CITY COUNCIL MEETING OF MARCH 9, 2026
A meeting of the Warrensburg City Council was held on March 9, 2026, at 7:00 p.m., at 200 S.
Holden and via Zoom, with Mayor Uhler presiding. Mayor Uhler called the meeting to order.
Roll was called as follows, Present: Osborne, Latare (virtual), Jones, Uhler. Absent: Kushner.
The minutes for the Regular City Council Meeting dated February 23, 2026 were considered.
Osborne moved to approve the minutes. Yes: Osborne, Latare, Jones, Uhler. No: none.
The adoption of the agenda was considered. Jones moved to adopt the agenda. Yes: Osborne,
Latare, Jones, Uhler. No: none.
Mayor Uhler invited city staff and community members to the dais for the reading of the
Women’s History Month March 2026 proclamation. The proclamation recognized the many
economic, cultural and social roles women have made historically made to the growth of the
country and in continuing to lead change for shaping a sustainable future.
Bill No. 03-01-2026, being for an Ordinance Authorizing the City Manager and City Clerk to
Enter into an Agreement between the City of Warrensburg and Johnson County Ambulance
District and Johnson County Emergency Service Board for the Operation of an Integrated
Dispatching Solution, was read a first time by title only. Fire Chief Jennings said the proposed
ordinance is an agreement between those agencies moving forward for the operation of an
integrated dispatching solution. Jennings offered a recap on the installation of a fire station
alerting system at both stations in 2025. The alerting system came aboard, and the city was
offered an upgrade to expand services for future integration into the dispatch center IP network
to improve communications and reduce the time it takes to dispatch units. At the time of radio
upgrades, the city’s fire department and the Johnson County Ambulance District (JCAD) were in
the process of evaluating station alerting systems and both installed the same systems for
future capabilities of integration. Both agencies agreed to partner together to split the initial cost
to get the system in place. The implementation of the Memorandum of Understanding will lay
out the framework of the annual computer-aided dispatch integration maintenance cost of
$2,200 with the city to pay one-half at $1,100 and the other one-half paid by JCAD. The adopted
FY26 budget included the allocation of $35,000 to purchase the station alerting system dispatch
integration with all required installation and programming. The estimated project total is
$59,929.94 with the city paying one-half at $29,965.97 and the other one-half to be paid by
JCAD. There being no questions, Osborne moved to approve said bill. Roll was called for the
adoption or rejection of said bill as follows: Yes: Osborne, Latare, Jones, Uhler. No: none. Said
bill was duly adopted and given Ordinance No. 6012.
Bill No. 03-02-2026, being for an Ordinance Authorizing the City Manager and City Clerk to
Execute a Contract Agreement with J.C. Myers Construction Co., Inc. for the 2026 Curb and
A.D.A. Ramps Project in the City of Warrensburg, Missouri, was read a first time by title only.
Public Works Director Adlich said the city published a request for proposal for its annual curb
and A.D.A. ramp program. This work focuses on repairing curbs, driveway approaches and
bringing A.D.A. ramps into compliance prior to and on streets selected for the annual street
maintenance mill and hot mix asphalt overlay project. The 2026 project bid submittals were
opened on February 18, 2026. The project had nine plan holders and received four responsive
bids. J.C. Myers Construction Co., Inc. was the apparent low and qualified bidder pursuant to
the attached bid tabulation placed in the council packet. Adlich noted that quantities shown on
the bid tab and bid forms were not the actual quantities but used for bidding purposes to receive
competitive bids on the unit prices for each line item. The unit prices are firm and locked in upon

1

execution of a contract with the awarded bidder. The actual quantities are unknown but
monitored by the project manager as the project progresses to maximize the amount of work to
be done and not exceeding the budgeted amount of $200,000. Adlich provided a project
location map in the area of E. Market Street from Maguire to Casey’s driveway (depicted by a
red line) and Railroad Street from Holden to Maguire (depicted by a green line). Adlich said
budgeted funds remaining will be used on College Street. Councilmember Jones asked if this
was a prevailing wage contract and pointed out the amount differences in bids received. Adlich
said that projects over $75,000 are prevailing wage as noted in the request for proposals
prepared by the engineering firm. City Counselor Sommer added that qualified bidders must
acknowledge prevailing wage on submittal forms and provide an executed Affidavit of
Compliance. There being no further questions, Jones moved to approve said bill. Roll was
called for the adoption or rejection of said bill as follows: Yes: Osborne, Latare, Jones, Uhler.
No: none. Said bill was duly adopted and given Ordinance No. 6013.
Mayor Uhler read Mayoral Appointments, as follows:
(a)

Re-Appoint Jeffrey Rehm as a member of the Energy and Sustainability Task
Force for a two-year term beginning August 2025 through August 2027; and

(b)

Re-Appoint Kamel Ghozzi as a member of the Diversity and Inclusion
Commission for a three-year term beginning March 2026 through March 2029;
and

(c)

Appoint Michael D. Schrage, City Manager, as City of Warrensburg
Representative on the Pioneer Trails Regional Planning Commission Board of
Directors for a term of two (2) years effective immediately.

