Commissioner Choate, representing the Site Plan Committee, made a motion
recommending approval of the Record Plat for The Overlook (14001 Olive Blvd.) The
motion was seconded by Commissioner Wuennenberg.
DISCUSSION
Commissioner Harris expressed concerns regarding existing traffic conditions along Olive
Boulevard and the potential impact of the additional residential development. She noted that
traffic in the area is already heavy and that residents can experience difficulty turning onto Olive
Boulevard from nearby neighborhoods. She stated that she has received questions from
residents regarding the number of homes planned for the development and the effect the
development may have on traffic. She also expressed concern regarding the safety of motorists
entering and exiting the area.
The motion passed by a voice vote of 7 to 2. (Commissioners Harris and Rodermund voted
nay.)

Data Centers
DISCUSSION
Mr. Justin Wyse, Director of Planning, explained that several months ago, the City Council and
the Planning and Public Works Committee asked staff to begin evaluating data centers and to
work with the Planning Commission to develop appropriate regulations. He stated that the
proposed process outlined in the memorandum continues to meet the City’s procedural
requirements, including a public hearing, and includes additional steps intended to encourage
community participation and provide opportunities for interested parties to offer input before
regulations are developed. Mr. Wyse stated that the purpose of presenting the memorandum
was to make the Commission aware of the upcoming discussion and allow the Commissioners
time to consider the topic in preparation for a productive discussion. He also requested the
Commission’s general concurrence with the proposed framework, noting that the process could
be modified as necessary based on community input. No formal motion was requested.
Chair Tilman expressed support for proactively developing guidelines before the City receives a
data center proposal. He noted that Chesterfield has established planning processes, a
Comprehensive Plan, and development regulations that provide an opportunity to consider
appropriate standards and obtain community input in advance. He identified five primary areas
for consideration: siting and appropriate land uses; power generation and infrastructure; water
usage; noise and sound levels; and potential community benefits, including tax revenue,
employment, infrastructure improvements, or other benefits. He also suggested reviewing the
experiences of comparable communities where data centers have been operating to better
understand their impacts and community benefits.
Commissioner Choate suggested that air quality also be considered. She raised concerns
regarding the eventual decommissioning of data centers and questioned what legal or financial
protections, including bonding requirements, could be established to protect the City and
minimize potential negative impacts on residents.
Commissioner Staniforth raised concerns regarding potential environmental impacts on wildlife,
including impacts associated with noise and electrical infrastructure, and requested that these
issues be researched as part of the process.

Commissioner Marino agreed that environmental impacts should be considered and also raised
the issue of feasibility, particularly regarding potential locations within the Chesterfield Valley.
He discussed water availability and questioned who would bear the cost of providing water and
other utilities. He also emphasized the importance of understanding how tax revenues
generated by a data center would be distributed and what direct financial benefit the City of
Chesterfield could receive.
Chair Tilman emphasized that community engagement should include not only residents, but
also businesses and others who live, work, or otherwise have an interest in Chesterfield,
particularly those located near areas that may be considered appropriate for data centers. He
further discussed potential community benefits, including whether infrastructure or powergeneration investments associated with a data center could provide benefits to nearby City
facilities, businesses, or residents.
Commissioner Rodermund discussed the economics of data centers, noting that they are
capital-intensive developments but generally do not employ large numbers of people. He
questioned the potential economic benefit to Chesterfield given the City’s tax structure and lack
of a municipal property tax. He emphasized that when comparing Chesterfield with other
communities that have data centers, differences in local tax structures should be considered to
determine whether those comparisons are applicable.
Commissioner Harris questioned how staff would identify reliable and accurate information
regarding data centers given the amount of conflicting information available. She asked whether
staff would review communities of a similar size and how staff would determine which
information should be relied upon. Mr. Wyse acknowledged the challenge of identifying and
presenting reliable information on a topic that has generated significant disagreement. He stated
that staff would work to develop fact-based information for the Commission and community
while recognizing that differing perspectives and levels of trust may remain.
Commissioner Wuennenberg asked whether future discussions and community engagement
would occur during regular Planning Commission meetings or through separate meetings
similar to those held during the Comprehensive Plan process. He stated that identifying the
format would help Commissioners encourage community participation. Mr. Wyse stated that his
initial recommendation was to begin the discussions during regularly scheduled Planning
Commission meetings and adjust the process if additional community engagement meetings
become necessary. He noted that utilizing regularly scheduled meetings could also make
participation easier as the City approaches the end of the year.
Commissioner Wuennenberg suggested reviewing large data center projects currently being
developed in nearby communities to understand the designs and standards being proposed. He
noted that data centers can vary significantly in scale and that the City should consider those
differences when developing its standards. Mr. Wyse noted that comparisons with other
communities may be challenging because Chesterfield has different land characteristics and
development conditions. He emphasized that the City has not received a data center proposal
and that staff has not been contacted by a data center developer. He stated that the discussion
is intended to be proactive rather than a response to a pending development proposal.
Commissioner Rodermund noted that land costs in Chesterfield may also affect the feasibility of
locating a data center within the City.
Commissioner Wuennenberg reiterated that data centers vary in scale and stated that the City
should establish appropriate guidance regardless of whether a proposal is currently anticipated.

