Platte Public Library, Lincoln County Courthouse, and City Hall offices.

agenda was communicated in the advance notice and in the notice to the Chairman and members of the Commission.
All proceedings thereafter

Chair Fudge called the meeting to order at 5:30 p.m. and stated a cunent copy of the open meetings act of Nebraska
is available at the back of the room.

Voting Aye: Forbes, McKeone, Davies, Fudge, Matthews, Van Velson, Wurl. Voting Nay: None. Absent:

Discuss and consider action on vacation of a 10' wide utility easement located at 302 West Third Street on
property described as Lot 1, Garrison Subdivision, North Platte, Lincoln County, Nebraska.
Judy stated that the utility easement was put in place when Garrison Subdivision was created to allow utility
access for both lots. The new owner is requesting the easement be vacated because the utilities are not located
in the easement and they are looking at the possibility of adding an accessory stiucture to the property
which
would encroach on the existing easement. Planning Staff has no objections to vacation of the utility easement.
As shown on the attached plat, the utilities were located and are not utilizing the existing easement on Lot 1.
Van Velson moved and Davies seconded the motion to make a recommendation to vacate the 10' wide utility
easetnent located on Lot 1 Garrison Subdivision, North Platte, Lincoln County, Nebraska. Voting Aye: Forbes,
McKeone, Davies, Fudge, Matthews, Van Velson, Wurl. Voting Nay: None. Absent: Bain, Jett. Motion
carried.

Public Hearing Discuss and consider action on Annexation of Lot 1 Deep Waters Retreat Administrative
Subdivision into the corporate limits of the City of North Platte.
Chair Fudge opened the public hearing.
Judy stated that the proposed annexation is in accordance with Chapter 11 Annexation of the City of North
Platte's Comprehensive Plan and Amendments. The City of North Platte requires that individuals completing a
subdivision whose property is adjacent to city limits are required to request annexation. The proposed
annexation areas consist of approximately 2.326 acres. Reasons for annexation include equity for taxpayers,
clarity of service areas for maintenance and emergency response, allowing for continued growth of North Platte
in an efficient and orderly fashion, increased population increases possible economic development and funding
opportunities, and lane miles increase allowing for additional road development and funding options.
The
proposed annexation is urban in character, abutting and adjacent to current city liinits and has available city
infrastnicture iznprovetrients. Planning Staff recommends adoption of the proposed annexation.

Plan. They met a couple weeks ago and gave final recommended
updates to Marvin and Associates. The plan is to bring it for review in August and begin

businesses such as office space or a small boutique. There is a lot of development occurring
on East Francis
and East Philip and this property will be improved and will create three more spaces for our cornrnunity
grow. No new structures are anticipated; the current structure will simply be repurposed.
Justification

Planning Staff has no objections to the rezoning. The property is surrounded by commercial properties
currently being used as a daycare facility. B-l Neighborhood Commercial District is the least intensive
commercial district and office space would be a great fit in this location. There is no anticipated
traffic, this is a high traffic area and can easily support any additional traffic that may occur.