There being no questions, Osborne moved to approve said Mayoral Appointments. Roll was
called for adoption or rejection as follows: Yes: Osborne, Latare, Jones, Uhler. No: none.
There were no Appearances to the Council Not Listed on the Agenda.
There were no Miscellaneous Matters from the Mayor and/or City Council.
Under City Staff Updates, Agenda Item 10.I, City Manager Schrage (virtual) reported that the
feedback from the Safe Streets for All (SS4A) public open house on February 10th has been
taken into account and the final draft of the Comprehensive Safety Action Plan is nearing
completion. The Transportation Advisory Committee will review both permanent and temporary
projects as listed in the plan for the $150,000 grant fund budget and make recommendations to
the city council. The State legislature passed temporary extended hours of liquor sales during
the 2026 FIFA event this summer. Cities may opt out of these temporary extended hours. The
city staff are working with the Chamber and Main Street organizations to put together an online
survey for feedback on whether businesses wish to participate in the temporary extended hours.
A public comment will be placed on the March 23rd meeting for information gathering.
Under City Staff Updates, Agenda Item 10.II, Management Analyst Venvertloh had no report.
Under City Staff Updates, Agenda Item 10.III, City Clerk Schneider placed a report in the
packet.
Under City Staff Updates, Agenda Item 10.IV, Community Development Director Carroll placed
the monthly reports for community development and solid waste in the packet. In addition,
Carroll said a notification alert has been set-up for city residents. A postcard was distributed to

2

city council. Citizens may sign up using the postcard or sign up on the city’s website to receive a
text or email notification for route changes due to inclement weather or holiday delays. These
notifications are not used for billing purposes. Mayor Uhler commented positively on the
increase in recycling numbers in February.
Under City Staff Updates, Agenda Item 10.V, Fire Chief Jennings placed the February activity
report in the packet and had nothing further to add.
Under City Staff Updates, Agenda Item 10.VI, Assistant Parks Director Albertina said the front
desk project was in the homestretch of the project and contractors are putting up graphics and
installing the new flooring. Albertina said the Nassif Outdoor Pool Play Feature Renovation is
out for bid and due on March 25th. Upon review of all bidding submittals, a recommendation will
be brought to council for consideration. Decoy coyotes have been placed at Lion’s Lake and are
working to repel geese. The Park Board meeting will be held on March 25th.
Under City Staff Updates, Agenda Item 10.VII, Police Chief Munsterman said the police
department has received a renewal of its Missouri Blue Shield designation for 2026. The grant
fund amount will not be known until June. The designation and grant funds were created in
January 2025 by executive order 25-03. In 2025, Warrensburg was one of the 201 communities
that earned the inaugural designation for its commitment to crime reduction and to foster law
enforcement-community partnerships to strengthen public safety. Munsterman reported on the
soft roll-out for Axon body cameras. The officers were excited about the reporting writing portion
of the software. For example, a substantial report that normally would take 3-4 hours to write
instead was done in an hour saving valuable time. Munsterman attended a solar project meeting
today. The police parking portion of the project will begin at the end of this month. The phase
one remodel of the municipal court within the police department has begun with removing the
front court clerk windows and prosecutor’s door. The remodel turns that space into extra offices
for detectives and SROs.
Under City Staff Updates, Agenda Item 10.VIII, Public Works Director Adlich said all letters have
been sent back on the emerging contaminants grant and an environmental meeting will be held
in April. Adlich met with the Lion’s Lake contractor about asphalt repair on roads, trail and
walkway. The plant projects have equipment delays, and the project will be pushed out past
October. The Enterprise lift station request for proposals closed this week. Upon review, a bid
recommendation will be brought to city council on March 23rd. A program meeting was held last
week with Enterprise on fleet management. Six police vehicles will be here soon and then
outfitted for safety equipment. The annual mowing contract for Sunset Cemetery will be brought
to council at the next meeting. The solar program started at the plants today with a layout of
where the panels will be installed. Once built, the contractor will start on the police parking.
Munsterman thanked public works for clearing the hillside from shrubs and gravel. Adlich said
sod will be used to replace the cleared hillside areas.
Under City Staff Updates, Agenda Item 10.IX, Tourism Director Barnhart had no report.

As there was no further business, the meeting was adjourned at 7:25 p.m.