Commissioner Chohan suggested that the Commission review data center proposals that have
both been approved and denied in other jurisdictions. He also emphasized the importance of
considering emerging technologies, including technologies that may reduce water consumption.
He also raised concerns regarding potential impacts on emergency services, including training
and other costs to the City, and suggested considering ongoing reporting, inspection, and
monitoring requirements if a data center is ultimately approved.
Councilmember Hansen emphasized the importance of considering technological change and
the long-term future of data centers. She noted that technology continues to evolve rapidly and
questioned how changes over a longer period could affect the need for, design of, or continued
use of data center facilities.
Chair Tilman stated that technological change also raises the issue of obsolescence and
emphasized the importance of considering how a data center and its supporting infrastructure
would be managed if the facility were no longer needed.
Commissioner Marino stated that, while potential impacts and obsolescence should be carefully
evaluated, the City should also consider potential opportunities associated with future
technology. He expressed support for developing a complete understanding of both the
potential benefits and impacts before establishing regulations.
Commissioner Chohan reiterated that technological advancements may change current
assumptions regarding data center operations, including water usage and cooling systems, and
stated that the City’s review should account for emerging technologies.
Commissioner Wuennenberg stated that the Commission should clearly define the Planning
Commission’s role, goals, rights, and responsibilities in developing data center standards, as
distinguished from the responsibilities of the City’s elected officials.

PROPOSAL SUMMARY
Stock & Associates Consulting Engineers, Inc., on behalf of Car Craft Auto Body, submitted a
request for an ordinance amendment to modify the development criteria for a tract of land
located along Chesterfield Airport Road, east of its intersection with Long Road, and south of
Interstate 64. The applicant is proposing three (3) changes to the development criteria as part of
this request: increase the total allowed building area from 60,000 square feet to 72,000 square
feet; reduce the required northernmost parking setback from 290 feet to 55 feet; and reduce the
northernmost building setback from 300 feet to 55 feet.

