COUNTY COMMISSIONERS’ PROCEEDINGS

DATE: July 15, 2026 ‘TIME: 9:00 A.M.

Regular meetings of the County Commissioners and Board of Equalization of Logan County, Nebraska were held in
the Commissioners Meeting Room of the Courthouse in Stapleton, Nebraska. Notice of this meeting was given in
advance thereof by publication in The Stapleton Enterprise in the issue dated, July 9, 2026, and posting at least by
the third day before the schedule meetings at the Logan County Courthouse and the Stapleton Post Office and were
simultaneously given to the Chairman and all members of the County Board. Availability of the agenda was
communicated in the notice and in the notice to members of the Board of these meetings. All proceedings hereafter
shown were taken while the convened meetings were open to the attendance of the public. Agenda posted and open
meetings poster is on the wall in the Commissioners Meeting Room.

Meeting was called to order by Chairman, Lee Wonch. Roll call was answered as follows: Present: Lee Wonch,
Chairman, Nathan Kramer, Board Member and Jon Hill, Board Member. Also present were Jennifer Nicholson,
Clerk/Assessor, Richard Cook, Highway Superintendent, Richard Gewecke, Treasurer, Scott Salisbury, Scott Gaites,
and Brian Walz.

Motion by Kramer seconded by Hill to approve minutes from June 17, 2026, meeting, without reading as the Clerk
had previously furnished each member with a copy thereof. Yeas: Kramer, Hill, and Wonch. Nays: None.

A motion by Hill seconded by Kramer to approve claims as presented. Yeas: Hill, Kramer, and Wonch. Nays:
None,

Clerk informed the Board the Budget Workshop is planned for August 12, 2026, at 8:30 a.m.

Scott Salisbury with the Logan County Ag Society addressed the board requesting a special designated license for
Logan County Fair & Rodeo beginning on July 31, 2026, at 6:00 p.m. through August 1, 2026, at 12:00 a.m.

Motion by Kramer seconded by Hill to approve special designated liquor license. Yeas: Kramer and Hill. Nays:
Wonch.

Reports were provided to the board by Richard Cook, Highway and Weed Superintendent and Commissioner Lee
Wonch on the Region II board meetings he attended.

Highway Superintendent, Richard Cook, had previously furnished the board with more information on the cost of
paying for an outside source to haul materials. Steve Scholz will haul to a stockpile.

Dan Kramer from the Veteran Service Board recommended the board appoint Bryan Higgins as the part-time
Veteran’s Service Officer to assist the county’s Veteran Service Officer, Richard Cook. Clerk advised that the
position needs to be advertised before hiring/appointing is completed.

Sheriff, Sean Carson, gave a report and discussion continued about replacing the Sheriff Deputy’s patrol car. Sheriff
Carson informed the board the unit had been taken to Janssen Auto Group for an estimate of repairs needed.
Commissioner Wonch had done some research and stated he does not feel the vehicle should be replaced until it has
150,000 miles on it. The estimate will be reviewed and decision to fix or replace Deputy’s patrol car will be made
later.

Paul Brune with Nebraska Public Power District (NPPD) along with construction managers from WSP and Forbes
Bros, and members of the NPPD Board of Directors updated the board on the R-Project 345 kV Trausmission Line
being constructed through the county along Highway 83. Mr. Brune reported that construction has begun south of
Stapleton, however, soil-disturbing activities north of Stapleton and east of Thedford have been paused. NPPD will

continue to conduct right-of-way negotiations, access surveys, mowing, and staking for access routes and structures
in that area,

Motion by Kramer seconded by Hill to designate NACO/State Print Shop to print postcards for LB644. Yeas:
Kramer, Hill, and Wonch. Nays: None.

Richard Gewecke, Treasurer, gave a six-month report. Motion by Hill seconded by Kramer to approve the six-month
report as presented by the Logan County Treasurer. Yeas: Wonch, Kramer, and Hill. Nays: None.

Motion by Kramer seconded by Hill to approve and adopt Resolution 26-2 imposing a twelve-month moratorium on
the acceptance of applications for wind energy systems, solar energy systems, battery energy storage systems,
ctyptocurrency-mining operations, data centers and AI facilities, carbon dioxide capture, transport, and sequestration

facilities, future high-voltage electric transmission infrastructure, and other utility-scale facility or specialized
technology facilities. Yeas: Kramer, Hill, and Wonch. Nays: None.

Discussion was had on purchasing a scraper for the road department, It was determined that there currently is no
need for one.

Two full-time roadmen have recently resigned so discussion was had on getting the position advertised.

No further regular business. Meeting adjourned.

The board resolved itself as the Board of Equalization at 10:13 a.m. Chairman, Lee Wonch called the meeting to
order and roll call was taken as follows: Lee Wonch, Nathan Kramer, and Jon Hill. Also present were Jennifer

Nicholson, Clerk/Assessor, Richard Cook, Richard Gewecke, and Scott Gaites.

Motion by Hill seconded by Kramer to approve minutes from the special meeting held July 8, 2026, as presented.
Yeas: Hill, Kramer, and Wonch. Nays: None.

Motion by Hill seconded by Kramer to make the following decisions on Property Valuation Protests filed for the
2026 tax year:

Protest #1 Parcel ID 570006597 Tract #3 in El/2 22-17-27 owned by Darrin and Denise Frey. Filed by Denise Frey.
Remove the grain bin and a farm utility storage shed, lowering the improvements value by $3565.

Protest #2 Parcel ID 570006376 All 15-17-27 owned by Jomabili, Inc. Filed by Linda Grabenstein, No change to
assessed value.