CITY OF WARRENSBURG
COMMUNITY DEVELOPMENT
March 18, 2026
Honorable Mayor and
Members of the City Council
City of Warrensburg, Missouri
Dear Mayor and Council Members:
SUBJECT:

Public Hearing on An Ordinance Amending Chapter 27 of the Code of City
Ordinances of the City of Warrensburg, Missouri, Regarding Data Warehousing
Facilities

BACKGROUND:
With the increase of artificial intelligence (AI) data centers within Missouri and the nation, staff is
proposing an amendment to Chapter 27 of the Code of City Ordinances to incorporate
regulations for the design, siting, construction, and operation of data warehousing facilities. At
this time, Staff has not received any inquiries or building permit applications for a data
warehousing facility.
A data warehousing facility is designed to support artificial intelligence and high-performance
computing operations. These data warehousing facilities are massive facilities using a vast
acreage of land. They have a large concentration of computer servers, networking equipment,
and data storage systems that process and analyze vast amounts of digital information. Data
warehousing facilities require significant electrical power, cooling systems, and infrastructure to
ensure continuous operation. The number of on-site workers is typically few.
Some of the negative impacts experienced by adjacent neighborhoods and communities are the
mechanical hum produced by the equipment and external generators, energy demand, water
consumption, and exterior security lighting. These impacts warrant specific zoning and
performance standards.
Staff has drafted the proposed ordinance for data warehousing facilities that creates a new
Section 27-247, which provides performance standards specific to data warehousing facilities to
mitigate negative impacts on surrounding neighborhoods. Staff is proposing that a data
warehousing facility be allowed by a conditional use permit in a LI: Light Industrial District and a
HI: Heavy Industrial District.
In drafting the proposed ordinance, staff reviewed other communities with adopted or proposed
data center ordinances. Some cities include Pavilion Township, Michigan; Loudoun County,
Virginia; Fairfax County, Virginia; Jones County, Iowa; Kansas City, Missouri and St. Louis,
Missouri. Staff used information from the American Planning Association's issue of Zoning
Practice, which is a monthly publication that provides zoning guidance and techniques. The
December 2025 publication, "The Physical Footprint of Artificial Intelligence," covered the
physical and infrastructure needs of data centers and provided guidance for planners.
Planning and Zoning Commission Action
The Planning and Zoning Commission considered the ordinance at their meeting on February 2,
2026. Following a discussion about water and power consumption, the decibel level of

equipment and noise levels, the size of data warehousing facilities versus server rooms in an
office building, and enforcement mechanisms if the performance standards are violated, the
Commission voted to continue the ordinance to the March 2, 2026 meeting and asked staff to
bring back additional information and recommendations on several items. The additional
information provided by staff is summarized below and incorporated in to the attached
ordinance.
Review the definition of data warehousing facilities and the minimum usable floor area
Staff revised the proposed definition of data warehousing facility to establish a minimum
size of 50,000 square feet. Less than 50,000 sq. ft. it would not be considered a data
warehousing facility and would be considered part of Land Use 4.000 in the table of
uses. 50,000 sq. ft. is comparable to the sizes of the Community Center and the Evergy
building on Young St. Staff consulted “Zoning Practice: The Physical Footprint of
Artificial Intelligence” by the American Planning Association, and consulted with planning
staff in Kansas City, MO and St. Louis to provide this recommendation.

Lowering the 50 dB sound requirement
Staff conducted field tests using a sound level meter with a range of 30-135 dB. Based
on the field tests, staff recommends no change to the proposed daytime and nighttime
limits since they fall within typical ambient noise levels for commercial areas. A table with
the field test results is attached to this report.
Ambient noise was approximately 35.5 dB for the interior of a single-family house.
Household appliances raised the noise levels to between approx. 50-90 dB. Exterior
residential noises were around 50-60 dB at the house and 40-50 dB at the property/rightof-way line.
In commercial areas, the noise fluctuated based on traffic and its rate of speed. Along N.
Maguire St. in front of Arby’s (25 mph speed limit) the noise level was approx. 60 dB with
traffic and rose with larger vehicles passing by. The noise level was 64 dB on S. Maguire
St. at the Dollar General shopping center with a 35 mph speed limit. Intermittent traffic in
downtown reached 56 dB. Manufacturing noises, including the Amtrak train, ranged
between 54-100 dB.
Add water utility to Section 27-247 (g)
Subsection 27-247 (g) was updated to include the water utility information along with the
energy and power information.

Licensing ordinance
The Commission asked staff if there could be an ordinance to require a specific data
warehousing facility business license similar to the licensing ordinance required for
short-term rentals. The license would require compliance with the zoning ordinance
requirements. If the business was in violation of the zoning ordinance requirements or
the licensing ordinance, there could then be a process to revoke the business license.
Upon further discussion at the March 2, 2026 Planning and Zoning Commission
meeting, this concept was expanded to include compliance with Ch. 20 Division 4 Illicit
Discharge Detection and Elimination Regulations and Ch. 24 Division 3 Pretreatment
Ordinance. Staff has confirmed that a licensing ordinance is possible and legal counsel
is drafting that ordinance for consideration by City Council at a future meeting.
Following discussion of the above items at their March 2, 2026 meeting, the Planning and
Zoning Commission recommended approval of the attached ordinance. Their findings and
written recommendation is attached.