SITE HISTORY
▪ The site was zoned “NU” Non-Urban District prior to the incorporation of the City of
Chesterfield.
▪
In 1995, the site was rezoned from “NU” Non-Urban District to “C8” Planned Commercial
District for a retail lumber yard. A Site Development Plan and Record Plat were also
approved that year, designating the 7.42-acre parcel as Lot 2 of 84 Lumber Subdivision.
▪
In 2009, the applicant requested rezoning from “C8” Planned Commercial District to “PI”
Planned Industrial District. During the review, the request changed to “PC” Planned
Commercial District at the request of City Council.
▪
In 2020, the applicant requested an ordinance amendment to further modify the
development criteria for the "PC" Planned Commercial District. After multiple revisions,
City Council approved the amendment in 2022 as Ordinance No. 3181.
The approved amendment required that Arnage Road be extended to the west property
line, and that the private north-south access to Chesterfield-Airport Road be removed
once Arnage Road connects to Caprice Drive. There was significant discussion about this
during that time, but ultimately this requirement was never completed and would need
to be addressed, subject to Site Development Plan approval, as part of any future
expansion.
Similarly, the approved ordinance required that outdoor storage areas be depicted on the
Site Development Plan and screened through berming, landscaping, fencing, or other
methods approved by the City of Chesterfield. The Preliminary Development Plan
approved under Ordinance No. 3181 depicted improvements that were never completed
through Site Development Plan review; this, too, would need to be addressed as part of
any future expansion, subject to Site Development Plan approval.
PUBLIC HEARING
A Public Hearing was held on June 22, 2026. At that time, the Planning Commission and the public
had the opportunity to speak on the petition. Following the date of the Hearing, the City issued
a letter identifying seven (7) issues and concerns that were raised at the meeting. A copy of the
applicant's Public Hearing response letter has been included in the packet.
Concerns raised during the Public Hearing included future operations, including used and new
auto sales; the visual impact of the proposed expansion; the elevation difference relative to I-64;
the location of areas used for inventory, display, and service; justification for the requested
square footage relative to what was proposed on the Preliminary Development Plan; and plans
for future demolition or rehabilitation of the existing structures. Also discussed was the issue of
vehicles parking in unauthorized locations, such as the private north-south street. This violation
has since been abated by the property owner, and addressed in the proposed attachment to be
reviewed by the Commission.

ATTACHMENT A
A draft of Attachment A has been included in the packet for review. The revisions reflect the
applicant's request, as well as additional changes made to update the language of Attachment A
to meet current City standards. Minor revisions were made to the required structure setbacks to
ensure consistency and compliance with the location of the existing structures on site.
Requested changes to Ord. 3181 (Attachment A) by the petitioner:
1. Amend Section I.B.a. to increase the total allowed square footage of buildings from
60,000 square feet to 72,000 square feet.
2. Amend Section I.C.1.a. to modify the structure setback from 300 feet to 55 feet.
3. Amend Section I.C.2.a. to modify the parking setback from 290 feet to 55 feet.
PRELIMINARY DEVELOPMENT PLAN
Following the Public Hearing, the applicant revised the Preliminary Development Plan to address
comments received. Existing Buildings #1 through #4 have been labeled and are now depicted as
"To Be Improved and Expanded." The plan reflects proposed access aligned to mirror 34 Arnage
Road, along with an extension of Arnage Road to the private north-south street. A dedicated
employee parking area has been provided, and sidewalks have been added along Arnage Road
and the north-south private road to allow pedestrian access to the northern structure, identified
as Proposed Building A.
The revised Preliminary Development Plan also depicts removal of the existing chain link fence
along Arnage and between the property to the east, replacing it with a gated, six (6)-foot-tall,
sight-proof vinyl fence enclosure to screen outdoor storage of wrecked or immobilized vehicles.
Parking has also been allocated behind Proposed Building A, to the north, for vehicles requiring
minor service and repair for the automobile dealership. Customer parking is labeled directly east
and west of Proposed Building A, while new/pre-owned inventory and visitor parking are labeled
along the same structure's east and west sides. Overall, the revised plan addresses Public Hearing
comments through improved circulation, screening, and site organization.

During the Planning Commission meeting, it was also noted that the Preliminary Development
Plan presented at the Public Hearing reflected approximately 61,300 square feet of total building
area, while the request seeks a maximum allowed building area of 72,000 square feet. The
revised Preliminary Development Plan now depicts approximately 68,380 square feet, bringing
the proposal closer to the requested maximum.

