Entry Sign Revised Design

Discussion:
In February, we presented a redesigned entryway sign to replace the faded
blue signs that are currently at the major entry points of the City (Highway
60, Highway 3, CSAH 21, CSAH 48, St. Paul Avenue). Feedback was
provided, and a new design has been prepared by Adam at Sakatah
Signs. We are looking for additional feedback or the go-ahead to order the
signs for installation, hopefully still in 2026.

Selected Special Revenue Funds

Discussion:
The budget presentation for this meeting will include a few Special Revenue
Funds that are not the EDA, HRA, or TIF funds, which will come back at a
later time. This will also not include Community and Economic
Development or Tax Abatement Funds as these have been presented with
the property tax levy discussion.
A special revenue fund is a fund that is used to track a revenue source that
must be used for designated purposes, either set by state law or through
restrictions created at the local level. The funds that will be presented are
the following:
• 210 - Charitable Gambling Fund
The Charitable Gambling Board is budgeted to bring in $40,000 in gambling
tax annually, and awards $40,000 in funding to the community each
year. The fund has a positive fund balance and continues to earn interest
each month.
• 211 - City Rental Property Management
The plan is to close this fund in 2026 and transfer the remaining dollars
and projects to be completed to the General Fund to reduce the number of
funds being accounted for in 2027. So no budget is proposed for 2027. As
a reminder, this fund has collected the rent and paid the expenses for the
City's rental property at 16 1st Street SE for a number of years. The funds
will be spent in the short term to test for asbestos and, in the longer term,
demolition and site restoration. By moving the funds to the General Fund,
we can apply a restricted cash label to them to account for other propertyrelated items associated with the next phase of the Community Center.
HONESTY ▪ RESPECT ▪ DEDICATED ▪ VISIONARY ▪ ACCOUNTABILITY
Page 5 of 24

• 212 - Community Improvement Projects
This fund was established to account for a variety of grants that come to
the City which are better and more cleanly/clearly accounted for in a
special revenue fund versus the General Fund. For 2027, the only activity
shown is related to the budget that is expected to remain on the ReLeaf
Grant from the Minnesota DNR.
• 215 - Police Forfeiture Fund
Changes in state law reduced the ability for the Police Department to collect
forfeiture funds, so there are no new revenues coming in other than $200
in likely interest earnings on the existing balance. The remaining cash can
be used for equipment purchases for the PD, and with no budget
established for 2027, a budget amendment will need to be approved by
Council should an expenditure be proposed during the course of the year.
• 217 - Library Donation Fund
The Library is proposing to spend $110,000 of the donated funds from the
Crandall Estate in 2027. The CIP worksheet is attached for the $60,000
third floor maker space lighting, which will be part of the McKinstry project
paid for separately with these funds. The other proposed expenditures are
for a partnership with Northfield for utilization of their Bookmobile and for
a sound booth for one of the study rooms. The funds are earning interest
each month, which is the expected revenue in 2027.
• 225 - Airport Fund
The Airport capital projects are getting shuffled back once again, with the
rehab of Runway 12/30 getting moved to 2028 for construction. Funds will
be spent in 2027 on the engineering for that project, as well as taxiway
realignments that need to occur in order to prevent a plane from ending
up on the runway. Operationally, the federal reimbursements along with
the rents and other revenues are more than enough to cover the annual
operating costs planned for 2027. A budget amendment is needed for
2026 to remove the planned capital expense in 2026 for the runway rehab.
The packet includes the budget summary from the financial software for
each of the funds as well as the CIP worksheets for the Library Donation
and the Airport Funds. Also included in the packet is a fund balance
projection to show the projected 2027 ending balance based on the known
2025 ending balance.