Honorable Mayor and
Members of the City Council
City of Warrensburg, Missouri
Dear Mayor and Council Members:
SUBJECT:

An Ordinance Amending Chapter 28 of the Code of City Ordinances of the City
of Warrensburg, Missouri, Regarding Smoking Rooms

BACKGROUND:
In 2009 the City of Warrensburg adopted Ordinance 4510 establishing Chapter 28, Article I
prohibiting smoking in enclosed places of employment and public places. Over the last year,
staff received a request for the City to consider allowing a cigar lounge or smoking room within a
larger retail and service business. Allowing sanctioned smoking rooms can be seen as a
balance between economic development and public health by providing an area that is a unique
social hub operating within certain regulatory requirements.
Staff has drafted the proposed ordinance that defines the term smoking room and allows them
to be operated within commercial businesses and places of employment in Warrensburg subject
to certain performance standards. Smoking rooms would include any lighted cigar, cigarette,
pipe, or tobacco product including any liquid or vapor form of nicotine. They would not include
use of marijuana or marihuana as defined in Article XIV Section 2 of the Constitution of the
State of Missouri. Highlights of the performance standards include the following:
1. Smoking rooms would be allowed as an accessory use to the following zoning Land Use
categories:
a. 2.000 Sales and rental of goods, merchandise and equipment
b. 5.400 Social, fraternal clubs and lodges, union halls, similar uses
c. 6.000 Recreation, amusement, entertainment
d. 8.000 Restaurants, bars, night clubs,
2. Smoking room does not exceed 25% of the primary patron space of the establishment,
3. Smoking rooms shall be limited to the individual smoking of exclusively single-use
tobacco devices such as cigarettes, cigars, liquid vapor cartridges, or pipe tobacco
purchased on site at the time of consumption,
4. Compliance with all adopted codes including building, fire, development and licensing
codes,
5. Smoking room shall be fully enclosed and have a dedicated mechanical exhaust system
with exhaust air discharging directly outdoors,
6.

A continuous negative pressure differential shall be maintained relative to all adjoining
space,

7. The smoking room must be designed and operated so that smoke does not migrate or
infiltrate to non-smoking portions of the building, adjacent building, or common areas.
The ordinance provides for inspections when the establishment is open to the public to ensure
compliance with the ordinance. Violations of the ordinance can ultimately result in temporary or
permanent closure of the smoking room.
ISSUE:
To consider an ordinance amending Chapter 28 Public Health in order to allow smoking rooms
in certain business establishments and places of employment in the City of Warrensburg.
STRATEGIC PLAN:
The ordinance is consistent with Focus III, Objective 2 Adopt City goals, policies and
plans to support and encourage residential, commercial, and industrial growth.

CITY OF WARRENSBURG
ADMINISTRATIVE SERVICES DEPARTMENT
March 23, 2026
Honorable Mayor and
Members of the City Council
City of Warrensburg, Missouri
Dear Mayor and Council Members:
SUBJECT: An Ordinance Authorizing the City Manager and City Clerk to Execute a Contract
with Consumer Collection Management, Inc. for Collection Agency Services
BACKGROUND:
The City of Warrensburg recently conducted a request for proposals from agencies to provide the
City with collection services for outstanding payments on delinquent utility accounts. Our previous
agency initiated the termination of our engagement in August 2024. During this time, we have
been without collection services. This RFP resulted in the submittal of 7 proposals to the City.
These were evaluated by a selection committee comprised of staff within the Finance, Solid
Waste, and Utility Billing departments.
ISSUE/ANALYSIS:
Each proposal was evaluated based on the criteria outlined in the RFP, including relevant
experience, ability to perform services, cost competitiveness, and overall value. Following the
evaluation process, the selection committee determined that Consumer Collection Management’s
submission was the highest-ranked and best proposal, demonstrating the strongest
understanding of the city’s requirements, relevant experience with similar projects, and a
competitive cost structure.
STRATEGIC PLAN:
Focus 1: Investment in infrastructure.
FISCAL IMPACT:
The net fiscal impact will be the collection on current delinquent accounts, less 18% in fees
owed to the agency, contingent upon collection.
ECONOMIC BENEFITS / IMPACT:
Collection services offer the City a chance to collect on delinquent accounts that might
otherwise have to be written off as bad debt. There are approximately 3,800 delinquent
accounts total (beginning 2018) with an approximate average balance of $130 per account and
an approximate median balance of $80 per account.
RECOMMENDATIONS:
Staff recommends the acceptance of Consumer Collection Management, Inc.’s proposal and
the adoption of the ordinance as submitted

