neighborhoods
2. Promote “mixed-use” areas to improve the transition of residential land use to other
land uses. Mixed-use areas can provide an excellent transition from residential areas to
commercial or highly developed areas. Gradually intensifying the uses on the fringe of
neighborhoods or along high-traffic corridors that have been traditionally residential will
mitigate impact to existing neighborhoods.
4. Allow flexibility with site design standards to ensure high-quality development.
Allowing for greater flexibility of zoning ordinances or density requirements for meeting
site development criteria, such as increased live landscaping, stormwater retention areas,
active recreation amenities, or park area, can provide a benefit to developers while
ensuring a high-quality neighborhood is being designed or redeveloped.
5. Promote pedestrian-scale designs to increase sense of place and improve active
transportation in new developments or redevelopments. It is important to ensure highdensity residential areas are designed with active transportation in mind. Pedestrian-scale
design of roadways and buildings can allow for a safe and inviting walkable environment.
Objective 4.3: Promote Land Use Decisions that Protect the Natural Environment through
Smart Growth and Sustainable Practices
When reviewing increases of land uses through subdivisions or large-scale commercial
developments, resource conservation measures and sustainable land use practices will be
reviewed.
3. Promote in-fill development with access to public infrastructure. Supporting projects that
can use existing public infrastructure as well as increase density and intensification of land
use when appropriate can help limit urban sprawl. However, supporting proposals at a
density that strain existing public transportation or utilities is not sustainable and can
negatively impact the public.
4. Support a reduction of off-street parking requirements for appropriate land uses to allow
for increased interior green space. Maximize the potential for green space with all

RECOMMENDATION & FINDINGS
Conclusion based on the Ordinance and the Comprehensive Plan.
The Planning Commission must decide whether the conditions and findings are sufficient for
approval of a Prelim/Final Planned Unit Development through the Conditional Use Permit to
develop a multi-phase mixed use project for parcel 80.01191.00 meets the ordinance and
comprehensive plan. The following are the conditions and findings of fact:
Findings:
1. Whether the proposed use adversely affects the public safety, health, morals,
convenience and general welfare of the occupants of surrounding land;
No. The area is zoned R-6 Multi-Family Residential Zoning District, and this development
meets the development requirements. The use of a community center and other commercial
uses are allowed through the approval of a planned unit development (PUD), and no negative
impacts are anticipated, as these uses will provide much needed services for the residents
that live within and around the City of Bemidji.
2. Whether the proposed use adversely affects traffic conditions and parking on adjacent
streets and land;
No. No adverse effects on traffic conditions or parking are anticipated. This existing site with
its former use as an elementary school, along with the proposed uses in this PUD, should not
affect the surrounding neighborhood. All movement within the Development should have the
capacity to handle the proposed uses.

3. Whether the proposed use adversely affects property in the surrounding area;
This type of development should not be detrimental to the surrounding area as the uses are
conducive for the area and zone. The development of the project will be beneficial to the

4. Whether the proposed use is in conformance with the community’s Comprehensive
Plan; and,
This project is in conformity with the goals and policies for a mixed-use development in
accordance with the Comprehensive Plan as well as the Ordinance. A Planned Unit

This site is already served by city services.
Conditions:
1. A master sign plan shall be submitted, and a permit obtained from the City of Bemidji prior to

twelve (12) months from its date of issuance. A substantial start means more than
preliminary steps have been taken such that preparations to initiate the use are mostly
complete. The City of Bemidji may, upon written request of the owner, grant an extension to
this deadline not to exceed an additional twelve (12) months.

