Minutes of the Burt County Board of Supervisors
July 8, 2026
TEKAMAH NE 68061
The Burt County Board of Supervisors met in regular session on Wednesday,
July 8, 2026 in the Boardroom of the Burt County Courthouse in Tekamah,
Nebraska, pursuant to adjournment of their last meeting. Notice of the meeting was
given in advance thereof by Publication in the Burt County Independent (7-2-2026),
upon a 1st floor bulletin board within the courthouse and on the County’s Website. A
copy of the proof of publication is on file in the office of the County Clerk. The
following members were present: Ted Connealy, Gary “Bird” Swanson, Samuel M.
Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Jeff Kutchera.
The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman
Kutchera informed the public that the Open Meeting Act is posted on the wall.
The agenda was approved; motion by Richards, seconded by Connealy. By Roll
Call Vote: Ayes – Connealy, Swanson, Titus, Pearson, Johnson, Richards and
Kutchera. Nays – none.
The minutes of the 6/26/2026 Board of Supervisors and Board of Equalization
meetings were approved; motion by Connealy, seconded by Johnson. By Roll Call
Vote: Ayes – Connealy, Swanson, Titus, Pearson, Johnson, Richards and Kutchera.
Nays – none.
Approval of June Reports: The County Clerk Report of Fees, the County Court
Report of Fines, the District Court Fee Report, Planning and Zoning Report, Fund
Balances, and Miscellaneous Receipts in the amount of $3,118,342.10; as well as
Sheriff’s Quarterly Report and Treasurer’s 12 month Report were all approved upon
motion by Pearson, seconded by Connealy. By Roll Call Vote: Ayes – Connealy,
Swanson, Titus, Pearson, Johnson, Richards and Kutchera. Nays – none.

Veterans Service Committee - member appointment:
Roger Kirschenman was re-appointed for another 5-year term as the Decatur rep;
upon motion by Titus, seconded by Richards. Passed By Roll Call Vote: Ayes –
Connealy, Swanson, Titus, Pearson, Johnson, Richards and Kutchera. Nays – none.
Board of Equalization:
Connealy moved the Board recess at 9:15 AM for Board of Equalization, Pearson
seconded, motion passed. The Burt County Board of Supervisors reconvened at 9:22
AM upon motion by Connealy, seconded by Pearson, motion passed.

FY2026-2027 Budget:
The Board met with officials and department heads to discuss their expenditure
requests for the 2026-2027 budget. Budget requests will continue to be reviewed at
future meetings and changes may be made after seeing budget projections in July
and August.
ROADS: Ann Chytka, Highway Superintendent
C-11(456) CO.RD. L, E. OF OAKLAND – STABILIZATION & OVERLAY
Chairman signed the contract with Western Engineering for the project; the contract
was awarded at 6/10/2026 meeting.

PUBLIC COMMENT: Gregg Smith – opinion about County starting discussions
regarding a stance on data centers.
There being no further business to come before the Board at this time, the meeting
adjourned at 12:37 P.M. upon motions by Swanson and Connealy.
