Ste. Genevieve County Commission Minutes
THURSDAY, SEPTEMBER 10, 2026
19TH Day of the July Term. The Commission Met Pursuant to Adjournment. Present were
Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry
along with Deputy County Clerk, Michele Gatzemeyer.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.
THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY, SEPTEMBER 3, 2026
WERE READ. COMMISSIONER FORD MADE A MOTION TO APPROVE SAID MINUTES AS
PRESENTED. COMMISSIONER MARBERRY SECONDED THE MOTION. COMMISSIONER FORD
YEA. COMMISSIONER MARBERRY YEA. ALL IN FAVOR. MOTION PASSED.
Commissioner Ford made a ‘Motion’ to approve the ‘Agenda’ for today’s Commission Meeting.
Commissioner Marberry seconded the ‘Motion’. Commissioner Ford yea. Commissioner
Marberry yea. All in favor. Motion passed.
The Missouri Ethics Commission requires ‘Conflict of Interest’ Ordinance every other year that
includes the following: Declaration of Policy, Conflicts of Interest, Disclosure Reports, Financial
Interest Statement, Filing of Ordinance, Effective Date, etc. After careful review and
consideration, Commissioner Marberry made a ‘Motion’ to approve ORDINANCE NO. 09102026,
Conflict of Interest Ordinance that establishes a procedure to disclose potential conflicts of
interest and substantial interests for certain officials. Commissioner Ford seconded the
‘Motion’. Commissioner Marberry yea. Commissioner Ford yea. All in favor. Motion passed.

There was nothing additional to report on HVAC Issue @ the Community Center.
Update provided on Main Street Bridge – BRO Project No. “R095-002”
Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for
today’s meeting. Following were the items reported:
*Mr. Schmieder still completing research on ‘Mower’ for Ste. Genevieve YMCA.
*Genevieve Church Road ‘Paving’ has been completed.
*Mechanic for R&B Department is performing repairs on ‘County Vehicle’.
*St. Mary Cemetery Road – Trailer still on the same.
*The Ste. Genevieve County R&B Department has returned to their work schedule of (5)
8-Hour Days.
*Mr. Schmieder reported that they are preparing to ‘Crack Seal’ Lawrenceton Cut-Off
Road and plan on performing any additional ‘patching’ that can be completed; weather
permitting.

State Representative, Bryant Wolfin, appeared before the Commission to provide ‘Update’
regarding several matters of ‘interest’ to the ‘County’. Following were ‘items’ discussed:
*Representative Wolfin noted that it is doubtful that ‘Special Session’ would occur.
*’District Mapping’ reviewed. Supreme Court hearing being held as of this date.
*Mr. Wolfin stated that ‘Reduction in Sales Tax’ Revenue is a priority for him. Mr. Wolfin
will continue to pursue this matter and a ‘resolve’ should he win the General Election.
*Mr. Wolfin also working on ‘Adverse Possession’ Issue.
*Representative Wolfin noted that a ‘hot button’ issue was the ‘issue’ of Data Centers.
He advised that 3rd Class Counties are limited in ‘what’ they can do to regulate them.
*Question was posed by Commission as to whether or not there might be a
possibility of ‘legislation’ being proposed that could set potential parameters.
*Matter of ‘Environmental Setbacks’ also discussed.
*Representative Wolfin stated that he is a proponent of ‘Commission’ having a
moratorium on this issue.
Explanation of ‘Auditor’s Report’ provided in great detail by County Clerk, Sue Wolk, to Mark
Evans w/Ste. Genevieve Herald as well as Carl Kinsky, who is running for State Representative
and posed question surrounding report from State Auditor’s Office. Issue is being rectified with
confirmation of ‘handling matter’ by State Auditor’s Office. Matter to be resolved over by
lowering the General Revenue Tax Rate from 0.2560 to 0.2468 for 2026. Another adjustment to
occur in 2027,
*It was also noted that regarding matter of ‘Salary Commission’; Ste. Genevieve County
will hold ‘Salary Commission Meeting’ every year although this is not mandatory. State
Auditor’s office made aware of the same.
A ‘Motion’ was made by Commissioner Marberry to ‘Enter’ into ‘Emergency Closed Session’
Meeting at 10:22 A.M. – pursuant to RSMo 610.021(1) – as it relates to ‘Litigation’, RSMo
610.021(2) – as it relates to ‘Contracts’, as well as RSMo 610.021(3) – as it relates to ‘Personnel’.
Commissioner Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken.

A ‘Motion’ was made by Commissioner Marberry to ‘Exit’ the ‘Emergency Closed Session’
Meeting at 10:34 A.M. – pursuant to RSMo 610.021(1) – as it relates to ‘Litigation’, RSMo
610.021(2) – as it relates to ‘Contracts’, as well as RSMo 610.021(3) – as it relates to ‘Personnel’.
Commissioner Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken.

Mr. Scott Schmieder, R&B Foreman, appeared before the Commission due to
‘Urgent/Emergency’ Need for tires (for Dump Trucks). After careful consideration and close
review, Commissioner Marberry made a ‘Motion’ to approve Purchase Order No. 0008 for
‘Dump Truck Tires’ through local vendor, Mueller Tire Service, that was able to supply the same
@ a “Total Cost” of $10,699.00. Commissioner Ford seconded the ‘Motion’. Commissioner
Marberry yea. Commissioner Ford yea. All in favor. Motion passed. (Copy of noted Purchase
Requisition attached to Commission Record Supplement for this Date.)

Gerald ‘Duck’ Bader, Ste. Genevieve County Surveyor, appeared before the Commission, to
provide detailed ‘Remonumentation – Co-Op’ Program. Mr. Bader was simply advocating for
the ‘Remonumentation’ Program along with the benefits that it offers.
Sheriff’s Department appeared before the Commission regarding ‘Body Armor’ Vests that
needed to be replaced as a result of their age. After careful consideration, Commissioner Ford
made a ‘Motion’ to approve Purchase Requisition No. 26-0011 for ‘Vests’ through vendor, Leon
Uniform Company, @ a “Total Cost” of $13,000.00 through ‘Supplies’ with the knowledge that
an amount of $6,500 would be paid through ‘Grant’ that was facilitated through said
Department. Commissioner Marberry seconded the ‘Motion’. Commissioner Ford yea.

relates to ‘Contracts’, as well as RSMo 610.021(3) – as it relates to ‘Personnel’. Commissioner
Ford seconded the ‘Motion’. All in favor. Motion passed. Roll was Taken. Commissioner

A ‘Motion’ was made by Commissioner Ford to ‘Exit’ the ‘Closed Session’ Meeting at 11:52 A.M.

Accounts Payable for Date 09/10/2026 in the amount of $101,117.70 were reviewed and
approved for payment by the Commission.

A Motion was made by Commissioner Ford to adjourn @ 12:00 P.M. Commissioner Marberry
seconded the ‘Motion’.
Ordered that the Commission adjourn until 9/14/2026.