Tree Stand Delineation (TSD): A Tree Stand Delineation was provided by Loomis Associates
Landscape Architects and Planners. The plan depicts 138,098 square feet (3.17 acres) of total
existing tree canopy. No Monarch trees were identified on the plan. Most of the existing tree
canopy is located on the northern portion of the site, where the parking area and Proposed
Building A are depicted. The applicant has indicated in their responses to the City that meeting
the minimum 30% Tree Preservation requirement would be difficult, and this will most likely be
addressed through the Site Development Plan review process by submitting a Landscape
Mitigation Plan.

Landscape Buffer: The Chesterfield Valley Master Storm Water Plan indicates a flat bottom ditch
along the north property line of this site. The property owner is required to maintain the cross
section and flowline of this channel across the portion that runs through their property. Due to
this channel, the applicant is not permitted to install any landscape plantings below the 100 year
base flood elevation level. To accommodate this restriction, the applicant has requested a fiftyfive (55) foot landscape buffer in lieu of the required thirty (30) foot landscape buffer to allow
for the proposed landscaping to be installed in a Landscape Buffer along the Interstate 64
corridor. A Landscape Plan will be required for review during the Site Development Plan review.
Cross Access with Lou Fusz Ford: There is an existing unauthorized cross-access connection
between the subject site and the Lou Fusz Ford subdivision to the west. An active violation is on
file for this connection, and the City has been in contact with the property manager for Lou Fusz
to bring the site into compliance. Revisions to the Preliminary Development Plan include removal
of the unauthorized connection and the addition of a future cross-access easement, which can
be added and recorded at a later time. Establishment of the future cross-access easement will
require coordination between the subject site and the property owner to the west, and would
be reviewed and approved by the City on the Site Development Plan.

City Staff has completed review of this petition, and all agency comments have been received.

No building or structure, other than a freestanding project identification sign,
light standards, or flag poles, will be located within the following setbacks:

private property within a six (6) foot-wide private sidewalk easement, dedicated

3. Additional right-of-way and road improvements shall be provided, as required
by the Missouri Department of Transportation, St. Louis County Department of
Transportation, and/or the City of Chesterfield.
4. Any request to install a gate at the entrance to this development must be
approved by the City of Chesterfield and St. Louis County and be installed in
accordance with City Code requirements. No gate installation will be permitted
on public right-of-way.
5. If a gate is installed on a street in this development, the streets within the
development, or that portion of the development that is gated, shall be private
and remain private forever.
K. TRAFFIC STUDY
1. Provide a traffic study as directed by the City of Chesterfield and/or St. Louis
County. The scope of the study shall include internal and external circulation
and may be limited to site-specific impacts, such as the need for additional
lanes, entrance configuration, geometrics, sight distance, traffic signal
modifications, or other improvements required, as long as the density of the
proposed development falls within the parameters of the City’s traffic model.
Should the density be other than the density assumed in the model, regional
issues shall be addressed as directed by the City of Chesterfield.
2. Provide a sight distance evaluation report, as required by the City of
Chesterfield, for the proposed entrance onto Chesterfield Airport Road. If
adequate sight distance cannot be provided at the access location, acquisition
of right-of-way, reconstruction of pavement, including correction to the vertical
alignment, and/or other off-site improvements shall be required, as directed by
the City of Chesterfield and/or St. Louis County.
L. POWER OF REVIEW
The development shall adhere to the Power of Review Requirements of the City
of Chesterfield Code.
M. STORM WATER
1. Storm water shall be as approved by the City of Chesterfield, the Metropolitan
St. Louis Sewer District, and the Monarch Chesterfield Levee District, as