C.) Consumer Collection Management, Inc. (CCM) | Collection Philosophy, Process and Performance
Approach
Consumer Collection Management, Inc, (CCM) has been a trusted leader in the accounts
receivable and debt recovery industry for over 45 years, with more than 20 years of direct
experience in utility collections. We are considered a full-service collection agency specializing
in all stages of the revenue cycle process - Early Out, Primary/Secondary/Tertiary Bad Debt
and special projects. Our portfolio includes municipal utilities, healthcare systems, and
multi-family providers – industries that require a high degree of regulatory compliance,
consumer sensitivity and public accountability.
This experience allows CCM to anticipate consumer behavior, economic conditions and
regulatory requirements, while tailoring collection strategies that balance recovery
performance with the preservation of public trust.
Partnership Philosophy and Public Approach
CCM understands that for the City of Warrensburg, engaging in a collection agency represents
a significant operational and public-facing decision. We function as a seamless extension of
your business, providing a partnership built on trust that enhances, rather than replaces. Our
purpose from the beginning has been to provide the finest collection service available, while
maintaining the image and good name of the clients we serve.
Our “Collections with Customer Service” philosophy emphasizes respectful communication,
clear explanation of obligations and reasonable resolution options. This approach consistently
results in higher consumer cooperation, improved recovery rates and fewer complaints while
protecting the City’s reputation within the community.
Account Placement and Compliance Review
Upon receipt of accounts, CCM promptly assigns each account a unique internal reference
number and conducts a comprehensive compliance scrub within 24 hours of placement. This
includes deceased status, bankruptcy and cellular phone verification to ensure all subsequent
activity complies with applicable federal and state regulations, including FDCPA, TCPA and
UDAAP standards. Accounts are processed within 24 hours of placement to avoid delays in
recovery efforts.
By setting these controls at the outset of the collection process, CCM minimizes legal and
reputational risk for the City while ensuring collection activity begins promptly.
Initial Consumer Notification
Within 24 hours of processing, CCM issues the required Model Validation Notice (MVN),
clearly identifying creditor, balance and consumer rights, including dispute and validation
procedures. Additional collection letters and, where authorized, applicable emails and texts,
are issued through a structured and compliant letter series designed to encourage early
resolution.
Early and clear communication is critical to successful outcomes. CCM’s experience shows
timely notification and transparent messaging significantly increases voluntary payments and
reduces escalation.

Consumer Focused Collection Calls
After the initial notification period, accounts are assigned to trained collection professionals.
Collectors are trained to:
- Actively listen and assess each consumer’s circumstances
- Clearly explain payment options and City policies
- Offer reasonable payment arrangements where authorized
- Assist consumers in understanding financial assistance programs where available
- Preserve the ongoing relationship between City and its customers
This solution-based approach promotes higher contact rates and sustainable payment
arrangements while minimizing disputes and complaints.
Flexible and Secure Payment Options
CCM offers multiple convenient and secure payment options designed to encourage timely
resolution while maintaining a positive customer experience. Consumers may remit payment
via mail, agent-assisted telephone payment, interactive voice response (IVR) or through CCM’s
secure online payment portal, which provides real-time access.
Through the online portal, consumers can:
- View current balances and account status
- Make one-time or recurring payments
- Establish and manage payment plans
- Receive immediate confirmation of posted payments
Providing 24/7 access empowers consumers to resolve accounts efficiently, reduces call
volume and supports higher recovery rates without increasing collection pressure.
Account Management for Accruing Balances
CCM’s process is uniquely suited for utilities with accruing billing cycles. Accounts are
maintained under a single, continuous record that preserves original placement date while
allowing balances and service periods to be updated through regular file exchanges.
If an account is resolved and later becomes delinquent again, it is reactivated with the same
account record, ensuring continuity, accuracy and efficient resolution.
Advanced Skip Tracing and Data Accuracy
To improve contact rates and reduce unnecessary delays, CCM employs advanced skiptracing
tools at no additional cost to the City. These tools leverage national databases, credit bureau
resources and public records to maintain accurate consumer information.
Secure Technology and Customization
CCM owns and operates its proprietary collection software, hosted on an IBM AS/400 iSeries,
modernized with current and encryption standards. This allows CCM to customize workflows,
compliance controls, reporting formats and file exchanges to align with the City’s operational
and reporting requirements – without the limitations of standard collection software.

Credit Bureau Reporting
CCM understands that Credit Bureau Reporting requires specific consumer identifiers not
typically maintained by municipalities. Using compliant skiptracing to obtain required
information, eligible accounts with balances of $100 or more may be reported to the credit
bureau no sooner than 30 days from placement, in accordance with applicable regulations and
City approval. We report to Experian, Equifax and Trans Union.
Special Account Handling:
CCM maintains specialized processes and workflows for accounts requiring additional care:
- Deceased accounts: including ownership research and Estate Claim when appropriate
- Bankruptcy accounts, including monitoring and proof of claim filing when appropriate
- Pre-legal review to prepare accounts for potential litigation at the City’s discretion.
All activity is conducted in accordance with the City guidelines and approval requirements.
Litigation Options
CCM’s primary objective is to recover delinquent accounts via standard collection efforts
including written communications, phone calls, skip tracing and credit reporting when
authorized. Litigation is considered only as a final option for accounts that remain unresolved
after sustained collection activity and where recovery is reasonably expected.
Eligibility and City Authorization
Prior to recommending litigation, CCM conducts a comprehensive pre-legal review to confirm
that each account meets the City’s criteria and applicable legal standards including:
- Account balance meets the City’s approved minimum threshold for litigation
- Account remains within applicable statute of limitations
- Verified consumer identity and current address
- Verified employment
- No active bankruptcy, deceased status, or legal restrictions
No account is escalated to litigation without explicit written authorization from the City,
including review and execution of a litigation affidavit.
CCM contracts experienced collection attorneys for accounts that require formal legal
resolution including, but not limited to Bessine & Walterbach, LLP, subject to City approval.
Bessine & Walterbach have extensive experience with municipal utility collections, both
commercial and residential.
Legal Process and Oversight
Upon City approval, CCM assigns the account to a contracted collection law firm licensed in
the appropriate jurisdiction. All legal activity is conducted in compliance with federal, state
and local laws, including FDCPA requirements.
CCM maintains ongoing oversight of all legal actions and provides status updates to the City.
Settlement discussions during litigation remain subject to City-approved settlement authority.
Cost Structure and Risk Management
Legal collection fees are contingency-based and assessed only upon successful recovery. Court
costs are added to consumers account where permitted by law, and the City incurs no out-ofpocket legal expenses.