PUD Final Package
Goal
The goal of our Sacred Bundle team is to transform the former Central Elementary School in Bemidji, MN,
into the Minwaadizi Center, an Ojibwe-centered multi-purpose, community facility.
Background
The Sacred Bundle team visited the school in the fall of 2024 and decided the place has the capacity to be
something special. We are excited to revitalize an important historic building in central Bemidji and provide
some of the services needed in our community.
Projects are currently in the development phase to create a a public computer lab and community meeting
rooms. We have secured $500,000 through a U.S. Dept of Treasury/Minnesota Department of Education
(MDE) grant to purchase the building and create the public computer lab space. Another immediate focus is
to lease space to community groups. Since our preliminary proposal, we have refined some of our
knowledge of what must be updated to meet code to change the occupancy of the building. We also have
some solid leads on partners that would like to lease space in the building.
Phase 1, first year
The first phase of our plan to create the Minwaadizi Center is to capitalize on the MDE funding: purchase
the building and create the public computer lab space with private rooms to provide access to telehealth,
employment, and education goals in our community. We have partnered with Paul Bunyan Communications
to create the computer lab space. The public computer lab space must be open by the end of 2026 to satisfy
the terms of the grant. We have three goals with this space:
1. Provide an open, public computer lab space with access to two private rooms;
2. Provide a reservable meeting space for community groups; and
3. Create a reservable teaching and learning space for community.
During Phase 1 we will focus our efforts on the main floor of the building. We have learned that we must
have an elevator in order to utilize the top and bottom floors of the building. We plan to work on lease
agreements with organizations to rent space on the main floor of the building and short-term rental

agreements for the use of the gym. So far, we have received several inquiries about potentially leasing space in the
building. One entity, Mending Bay, will create an office space for mental health counseling starting in January. Another
entity, Happy Dancing Turtle, will create an office space for environmental education programming. There have also
already been several requests to rent the gym for birthday parties, a small conference, and a holiday market. The
Community Education coordinator is also interested in the gym space for youth activities, and preliminary conversations
have been held with the Bemidji Natural Choice Farmer’s Market to create space for winter markets in the Center.
We also recently learned that the YMCA of the Northern Sky would like to potentially lease space for a childcare center.
We have a meeting scheduled for September to investigate this opportunity. Since the Minwaadizi Center was a former
elementary school, it is perfectly situated for childcare programming. However, we know that we will have a lot to
consider if we decide to include childcare in the building.
There has been some exciting conversation in the past month about a native plant nursery and landscaping business
that could potentially be on the property. This will become more clear in this first phase. We have been invited to
participate in a grant with the Headwaters Regional Development Commission that has a goal of creating more
community garden spaces in the City, so we will see where that path leads.
In this first phase, we will also continue to host our own Sacred Bundle programming through the Mishko Wisitoon
Wilderness Academy. We are currently planning for a plant medicine camp for this fall.
Our Sacred Bundle team will continually need to prioritize building repairs and improvements. We have received two
energy audits to help us prioritize energy efficiency improvements now and for the future. In the past two months, we
have worked diligently with the architect and engineers to change our occupancy from an “E-Educational” to a “BBusiness and A3-Assembly”. Through this process so far, we have learned that we need to:
1. Remodel the existing restrooms near the gymnasium for accessibility.
2. Note the upper level and basement as unoccupied in order to eliminate the need for an elevator. Elevators are
required as part of an accessible route and will need to be provided when these levels are planned to be
occupied.
3. Update the emergency, exit, and egress lighting in areas of occupancy change. Generator, emergency power, or
battery backup in fixtures. New exit signs where required for complete and functional system. This includes
egress from electrical room in basement. (About 10 emergency fixtures for the first floor and 6 for the basement.)
4. Update lighting fixtures and control in all spaces having change of occupancy. Daylighting is required for all
offices and large rooms, about 8 rooms. Occupancy control required for all rooms.
5. Update fixtures throughout space to comply with Lighting Power Density.
Phase 2, 2-5 years
It is difficult to determine what will happen next in this large space, but we hope to open up the second and bottom
floors of the building to development during Phase 2. In order to do this, we would need to secure funding to install a 3stop elevator.
Conversations regarding the commercial kitchen space in the basement are active as we hope to offer food/cooking
classes and work with the NATIFs organization to potentially package Indigenous food for the community.
Phase 2 will also include more focused efforts to determine whether residential spaces make sense for the building.
Housing is in high demand in our community. We started very preliminary apartment design concepts with Bemidji State
University students this past spring. They provided five preliminary residential designs for the second-floor classrooms:
• a one-bedroom apartment;

During this phase we also plan to level-up the Mishko Wisitoon Wilderness Academy, a project to create an Indigenous
environmental education program. This work would seek to connect community to nature by offering a year-round

It is even harder to plan this far out, but we imagine we will be working to improve our community offerings and
working on large-scale building improvements during this phase. We will be further considering energy efficiency and
renewable energy options.