2. A wetland mitigation reimbursement payment is required prior to Improvement
Plan approval. The City of Chesterfield previously delineated and mitigated for
5.26 acres of wetland impacts on this property. The total mitigation amount paid
by the City for this property was $131,507. A partial reimbursement payment of
$50,624 was made to the City in 1996. Therefore, the remaining balance of
$80,883 is required to be paid to the City prior to Improvement Plan approval.
3. The Chesterfield Valley Master Storm Water Plan indicates a ten (10) foot flatbottom ditch along the north property line of this site and that drainage from this
site is to be directed to the north to Pump Station #4 at Long Road and the
North Outer Forty Road. The property owner is required to maintain the cross
section and flowline of this channel across the portion that runs through this
property.
N. SANITARY SEWER
1. Sanitary sewers shall be as approved by the City of Chesterfield and the
Metropolitan St. Louis Sewer District.
2. The site is currently served via an existing private pump station and force main.
These shall remain private. Sanitary improvements, including pump station
upgrades may be required based on the flow rates provided, as directed by
Metropolitan St. Louis Sewer District.
O. GEOTECHNICAL REPORT
1. Prior to Site Development Plan approval, the developer shall provide a
geotechnical report, prepared by a registered professional engineer licensed to
practice in the State of Missouri, as directed by the City of Chesterfield. The
report shall verify the suitability of grading and proposed improvements with
soil and geologic conditions and address the existence of any potential
sinkholes, ponds, dams, septic fields, etc., and recommendations for treatment.
A statement of compliance, signed and sealed by the geotechnical engineer
preparing the report, shall be included on all Site Development Plans and
Improvement Plans.
R. MISCELLANEOUS
1. All utilities will be installed underground.
2. An opportunity for recycling shall be provided.
3. Road improvements and right-of-way dedication shall be completed prior to the
issuance of an occupancy permit. If development phasing is anticipated, the
developer shall complete road improvements, right-of-way dedication, and
access requirements for each phase of development as directed by the City of
Chesterfield and St. Louis County Department of Transportation. Delays due

II. GENERAL CRITERIA
A. SITE DEVELOPMENT PLAN SUBMITTAL REQUIREMENTS
The Site Development Plan shall include, but not be limited to, the following:
1.
Location map, north arrow, and plan scale. The scale shall be no greater than
one (1) inch equals one hundred (100) feet.
2.
Outboundary plat and legal description of property.
3.
Density calculations.
4.
Parking calculations. Including calculations for all off street parking spaces,
required and proposed, and the number, size and location for handicap
designed.
5.
Provide openspace percentage for overall development, including separate
percentage for each lot on the plan.
6.
A note indicating all utilities will be installed underground.
7.
A note indicating signage approval is a separate process.
8.
Depict the location of all buildings, size, including height and distance from
adjacent property lines, and proposed use.
9.
Specific structure and parking setbacks along all roadways and property
lines.
10. Indicate location of all existing and proposed freestanding monument signs.
11. Zoning district lines, subdivision name, lot number, dimensions, and area,
and zoning of adjacent parcels where different than the site.
12. Floodplain boundaries.
13. Depict existing and proposed improvements within 150 feet of the site as
directed. Improvements include, but are not limited to, roadways, driveways
and walkways adjacent to and across the street from the site, significant
natural features, such as wooded areas and rock formations, and other karst
features that are to remain or be removed.

14. Depict all existing and proposed easements and rights-of-way within 150 feet

required for proposed improvements.
15. Indicate the location of the proposed storm sewers, detention basins, sanitary
sewers and connection(s) to the existing systems.
16. Depict existing and proposed contours at intervals of not more than one (1)
foot, and extending 150 feet beyond the limits of the site as directed.
17. Address trees and landscaping in accordance with the City of Chesterfield
Code.
18. Comply with all preliminary plat requirements of the City of Chesterfield
Subdivision Regulations per the City of Chesterfield Code.
19. Signed and sealed in conformance with the State of Missouri Department of
Economic Development, Division of Professional Registration, Missouri
Board for Architects, Professional Engineers and Land Surveyors
requirements.
20. Provide comments/approvals from the appropriate Fire District, Monarch
Levee District, Spirit of St. Louis Airport, Metropolitan St. Louis Sewer District
(MSD) and the Missouri Department of Transportation.
21. Compliance with Sky Exposure Plane.
22. Compliance with the current Metropolitan Sewer District Site Guidance as
adopted by the City of Chesterfield.
III. TRUST FUND CONTRIBUTION
The developer shall be required to contribute to the applicable Traffic Generation
Assessment (TGA) area as established by City of Chesterfield Ordinance 3207 or
amendments thereafter.
The amount of all required contributions for storm water and primary water line
improvements, if not submitted by January 1, 2026, shall be adjusted on that date
and on the first day of January in each succeeding year thereafter in accordance
with the construction cost index as determined by the St. Louis County
Department of Transportation.
A. ROADS
The roadway improvement contribution is based on land and building use. The
roadway contributions are necessary to help defray the cost of engineering, rightof-way acquisition, and major roadway construction. This contribution shall be