Settlements and Resolution
CCM adheres strictly to City-approved settlement authority. When guidelines are provided,
CCM negotiates within approved parameters to maximize recovery. When guidelines are not
established, all settlement offers are submitted to the City for review and approval prior to
acceptance.
This ensures full transparency, City control and alignment with municipal policy.
Performance Monitoring and Reporting
CCM establishes reasonable, data-driven collection targets based on account age, balance
type and possible municipal utility portfolios. Performance is continuously monitored and
adjusted using monthly standard reports and ad-hoc reporting upon request.
Our reporting allows the City to maintain oversight, evaluate effectiveness and ensures the
program aligns with financial objectives.
Partnership-Driven Results
CCM begins each engagement by understanding the City’s goals, expectations and operational
preferences. Our flexible and collaborative approach allows workflows, reporting and system
integrations to be customizable to meet the City’s operational needs and ensures the program
evolves as the City’s needs change.
Why CCM Stands Apart
CCM is not a one-size-fits-all collection agency. CCM offers the City of Warrensburg a safe,
transparent and accountable path into third-party collections – focused on results without
sacrificing public confidence.
Our longevity, proprietary software, diverse portfolio, compliance and customer service
forward approach have garnered longstanding trusted partnerships and impeccable
reputation amongst the clients we serve.
➢ Custom Software
➢ Staffed Programmer
➢ Staffed Data Analyst – Collection Trends:
➢ Diversity: Women Owned Business and proudly serving multiple industries
RESOURCES. REPUTATION. RESULTS.

D.) Bankruptcy Identification and Follow Up:
CCM employs a rigorous bankruptcy identification and monitoring process designed to
immediately mitigate legal risk for the City while preserving recoverable balances where
permitted by law. Upon placement, a scrub will notify the agency of any current bankruptcy
status as well as future filings through a trigger file.
Chapter 7:
If our trigger file comes back as Chapter 7, we stop all collection efforts and monitor status.
- If an account has been discharged – we will close and return the account to the City with
its appropriate status.
- If an account has been dismissed, we will document the account and resume collection
efforts as normal.
Chapter 13:
If our trigger file indicates Chapter 13, collection efforts will be suspended, and CCM will file
proof of claim on the City’s behalf, for balances $500+. CCM will monitor and process
payments as normal on the City’s behalf.
CCM provides standard reporting including a return file for accounts that have been closed
and returned for the previous month. This file will include bankruptcies and the specific
bankruptcy status. Should the City need additional or special reporting, CCM can
accommodate such needs at the City’s request and frequency of special reports.
E.) Employee Training:
CCM maintains a structured employee training and quality assurance program designed to
ensure all collection activity complies with applicable federal and state laws and regulations
while maintaining a professional, customer-service approach appropriate for municipal
collections.
All newly hired employees receive mandatory training in FDCPA, TCPA, FCRA and applicable
state regulations prior to handling consumer accounts. Collectors must successfully complete
required compliance tests and supervised call shadowing before being assigned live accounts.
Employees are not permitted to manage City accounts until training requirements are met and
management approval is granted.
Ongoing and refresher training is conducted regularly to address regulatory updates, Cityspecific policies, customer service and best collection tactics.
Quality assurance is supported through routine monitoring of call recordings, account activity
and collector workflows. Supervisors review activity daily to verify adherence to approved
scripts, documentation standards and consumer-protection requirements. CCM employs
advanced call monitoring (Castel Detect) and AI-assisted compliance tools
(CollaborationRoom.AI) to ensure real-time quality assurance and immediate escalation of any
compliance risk.
To further protect consumer data, collector system access is role-based and restricted to the
minimum information necessary to perform assigned duties. Sensitive data, such as full Social
Security numbers and other personal identifiers are masked or restricted from collector view,
with access limited to authorized supervisory or compliance personnel only.