Re: SUB-2026-0004 - Sacred Bundle Inc. / Minwaadizi Center
The Bemidji Sustainability Commission reviewed the request submitted by Sacred Bundle Inc. for the proposed phased
redevelopment of the former Central Elementary School and submits the following recommendations for consideration.
Adaptive Reuse & Resource Efficiency
The proposed redevelopment would adapt the existing former Central Elementary School for new community,
educational, residential, and commercial uses. Reuse of the existing structure extends the useful life of an existing
community asset and infrastructure while providing opportunities to incorporate energy and resource efficiency as
renovations occur through the proposed phases.
Mixed-Use Redevelopment (GreenStep Best Practice (BP) 8: Mixed Uses)
The proposed combination of community space, services, educational uses, residential units, and potential commercial
uses is consistent with the principles of GreenStep BP 8: Mixed Uses. Action 3 specifically addresses the use of Planned
Unit Development (PUD) provisions to emphasize mixed-use development and sustainability features. The proposed
phased redevelopment brings multiple compatible uses together through reuse of an existing property.
Local Food (GreenStep BP 27: Local Food)
The proposed winter farmers market, along with the commercial kitchen and potential restaurant and/or retail space,
provides opportunities that are consistent with GreenStep BP 27: Local Food, which focuses on strengthening local food
production and access. Action 3 specifically addresses creating, assisting with, and promoting local food production and
distribution within a city, including farmers' markets. These proposed uses provide opportunities to support local food
access and the local food economy.
Environmental Education (GreenStep BP 24: Coordination, Engagement, and Outcomes)
The proposed Wilderness Academy, including the potential expansion of environmental education in a future phase, is
consistent with the educational principles reflected in GreenStep BP 24: Coordination, Engagement, and Outcomes.
Action 4: Public Education for Action focuses on sustainability education and action that builds upon community
relationships, networks, and events.
Overall, the Commission recognizes that the proposed adaptive reuse, mixed-use redevelopment, local food activities,
and environmental education incorporate several sustainability principles represented within Bemidji’s GreenStep Cities
Best Practices. The Commission supports these sustainability elements of the proposed Minwaadizi Center
development.