established by the City of Chesterfield Trust Fund Rate Schedule effective at the
time of development.
The Traffic Generation Assessment (TGA) contribution shall be made prior to the
issuance of a Municipal Zoning Approval (MZA) by the City of Chesterfield.
Allowable credits for required improvements will be awarded as directed by the
City of Chesterfield. Sidewalk construction and utility relocation, among other
items, are not considered allowable credits.
As this development is located within a trust fund area, any portion of the traffic
generation assessment contribution which remains following completion of road
improvements required by the development will be retained in the appropriate
trust fund.
B. WATER MAIN
The primary water line contribution is based on gross acreage of the
development land area. The contribution shall be a sum of $1,148.96 per acre
for the total area as approved on the Site Development Plan to be used solely
to help defray the cost of constructing the primary water line serving the
Chesterfield Valley Area.
The primary water line contribution shall be deposited with the St. Louis
County Department of Transportation. The deposit shall be made before St.
Louis County approval of the Site Development Plan or Concept Plan unless
otherwise directed by the St. Louis County Department of Transportation.
Funds shall be payable to the Treasurer, St. Louis County/City of Chesterfield.
C. STORM WATER
The storm water contribution is based on gross acreage of the development
land area. These funds are necessary to defray the cost of engineering and
construction improvements for the collection and disposal of storm water from
Chesterfield Valley in accordance with the Master Plan on file with and jointly
approved by St. Louis County and the Metropolitan St. Louis Sewer District.
The amount of the storm water contribution will be computed based on District.
The amount of the storm water contribution will be computed based on
$3,645.37 per acre for the total area as approved on the Site Development
Plan.
D. SANITARY SEWER
The sanitary sewer contribution is collected as the Caulk Creek impact fee.

The sanitary sewer contribution within the Chesterfield Valley area shall be
deposited with the Metropolitan St. Louis Sewer District as required by the
District.
IV. RECORDING
Within sixty (60) days of approval of any development plan by the City of Chesterfield,
the approved Plan will be recorded with the St. Louis County Recorder of Deeds.
Failure to do so will result in the expiration of approval of said plan and require reapproval of a plan by the Planning Commission.
V. ENFORCEMENT
A. The City of Chesterfield, Missouri will enforce the conditions of this ordinance in
accordance with the Plan approved by the City of Chesterfield and the terms of
this Attachment A.
B. Failure to comply with any or all the conditions of this ordinance will be adequate
cause for revocation of approvals/permits by reviewing Departments and
Commissions.
C. Non-compliance with the specific requirements and conditions set forth in this
Ordinance and its attached conditions or other Ordinances of the City of
Chesterfield shall constitute an ordinance violation, subject, but not limited to, the
penalty provisions as set forth in the City of Chesterfield Code.
D. Waiver of Notice of Violation per the City of Chesterfield Code.
E. This document shall be read as a whole and any inconsistency shall be integrated
to carry out the overall intent of this Attachment A.