Employee Retention
CCM’s commitment to training and employee stability is reflected in an average collection staff
tenure of 16 years, significantly exceeding the industry average (2 years) and contributing to
consistent, compliant service. We find our employee culture and compensation packages are
essential and key to our success and employment retention.
F.) Client Relations with Agency Staff
CCM will respond promptly to all client requests. The City will have full access to our client
services team. CCM is proud that our client service department holds an employee retention
rate of over 21 years.
Throughout onboarding and review of City’s billing and collection process, the Agency will
determine points of contact with the City for the following:
• Settlement Offers
• Dispute Resolution
• Balance Confirmation (if system access not available)
• Affidavit (legal requests)
While the City will have full access to our client service department, The City will be assigned a
direct representative for account management, as well as a direct day-to-day contact for file
transfers, reporting payments, reporting and any pertinent questions/correspondence from
consumers. A full client contact directory will be provided upon contract execution.
G.) Information system requirement to send and receive account information
Since CCM owns its own software, we are proud to offer a tailored placement process and
allow for electronic files. CCM routinely integrates with a variety of billing systems and can
accommodate Tyler Technologies ERP Pro 10 file layouts through standard file exchange and
data mapping to ensure accuracy and reconciliation prior to first placement.
The City will be set up with access to our sFTP with a dedicated site for data transfers. Both
sFTP and iSeries system ensure sensitive data is secured and encrypted. All files will be
transferred securely by the City from Client System to sFTP. (Remote Access). During the
onboarding process to ensure efficiency and processes in place prior to first placement, CCM
would ask for test file.
Any system access CCM would be granted is optional and subject to City approval.
H.) Overview of Security processes to ensure protection of confidential information
CCM employs a comprehensive security, multi-layered security framework to protect
confidential and sensitive information including financial and personal data. Our security
program aligns with applicable regulatory standards, including PCI DSS, and SOC 2 principles.
Key security measures include:
- Encrypted data transmission and secure file transfers via sFTP
- Role-based access controls and least-privilege user permissions
- Multi-factor authentication for remote and system access
- Continuous system monitoring and audit logging
- Secure physical access control and on-site document destruction

All consumer communications are conducted in compliance with FDCPA and TCPA
requirements. Payment card information is protected through PCI-compliant call recording
controls that automatically suspend recording during payment entry.
CCM regularly reviews and updates its security policies and procedures to address emerging
risks and ensure continued protection of City data. Additional security documentation or
certifications may be provided upon request.
I.) Proposed Collection Fee/Rate and Placement Minimums | Collection Agreement Exhibit 1
CCM’s contingency-based fee structure ensures the City incurs no cost unless funds are
successfully recovered. No fees are charged on balance adjustments, recalls or accounts
deemed uncollectable due to bankruptcy or deceased status. CCM does not charge collection
fees on payments received by the City prior to placement, refunds, write-offs, or internal
adjustments processed by the City.
Fees are recognized as Standard Collection Fee and/or Legal Collection Fee.
Standard Collection Fee is charged and deducted upon payment, while account is in active
collection status. Agency is entitled to commission on all payments received after file placement
– including payment plans and payment made directly to client by consumer, insurance and/or
third-party. Standard Collection Fee will be deducted from payment and detailed on monthly

Our purpose from the beginning has been to provide the finest collection service available,
while maintaining the image and good name of the clients we serve. Specializing in recovery
services at all stages of the revenue cycle process, we are considered a full-service collection
agency
• Early Out / Customer service (Sister Company: Grissom Services, Inc – GSI)
• Primary
• Secondary
• Tertiary Bad Debt
• Special projects
This allows the City to expand or limit services over time without changing vendors. For
example, if the City needs a collection agency for their ambulance or other municipal service
districts, CCM has the experience, policies and procedures in place to collect on both balances,
ensuring timely recovery for both ambulance and sewer districts.
L). Services or Resources to be supplied by City and any assumptions made regarding City’s capabilities
Client system access is strongly recommended as the most efficient way to support timely,
accurate account servicing and an optimal customer experience. While system access is not
required, CCM has found that secure, read-only access to real-time balance and status
information allows for faster resolution of consumer inquiries, reduces City staff requests and
minimizes disruption to City’s existing workflow.

When authorized by the City, system access enables CCM to respond promptly and accurately
to common consumer requests, including:
- Itemized Requests / Validation Requests
- Balance Confirmation
- Dispute Resolution
Any system access would be implemented in accordance with City security policies and rolebased permissions.