7 Brew Bemidji (Paul Bunyan Dr NW) – Landscape survivability will be reviewed after parking addition is complete.
Utility As-Builts and final wrap up remain. Site plan review for additional parking area was approved 8/28/2026
and construction is underway.
AirCorps Aviation (Mahnomen Dr) Building addition. Construction completed. Required curb, paving, and
frontage trees needed. Review of site plan review conditions will be conducted.
AirCorps Aviation (Airport Lot G) All plans have been approved, and the Development Agreement was signed July
6, 2026. Building is up and construction is ongoing.
AT&T Tower (Bardwell Dr NW) Site plan review completed. Construction appears complete. Landscape
survivability reviewed 8/4/2026. One required tree is dead, and ground cover has not been adequately
established. DA review will be issued.
Battery Warehouse Inc. (Gillette Dr) Construction complete and the businesses are open. Landscape survivability
was reviewed 8/4/2026. All required trees look good. Vegetative ground cover has been established. DA review
has been issued.
Beltrami County Adult Corrections Center (Pioneer St SE) Exterior construction largely complete, landscaping
underway, trees planted.
Bemidji Marine (Laurel Dr NW) Site plan review submitted for new storage building. Construction completed.
Paving and landscaping still need to be completed.
Bemidji Storage (Carr Lake Rd) Reopened; DA was signed and amended for developer’s timeline. Amended
timeline had a Spring 2025 start date and a Spring 2026 completion date. Trees were removed from site in October
2025; no further work has been completed to date. Amended DA is now expired. CLOSED
Blue Ox Moving (Washington Ave S) Parking lot redevelopment approved 4/13/2026. Curb and paving complete
10/7/2026. Landscaping & screening underway. Landscape survivability will be reviewed Summer 2027.
Border States (Cooperative Ct) Construction completed, business open. Landscape survivability reviewed
8/4/2026. Waiting on Utility As-Builts.
Chipotle (Paul Bunyan Dr NW) Property has been purchased, and the developers have been working with MNDOT
regarding the shared access.
Dale Schmidt Agency (Washington Ave S) Project reviewed on 8/4/2026. Trees planted, asphalt removal &
greenspace addition complete. Landscape survivability will be reviewed in spring 2027.
Glass Doctor (24th St NW) Construction complete, business open. Trees planted, paving and striping complete.
Vegetative cover needs to be established near the building.
Gracewin Cooperative – Developer granted a 12-month extension to achieve the required pre-sales (13 have been
secured and they need 18 to start construction) before starting construction. If the necessary pre-sales are not
achieved in a reasonable time, they will explore other options with the site.
Hanson Contracting Shop (Irvine Ave NW) Project reviewed 7/17/2026. Paving, striping, and required curbing
complete. Trees look good. Vegetative cover has been achieved. CLOSED

Les Schwab Tire Centers (Paul Bunyan Dr) Site Plan Review complete. Development Agreement signed, building
up, and construction is ongoing.
North Central Door (Re-branded Garaga) (Carr Lake Rd) Construction of the warehouse expansion project has
been completed. Landscape survivability moved to Spring/Summer 2027 due to tree replacement. The
polystyrene expansion project has been permitted with the development agreement signed July 1, 2026, and
construction is ongoing.
Peterson Sheet Metal (Bemidji Ave N) Contractor shop. Site Plan Review completed. Construction completed. DA
review will be conducted.
People’s Church (America Ave NW) – Planning action and DA reviewed 7/22/2026. The DA was extended following
owner’s request to allow more time to complete landscaping and trash enclosure. Landscape work was underway
9/8/2026.
Pizza Ranch (Paul Bunyan Dr) Landscape survivability reviewed 8/4/2026. Vegetative cover has come in to meet
the minimum coverage requirements. Four of the required trees have not survived and will need to be replaced.
A planning action review will be issued.
Rohde Feed & Garden (Washington Ave S) Plan review complete, DA signed. Construction underway.
Skips (Paul Bunyan Dr) Settlement agreement finalized and was forwarded to City Council for approval. Trees
were noted to have been planted on 8/5/2026. On-going survivability is required and will be reviewed in August
2027.
Tamarack Woods (Ridgeway Ave) Site Plan Review completed. Demolition of existing structure to begin in the
spring of 2027.
Voyageur Expeditionary High School (Bemidji Ave) Site plan review is completed. Requires a State Building
Permit. Construction underway.
Westridge Redevelopment (Paul Bunyan Dr) Construction is complete, and all businesses are now open.
Construction is complete. Review of site plan review conditions will be conducted.

Significant Enforcement Issues
o

Staff conducted significant research attempting to obtain contact information for an unsecured property in the
City. All individuals contacted stated they did not have legal right to secure the structure and didn’t have contact
information for the legal owner.

o

Additional attempts were made to contact
owners of several other neglected structures
within the city and information was provided to
the Building Department for the same purpose.

An occupied human activity site located between City property and the BNSF right-of-way was brought to staff’s
attention by Parks Department. BNSF were notified and informed staff that the sight would be submitted for
clean-up.

Staff have continued to review planning actions and development agreements to verify completion of attached
conditions, follow-up with those property owners to gain completion, and monitor ongoing projects.