We are pleased to offer the following written responses to your comments contained within your
departmental letter, dated 6/25/2026.
1. The applicant has indicated that future operations will include auto sales. Please provide additional
details regarding the permitted uses proposed for the site, as well as how pedestrian and vehicular
traffic will be accommodated and navigated in the future.
Response: Ordinance #3181 allows automobile dealerships as a permitted use. Proposed building is
intended to provide the potential location of an automobile dealership. Similar to the
“JLR” Dealership to the East governed by Ordinance # 3181, new vehicles, pre-owned
vehicles would be placed to the North, West and East sides of the building. Employee
parking and vehicles for service would be to the South. Notes and illustrations have been
added to the Preliminary Plan to demonstrate pedestrian and vehicular circulation.
2. Address the Planning Commission's concern regarding the visual impact of the proposed expansion by
demonstrating how outdoor storage areas and vehicle inventory will be clearly organized, buffered,
and screened. Each use area should have well-defined, identifiable boundaries, and the site layout
should prevent inventory and vehicles awaiting service from encroaching into parking areas and access
drives.
Response: Similar to Response #1, new and preowned vehicles will be displayed along I-64 side of
new building. (See Preliminary Plan)
3. Address the elevation difference between I-64 and the proposed expansion, and explain how the site
will be designed to minimize the visual impact of vehicles awaiting service along the interstate.
Response: The future development of the site will involve “raising” and setting finished floor to
approximate elevation of 461.00; similar to Jaquar / Land Rover. The edge of shoulder of
I-64 is approximate elevation 461.30
4. Provide additional details regarding the location and layout of proposed vehicle display areas.

5. The Planning Commission raised concerns about vehicles parking in unauthorized locations. Any
vehicles parked along the private access road must be removed prior to being scheduled for the next
Planning Commission meeting to bring the site into compliance with City Code.
Response: As discussed at meeting, referenced vehicles do not belong to car craft. City staff was
going to follow- up with code enforcement.
6. The Planning Commission noted that the proposed Preliminary Development Plan reflects
approximately 61,300 square feet of total building area, while the request seeks a maximum allowed
building area of 72,000 square feet. Please provide a justification for the approximately 10,700 square
foot difference.
Response: The building expansion and the new building have not been designed as a result the
additional gross floor area request provides flexibility. In addition, 72,000 GSF is well
below the F.A.R of 0.55
7. The Planning Commission inquired about the future demolition or rehabilitation of the existing
structures on site. Please provide additional detail regarding the future development plans for the
existing buildings.
Response: Car Craft does intend to expand the existing buildings # 1, 2, 3 & 4 to consolidate and
expand its automotive repair business.

10. Depict the location of any proposed gates, fencing, or screening on the preliminary development plan.
Be advised, gated access within the City requires a minimum stacking distance of sixty (60) feet, and a
turnaround for rejected vehicles, designed to accommodate a single unit truck.

11. Site layout does not meet the minimum driveway throat length (45’) as specified in City Code Section
405.04.100(I)(8). Revise as necessary.

12. It appears the proposed expansion will remove a significant amount of existing tree canopy and open
space. Confirm that the future redevelopment of the site can meet the required minimum of 30% tree
preservation and a minimum of 35 % open space.
Response: The current PDP is providing approximately 36% open space verses the required 35%
open space. However, due to required “grading” tree preservation is very difficult on
Chesterfield Valley projects. At such time we move forward with a Site Development Plan
this issue will be addressed and tree mitigation may be required.

Tree Stand Delineation Narrative
This project site comprises a total of 7 acres and has a total of 138,098 s.f. of
tree canopy. The Tree Stand Delineation map was completed by field inspection.

The individual trees found onsite along the road consist mainly of Maple, Ash
and Pear in fair to good condition. Individual trees found onsite along the fence
perimeter include primarily Apple and Pine along with some Cottonwood and
Sycamore trees in poor to fair condition.

The trees found onsite within the woodland area consist of Ash, Maple, and
Cottonwood with some Boxelder, Sycamore, Willow, and young Mulberry trees.
The Ash trees are in poor condition overall. There are vines and a Honeysuckle
understory throughout the wooded area along with some invasive groundcover
vegetation.