City Hall Roof Replacement

Discussion:
A prior discussion about fund 437 — Public Facilities Fund, we mentioned
that City Hall needs a new roof and a new electrical supply in 2027 and
that we were not going to pursue outside funding in order to complete the
$855,000 estimated scope of work. At this time, we have identified
funding, and are seeking permission to start moving down a path in 2026
for the work to be completed in early 2027.
Funding
Fund 704 — Workers Compensation has an approximate cash balance of
$348,000. This was being held open pending workers' comp claims that
were City claims before the City joined the League of Minnesota Cities
Insurance Trust (LMCIT) for workers' compensation coverage. LMCIT has
confirmed these claims are closed and there is no more obligation for the
City. Therefore, these one-time funds can be moved elsewhere. The
recommendation is to bring a resolution to the City Council to transfer
these funds to fund 437 in 2026 and close the Workers Compensation Fund
before 12/31/26.
The Workers Compensation Fund alone is not enough to cover the
estimated costs for the roof and power supply. We looked further at one
bond that is to be paid off in 2027, the 2015A Refunding
portion. Overtime, the City has been required to levy 105% of the principal
and interest each year to ensure that enough funds are available to make
each year's payments. These funds not paid out over time have also been
earning interest, so after the final bond payment is made on December 15,
2027, there should be more than $700,000 available.
The bond covenants state that this surplus may be used for any lawful
purpose as directed by the City Council. In the past, the surplus bond
funds were used for the purpose in which the bonds were borrowed. The

refunding portion of the bond refunded prior street improvement
bonds. The recommendation is to make a transfer to Fund 437 as of
12/31/2027 of the amount that is needed to pay for the roof and electrical
supply, with any remaining funds going towards the Street Improvement
Fund (401).
Through the combination of the Workers Comp Fund and the 2015A
Refunding Bond Fund, we have the $855,000 needed to complete the
estimated scope of work in 2027.
Next Steps
We would like to hire ISG to prepare the plans and specifications, bid the
project and make an award recommendation for the project. ISG would
also be contracted to serve as the City's construction administrator on this
project to ensure the work was done to the plans and specifications that
they develop. We would like to get this project bid in late 2026 or early
2027 to ensure that the replacement work can be completed as quickly as
possible.
If the electrical supply work can be done before the roof, we would also
like to get that work done in 2026, knowing that the $348,000 is available
for the total project scope.
Staff would bring a resolution and budget amendment to the September
22nd meeting to close fund 704- Workers Comp and transfer all remaining
funds to fund 437- Public Facilities Fund. The transfer of funds from the
payoff of the 2027A bond would be built into the 2027 budget. Staff is
looking for direction that the Council is comfortable proceeding as
proposed.

Third Party Fire Inspections

Discussion:
The City of Faribault has adopted the State Fire Code which states, in
summary, that the intent of the code is to establish minimum requirements
that provide a reasonable level of life safety and property protection from
the hazards of fire, explosions or dangerous conditions in new and existing
buildings.
Installing and maintaining systems to protect life and property is one of
the ways the intent of the code is accomplished. These systems are
inspected upon installation but, in many instances, ongoing inspections are
not performed to ensure that the systems continue to serve their intent.
One way to ensure that systems are working is through inspections. Many
jurisdictions in Minnesota utilize third party inspections to assist with the
daunting task of inspecting the numerous systems out there. These
systems are considered as an internet-based tool to track and drive code
compliance.
These inspections cost the City nothing; fees are paid by the third party
contractor preforming the inspections and vary depending on the company
we choose to go with if the Council is in favor of implementing this
program.

Update
on

Performance

Standard

Discussion:
Council Member Barnes asked for an update on the Planning Commission
and Environmental Commission's joint work on the development of
performance standards related to data centers.
The two boards met jointly on August 17th, to discuss what performance
standards are and how the two groups could work together. The plan was
for the Environmental Commission to bring back environmental concerns
related to the development of data centers for the Planning Commission to
consider how to incorporate into land use standards (aka performance
standards). The Environmental Commission met on August 24th and
created a subcommittee to work on recommendations. The Planning
Commission held a work session on the 1st of September to go through
the draft standards that were previously presented by staff.
It is expected that the Environmental Commission will have a report from
their subcommittee at their September 28th meeting to consider and to
take action on recommendations to the Planning Commission at that
time.
The staff liaison has expressed confidence in having
recommendations from the subcommittee ready by the 28th.
The Planning Commission is continuing their discussion and review of the
original performance standards presented in June, which will not all be
impacted by the work of the Environmental Commission. The Planning
Commission is expected to have a refined draft of performance standards
by the end of October, with the goal of giving a recommendation and
performance standards to the City Council in November.
It is recommended that we proceed with this proposed schedule, as the
direction of the Council by resolution was to work on this immediately

regulation is desired, they are unable to comply with additional regulation
if it does not exist.