EXHIBIT 4 - CALL SCRIPT
Call Script - Sample
Hello, may I please speak with Customer Name?
(A pleasant greeting using courtesy titles starts the conversation on a pleasant note)
Consumer acknowledges and confirms.
“Mr. /Ms. Customer Last Name, this is Collector Name, from Consumer Collection
Management. I need to let you know ALL OF OUR CALLS MAY BE MONITORED OR
RECORDED and this is an attempt to collect a debt by a debt collector. Any information
obtained will be used for that purpose.
Are you still receiving mail at Customers Address, and could you verify your Date of Birth?
Verify Customers ID with 2 forms of Identification other than the name – (thank them for the
information) – if the customer refuses to provide a date of birth we may instead give them the one
we have on file and ask them if it is correct
We are calling regarding Balance outstanding to Client Name for a date of service Date of
Service. Mr./Ms. Customer Last Name the purpose of my call is to assist you in getting this
matter resolved. How did you want to take care of this?”
Use an open-ended question{s} posed to help the Customer open up and acknowledge the
consumer’s concerns and feelings. Let the consumer voice their feelings—do not interrupt.
“Mr./Ms. Customer Last Name thank you for the information; we are here to assist you in
resolving this matter. Let’s update your file to see what we can work out……”
Begin to update their information. Remember to ask open ended questions
“Mr./Ms. Customer Last Name what is the best number to reach you, (remember to
thank them for the information).
Repeat the number back to them and ask
‘Is this a cell phone?’
Customer answers
‘It is ok to call you on this number, even from an automated dialer?’
Customer answers
‘Is there a personal email you would like to provide and is it okay to communicate
with you there?’
Customer answers
‘Where are you currently working?’
Or-in this instance
‘You indicated to me earlier that you are on a limited income, please explain
that to me, what type of income?’
This demonstrates that you actively listened and this type of question leads the
consumer to elaborate

Additional Tips:
• Use the consumer’s name frequently during the dialogue.
• Remain calm and keep your emotions in check.
• After updating the file remember to thank the consumer.
• Acknowledge the consumer’s concerns.
• Answer questions truthfully – be direct and not vague with your answers.
Restate what you and the Customer agreed upon using a closed ended question.
“Mr./Ms. Customer Last Name, I have documented your account that you are going to pay
$158.92 on the 5th of July and the remaining balance of $300.00 will be paid on the 5th of
August after you receive your pension, is that correct?
•
•
•
•

After the Customer confirms advise them you have now documented her record with the
information.
Give the consumer your contact information.
Close the call with a pleasantry “Thank you for your attention to this matter”.
The call has concluded, your file is updated, and the account is on the way to being
resolved. The relationship between you, your client and the consumer remain intact.

CITY OF WARRENSBURG, MISSOURI
PUBLIC WORKS

Honorable Mayor and
Members of the City Council
Dear Mayor and Council Members:
SUBJECT:
An ordinance authorizing the City Manager and City Clerk to execute Change Order No. 1 with BC
Mowing & Tilling, LLC for the 2023 Sunset Hill Cemetery Contract Mowing Services.
BACKGROUND:
A competitive bid process was conducted in 2023 for the Sunset Hill Cemetery mowing services
contract, resulting in the selection of BC Mowing & Tilling, LLC based on pricing and qualifications
received at that time. The original bid included defined annual rate increase provisions for the full
term of the agreement. Utilizing these pre-established rate increases as part of this contract
extension allows the City to continue to benefit from the competitive pricing secured through that
process, while avoiding the additional administrative cost and uncertainty of rebidding the services.
The City entered into a three-year contract on April 5, 2023 with BC Mowing & Tilling, LLC for
mowing services for Sunset Hill Cemetery and associated locations. Change Order No. 1 proposes
to extend the contract’s period of performance by twenty-four (24) months, from November 1, 2025
through November 1, 2027, as permitted under Paragraph 12 (Period of Services and Termination) of
the Contractor Services Agreement.
All line-item prices and annual increases originally bid in 2023 will remain in effect during the
extension period. This includes the $100 annual increases for primary mowing line items through
calendar year 2027, and the retention of the 2023 hourly rate for additional mowing. No other terms
or conditions of the executed April 5, 2023 contract are modified under this change order.
ISSUE:
Approval of Change Order No. 1 extending the existing mowing services contract through November
1, 2027.
STRATEGIC PLAN:
This change order supports Focus I: Investment in Infrastructure, by ensuring ongoing maintenance,
accessibility, and appearance of the community’s cemetery and grounds.
FISCAL IMPACT:
Costs associated with this agreement will continue to follow the line-item prices and annual rate
increases established through the original competitively bid 2023–2025 contract. Based on those
approved unit prices, the aggregate per-mowing cost for primary line items increased from
approximately $6,900 per mowing cycle in 2025 to $7,400 in 2026 and $7,900 in 2027. This
represents a total increase of $1,000 per mowing cycle, or approximately 7.25 percent, over the
final year of the original contract term.

These increases were anticipated and approved as part of the original bid documents and do not
reflect any new pricing, scope changes, or renegotiated terms. The overall fiscal impact is
dependent upon the number of mowing cycles performed each season and will be accommodated
within the adopted operating budget.
ECONOMIC BENEFITS/IMPACT:
Maintaining the cemetery and associated properties at a high standard impacts community
appearance, public trust, and the City’s long-term stewardship of historic grounds.
RECOMMENDATION:
Staff recommends approval of Change Order No. 1 with BC Mowing & Tilling, LLC as submitted.
Sincerely,
Jason McCarty
Public Works Project Manager
